Imphal, Mar 17: In furtherance of its motto ‘Friends of Manipur’, HQ 26 Sector AR under HQ IGAR (S) distributed 200 Solar lights to 27 remote villages of Chandel district. Keeping in view the nascent state of electric power infrastructure in this still developing area of Manipur, the provision of these solar lights would enable a number of families to be benefited. This project, in addition to being an energy solution is also aimed as an income generating venture for selected individuals in each village, thus providing economic and livelihood benefits also.
This project is in collaboration with ‘The Energy and Resources Institute (TERI), New Delhi, which is a leading force in the country in alternative energy solutions. The inauguration of the project and distribution of equipment was done at Pallel by Maj Gen U K Gurung, YSM, IGAR (S) in presence of Brig Upendra Dwivedi, Commander of 26 Sector AR and other senior officials. Speaking on the occasion, he exhorted the locals to preserve the environment by adopting alternative energy in a bigger way. This would also ensure a safer environment and future for the coming generations.
He declared that more such projects would be launched in coming days especially concerning infrastructure and youth of the state. He assured the gathering that Assam Rifles would always be hand in hand with the locals towards their efforts in the development of the region and turning it into an area of peace and prosperity, Gen Gurung also extended greetings of Raising Day to all ranks of 26 Sector AR. The 200 La BL solar systems were distributed by 9 Assam Rifles,24Assam Rifles,35 Assam Rifles and 42 Assam Rifles to Zion Veng, Homeguard Very,L Phuchang,New Moreh,Guithe Veng, SanaiVeng,MCholanou,Zomun nom, BBongjang, Tegnoupal, Lei[pham, Yongkhul, Chalktong, K watha Khunou,Tuitam Khongkhai, Gampazol, Sersi, Aishi, Kholmunlen, Mito ng, Anal Khulen,Phunchong, Chingjarol, Phaichambung, Oklu, Phiran Khullen, Phiran Machet and Thisomjang villages.

Imphal, Mar 16: : Three MLAs , were on Friday sworn in as cabinet ministers of Okram Ibobi Singh-led Congress Government.
The cabinet rank three ministers who took oath included Manipur Pradesh Congress Committee (MPCC) president G. Gaikhangam, Th. Debendra and Phungzathang Tonsing, who are in a tough contest for the post of the deputy chief minister.
“As of now, we can not say anything on the selection of Deputy Chief Minister and that the Congress High Command would decide on it and officially intimate the same to us,” Chief Minister O Ibobi told the media outside the Durbar Hall after the event.
He said expansion of the new Congress Government would take place at the earliest, adding, “We just can not fix the date.”
The State budget session slated for March 19 would be a temporary one and that a full-budget session would be held after finalizing the size of the planning, the Chief Minister informed.
He said the new Government will put emphasis on law and order of the State, but equal importance would be given on power, communication and drinking water, too.
The Chief Minister also once again made an earnest appeal to all the militant organizations in the State to come forward for peace talks.
In the 60-member assembly, 12 out of the 41 MLAs will enjoy ministerial berths. The Indian National Congress (INC) swept the last Manipur polls by winning 42 seats. The Congress party also discussed about the election of Speaker and it was reported that Th Lokeshore who was Dy Speaker in the last Assembly may be projected as the Speaker.
Gaikhangam born on 12 Nov 1950 was elected for the first time in 1980 and has won six times from Nungba. He has been the President of Congress since 2007.
Thoudam Debendra born on 1 Nov 1941 was elected for the first time in 1980 and has seven times from Jiribam.
Phungzathang born on 14 July 1937 was first elected in 1980 and has been elected for the sixth time from Churachandpur.

Imphal, Mar 14: : Okram Ibobi Singh was sworn in as the Chief Minister of Manipur for the third consecutive time today at Raj Bhawan banquet hall at 3 pm. Governor Gurbhachan Jagat administered the oath. Ibobi took the oath in Manipuri with Congress President, Gaikhangam, Observer L Faliero , newly elected MLAs and senior officials in attendance.
Mr. Ibobi after the ceremony said the expectations of the people are high as he has been elected for the third time. He said, “ I can not give any excuse now , I have to perform well now”. The top priority will be law and order.
Serious thought will be given to the dismal power situation in the state. The electricity department may be converted into a corporation and partial privatisation was not ruled out. The government is seriously working hard to provide 20 hours of power daily he added.
The major hurdle in taking up power related works was collection of taxes and uncleared due has touched about Rs 300 crores he said. Providing safe drinking water, health sector will also receive top priority he added.
Expansion of his ministry will take soon within a week’s time he assured. He hinted that he will not be holding all the key portfolios this time.
Okram Ibobi Singh was yesterday elected as leader of the Congress Legislature party (CLP) and he staked his claim to form the new Ministry. The INC has a total strength of 42 in the newly constituted House.
