IMPHAL, Aug 23: Manipur began to observe the three-day State mourning from today as a mark of respect to former Chief Minister of Rishang Keishing who passed away on Tuesday night in Imphal due to multiple organ failure at the ripe age of 98. Govt offices and educa-tional institutions remained closed today. IMPHAL, Aug 23: A State Funeral for former Chief Minister Rishang Keishing will be held on August 24 (Thursday) at Manipur Baptist Convention Church, Chingmeirong at 10.30 am, as per an order issued by the State Govt.
Meanwhile, MBC Centre Church, Imphal will hold memorial service of former CM Rishang Keishing at the Church premises on August 24 (Thursday) at 8 am. Pastor of MBC CC Rev L Simon Raomai has invited all concerned to take part in paying tributes to the departed leader.

IMPHAL, September 27: “We should promote the idea of unity and togetherness,” former Chief Minister Rishang Keishing said today.

Rishang, who holds the record of the oldest and longest serving parliamentarian of India said there are around 300 sub-tribes under the nomenclature ‘Tangkhul tribe’ in Ukhrul district and they had different dialects with no common dialect or language to communicate among each other in the olden days.

He said Manipur is formed by the hills and valley and around 37 to 38 tribes reside in the hills.

“When the American missionary Pettigrew came to Manipur in 1904 he was only welcomed by the Ukhrul people. Mizoram, the valley people and others had rejected him on different grounds.”

He was speaking at the distribution ceremony of the Governor’s Award and the Rajkumari Santombi Devi Award 2015.

The ceremony was held at Asha Jina Complex at North AOC.

“Pettigrew translated the Bible in the local dialect of Ukhrul people and wrote it using Roman letter.”

This was the beginning of education for the Tangkhul tribe and from which the different 300 sub-tribes started to communicate with one another and later on reached the valley areas and the mainstream by coming out from their habitat hills, he observed.

The former Chief Minister who is a Tangkhul himself said “When I was an MP, Manipur government allotted a land especially for hill peoples of the State to setup Adim Jati in 1952. It was inaugurated by the first president of India Rajendra Prasad.”

“From my MP fund I sanctioned Rs 1 crore and constructed a hall at the Adim Jati. The construction work is completed only the furniture work is left.”

“In 2004, I deposited another Rs 1 crore to build a 50 seated working women’s hostel for the working women of the hills who are working in Imphal and a hostel for the students of the hills, as most of the higher educational institutes are in Imphal.”

He said he had met Prime Minister Narendra Modi for the construction of these buildings and pressurized the government.

“Now around 180 girls from 17 different tribes are staying in this hostel.”

“By living together here we will start loving and understand each other. This kind of initiatives needs to be increased,” Rishang Keishing said.

Speaking on the present situation he said “I told the government that to tell them (hill people who are agitating) that we (govt) do not intend to harm the interest of yours (hills or Tribals), if there is anything that you are not satisfied or happy about it bring it out so we (govt and the agitators) can find a solution.”

“Trying to breaking the territorial integrity of the state by taking advantage of the present turmoil will not succeed,” Rishang said.

He said many outsiders have entered inside Manipur.

Referring to the tribals, he said “I told them not to allow that but they wouldn’t listen.”

“There are tribes many tribes in Manipur like Lamkang tribe which has only five villages (Khuls) with only four churches in Manipur,” he said adding that there are more such tribes including the Monsang, Moinao, Anal, Maring etc.

“I told them not to bring outsiders to strengthen the number of the particular tribal population.”

Rishang Keishing further appealed to all to find a constructive means to discuss the issues so that the State can be governed peacefully.

The awards distribution ceremony was also attended by MP Dr Th Meinya, and IAS retd Pangambam Bhorot Singh as president and guest of honour respectively.

Politicking on the creation of Sadar Hills, a proposal initiated even before the present legislative members could spell the word “POLITICS”, is wrong. The delay is only helping the formation of dark clouds looming over the issue from Senapati where the CM was given a foreigner and a land grabber’s welcome. It is unfortunate that the successive clandestine MoUs between the Government of Manipur and Naga NGOs initiated, signed and re-endorsed by Rishang Keishing and whose footsteps W. Nipamacha Singh, a Meitei Chief Minister, toed is tumbling out of the closet much to the amazement of the SHDDC. The government’s intentional disregards only accentuate the suspicion that like his predecessors the CM might have compromise the integrity of Manipur for Naga integration. To make things straight, one may recall the source from where the CM gained political strength to oppose Th. Muivah. Had the present government formation been the same as that of Wahengbam Nipamacha Singh, the government would have crumbled or the CM would have gone to Mao gate to welcome Muivah with garland made of Lotus buds plucked from Loktak Lake.

The delay in the formation of the district aggravates the issue further and by now a stroke of communal colour is painted by the Naga NGOs. All the possible consequences are now laid bare for all to witness. The calculated move to ignite fresh ethnic conflict between the hill tribes is not likely to surface this time round. With the agenda of land annexation in the name of urbanization still fresh in the minds of the hill brethrens, the conflict of interest is likely to result in communal re-alignment among the hill tribes. The re-alignment or unification of the hill brethrens is going to be the sure nemesis of Manipur.

In the politics of Manipur, the Kukis are like ping-pong balls between the Nagas and the Meiteis. The demand for fulfillment of the proposal made in the early 70s is made a ping-pong game between the opposing integrations – Manipur and Nagas on the simple pretext that Kuki population is disproportionately high in the proposed Sadar Hills. For the Nagas, Sadar Hills is a move to curve out generous portions of the district they hope to integrate with Nagaland. For the Meiteis, it is an opportunity to strike a discord and disintegrate the unity of the hill people seen in the form of COPTAM. Between these opposing forces the issue of creating a mere administrative unit is blown out of proportion underscoring the fact that in the politics of Manipur nothing matters more than the politics of the opposing nationalisms of Meiteis and Nagas. However, the balance between the two will be easily tilted in the wake of the Kukis taking a u-turn. Any move to reach a consensus between the Nagas and the Kukis is going to prove highly detrimental to the interest of the Meiteis. Unlike earlier times the consensus is no longer impossible. That will be the end of Manipur’s integration or aspiration for Manipur’s sovereignty.

To maintain the status quo of Kuki political tone is to maintain the status quo of the integrity of Manipur territorial boundary. The use of trifle matters like creation of Sadar Hills district as a pawn to usher in communal hatred should not be seen as the solution to gain inches in the hills. The move to seize settlement rights in the hills and protection of Manipur integrity, at this point of time, will not go hand in hand and it is likely to backfire sooner or later. It sent out a very wrong signal that protection of the whole of Manipur is given up and the government is merely attempting to save small pieces of land surrounding the valley by means of urbanization and human planting.

Therefore, creation of Sadar Hills should be seen as a move to bring about development and administration and nothing more.
