KANGPOKPI, August 30: The All Tribal Students’ Union Manipur (ATSUM) Emboi Serto group has lodged strong condemnation over the violent incident during the mass district level rally organised under the banner of United Naga Council (UNC) at Ukhrul today.

President of the student body, Emboi Serto stated that security personnel in the State have never failed to harm the innocent civilians when ever confrontation crop up while completely forgetting that they (security personnel) are protectors and not slayers.

A visibly upset Emboi asserted that it has become harder and harder for the innocent civilian in the State particularly for the tribal people to live.

Emboi further questioned “Why there is a massive difference between mass rallies taken out at Ukhrul and Imphal while the 144 CrPC has been clamped in both districts?”

While ATSUM condoles for the bereaved family of the deceased and injured persons, we will not remain silent if the guilty personnel are not punished according to the law of the land, Emboi added.

KANGPOKPI, July 25: The Kuki Inpi Sadar Hills and various other Kuki civil bodies has taken a stand against the Naga militant outfit KTU NSCN/GPRN`s activities within Sadar Hills and warned them to back off from the administrative areas of Kuki dominated Sadar Hills district.

Chungkam Haokip, Kuki Inpi Sadar Hills president while speaking to this correspondent here this afternoon said that, KTU GPRN/NSCN – one of the Naga militant outfits of People’s Republic of Nagalim, served a meeting circulation under the letterhead of Govt. of The People’s Republic of Nagalim, Office of the KTU, Senapati Unit, KTU, NSCN/GPRN signed by one Thangboi, unit in charge, KTU NSCN/GPRN for Kuki chiefs of Changoubung, Hengbung, Taphou Kuki and Kailenjang on July 17 and 25 respective without mentioning any agenda at Senapati bazar.

He elaborated further that, as instructed by the Kuki Inpi Sadar Hills; chiefs of the four Kuki villages which lies between Kangpokpi and Senapati desist attending the meeting summoned by the KTU, NSCN/GPRN in their earlier circulation served to them without mentioning any agenda.

The second meeting circulation was served again to the four chiefs on July 25, 2013 at the same place and without mentioning any agenda to be discussed, said Chungkam Haokip, while adding that the four Kuki chiefs were again asked to refrain from attending the meeting since the Kuki Inpi is not in a position to accept any activities carried out by any element without the consent of the apex body.

The Kuki Inpi Sadar Hills president pointed out that, the movement of the Naga militant outfit KTU NSCN/GPRN is a clear and visible evil ideology of communal conflict by the NSCN-IM which is totally against the Kuki community and make his stand clear that the Kuki Inpi Sadar Hills as well as the Kuki civil bodies will defy any vested individual or unwanted element who attempt to disturb and hassle with the peace loving communities and its peaceful environment within Sadar Hills and will not entertained any activities carried out by KTU NSCN/GPRN within Sadar Hills.

“Unfortunately, notification has been served particularly to the Kuki passenger bus plying between Senapati and Imphal demanding to pay annual tax by July 25, 2013 which clearly signify the communal mindset of the outfit”, said Chungkam Haokip while adding that due this fact, Sadar Hills Women Union and other civil bodies today called upon the Senapati to Imphal bound passenger bus owners and drivers at Gamgiphai and explained clearly the communal mindset of the Naga militant outfit KTU NSCN/GPRN towards their fellow Kuki bus owners and drivers and asked them to refrain from service until amicable solution is brought.

Same has been done by the Kangpokpi Youth Union at Kangpokpi and subsequently all passengers buses plying between Senapati and Imphal along NH-2 have cease their service with immediate effect said the KISH president while adding that service of Senapati to Imphal bound passenger bus along NH-2 will not resume until a solution is brought.

Chungkam Haokip further mentioned that earlier, the two umbrella organizations of various Kuki militant outfits, UPF/KNO issued a press release stating that no organizations will be allowed to carry out any kinds of activities within the Kuki dominated areas without the knowledge of the two organization and the civil bodies.

KTU, NSCN/GPRN has been seriously warned to back off by the Kuki civil bodies and asked them not to further disturb the four villages while adding that if the KTU, NSCN/GPRN militant outfit in any case continue to disturb and harass any of the four Kuki chiefs which they frequently summoned for a meeting in future, they will not tolerate and take every possible steps for the safety of the peace loving communities and the prevailing peaceful environment.

The Kuki Inpi Sadar Hills also appealed to the United Naga Council and other Naga civil bodies as well as other light-minded persons to initiate and get involved in the matter to bring out peaceful solution before things turn ugly in the interest of the tribal uprightness.

The first leg of the United Naga Council(UNC) political tour in Naga areas was undertaken in Chamdil(Chandel) district in association with the Chandel Naga Peoples’ Organisation and the 7 constituent tribes councils of the region from the 5th to 7th April, 2013. The political tour was carried out mainly with a view to study the socio-economic conditions of the Nagas which is weakening by the day and to verify the tall claims made by the Government of Manipur on schemes/projects submitted in the tripartite talk as development initiatives taken up by them in tribal areas. Interactions were held with village chiefs and social leaders across the district and the common refrain was the loss of hope for a future with dignity on all fronts under the communal Government of Manipur.

