Imphal, July 25 : Kuki National Organisation (KNO), a Kuki militant group having suspension of operation agreement with the government reasserted its demand for a separate Kuki land for enjoying Kukis rights.
The home secretary of the KNO, Anton Kuki reiterated Kukis’ demand for a seperate Kuki state while addressing the martyrs’ day function of the Kuki National Army (KNA), organized yesterday at the designated camp named Hermon Camp of KNA located at Chehlep village in Chandel district, about 80 kms from Imphal. KNA is the military wing of the KNO, which is one of more than 20 Kuki militant groups having a suspension of operation agreement with the government.
The martyrs’ day function was organized to pay respect to 167 cadres of the group died in between 1990 and 2012.
Senior leaders of other groups having suspension of operation and relatives of KNA cadres killed attended the programme. Gun salutes were given to the departed cadres of the group.
Relatives from other districts came in bus and other vehicles to attend the programme.
The president of Kuki Inpi, Myanmar Khailun Haokip also attended the programme. A Kuki female singer from Tamu of Myanmar, Ng. Lhainei performed during the programme.
Assam Rifle, police personnel and India Reserve Battalion personnel were deployed along the route to the camp in view of the programme.
However, those coming to attend the programme were allowed to proceed. Armed with sophisticated weapons cadres of the KNA guarded the spacious camp to ensure that nothing happened on a day of mourning.
A separate state for the Kukis is a dream of Kukis in Manipur.
Anton Kuki did not elaborate on the Kuki land, but said if Kukis do not have a separate land for proper administration Kukis cannot enjoy and exercised their rights.
The seeds of Kuki land have been sown and they will germinate. One day we will reap the fruits, Anton Kuki said.
Kuki National Front, another militant group having suspension of operation and now in a designated camp in Senapati district also has a similar demand for a Kuki state, comprising more than half of Manipur total geographical area.
The KNO was founded in the year 1988 and the KNA’s commander-in-chief Thangkholun Haokip went to Kachin to get guerrilla warfare training from Kachin Independent Army of Myanmar. Thangkholun was assassinated by rivals on July 24, 1992.
The martyrs’ day is observed every year on the day Thangkholun was killed.
The KNA is demanding separate Kuki states both in India and Myanmar.
Before signing the suspension of operation agreement KNA cadres carried out attacks on security forces both in Myanmar and Manipur.

New Delhi, July 25 (ANI): Pranab Mukherjee was on Wednesday sworn-in as the country’s 13th President.
Mukherjee was administered the oath of office by Chief Justice of India S.H. Kapadia at a special ceremony in the Central Hall of Parliament here.
A 21-gun salute was accorded to Mukherjee after he was sworn-in as the country’s next President. He solemnly affirmed by the oath, which he took in English.
Giving the acceptance speech Pranab Mukherjee said , “The principal responsibility of this office is to function as the guardian of our Constitution. I will strive, as I said on oath, to preserve, protect and defend our Constitution not just in word but also in spirit. We are all, across the divide of party and region, partners at the altar of our motherland. Our federal Constitution embodies the idea of modern India: it defines not only India but also modernity. A modern nation is built on some basic fundamentals: democracy, or equal rights for every citizen; secularism, or equal freedom to every faith; equality of every region and language; gender equality and, perhaps most important of all, economic equity. For our development to be real the poorest of our land must feel that they are part of the narrative of rising India.
I have seen vast, perhaps unbelievable, changes during the journey that has brought me from the flicker of a lamp in a small Bengal village to the chandeliers of Delhi. I was a boy when Bengal was savaged by a famine that killed millions; the misery and sorrow is still not lost on me. We have achieved much in the field of agriculture, industry and social infrastructure; but that is nothing compared to what India, led by the coming generations, will create in the decades ahead.