Earlier in the day, 59 MLAs took the oath of office at Manipur Legislative Assembly Hall. The oath-taking ceremony was administered by Protem Speaker, L .Nandakumar Singh.
In the 60-member assembly, 42 are Congress MLAs, and 25 of them are new faces—12 from Indian National Congress (INC), five from Manipur State Congress Party (MSCP), four from Naga
People’s Front (NPF), three from Trinamool Congress and one from LJP.Pro tem Speaker, L Nandakumar administered the oath.
Ibobi was born on July 19, 1948 to Okram Angoubi Singh and Lukamani Devi at Thoubal Athokpam in Thoubal district . In 1984 he won as an Independent candidate from Khangabok Assembly constituency in Thoubal district. In 1990, Ibobi was re-elected as a Congress candidate. He became Minister-in-Charge of Municipal Administration, Housing and Urban Development. He became the 11th chief minister of Manipur on March 7, 2002 and since then he is continuing in the same post.

Imphal, Mar 13: Yesterday afternoon, a copy of the gazette notification, constituting the Tenth Manipur Legislative Assembly by the Election Commission of India was received by the Governor’s Secretariat. Consequently, the leader of the INC Legislature Party, Shri Okram Ibobi Singh staked his claim to form the new Ministry. The INC has a total strength of 42 in the newly constituted House. No other group has staked claim for formation of the new ministry.
2. Subsequently, the Governor has appointed Shri Okram Ibobi Singh, leader of the INC Legislature Party in the Tenth Manipur Legislative Assembly, to be the new Chief Minister. The Governor also requested Shri Ibobi Singh to submit the list of his new Council of Ministers. The swearing in of the Chief Minister-will take place tomorrow afternoon.

The decision to choose O Ibobi, who is going to be chief minister of Manipur for the three consecutive terms, was taken at a crucial meeting of the CLP on March 7, but a CLP leader is chosen by the All India Congress Committee (AICC), Faleiro said and congratulated the CLP leader.
Faleiro, who was flanked by O Ibobi and Manipur Pradesh Congress Committee (MPCC) president G Gaikhangam, said a massive peace movement, particularly in the State of Manipur is necessary in order to have a faster growth in the State economy and fulfill a new aspiration of the people.
He also appealed to all the stakeholders in the State to come forward to facilitate a dialogue process with the State government.
A high power monitoring committee will be set up to monitor the State Congress manifesto, Faleiro added.
This time, the new Congress government, which is likely to form in the next two days, will be facing a big challenge and that there are various problems to be solved, beaming Okram Ibobi Singh told the media today.
The 63-year old Congress leader, who has served the State for two consecutive terms as chief minister, also assured that development on power, drinking water and road will be given first priority by the next Congress government.
The formation of the new government will take place on Wednesday as the tenure of Secular Progressive Front (SPF) government will be completed on March 15, Ibobi said when the media enquired on the much awaited government formation.

MPCC president Gaikhangam expressed happiness on the appointment of Ibobi as the CLP leader by AICC Chief Sonia Gandhi and said he would always remain faithful to every decision taken by the Congress chief.
Ibobi was born on July 19, 1948 to Okram Angoubi Singh and Lukamani Devi in Thoubal Athokpam in Thoubal district of Manipur.
He became the 11th chief minister of Manipur on March 7, 2002 holding the position for two straight terms and now this will be the third time that he becomes the chief minister.
Ibobi is married to Landhoni Devi, now an MLA and the couple has one son and two daughters.

Speaking at the reception ceremony, Faleiro said the landslide victory gained by the Congress in Manipur polls has shown that the people’s democratic rights cannot be suppressed and that the electorate exercised their franchise despite tremendous pressure and threats.
He also acknowledged the fact that the Congress won the elections because of the support given to the party by the people, saying with a pride that the Congress was a disciplined political party.
The Congress Legislature Party (CLP) leader would be chosen after convening a crucial meeting of the legislatures, Faleiro said when the media enquired who would be the next chief minister.
Conveying the message sent by AICC President Sonia Gandhi on the overwhelming majority got by the Congress in the State polls whose results were out yesterday, Faleiro said the Congress chief assured that the first priority would be given on the needs of the people of the State and congratulated the newly elected Manipur Pradesh Congress (MPCC) representatives.
The Congress won 42 seats, 11 seats more than the expected magic number in the 60-member House.
MPCC president Gaikhangam, who also retained his seat, said the public have proved once again that the Congress is the only party which can bring a stable government in the State and added that the people’s verdict has made history in the State and that the party will always try its level best to win the trust of the people.
On the occasion, O Ibobi Singh, the serving Chief Minster, talked about the integrity of the Meiteis, Nagas, Kukis and Muslims, stating that the election results have shown the oneness of the different communities of Manipur.