The touring team also discussed issues on the proposed Chakpi River Multi Purpose project with members of the Committee Against the construction of Chakpi Dam. The anti-people development aggression of the Government of Manipur which would uproot thousands of indigenous tribals from their own lands was the shared concern and such incursion without the free, prior and informed consent of the people should be resisted with all possible means.

 

The tour programme concluded with a joint meeting with frontal organisations including the Naga Women’s Union Chandel, Nagas Student’s Union Chandel, the Tribe Councils, the Chandel Naga People’s Organisation and several social leaders The contours of the tripartite talk process on the demand for an alternative arrangement outside the Government of Manipur was highlighted in the joint meeting which also emphasised on the need to be organised and be in continued preparedness for taking forward the people’s movement to its logical conclusion.

The abduction of Mr. H. Khangba, President of the Thangal Naga Union by an armed group was strongly condemned in the joint meeting. The meeting took strong exception to the irreverence for the respected office of a tribe social organisation and urged all peace loving people to condemn the act so that such abominable deeds do not occur in the future.

 

The entire tour programme was hosted by the Lamkang Naga Union.

United Naga Council Manipur – Acknowledgement for Lui-Ngai-Ni

The Organising Committee, Lui-Ngai-Ni, 2013 conducted its final meeting  in the presence of the President, United Naga Council(UNC) and his colleagues at Ningthoupham, Senapati on the 10th of March 2013. All records pertaining to the celebration of Lui-Ngai-Ni 2013 were handed over to the custody of the UNC during the meeting which also discussed on possible innovations in organizing of the festival in the next year.

The meeting acknowledged and recorded the solidarity and generous support extended by individuals of the Naga public, business houses and well wishers towards the organizing of Naga Seed Sowing festival at Chamdil(Chandel) on the 16th of February, 2013. Although Lui-Ngai-Ni has been listed as one of the Tourist Festivals of India, this year, as also in the year 2011, it was organised without any involvement of the Government of Manipur on account of the severance of ties with the Government of Manipur as per the declaration of the Naga People’s Convention of 1st July, 2010. The celebration of the Naga Seed Sowing Festival 2013 was thus funded solely with contributions  from individual members of the Naga public, business houses and well wishers.

It was possible to stage the festival of festivals of the Nagas in Manipur with such grandeur because of the tireless efforts of the host, the Chandel Naga People’ Organisation, the cooperation and enthusiasm of the constituents tribes and  general Naga public and the unreserved support from Naga leaders, entrepreneurs and business houses who contributed generously in cash and kind towards the celebration.

Through the media,  the Organizing Committee, Lui-Ngai-Ni, 2013 closing up its office, extends  its heartfelt gratitude, in conjunction with the United Naga Council, to all those who have contributed in various ways to the meaningful and successful celebration of Lui-Ngai-Ni, 2013.

There was a mass rally held today, 19th. 08.2011 starting from 9.30 am in Ukhrul District and all other Naga hill area in Manipur protesting against the upgradation of Sadar Hill District into full fledged District. The rally in Ukhrul was joined en mass by the Tangkhul frontal organization which includes Students, concern citizens, farmers, housewives, senior citizens, civil societies and other various organizations. The rally is mainly spearheaded by Tangkhul Katamnao Long, Tangkhul Shanao Long, Tangkhul Naga Long and Tangkhul Mayar Ngala Long.

The rally which was initiated by United Naga Council (UNC) were seen being participated by thousands of concern Tangkhul-Naga joins hands demanding and making a firm declaration that – without the consent of the Nagas not an inch of the Nagas land could be touched by an outsider, part away and alter in creation of Sadar Hills District. The Tangkhul- Nagas strongly condemn the devisive policy of Ibobi’s led Government to infuse communal hatred among the peaceful co-existing tribals. They call upon the government of Manipur to respect the previous MOU which was sign between the government of Manipur and the Nagas apex social organization on 1981,1982,1996 and 1998.

 

The Tangkhul Katamnao Saklong (TKS) during an exclusive interview mentioned that the Naga villages under the demand of Sadar hill District cover Naga tribal villages from liangmai tribe, Tangkhul, Thangal , Maring, Mao and poumai. More than around 47 Tangkhul- Naga villages are situated in the said demand of the so-called Sadar hill District. Nagas have been living in their forefather land from time immemorial unlike the Kuki refugees who were migrated mostly from the Chin-Burma (Myanmar) province during the British era as a labourer and who started setting up camps around the places wherever the Britisher’s made their Headquarters mostly in North East of India. In regard to the statement they claim that the Kuki-refugees in Manipur state have no rights to blow their own trumpet to claim a District or Homeland by bifurcating an inch of the Nagas land without the consent of the Nagas.

The Naga people as a mass warn the Government of Manipur (GoM) that they should look into the matter thoroughly and should not take hasty decisions which will resulted in marring the sentiments of the Naga people in Manipur or which will resulted in inter- communal disturbance. If such incidents happen in future it was declared that the responsibility and the consequences will be directly pointed at GoM.