Our national mission must continue to be what it was when the generation of Mahatma Gandhi, Jawaharlal Nehru, Sardar Patel, Rajendra Prasad, Ambedkar and Maulana Azad offered us a tryst with destiny: to eliminate the curse of poverty, and create such opportunities for the young that they can take our India forward by quantum leaps. There is no humiliation more abusive than hunger. Trickle-down theories do not address the legitimate aspirations of the poor. We must lift those at the bottom so that poverty is erased from the dictionary of modern India.
Our wealth has been created by farmers and workers, industrialists and service-providers, soldiers and civilians. Our social harmony is the sublime co-existence of temple, mosque, church, gurudwara and synagogue; they are symbols of our unity in diversity.
Peace is the first ingredient of prosperity. History has often been written in the red of blood; but development and progress are the luminous rewards of a peace dividend, not a war trophy. The two halves of the 20th Century tell their own story. Europe, and indeed the world, reinvented itself after the end of the Second World War and the collapse of colonization, leading to the rise of great institutions like the United Nations. Leaders who ordered great armies into the field, and then understood that war was more barbarism than glory, transformed the world by changing its mindset. Gandhiji taught by example, and gave us the supreme strength of non-violence. India‘s philosophy is not an abstract in textbooks. It flourishes in the day-to-day life of our people, who value the humane above all else. Violence is external to our nature; when, as human beings, we do err, we exorcise our sins with penitence and accountability.
India has been on the frontlines of this war long before many other recognized its vicious depth or poisonous consequences. We must of course learn from the past; but we must remain focused on the future. In my view, education is the alchemy that can bring India its next golden age. Our oldest scriptures laid the framework of society around the pillars of knowledge; our challenge is to convert knowledge into a democratic force by taking it into every corner of our country. Our motto is unambiguous: All for knowledge, and knowledge for all.
The weight of office sometimes becomes a burden on dreams. The news is not always cheerful. Corruption is an evil that can depress the nation‘s mood and sap its progress. We cannot allow our progress to be hijacked by the greed of a few.
I envisage an India where unity of purpose propels the common good; where Centre and State are driven by the single vision of good governance; where every revolution is green; where democracy is not merely the right to vote once in five years but to speak always in the citizen‘s interest; where knowledge becomes wisdom; where the young pour their phenomenal energy and talent into the collective cause. As tyranny dwindles across the world; as democracy gets fresh life in regions once considered inhospitable; India becomes the model of modernity.
As Swami Vivekananda said, India will be raised, not with the power of flesh but with the power of the spirit, not with the flag of destruction, but with the flag of peace and love. Bring all the forces of good together. Do not care what be your colour-green, blue or red, but mix all the colours up and produce that intense glow of white, the colour of love. Ours is to work, the results will take care of themselves. There is no greater reward for a public servant than to be elected the first citizen of our Republic.

In view of the situation prevailing in Assam, the Railway Minister, Mukul Roy, spoke to Union Home Minister, P. Chidambaram and Assam Chief Minister, Tarun Gogoi. Roy apprised them of the difficulties being faced by the Railways in ensuring safe and smooth movement of trains to and from Assam. He emphasized that the safety and security of the passengers is of uppermost concern and the movement of passenger carrying trains in the affected areas will be governed keeping in view this objective.
He requested for providing security assistance in ensuring the smooth and safe movement of trains in the region.
Mukul Roy informed that the Railways is trying its best to regulate the train movement in view of the disturbances but requested for providing adequate security specially in the 54 kilometer badly affected area between Srirampur ad Salakati Railway stations so that the trains held up in the region for more than 24 hours could be moved towards their respective destinations. Shri Mukul Roy informed that the Railways is making efforts to position affected trains at bigger stations so that the stranded passengers could be provided with food, water and security.
Roy pointed out that Railways has geared up its machinery to provide best possible care to the stranded passengers in the given circumstances.
As of now at 5.00 P.M. today i.e. 24th July 2012, 26 trains have been cancelled. In addition, 37 trains have been regulated at various stations on the route resulting in trains running behind schedule.
Zonal Railways specially North-east Frontier Railway and Eastern Railway are issuing regular press bulletins informing public about cancellation and regulation of trains in the affected area. .