He also said the Congress will never turn back from its responsibility bestowed upon it by the people and that “we will find out every problem and needs of the people and try to solve them by working hard.”
The Chief Minister said 80 per cent voting was recorded in the recent polls in which the Congress bagged 60 per cent of the total seats, saying that the party fought the elections under intense threats from underground groups.
Ibobi also appealed to all the anti-national elements to come forward for a peaceful dialogue which is the only way to bring solutions. He said the door is always opened for talks.

New Delhi , March 7: Two young female artistes namely S. Thaninleima and Ahongshangbam Priyarani Devi were among 33 other young artistes of India awarded for the Ustad Bismillah Khan Yuva Puraskar for the year 2010 at a glittering function held at Kamani Auditorium, Copernicus Marg here this evening. The Chairperson of the Sangeet Natak Akademi Leela Samson presented the awards. Thaninleima received the coveted award in the field of theatre and Priyarani in Manipuri folk music.
Born on February 1, 1974 in Imphal, Sanabam Thaninleima Chanu received her initial training in theatre from Loitongbam Dorendra with whom she worked for eight years till 1997.
An alumnus of National School of Drama, she obtained Ph. D Degree in Contemporary Manipuri Theatre with special emphasis on the theatre of Ratan Thiyam from Manipur
University.. She also studied theatre at the National Theatyre of Korea. She is the Director of the Khenjonglang, Imphal engaged in theatre research and production. The group participated at Bharat Rang Mahotsav and Octave. Her well known plays are Ashang Eina Aton, Macbeth, Mrichhakatikam and Kankal. She has been working with the people of the hill areas of Manipur imparting training in theatre to the young and upcoming artistes of tribal communities. She is recipient of junior fellowship of Ministry of Culture, Government of India.
Born on March 2, 1984 in manipur, Ahongshangbam Priyarani completed her Dploma in Manipuri dance and Nata- Sankritana from Jawaharlal Nehru Manipur Dance Academy, Imphal. She performed in various festivals at national and international levels. She performed in the fourth Surin International Folklore Festival, Thailand and the International Theatre Festival at Dhaka.She received national scholarship in the field of traditional music ofManipur in 2005 and the Manipur State Kala Akademi scholarship in Manipuri traditional song in 2009.
The Sangeet Natak Akademi, National Academy of Music, Dance and Drama, the apex body of the performing arts in the country introduced the Ustad Bismillah Khan Yuva Puraskar in the year 2006 with the objective of giving national recognition to outstanding young talents in diverse fields of performing arts. Artistes below the age of 35 years were eligible for the award in the past; but the age bar was increased to 40 years from this edition.
Eight recipients in the field of music were Manjusa Sandip Patil and Kaushiki Desikan for Hindustani vocal music, Suyog Kundalkar (Harmonium) and Ashutosh Upadhyay (Pakhawaj) for Hindustani instrumental music, Savita Narasimhan for Carnatic vocal music, Embar Kannam (Violin) and G Guruprasanna (Kanjira) for carnatic instrumental music, Alangkar Singh for other major traditions of Music- Gurbani of Punjab.
Eight artistes in dance were Praveen Kumar (Bharatnatyam), Pallabi De (Kathak), M Amaljith (Kathakali), Yaleswarapu Srinivasulu (Kuchipudi), Arushi Mudgal (Odissi), Naren Barua (Sattriya), Madhu Natraj (Creative dance) and Yogesh Gangani (Music for dance- Tabla for Kathak).
Eight artistes in theatre were Meeta Mishra and S. Thaninleima for direction; Anita Shabdeesh, Danish Iqbal, Dakshina Sharma and Pkaija for Acting; Rajesh K V (lighting) fir Allied Theatre Arts; Srikanth Nataranjan for Major Traditions of Theatre – Bhagavata of Tamil Nadu.
Nine artistes in the field of others Traditional/Folk/Tribal Dance,Music,Theatre & Puppetry were U.Natrajan for Folk Dance (Tamil Nadu),Arti Kale Nagarkar for Lavani (Maharastra), Ahingshangbam Priyarani Devi for Folk Music (Manipur), Fakira Khan for the Folk Music (rajasthan), Manzoor Ul Haq for Soofiyana Kalam (Jammu and Kashmir), Kanjuram Salaam for the Tribal Dance (Chhattisgarh), Danish Hussain & Mehmood Farukke (Joint Puraskar) for Dastangoi – Folk Narrative (Uttar Pradesh) and Hanumanthu Rao for Tolu Bommalatta (Puppetry of Andhra Pradesh).
Ustad Bismillah Khan Yuva Puraskar carried a memento and a purse prize money of Rs 25,000/-.
