IMPHAL, March 3: The state home department has initiated strategies as security measures in the state capital in connection with the proposed visit of the President of India, Pratibha Devisingh Patil on March, 10.

According to an official source, a total of 152 personnel of the state police forces, headed by one Additional SP (Imphal West) with 38 Sub Inspectorss, 35 ASIs and 48 women constables from eight district police stations of the state except Ukhru under himl have been detailed the security measures for the proposed visit of the President.

The official source further mentioned that, the security rehearsal for the proposed visit will be held on March 6 and 7 next.

The source further mentioned that, with the official confirmation from the office of the Rastrapati, Bhavan New Delhi of the official visit of the President of India recently, the state government has initiated the security strategies to prevent any untoward incidents during the President’s visit.

On the other hand ,as per the official scheduled prepared by the state home department, the President of India, , Pratibha Devisingh Patil will be arriving at Imphal Airport by Indian Airline Flight BBJ where a team of state police personnel will give guard of honour and reception of the visiting Indian President at 1.30 pm.

The official source further mentioned that, soon after landing at the Imphal Airport she will travel by road from Imphal Airport upto Raj Bhavan under a tight security arrangement along the Tiddim and will attended a meeting with Governor Gurbachand Jagat at Raj Bhavan which will start from 3 pm of the day and will be followed by a series of discussion and meeting with Chief Minister O Ibobi Singh, chairperson of State Social Welfare Advisory Board, chairperson of Manipur State Women Self Helf Group at Raj Bhavan Imphal on her arrival.

The visiting Presient of India will be entertained with cultural programmes at the Raj Bhavan which will be followed by dinner.

The official source further mentioned that, the President during her visit will inaugurate the Manipur State Data Centre (SDC) and will also lay the foundation stone of IT Park at Mantripukhri Imphal at 9.30 am and will be followed by the launching of SWAN Project and afterwards depart from Imphal at 12.30 pm of the same day by a special Indian Airforce Flight at 12.30 pm, the source added.

Manipur is today literally loaded with crime cases that it is today nearly impossible to even remotely guess what the exact number of cases remaining unresolved with crime investigators would be. The trouble is, not just the everyday crimes of kidnaps and homicide newspaper readers are fed with daily, but also high profile ones such as that of the kidnap and murder of a school girl and the daughter of a former minister, Lungnila Elizabeth, and that of a junior sub-editor of the Imphal Free Press, K Rishikesh, both now handed over to the Central Bureau of Investigation, CBI, remain stuck without explanation. Obviously, in such matters, nothing works as they should in Manipur until and unless pressured by street protests it seems. Now that another Assembly session is coming up, it would be interesting if the matter was to be thrashed out and a debate on why very few crime cases ever get to see a conclusion comes up. This is especially important considering that justice delayed is justice denied.

It must also be said that the media in the state has not also been doing its bit. They cannot be expected to be writing about these cases consistently with the passion they evoked at the time of their coming to light, but at least on a sustained basis, they ought to have followed up these cases from time to time to ensure not everything is pushed out of public consciousness. We are aware the media can overshoot its limits too, but this is better than a total silence. A comparison between how the Delhi media handled the Jessica Lal murder case and now the Aarushi Talwar murder case should make the contrast stark. Regardless of what is being said about the Delhi media jumping the gun in its reportage of these events, there can be no dispute that thanks to them these issues continues to have a strong presence in the public domain.
It is not too late yet however. Let a beginning be made to get an estimate of the magnitude of the problem in the interest of justice and this process can most appropriately and relevantly begin on the floor of the Assembly. Let the government come out with a white paper on the status of the crime cases it is pursuing and the progress these cases have made so far. Once a database on this is available, it should be far easier to work out how many of these are worth giving fresh focus to put them to rest. It would also be known just exactly what the percentage of success the police has been having in resolving these cases. In all likelihood it would be quite an embarrassment for crime investigators, but newspaper readers would remember that every now and then the police do announce the resolution of some cases after having nabbed suspects and having them confess their crimes.