ANI adds shoot-at-sight orders have been issued and indefinite curfew clamped in the violence hit Assam ‘s Kokrajhar District.
Night curfew was also clamped in Chirang and a few places in Dhubri District.
Meanwhile, with the recovery of another body in Chirang District last evening, the death toll has mounted to 21.
The latest wave of violence was sparked on Friday night when unidentified men killed four youths in the state’s Bodo tribe-dominated Kokrajhar District near the borders of Bangladesh and Bhutan , police officials said.
In retaliation, armed Bodos attacked Muslims, suspecting them to be behind the killings.
Kokrajhar Deputy Commissioner, Donald Gilfellon, said that 37 camps had been set up to help the refugees and that more would be opened if needed.
“Thirteen relief camps have been set up with six in the Gossaigaon subdivision and seven in the Kokrajhar district. The Kokrajhar district administration called in the army and have also imposed a night curfew from 6 p.m. to 6 a.m. since yesterday to control the situation. Security forces were deployed in 31 sensitive areas in the Kokrajhar district on Sunday,” said Gilfellon.
Earlier, Bharatiya Janata Party (BJP) spokesperson Nirmala Sitharaman, said the flare up was a tribal issue that Assam authorities had to address.
“The dispute is about Bodos — who are tribals — accusing the government of looking the other way when their lands are being taken away by immigrants. And therefore this is a very serious issue of tribal rights, communal issue, which has flared up and the Congress government in Assam owes an explanation.”

CTLLS chairman Raguangning Gangmei made this appeal while felicitating toppers of Ruanglat subject in HSLC exam 2012 at the Manipur Press Club. The programme was organized by Ruangmei Literature Society, Imphal.
Gaikhangam, Home Minister; Z Kikhonbou Newmai, MLA, Tamei constituency; Janghemlung Panmei, MLA, Tamenglong constituency; G Soihem Haomei, Chairman, ADC, Tamenglong; LP Gonmei, IAS, Principal Secretary (Power), Government of Manipur; Norbert Disinang, IAS, Commissioner, Government of Manipur; Thaithuilung Panmei, IAS, Registrar of Cooperative Societies, Manipur and R Hucham Gonmei, IAS attended the function as chief guest and guests of honour respectively.
On the occasion, CTLLS chairman Raguangning Gangmei said it is useless to publish text books of tribal languages as the amount of money sanctioned by the state government to Tribal Research Institute is insufficient.
The government needs its attention and a holistic approach if it really wants to develop tribal literature and languages in the state, he stressed.
Addressing the gathering, state Home Minister Gaikhangam said literature is engrossed in everything so Manipur will prosper when there is development of literature in both the valley and hill.
It is a great pleasure that the Rongmei community which once neglected its resource has now flourishing steadily among the other tribal communities, the Home Minister noted.
He also encouraged the tribal students to work hard to score more marks in Ruanglat subject which has now become a Modern Indian Language (MIL) with an aim to elevate themselves as well as the state.
Gaikhangam pointed out that the Board of School Education, Manipur (BOSEM) gives minimal marks in exams hence it becomes difficult for students who wants to continue their study in other states while seeking admission in educational institutions. “Therefore, it is my desire that the Manipur board emphasize on more teaching and giving liberal marks to the students.”
A total of 250 students had appeared in this language in HSLC exam 2011 as an MIL subject while 372 students appeared in HSLC exam 2012.
This year’s toppers are Ganpatrei Kamei and Kachekgongliu . A case award of Rs 10,000 each was given to them along with certificates. The second highest mark scorer is Mapuiliu Rongmei and he was given a case award of Rs 7,000 with certificate.
Gaithuina Gangmei, Ganchuina Tahimei and Nganahak Kamei secured the third highest marks. A case award of Rs 5,000 was also given to them.

The surrendered UG cadres belonged to (UNLF 14, PULF (All Faction) 8, KYKL 13, PREPAK 7, KNLF 3, KCP (All Faction) 15, PLA 12, MNRF 1. Large number of weapons including AK-47s,G3 Rifles, Lathode, Carbines and Pistols were surrendered.