The award ceremony was followed by a seven-day music, dance and drama featuring Yuva Puraskar recipients from March 7 to 13 at Kamani Auditorium and Meghdoot theatre.
Priyarani will perform her folk music programme on March 11 and Thaninleima will stage her play – Kankal in Manipuri on March 12.

Imphal, Feb 24: RPF Chief Irengbam Chaoram issued a statement on the eve of independence demand day. It said, “First of all, I would like to convey my deepest respect to all our people. I would also like to salute all the valiant sons and daughters of the soil who have sacrificed their invaluable lives at the altar of the revolutionary movement.
We don’t think one needs any reminder to conclude that the armed revolutionary movement being witnessed in Manipur has its roots in the political conflict between Manipur and India. However, following Government of India’s tactful employment of local elements against the revolutionary movement, the existing political conflict which is basically between India and Manipur is being steadily transformed into an internal conflict within the nation state of Manipur. To complete this transformation of the political conflict from being a conflict between two separate political entities into internal conflict of Manipur, GoI has recruited a large number of our people into their security establishments and related units taking advantage of the sheer large volume of unemployment in the State. As a result, the politico-military conflict is slowly taking new characteristics of internecine killings and communal polarisation. To save our society from this predicament and the possible setback to the revolutionary movement, it is our foremost responsibility to check all activities of collaborators along with fighting the colonial regime.
Whatever initiatives taken up by the puppet Manipur Government in the name of bringing a solution to the revolutionary movement have been only adding fuel to the fire of turmoil which is fast engulfing the whole society instead of heralding any chance of peace. While the people have been facing extra burden due to the overwhelming number of revolutionary groups, GoI has been nurturing many new pseudo revolutionary groups which are directly straining the inseparable bond between our people and revolutionaries. All kinds of activities not compatible to revolutionary ethics perpetrated by pseudo revolutionary groups, all the plots to keep revolutionary groups divided, conspiracies to ignite internecine killings, goading youngsters into surrender dramas, giving free hand to some armed groups in the name of ceasefire pacts to challenge the integrity of Manipur and divide the people on communal lines so as to give a false meaning to the revolutionary movement are all GoI’s schemes.
All those activities which give undue harassment to people in the name of revolutionary groups are actually perpetrated by security forces and they are included within the schemes of things planned by GoI and executed at their command. Moreover, the rogue security personnel drawn from our own society are given extra perks for harassing people. It’s time for our people to persuade the political class to retract from their misplaced policies and stop them from doing anything that has potential to muddy the revolutionary movement.
Rather they should be made to focus on development of Manipur. Revolutionary groups would assume it their duty to exert strong pressure to strip political power off those political classes who refuse to mend their ways. Only when this campaign fructifies and the ruling class taught a befitting lesson, future rulers would learn to respect the revolutionary movement. This would also reduce intra- conflicts and ultimately enable our people to focus full attention in fighting imperialist India.
RPF never sees our ruling political class, bureaucrats and Manipuri people working in security forces as its enemy, and there is no question of attacking them deliberately.
To RPF, all these sections of people are also suffering under the Indian colonial rule together with the mass, and we are hopeful that they would one day join the mass and fight against India. When we see them as our own blood brothers and avoiding all possible situations of confrontation, they have been siding with imperialist India and directly challenging the revolutionary movement. Their deliberate act of overlooking the fraternal bond and choosing the path which goes against the movement often create situations of animosity amongst us. Before this sense of animosity aggravates and a disastrous internecine war breaks out, it is a bounden duty for all of us to correct their malicious thoughts and bring them back to the right path.
All the repressive measures perpetrated by thoughtless Indian security personnel including custodial killings are no longer a secret to the international community. As per a report of the Human Rights Commission, 1,500 people died in police custody every year in India.
On account of such notorious record, there were cases when many Indian security men, both working and retired were denied entry in some countries. In Manipur, to avoid harsh criticisms against custodial deaths, security forces have devised a sinister mechanism called Fake Encounter to eliminate people in cold blood without any sort of trial. Summary killings in the guise of fake encounters cannot be concealed for good and there would come a time when all those accused in such killings must stand in the dock. For this reason,
Manipuri people working in Manipur Police and other security establishments should not emulate rogue Indian security personnel or stand against humanity.