The trouble has been, as in the case of corruption, there is a big black hole to blame for all failures of investigation – insurgency. Today, gun violence deaths can be presumed to be a police case closed before it is opened. The presumption would be insurgents are behind the killing and that the case would have no meaning being pursued, as if insurgency violence is beyond investigation. This is also the reason why very often, aggrieved parties with no connections in higher places, are left to resort to make appeals to “parallel governments” through advertisements placed in local dailies in particular vernacular ones, for the latter to take up these cases and resolve them in the interest of justice. Needless to remind here that the establishment by each of its inaction on this important matter of public justice, sheds a bit of its moral legitimacy with which it holds on to the faith of the larger public. This lost legitimacy also sooner than later passes on to forces opposed to it. We would even argue that, at its most fundamental level, this widening ambiguous moral space of government legitimacy, to which the government’s inability to effectively address the justice issue contributes liberally, is where the seeds of insurgency germinate. Insurgency it has been so rightly though enigmatically pointed out is a state of mind. Addressing this state of mind must be made an equally, if not more important strategy in tackling the onerous issue of insurgency, than the constant upgrade of the military teeth of the state. The later can only contain the problem, it at all. It is only a greater attention and commitment to the former which can bring lasting solutions in sight.

Imphal, Mar 3: Committee on Protection of Tribal Areas, Manipur (CoPTAM) has expressed its objection to the Manipur (Village Authorities in Hill Areas) Second Amendment Ordinance, 2010, through a representation to the chief minister Okram Ibobi Singh today. Giving March 15 as the deadline for the government to response positively to all its demands, it has threatened to resume agitation otherwise.

“CoPTAM has taken a strong exception to the attempt at introducing ‘Manipur (village authorities in hill areas) second amendment ordinance, 2010’ on August 25 2010,” it said adding that “it is an attempt to systematically loot tribal ancestral land, posing direct threat to the existence of the age-old traditional chieftainship institution.”

It further expressed suspicion in the intention of the government in bypassing Hill Area Committee (HAC) and attempting to bulldoze through with the ordinance. “Such matter of public issues related to tribal and the hill matter was not routed through the HAC as mandated by clause 4 of the HAC order, 1972. It is also against the second schedule of HAC order, 1972, which specifically mentioned about establishment of village council, village administration, and appointment or succession of chief or headman.”

The ordinance replaced village authority with village council which completely ignored the traditional and customary practices of tribal, the role of the chief in village administration and deleted the importance of the village authority court in the justice administration at the grass root level, it contended.

Highlighting the existence of two unique system of land ownership among the tribals in Manipur, viz. community ownership and that owned by hereditary chiefs, CoPTAM said that the ordinance directly challenges the very existence of chieftainship which is a recognized traditional institution existing way before the colonial period.

The ordinance is also silent on the fate of the chiefs, village administration and management of tribal land, it said.

It went on to say that, unlike olden days, the village authority of today has become more democratic in nature since elections to village authority were conducted by the government on the basis of adult franchise for a specified terms with the chiefs as ex-officio chairman. The bringing together of the two systems has not undermined the democratic process of administration.

While the existing Autonomous District Councils (ADC-third amendment) Act, 2008, under the provision of 5th scheduled of the Indian Constitution was not a Parliamentary Act, and HAC has been kept a toothless institution, the memorandum iterated, adding that the attempt to abolish chieftainship in tribal areas of Manipur is too premature.

Until and unless constitutional safeguard—at least under the sixth schedule—is extended to the tribal areas and the chiefs are adequately compensated, such attempt to abolish chieftainship will be too premature, it reasoned.

This being an accumulation to the previous tribal grievances which include, inter alia, district boundary, transfer of land records, Moreh status, proposed Jiribam district, census etc, CoPTAM has pledged to oppose “tooth and nail” all such anti-tribal designs of the Secular Progressive Front government until favorable and amicable solution is reached in all of its demands.