Speaking at the occasion, Chief Minister Shri 0. Ibobi Singh said that peace is the foremost necessity for progress and development. He said that prolonged armed movement in Manipur has not achieved anything for the people of the State except bring disorder and chaos in the society. While the rest of the world is progressing fast, the State is still struggling with basic things like law and order, he added.
Maintaining that there is no place for violence in a democratic country, the Chief Minister observed that violence and arms struggle only create more problems instead of bringing any solution. For bringing peace and normalcy, Government’s door is always kept open for negotiation and talk with all concerned, he reiterated.
The Chief Minister further said that the home coming ceremony is a testimony that the people of the State abhor violence and are desirous of leading a peaceful and prosperous life. He appealed to all the UG groups of the State to abjure the path of violence and join the main stream.
The Chief Minister congratulated the officers and jawans of Assam Rifles and the State Police force for their commendable job in bringing back various UG outfits to the main stream. He assured the surrendered cadres that the Government would try its best for their proper rehabilitation.
Speaking on the occasion, the Chief Minister said he welcomes the 72 youths as not as surrendered militants but as misguided youths . He hoped that they will help in working for peace and normalcy in the country. There is no place for violence in a democratic country , violence and arms do not solve any problem he added.
He however said the government will not tolerate illegal activities by militants who are under suspension of operation (SOO). The government will also start talks with another Manipur based militant outfit he added. He congratulated the Assam Rifles and the Manipur Police for working hard to bring peace in the region.
Maj Gen UK Gurung, IGAR(S) said the militants have decided to lay down arms due to the incentives given to them by the government. The troops in the border areas are on vigil to see if there is any move to infiltrate by militants into Manipur from Myanmar as there are reports of Myanmar government asking all bases of various organizations to close down.
Maj Gen Gurung said the family members and the society played a crucial role in making the militants come back to normal life and the function is named “Homecoming”. Now many parents are asking their children to lay down arms he further said. The former militants will now lead a normal life he assured.
The ceremony was attended by the Home Minister Gaikhangam, DGP Y. Joy Kumar, IGAR (S) , Principal Secy Home, Suresh Babu, Maj Gen U K Gurung, YSM, besides other distinguished persons.

Imphal, July 19: All the 60 MLAs of Manipur have voted for the UPA sponsored candidate, Pranab Mukherjee. Two former Speakers of the Congress party, TN Haokip and I Hemochandra were the polling agents for the Congress. Voting to elect a new President began here today at the Manipur Legislative Assembly at 10 am amid tight security. United Progressive Alliance (UPA) candidate Pranab Mukherjee and Opposition-backed PA Sangma are in the fray.
Chief Minister O Ibobi was the first elector to cast his vote in the presidential poll began at 10 am and ended at 5 pm. Next to him, Speaker Th Lokeshwar gave his vote and followed by other MLAs.Six MLAs cast their votes till 12:35 pm.
Chief Minister, O Ibobi said all the MLAs voted for Pranab Mukherjee.
Congress Gaikhangam said it is a historic event in the history of the state and he extended gratitude to all for supporting Pranab Mukherjee. It is a remarkable accomplishment during his term as President of Congress and O Ibobi’s stint as Chief Minister. There was no bargaining but the party requested all political parties to support Pranab Mukherjee, Gaikhangam said. All the political parties on their own conveyed the decision to support Pranab he further said.
Gaikhangam said regarding the issue of Congress President he will abide by the decision taken by the AICC. His term will end in Sep 2015. He further said ten new police stations will be opened.
The police stations in the state will now have about 50 to 60 personnel . He further said the police headquarter will alsob e constructed at a suitable place. The government is considering few places.