In the meantime, the incessant influx of non-Manipuris has severely affected demography of Manipur. Our people now face a grave threat from these immigrants. Already, it has been reported that immigrants now constitute almost one-third of the total population of Manipur. Given their high birth rate, it is most probable that the immigrants would outnumber indigenous population of Manipur after some years. This would bring about drastic changes in the socio-political set up of Manipur. Political power would fall in the hands of immigrants and they would attain over lordship over the indigenous communities. Out of the 700 crore (approximately) population of Earth, Indians constitute the overwhelming bulk of 121 crore. A few years hence, India would overtake all other countries as the most populous country in the world. Such a situation evokes one inevitable question. It’s only natural for a populous country to spread their population to other countries in accordance to their own convenience. Given the salubrious climate and plenty of self employment avenues available in Manipur, the influx of Indians into
Manipur is understandable. Our indigenous people must not give any undue advantage to the immigrants to make permanent settlement in the State. Our indigenous people must not rent out rooms to immigrants, sell land/plots, hire them as labourers, buy things from them, associate with them in business ventures nor encourage inter-marriage with the immigrants. It is another inescapable duty of the revolutionary groups to send back all those immigrants together with those impostor labourers sent into the State to serve as compradors of the colonial rule if they try to make their settlement in Manipur permanently in spite of all the measures our indigenous people must take up against Indian influx.
Whereas all the indigenous economic institutions and commercial patterns prevalent when Manipur was a sovereign nation have been systematically uprooted in the last 60 years since Manipur was annexed into India, there is no sign of replacing the old economic institutions with a modern, viable economic. The present situation of economic dependence and the subsequent concept “Manipur cannot survive without aid from India” inculcated among the indigenous people are results of the colonial captive market economy nurtured over the years. The fundamental objectives of this economic system is to destroy all indigenous economic institutions, develop a culture of dependence and groom a class of people who believe in the colonial regime. This is exactly what is being witnessed in our society today. The prevailing economic system based on construction of roads, bridges, drains and Government offices only benefits these class of people but there is no scope for collective well being and development. The economic model being put into practice today in the name of development, and its objectives are not for welfare for the indigenous people. The same model is aimed at benefitting only the Indians. In fact, Loktak Hydro Electric Project, Ithai Barrage Project, et al. were also envisaged and taken up by keeping benefits to Indians in mind. The same is true for the controversial Tipaimukh Project.
Yes, huge amounts are being pumped into the State in the name of development but any worthwhile development still eludes the mass and our people are yet to enjoy any meaningful benefits of development.
The fact is, in the name of development, our society has been only degraded. There is no point in reminding about the suffering and losses caused by Loktak Project to our people. The same thing will happen with Tipaimukh Project. They would not bring any significant benefit to our people. Moreover, our people do not have the right to own these projects.
There is no doubt that Tipaimukh Dam will submerge hundreds of villages, displaced thousands of people, 78 lakh matured tress of different species and 27,000 bamboo groves will be destroyed. But the colonial regime has been working hard to execute the dam project without ever listening to the repeated appeals and outcries of the indigenous people. Such attitude undeniably proves that the colonial regime always stand against the wishes and aspirations of our people. In addition, GoI, in the name of development has been actively engaged in destroying several sources of our people’s livelihoods and is instrumental in recklessly disturbing ecology and environment of the land. It is crucial to fight for independence to save our land and our people from the scourges of Indian colonial rule.
We are of the firm belief that only perseverance and unyielding struggle can propel the ongoing revolutionary movement to a higher level. When the revolutionary movement has attained such a level, the movement would go beyond the suppressive capacity of the enemy forces. Though India appears to have grown rich, it is, in fact, full of impoverished peasants and homeless people. Again, India appears to have grown strong because it has received blessing of some powerful countries. It is only a matter of time that India will meet the same fate as Indonesia. During its war with East Timor, Indonesia, apart from the heavy casualty suffered by its military, had to spend 360 million dollars every year. Indonesia’s expenditure to such magnitude resulted in serious economic crisis within the country and it earned infamy from all over the world compelling it to free East Timor. India would face similar situation in its war with Manipur and it would be ultimately constrained to vacate Manipur.
RPF has full faith in the activities of CorCom which was set up by seven revolutionary groups having similar principles and objectives and this landmark event of forming CorCom would elevate the revolutionary movement to a heightened trajectory. CorCom would enable a collective struggle not only with revolutionary groups based in neighbouring States but alsowith all friendly revolutionary groups opposed to the Indian regime against the common enemy under a new strategy.
My dear compatriots, it has been universally accepted that a country can embark on a path of development and progress only when it is independent and there is an elected, responsible Government. We have seen many colonised countries marching on the path of progress and socio-economic security after achieving independence and establishment of elected Governments of their own. But in
Manipur, it has become a matter of serious concern that some people seemingly have no grudges to live under foreign occupation. They seemed to have adopted a bizarre notion that there can be freedom even under foreign occupation. Notwithstanding the fact that Manipur was a sovereign nation for more than 2000 years, there have been drastic changes in the ethos and social character of Manipuri people during the relatively short period of Manipur’s association with India. Given the degree of changes witnessed during the last 60 years or so, it is possible that Manipuri society may transform to such an extent that nobody would ever recognise there once existed a distinctive nation called Manipur a few years hence.