Unless the government response positively before March 15, 2011, CoPTAM will be compelled to resume its agitation, it said.

Imphal, Mar 3: All Manipur Tribal Union (AMTU) has highlighted a 3-point schema to the Prime Minister in order to flag down the socio-economic exclusion of the tribals and the need for a green revolution in tribal region to weaken the force that strives on exclusivist politics.

Prime Minister Manmohan Singh being the miracle hand of the Indian economy knows best that only through green revolution in the tribal region the socio-economy of the people can be enhanced, a memorandum submitted by AMTU to the Prime Minster stated signed by its general secretary Romeo Bungdon.

AMTU has suggested a 3-point schema to bring about green revolution in tribal areas for the fortification of the economy of the tribals of Manipur.

Firstly, it has suggested for the creation of a nodal agency similar to—and as good as—Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to be routed preferably through Autonomous District Council (local government) so that development funds reach the target tribal population and avoid being misused and diverted as it often happens in Manipur.
Second, AMTU has suggested for the earmarking of financial provision of Tribal Sub Plan (TSP) exclusively for the development of tribal areas of the State.

And lastly, it has proposed for the provision of funds under such scheme to be utilized in heath, sanitation and to procure fencing materials like barbed wire and gauged wire for paddy fields.

There are vast acres of land which could not be cultivated due to herds of domestic animals traditionally unleashed to graze freely all the year round. This culture of animal rearing is counter active against cultivations. Therefore, fencing facility should be provided to poor land owners to enhance better harvest of both kharif and rabi crops. Otherwise, cultivable lands and paddy fields are wasted for such a long season, AMTU highlighted.

Again, it hinted that rationalization and mechanization of agricultural tools which is the vehicle of any green revolution has largely remained unaffordable to the poor tribal farmers of the State. “Impoverished people of this region can never afford such type of mechanized farming, unless nodal agency for TSP is formulated and implemented for such noble development of the tribal region in the State like Manipur,” it said.

The tribal body also thanked the Prime Minister and his government for the successful mission of MGNREGS in empowering the grass root population and for evolving a plan for the real development in the hill districts of Manipur.

The two districts of Senapati and Churachandpur have been conferred with the national awards for two consecutive years alternatively for outstanding performance in the implementation of MGNREGS through the diligence of the two lady deputy commissioners, AMTU has observed, adding that it is MGNREGS which has made these mere tribal districts emerge to such a high profile districts, without which there is no other means to excel over others by such economically feeble tribal districts.

A copy each of the memorandum singed by its general secretary Romeo Bungdon has also been submitted to Sonia Gandhi, UPA chairperson, and the chief secretary of Manipur.

IMPHAL, Mar 3: The medical team of 28 Assam Rfiles, Lilong Post has saved the life of one snake bite victim.
The victim is Md Sahajuddin, 19, of Lilong Loumang. He was bitten by a venomous sanke yesterday night at 7;50 pm while he was walking at his lawn. The medical team of 28 Assam Rifles adminitered anti-venom injection to the victim after he was brought to Lilong Post.

Sahajuddin was kept under observation and he is out of danger now. His family members thanked the commander of 28 Lilong Post and the medical team for saving his life.

IMPHAL, Mar 3: The High Court Bar Association, Manipur has resolved to abstain from court works indefinitely with immediate effect till the Union Government makes a full proof assurance to establish Manipur High Court prior to the establishment of Tripura and other separate High Courts in the North East Region.

A release of the association said that the resolution for abstaining from court works has been taken as per the special general body meeting.

The association further resolved to submit a joint representation to Prime Minister, Union Law Minister, Union Home Minister and Chief Minister regarding the establishment of separate High Court for Manipur.

It also resolved that the executive committee of the bar association will be constituted to meet the authorities of both union and state government to demand the establishment of High Court.