The state has 60 MLAs which include 42 Congress MLAs, 7 Trinamool Congress MLAs, 5 MSCP MLAs, 4 NPF MLAs and one MLA each from NCP and Lok Janshakti Party. The state has three Congress MPs hence all the votes of the state have gone to Pranab Mukherjee. Gaikhangam said the three Congress MPs have also exercised their franchise at Parliament House.
The value of a vote of an MLA of the State is 18. For the 60 MLAs the total vote value from the state will be 1080.The value of the votes of the three MPs of the state is 708. Indira, Secy Manipur Legislative Assembly and M Ramani, Dy Secy are the two AROs and Anup Chandra Pandey the Election Observer. The ballot box will be sealed and the AROs will personally take it to Parliament House tomorrow .
A confident Pranab Mukherjee cast his vote in Parliament earlier in the day looking all set to occupy the nation’s highest position. He was flanked by Prime Minister Dr. Manmohan Singh and Congress President Sonia Gandhi.
Pranab Mukherjee’s son, Abhijit Mukherjee, appeared to be delighted about the presidential election.
“First time may be in Indian history, the presidential candidate himself is a voter from Lok Sabha, and his direct descendent son is also a voter form one of the assemblies. This may be the first time in the history of Indian presidential elections, the first time. It is a great feeling,” he said.
Incumbent President Pratibha Devisingh Patil’s term is coming to an end on July 24.
Pranab Mukherjee’s chances got a major boost on Tuesday after West Bengal Chief Minister and Trinamool Congress chief Mamata Banerjee pledged to support him the Raisina Hill race.
4,896 lawmakers- 776 MPs and 4,120 MLAs are voting in Parliament and state assemblies. They do not use EVMs (Electronic Voting Machines). Each of them will list their preference on a ballot paper.
The total vote value is 10.98 lakh and a winning candidate needs to get 5,49,442 vote value if all of them exercise franchise.
The votes will be counted on Sunday and the result is likely to be known by early evening.
Besides the UPA and its four supporting parties-SP, BSP, RJD, JD (S), NDA partners JD (U) and Shiv Sena as also the CPI (M) and Forward Bloc have declared their support for Mukherjee.
There are around 32,000 votes with smaller parties, who have no presence in parliament but have legislators in the states.
Sangma, a former Lok Sabha Speaker, jumped into the fray playing the tribal card with the initial support of the Biju Janata Dal and the All India Anna Dravida Munnetra Kazhagam.
The BJP and Akali Dal decided to back Sangma, who quit the NCP, the party he founded with Sharad Pawar, to contest the election.
The President of India is the head of state of the Republic of India. The President is the formal head of the legislature, executive and judiciary branches of Indian Democracy and is the commander-in-chief of the Indian Armed Forces. The powers to pardon and clemency are vested with the President of India.
The President is elected, from a group of nominees, by the elected members of the Parliament of India (Lok Sabha and Rajya Sabha) as well as of the state legislatures (Vidhan Sabhas), and serves for a term of five years.

Addressing the key note speech Principal,.Daniel Byrne emphasised the importance of this new forum which will give a bigger platform for all the students –former and present- where the bond between the alumni and the alma mater will no longer be severed after the students complete their H.S.L.C Examination.He also offered his gratitude to the entire alumni, especially those who have put in a lot of time and effort in making the event a success and for fulfilling his dream.
The alumni forum released its very first official newsletter and launched its official website www.ttus.orgduring the function. Speakers of the event articulated their excitement and assured that they would strive to make the forum a vibrant one. A two minute silence was observed in remembrance of the founder of the school, Shining Byrne. The forum also extended their invitation to the alumni of the school in different parts of the globe whom they couldn’t reach out to make the next edition of the alumni meet a bigger and more successful event.
The event was an episode of reminiscence and nostalgia on the part of the alumni who, after many years shared a few prized moments with their former classmates and their teachers.

India’s 700 km range ballistic missile, ‘AGNI I’ was successfully launched today from the wheeler island off the coast of Odisha. It was a textbook launch meeting all mission objectives and the missile reached the target point in the Bay of Bengal following the prescribed trajectory. The missile was launched from Road Mobile Launcher System and was tracked by Radar and Telemetry stations located along the coastline. Two Naval Ships located near the target point tracked the missile in the terminal phase of the Flight.