The so-called popular Government formed by elected representatives of the State is not a popular Government in the real sense of the term.
This is, in fact, a Government formed by GoI in collaboration with a small minority of people so as to keep Manipur under their occupation for many more years. The so-called representatives are only proxies of imperialist India who are only managing the colonial regime under strict instruction from New Delhi.
The puppet Government of Manipur has no authority of its own and it cannot act outside the instructions given by New Delhi. There is nothing our people can expect from the puppet Government. For all these reasons, it is our inescapable duty to build a sovereign Manipur where we are governed by our own representatives without any diktat or interference from external forces.

Imphal, Feb 22: A team of Manipur Tourism comprising of Dr K. Shyamsunder, Tourism Deputy Director, Mr Ibochoubi, Mr Brajalal, Mr Shankar and Mr Jia; Representatives from the Ministry of Tourism, Imphal Office Ms Lilabati, Tourist Information Officer & Mrs Thoibi and a renowned journalist Nikesh of Ereipak) made an inspection tour of all components/projects of the Imphal-Moreh tourism circuit, Destination Imphal and the Eco-Tourism Park at Nongmaiching Foothills, Imphal East on 21st & 22nd of February, 2012.
The inspection tour covered the Mahabali Temple, Khangemba Laikon at Maibam Leikai, Waithou Tourist Home, Kaina religious complex, Wayside Amenities at Thoubal & Pallel, Cafeteria at Kakching Lamkhai, Kwarok religious complex, the unique Kwatha village at Tengnoupal, Tourist Home at Tengnoupal and the Tourist Information Centre at Moreh. All these works are undertaken by Manipur Tribal Development Corporation (MTDC). The Wayside amenities at Thoubal & Pallel, Waithou Tourist Home and the Cafeteria at Kakching Lamkhai were found to be functioning. The Tourist Information Centre at Moreh is near completion. Other projects were found to be lacking behind and needs urgent attention. The inspection tour also visited the Moreh Yatriniwas where a massive renovation through the Manipur Development Society (MDS) is taking place. These visits were meant to impart a significant momentum in making Moreh an important tourist hub.
The inspection tour also visited various tourist destinations in Imphal which were undertaken through the India Tourism Development Corporation (ITDC). The sites were Cultural Hall at Hotel Imphal, Upgradation of Shree Shree Govindaji Temple, Tourist Facilities in University of Bhagwat Culture (ISKCON), Beautification of Thangapat Lake and Beautification of Pishum Park. Except for the Cultural Hall at Hotel Imphal and Beautification of Thangapat Lake, none of the other projects have taken off. The Department is in the process of taking over the funds from ITDC for the remaining projects.
The Eco-Tourism Park at Nongmaiching Foothills is being carried out through MDS and work is going on smoothly. This Park will eventually play an important role in attracting nature tourist in the near future.

New Delhi, Feb 21: The Union Minister of Commerce, Industry and Textiles, Shri Anand Sharma held the consultations with states of North Eastern region and special category states of Jammu and Kashmir, Uttrakhand, Himachal Pradesh, West Bengal and UT of Andaman Nicobar Island and Lakshdweep on review of Transport Subsidy Scheme (TSS), North East Investment Promotion Programme and Special Packages and textiles here today.
The Meeting was attended by the Chief Minister of Meghalaya Shri Mukul Sangama and the industry Ministers and senior officials of the states under the purview of the schemes.
The Transport Subsidy Scheme was introduced way back in the early 70s to offset the high transportation cost because of poor infrastructure and geographical inaccessibility in these States. “We are now in the process of revamping the Scheme and in doing so, we had undertaken a detailed study of the operation of the Scheme over the last several years and the matter will be referred to the Cabinet,
incorporating all your suggestions, for a final view.” The Meeting discussed the proposed definition of ‘Manufacturing’, amendment to the negative list of TSS, expansion of existing list of designated railheads. The views of states were also obtained on the issues of cap on value of transported goods, linkages between transport subsidy and employment generation. The meeting also explored the ways of incentivizing transportation of raw material/finished goods by inland water transport and Additional incentives to MSME sector.
Under the Special Package provided to these States, Central Government have been providing subsidy of 15% to 30% on plant and machinery as capital investment subsidy.
Apart from this, the government has been providing working capital loans for a period upto 10 years from the date of commencement of commercial production and reimbursement of 100% insurance premium. “For the Special Category States of Himachal Pradesh, J&K and Uttrakhand, over 46,000 industrial units have either been set up or are in the pipeline with a total investment of over Rs. 37,400 crores.
These are estimated to provide gainful employment to over 4.84 lakh people” added the Minister.
North East Industrial and Investment Promotion Policy (NEIIPP), 2007 has seen registration of over 880 units with investment intentions of over Rs. 9.29 lakhs to provide gainful employment to over 34,000 persons.