Indigenously developed by DRDO the missile is already in the arsenal of Indian Armed Forces and was launched by the Strategic Forces Command as part of training exercise to ensure preparedness.
The Launch was witnessed by Dr. Vijay Kumar Saraswat, SA to RM, Secretary Department of Defence Research &Development& DG DRDO, Shri AvinashChander, Scientist & CC R&D (Missiles & Strategic Systems) and Programme Director AGNI, Dr. J Chattopadhyaya, Project Director and Shri MVKV Prasad, Director ITR and senior officials from DRDO and the armed forces.
Dr Saraswat congratulated all the Scientists and employees of DRDO and the Armed forces for the successful launch.
Defence Minister Shri A K Antony has congratulated the DRDO team on the successful launch of Agni I.

Imphal, July 12: The state cabinet today discussed the issue of introduction of inner Line Permit System in the State and it was decided, “The State Cabinet resolved to urge the Government of India to extend provisions of The Bengal Eastern Frontier Regulations, 1873 to the State of Manipur.”
Chief Minister O Ibobi Singh said it is not within the jurisdiction of the state government to introduce ILP. It is an act promulgated before India attained Independence and it is applicable to Mizoram, Nagaland and Arunachal Pradesh he said. There is nothing wrong in introducing the act in Manipur he added. The Home Ministry had earlier informed that the act can not be extended to Manipur. If required the state Assembly can also take a decision on the matter he added.
The matter was also discussed by the CLP.
Meanwhile Federation of Regional Indigenous Societies (FREINDS) has called a 24 hour public curfew from tonight. If no decision is taken by tomorrow entry of outsiders will be restricted. advisor Kakchingtabam Birahari Sharma who started a fast to death on July 6 was chained and forced fed yesterday at hospital. L Ibomcha raising the matter in the Assembly today said a person can not be chained and the chains should be immediately removed.
The United Committee Manipur (UCM) hold a sit-in-protest demanding implementation of inner line permit system at Keishampat Lairembi Community Hall today.
Yumnam Nabachandra, president of UCM said, the inner line permit system should be implemented immediately in Manipur. The UCM warned the assembly should take a decision for the implementation of inner line permit system during the ongoing state assembly session.
The UCM will support every agitation being launched by committee on inner line permit system. Regarding the influx of outsiders UCM had earlier published a book entitled Whose of migrating in Manipur. Later the representatives of UCM proceeded towards CM bunglow to submit a memorandum however they were detained at Keishampat Bridge. Later, a memorandum was submitted to CM.
The president of BJP, Manipur Pradesh Sh. ShantiKumar Sharma said, the ongoing Manipur state assembly session may pass for the implementation of inner line permit system.
He was meeting the press at its office today.
Without the consent of centre, the assembly session may pass it. The BJP fully support the agitation of public. If the session fails to take up any action in this connection, it will be impossible to control public agitation.
The VP of the party, Salam Ibohal who took part in the press conference said, the minister of CAF and PDS is still remaining a silent spectator although the black marketers are selling petrol and diesel at an exorbitant rate due to the closed of the oil pumps.
Students who were trying to storm the Manipur Legislative Assembly were intercepted by police. Later police rounded up some students including president of AMSU, Suresh, VP, DESAM, Angamba, Anil Khuman, deputy secy. Of KSA, Ajit, Punshiba, president of SWAK Sanjit, ex finance secy, AMSU. The large students assembled at Thangmeiband area and while proceeding towards assembly they were detained near THAU ground.
The students of TG Higher Secondary School also tried to proced towards assembly however they were detained near western gate of Kangla.
Police locked the keys of CC Higher Secondary School and Johnstone Higher Secondary School as the students were trying to take out rallies.
The students of Ibotnsana Higher Secondary School also took out a rally however they were intercepted by police at RIMS Gate.
As the news of arresting leaders of students union spread like into fire students thronged Lamphel PS, Imphal PS and City PS for count arrest. Meanwhile police took up various measures on the road, ways leading to Manipur Legislative Assembly to avoid any unwanted incident.
Members of Kangleipak Indigenous Martial Art Cooperative Society (KIMACS) who were attempting to launch a demonstration were forced to turn back from Sanjenthong Bridge by the police. Sit-in protests were also staged in other places such as Bashikhong, Kongpal, Kongpal Sajor Leikai, Kongpal Ninghthoukhong Leikai, Netaji Meetei Club, Kongpal Chungkham Leikai, Paona Bazaar, JN Dance Akademi campus, Uchekon and Lilong Bazaar.

Imphal, July 8 : Friends advisor KB Sharma on fast who launched fast to demand implementation of ILP was arrested yesterday and produced before court today.
The protest demonstration was organized at Uripok and by Lamjao Tongba Gram Panchayat under the aegis of federation of Regional Indigenous Society of Manipur (FRIENDS) at the Community Hall of Yengkhom Leirak Club. A sensitization programme on ILP system was also organized as a part of the protest.
Once the ILP system is put into operation in the state a methodical investigation will be conducted by the concerned authority against all the migrants in Manipur, Sapamcha Jadumani, president, FRIENDS said during the ILP sensitization programme.
He said implementation of ILP system will also help the youth of the state to get more opportunities in pursuing academic and professional careers.
“We should preserve work culture and that indigenous people of the state should take up jobs such as hair cutting, cobbling, etc,” he suggested.
Dr Khomdon, convenor, FRIENDS who was also speaking at the event accused the politicians in the state of showing hesitation in implementing ILP system in Manipur because a number of migrants have been registered in the state electoral roll. Criticizing Chief Minister O Ibobi, Dr Khomdon also said the Chief Minister is unwilling to implement ILP system in the state as he is afraid of AICC president Sonia Gandhi who may ask him whether he is not a real citizen of India.
‘Inner line Permit’ introduced by the British India as ‘Bengal Eastern Frontier Regulation Act on 27th August 1873’ for the sake of peace and social harmony” should be enforced according to A. Lenthang, Kumpi of Kuki Inpis in a memorandum submitted to Prime Minister .
Both the Government of British India and the present Indian Government are aware of the above cited Act had been introduced for safeguarding all the Indigenous peoples in between the then India and Burma, the two countries India and Burma colonized by the Colonial Government then, but the region in question excluded resulting to this BEFR Act 1873.
Since then this “Innerline Permit” prohibits entry of –
1. India citizens (non-residents of the area in question)
2. Foreigners (PAP)
3. Foreigners (RAP) and the practice has been being continued in the whole of north east India. Though the Act has mentioned specific areas; but in practice the entry of the above three categories are prohibited in the whole region beginning from Arakan Hills through Chittagong on to the whole region including Tripura and Manipur in between the two colonized India and Burma then.
The Act has safeguarded the Indigenous peoples’ ancestral land and the minority communities as well. They could live in peace and social harmony. The moment the “Innerline Permit” is removed or amended without the consent of the Indigenous peoples, inevitably, indigenous peoples will be in unspeakable hardship and their ancestral lands be grabbed by outsiders as it is now started in the state of Tripura, and the end of the chaos will be the extinction of all Indigenous peoples in the so-called “Independent Hill Country” in between the Governments in India and Burma.

Imphal, July 6 : The demand for implementation of Inner Line Permit (ILP) system in the state is gaining momentum with the advisor of Federation of Regional Indigenous Societies (FREINDS) launching a fast unto- death agitation at the Community Hall, Kwakeithel Bazaar in Imphal from Friday.
KB Sharma, advisor of FREINDS and theatre artiste is observing the hunger strike on the demand of implementation of ILP in Manipur under the aegis of the newly formed Joint Committee on ILP System.