Sharma emphasized “I believe that the time has now come to give a focused and integrated thrust to the development of North Eastern Region. While provision of subsidy will remain an important element in catalyzing industrial development, equally important will be a thrust on infrastructure development within the region and linkages with the rest of the country.” Under the ASIDE Scheme, Department of Commerce has allocated Rs. 55.28 crores for the North Eastern Region and Rs. 14.93 crores for Himachal Pradesh, J&K and Uttrakhand for 2011-12.

The participants included 12 boys and 08 Girl students and 03 teachers of Sita Govt High School, Kharou Khunou Govt Junior High school and Saivom Primary School.
The tour was flagged off by DC, Chandel on 09th Feb 2012 and was flagged in by Maj General UK Gurung, YSM, IGAR (S) on 21 Feb 2012.
The NIT conducted by 5/9 Gorkha Rifles (PHILLORA) under aegis of Red
Shield Division from 07 Feb ended today in a function at the Auditorium of INA Museum at Moirang. The groups comprising twenty students and four teachers alongwith Army personal toured Delhi, Agra
and Jaipur for a fortnight seeing all famous monuments.
The students were congratulated and urged to work harder to make Manipur a more prosperous and harmonious state. Mementos were given away to each participant followed by a sumptuous tea party.
Jwalamukhi Battalion of Assam Rifles under the aegis of Red Shield Division organised a National Integration Tour for local school children of Motbung, Hengbung and Lairouching with the aim to provide an opportunity to local children to get an exposer to rich culture, ethos, history and life style in the nation’s heart land and foster a feeling of friendship amongst the participating children.
From 13 Feb 2012 to 19 Feb 2012 these children have visited number of places in Delhi.

Puducherry, Feb 11: The Minister of State for Human Resource Development Smt. D. Purandeswari has appealed the State Governments to extend full cooperation for the betterment of education infrastructure in the Country. Addressing the All India Editors Conference on Social Sector Issues in Puducherry here today Dr. Purandeswari said education is a collective and cooperative responsibility of Union as well as all state governments.
The minister said in order to strengthen the elementary Education sector the Sarva Siksha Abhiyan norms have been revised to correspond with the provisions of the RTE Act. Emphasis is being given on sending higher enrolment of girl child under the Abhiyan.
She said by bringing a constitutional amendment in the form of Article 21A, the Right of children to Free and Compulsory Education (RTE) Act, 2009 has become operative in the country w.e.f. April 2010.
She said the sharing of funds between the Centre and states was in the ratio of 50:50 during 11th plan period and now it is proposed to make 65:35 in between Centre and the State during the XII Plan.
She also spoke of the Rashtriya Madhyamik Siksha Abhiyan(RSMA), a flagship programme to improve access to secondary education to all young persons according to norms through proximate locations and to ensure that no child is deprived of secondary education of satisfactory quality due to gender, socio economic, disability and other barriers.
The Minister referred to the Model School Scheme announced by the Prime Minister Dr. Manmohan Singh and said this scheme envisages providing quality education to talented rural students through setting up of 6000 model schools as a bench mark of excellence at block level at the school of one school per block. The scheme was launched in 2008-09 and is being implemented from 2009-10.
She said efforts are being made to improve the quality of teachers through the Teachers Eligibility Test(TET) and urged all the stake holders to ensure its success.
The Minister said 14 bills to bring about reform in Education Sector have been tabled in the Parliament. She also said that to ensure that only quality education through collaboration with foreign university and educational institutions is imparted in India a bill is already under the consideration of Parliament.
Purandeswari said at the time of Independence there were only 20 universities and 500 colleges which have increased to 611 universities and university-level institutions and 31,324 colleges since August 2011.
She said to face the challenges of 21st century, Government has taken a number of Initiatives during the XI Plan period which focus on improvement of access alongwith equity and excellence, adoption of state specific strategies, enhancing the relevance of higher education through curriculum reforms, vocationalisation, networking and use of Information Technology and distance education along with reforms in governance.
Expansion, inclusion, rapid improvement in quality by enhancing public spending, encouraging private initiatives and initiating the long overdue major institutional and policy reforms are at the core of these efforts, she added.
The Minister said with planned interventions and sustained efforts considerable progress has been made in the literacy area, The literacy rate in 2001 Census was 64.83 percent, which improved to 74.04 percent in 2011.Interestingly literacy rate has improved sharply among females as compared to males.
She expressed concern on the school dropout rate especially among the girl child in the transition period of primary to secondary education and said lack of proper toilet facilities and drinking water facilities in the rural areas are one of reasons to it. She said the issue is being taken up with the Ministry of Rural Development under the convergence programmes.