The fast unto -death protest has been taken up to enable the future generation to protect the identity of the people of Manipur and to maintain the rule of law, Sharma told journalists at the site where he is undergoing the strike.
He said he does not want the future generation of the state to face the same situation that we have seen in the state of Tripura whose identity is now completely lost due to mass influx of migrants.
It is very important to save the indigenous people in the present critical situation in the state, he remarked.
Sharma said he will continue the protest until and unless the government implements ILP system in the state and that his stance is firm indeed.
Police disrupted the protest by dismantling the banner of the hunger strike but Sharma flanked by members of the Joint Committee on ILP System later continued it.
It is worthy of mentioning that spearheaded by Federation for Regional Indigenous Society (FREINDS) there have been sit-in-protest in most parts of the state capital Imphal these days demanding for the implementation of ILP system in Manipur.
On Tuesday, president of MPP S Umananda Singh the party has been endorsing anyone pushing to implement the ILP in Manipur for several years. Umananda stated that the population of immigrants are so large in Manipur that the economic benefits have not been received by the locals.
According to the 2001 census report, there were more than 7,00,000 migrants in Manipur, which is much more than the tribal population of the state, and so it is high time for the government to recognize the danger of the possibility of a higher rise in the population of migrants with the train reaching the capital of the state, cautioned hunger striker KB Sharma.
He urged the government to make sure that the ILP system is passed as an Act in the coming monsoon session of the state assembly and implemented at the earliest, so as to save the indigenous people of the state from being minorities in their own land.
United Committee Manipur (UCM) had said there are 7, 05, 588 outsiders in Manipur according to the 2001 census while the Meitei population is 7, 51, 422 and the total population of the tribals is 6, 70, 782. The Meitei Muslims (Pangals) have the population of 1, 57, 204.

The aim of his tour is to write a travelogue on Eurasia mainly on its cultures, lifestyles and difficulties faced by the people in different countries of the region.
Usami left Kohima yesterday for Imphal in a vintage car which he has been using in the tour. He faced a lot of difficulties in his journey, Usami told the media at the Manipur Press Club here.
He said he will visit the Imphal War Cemetery to collect information about the Japanese war heroes.
Usami will traverse Moreh where he will seek permission to visit Myanmar in his own car. Usami will be staying in Manipur for seven days.
Usami also claimed that the Northeast people are friendlier than the people of mainland India but he expressed dissatisfaction on the road condition of the region.He will continue his trip to Pakistan after crossing Myanmar.

Standing tall in Pallel of Chandel district yesterday, the war memorial is a mute testimony to the fighting prowess of the Assam Rifles and recognition for all brave warriors who sacrificed their lives while serving to protect the human rights, peace and tranquility for the people of Chandel district. The thump of the bigul marked the start of the ceremony and was followed by laying wreath by Maj Gen UK Gurung, YSM, IGAR (S).
HQ 26 Sector Assam Rifles undertook the campaign to GO GREEN over a fortnight to spread the message of afforestation throughout Chandel District yesterday. The function was inaugurated by Maj Gen UK Gurung. This drive will spread to Tengnoupal, Moreh, Shejang, Sajik Tampak, Moltuk, Sita, Joupi and Old Samtal to create awareness amongst the people of Chandel district over the period of 15 days.
Under this movement around 10,000 plants of ornamental, fruit bearing and medicinal varieties will be planted across Chandel district. Gen UK Gurung, YSM, IGAR(S) addressed the Assam Rifles Junior High School, Pallel and educated the children and parents expressing concern about the climatic change in the Chandel district due to deforestation and motivated them to preserve the biodiversity of Manipur. In another occasion,27 Assam Rifles organised a ‘Plantation Drive’ under PARTNER’S (Partnership of Assam Rifles Towards North East Regional Students) Programme on 05 July 2012 to furthering its undeterred efforts of preserving the bounty of the nature. A lecture on “Importance of Trees in Our Lives” was also conducted on the occasion. A total of 230 saplings were planted at Thounaojam Village,Thoubal District.