She said a National Vocational Education Qualifications Framework (NVEQF) is being developed as it will emphasize the importance of integration of vocational education and training and general education in all types of education and training.
It will provide a common reference frame work for linking various qualifications and setting common principles and guidelines for a nationally recognized qualifications system and to address the issues of skill shortage in various sectors.
She said it will be a unified system of national qualifications covering schools, Vocational education and Training Institutions as well as the Higher education Sector and would be useful in integrating education and training systems encouraging lifelong and continuing learning.

Puducherry, Feb 10: The All India Editors’ Conference on Social Sector Issues organised by the Press Information Bureau (PIB) Ministry of Information And Broadcasting in association with the government of Poducherry was inaugurated today.
The conference participated by over fifty delegates from different part of the country was inaugurated by Jairam Ramesh as the Chief Guest in the presence of, among others, Minister of state for PMO, V Narayanaswamy, Chief Minister N Rangaswamy, Lt Governor Dr Iqbal Singh, principal DG, PIB Neelam Kapoor.
Expressing concern over the Maoist movements in Central India, Minister Jairam Ramesh said that Forces of any strength cannot defeat the Maoist.
The Minister talked of a new philosophy of 3Ps to address the issues confronting the Maoists in central India.
The first being the intensification of political activities to address the day-to-day needs of the people.
The second being people’s concerns that affect their lives and the last being police and para military personnel. He said the combination of the three would check the movements.
The Minister said that the policy of the government is clear and the Union Home minister had invited anyone to talk whether they leave the guns and their ideologies or not.
He said, the Maoist menace can be taken head on by addressing the developmental concerns of the tribals, besides increasing the intensity of political activity. Giving the example of Junglemahal area in West Bengal, where intense political activity has forced the Maoists to take a back seat, the Minister said, people-centric welfare measures and better and sensitive administrative mechanisms are other necessary ways to deal with the naxal challenge, besides resorting to security measures through police and para-military forces. Dwelling in detail on the problems in dealing with Naxal violence, which has taken deep roots in 78 districts of the country, Shri Ramesh said, failure of politics and development were the reasons for the upsurge in violence. He said the centre will be redesigning and restructuring the rural development programmes and will make them more sensitive to the needs of the common man and particularly the tribal community. The Minister said, he is working on the institutionalization of the Concurrent Evaluation Network through the NGOs and research institutes at the Central and State level to get the regular feedback about the implementation of rural development schemes on the ground level. He said, the Ministry has already decided to open all rural schemes to CAG audit to bring about greater accountability and transparency. The Minister said, he is also planning to give more flexibility to the state governments and his target is that by 2017, the states will prioritize about 50 percent of all the rural schemes spending, besides enhancing the importance of neglected sectors like drinking water supply and sanitation.
Speaking on the occasion, Minister V Narayansamy said Poducherry has surpassed states including Kerala in the education sector.
He said, Poducherry is aiming to become education and health hub and tourism destination.
He said, Poducherry is the first state in the country to initiate a unique program of milk for every child besides the breakfast and midday meals for every child.
He also said that 25 kg of rice for everyone and 35 kg for underprivileged per month has been guaranteed.
“For the 13 lakh population and nearby states, Poducherry is an attraction as there are more than seven private medical and eight engineering colleges above the government institutions.
The government is seriously contemplating in establishing a Central Agricultural University and a state University,” Narayanasamy said.
He said that he is pained by the manner in which many of the Central sponsored schemes are implemented by the respective states. “The state has to be accountable and every programme will have to be brought under provision of CAG.”
He also cautioned the non performing bureaucrats and disclosed that the government is seriously considering the periodical review of the performance of IAS cadres, which will have implications on their career. Asking the media to provide valuable suggestions in this regard, he said, the role of the fourth state should not only be confined to criticizing the government, but they should also highlight the positive achievements. Lamenting over the siphoning of funds meant for schemes like health, education and sanitation by the vested interests, the Minister urged the regional media to play a pro-active role in exposing the corrupt.In his address, the Lt Governor of Puducherry Dr Iqbal Singh said, media makes democracy to function in its true spirit by informing the citizens about the developments in society. He said, editorial independence to pursue public interests is an essential facet for the press to lend credible voice for creating informed citizens.
The Chief Minister of Puducherry Shri N.Rangaswamy highlighted the various developmental measures initiated in the state for the welfare of the people. He expressed hope that the two-day deliberations will focus upon constructive schemes and decisions on social infrastructure facilities in a full-fledged manner.
In her address, the Principal D.G of Press Information Bureau, Ms Neelam Kapur said, the conference on Social Sector issues will provide an important opportunity to the representatives of the small and medium newspapers to interact with the policy makers. She said, the UPA government is implementing a large number of social sector programmes spanning various Ministries, which should be highlighted by the media so that the common man can reap their benefits.
