There are different perspectives, arguments, theories etc. regarding the global system and ‘satellite’ (periphery) to its economic situation and development. Some other argues about the ‘external factors’ as the cause of the miserable conditions of the Third World or those remain to the periphery. What is espousing to such ontology assumes globalization is the ingenious modification of the former imperialism. The terrible issues of poverty, environmental crisis, human rights violations, dismantle of indigenous culture etc are not yet overcome in the less developed countries (LDCs). On the other hand the global economies are more market oriented. The deterministic tendency of centre to periphery development model directs fate of many Third World countries. But this phenomenon is arguable. What shall be the practical model of a highly developed economy i.e. ‘Free Economy’ as contrary to dependency model, possibility to rise to the first class level of the core countries? It will bring the alternative radical development to ‘satellite’ countries and construction of the periphery.

The dependency model of centre to periphery indicates the opening routes of FDI, unequal trade agreement, the exchange of raw materials for higher price manufactured goods etc. which results the periphery into structurally unequal as compare to the ‘metropole’ or core. Gunder Frank argues about the ‘sucking out’ effects of FDI where wealth is systematically transferred from the ‘satellite’ to the ‘metropole’ which creates the chronic underdevelopment. His arguments are based upon the external mechanisms of the control system of ‘metropole’. The ‘metropole’ keep the periphery in an abject situation of underdevelopment for the purpose of superexploitation. In brief, dependency paradigm regards underdevelopment is not an original inherent condition; rather it is the determined outcome of the historical relationship between the dominant and subordinate states. In such way, Capitalism is a world system in which metropolitan states gains surpluses from the ‘satellite’ countries simultaneously results the development of the former and underdevelopment of the later. Third World countries are underdeveloped because they are structurally dependent within such a system. This theory is applicable to some countries but has limitations as it unable provides the convincing explanation to the phenomenon of ‘Tiger economies’.

Kwame Nkrumah, the Ghanaian independent leader argued about the new force of global operating system to indicate the powerful designation of neo-colonialism. According to him it is also maintains through a local elite or ‘comprador class’. The intelligentsia, academics, creative writers and artistes includes in the ‘comprador class’ ‘whose independence may be compromised by a reliance on, and identification with, colonial power’. Moreover some recent commentator argues ‘colonial powers deliberately avoided granting independence until they had, through internal discrimination and hegemonic educational practices, created an elite (comprador class) to maintain the aspects of the colonial control on their behalf but without the cost or the opprobrium associated with the classical colonial models.’ Such class also does ‘bidding of foreign capital at the expenses of the local economy’.

All the North Eastern states are dependent entity to the Indian union. Its economy is ‘half opened and half closed’. There is not much bulk of FDI & its development programs are comprised of centre to periphery model. Some sectors are developing but the rest of sectors remain disorganized. There requires new economic policies for the radical transformation of the entire underdeveloped region. However the threatening and obstructing factor is the operation of ‘captive market’ in the era of market economy. In such way the underdevelopment of this region is mostly the outcome of ‘external factor’. It is also necessary to find out as it is the inherent or original condition or rather the outcome of the historical relationship between the dominant Indian state and subordinate NE states. Many other new approaches shall entertain to give the suitable models of explanation.

The rise of unemployment, poverty, inflation etc leads the Third World countries of Asia, Africa & Latin America to call for a new Bretton Woods conference. Besides America & other OECD member states exercised their control to the rest of the LDCs by transfer of capital. The paradigms of dependency still prevail. However the rise of the Asian Tiger economies challenges the dependency model. The reason for the success of the Asian NICs (Newly Industrializing Countries) is widely and hotly debated. China, Hongkong, Singapore, South Korea and Taiwan have demonstrated the possibility of other Third World economy to develop like core countries. Such NICs have achieved the remarkably high rate of growth over the past 40 years.

In brief, the dependency paradigm regards the impoverishment of Third World is the result of the capitalistic relationship with ‘metropole’. However remarkable growth of Asian NICs has shown that it is possible to break free from such a centre to periphery deterministic relationship. For example, South Korea is now a member of OECD.  The rapid development of Asian NICs is the role model of a ‘Free Economy’ today. It is questionable in the context of NE states, can it be said to be developing as its citizens are politically oppressed and basic human rights denied?  On the other hand, the   transformation of the Asian NICs to the status of first world economy attracts more theoretical treatments, new analysis and practical approaches than the former dependency treatment. Besides there is enough proof to show that global inequality growing significantly to the Third World and requires new perspectives towards the ruling high class elites or are they actually the ‘comprador class’? That has to find out.

In continuance of the suggestion we made in the editorial yesterday in a rumination on ways a solution could be worked out in relation to the demand of the United Naga Council, UNC, for a separate administrative arrangement for the Nagas of Manipur, another way of putting to effect a more broad-based federalism is to introduce the 6th Schedule in the state. However, the peculiarity of the demography, geography and most importantly the ethnic polarisation in Manipur in the past few decades being what it is, let the schedule cover the entire state and not just certain areas only. The 6th Schedule in spirit was meant to protect small pockets of tribal habitations embedded in a sea of non-tribal population. In the case of Manipur, the peculiarity is, in terms of area of occupation, only one tenth of the land mass of the state is of non-reserved category and the remaining 90 percent reserved for  tribals: in short just the opposite of what the 6th Schedule envisaged to protect. This being the case, it would be in the fitness of things  to have all the nine districts of the state covered by the 6th Schedule and all of them come under the administration of an independent Autonomous Districts Councils each. This would mean there would be a hundred percent overlap of administration between the 6th Schedule ADCs and the state government’s administrative domain, almost in a replication of the Meghalaya case. As in Meghalaya, only the Imphal municipal area which is today truly cosmopolitan, can be left as the non-reserved space, administered as usual directly by the state government with the help of its different autonomous administrative instruments, such as the recently revived Imphal Municipal Council, IMC. If this were to be the case, there would be no cause for complaint by anybody of being treated below par of any other administrative units of the state.

There is however a few things that needs to be clarified regarding the  much hyped hill-valley disparity that has been so much the cause for accumulation of bile amongst many, especially in the hill districts often at the motivated instigation of interested parties. The sore point magnified quite unjustifiably has been of the difference in visible material development between Imphal and the hills. This comparison is badly flawed. Imphal is the political as well as the commercial capital of the state hence would be understandably bigger and more commercially alive than other townships and district headquarters. This difference however is not just with towns in the hill districts but also the valley as well. This being the case, a more apt and justified comparison of prosperity would be between say Bishenpur and Ukhrul or Thoubal and Churachandpur, and not Imphal and Ukhrul etc. Let this fact register once and for all, Imphal is ahead because it is the state’s political and commercial capital for reasons that have to do with a lot of factors, including geography and location.

Again, if we sit down and consider the demography of Imphal city, a  different picture other than what so many vested interests have been trying to project would emerge. The heart of Imphal is the Kangla, the old seat of power of the erstwhile kingdom of Manipur. Consider the population that surrounds it. In the north are North AOC, Dewlahland, Nagaram, Pumai colony, etc, in the West are Major Khul, Muji Khul, Kakhulong, and the Bazar business communities etc, in the south Keishamthong Kabui, Moirangkhom, Mahabali Kabui, Haokip Veng etc, in the east, Checkon, Tribal Colony, Chassad Avenue etc. All of these are tribal dominated. It would not be surprising at all if in the very heart of Imphal, traditional residents, the Meitei, are not in the majority. In the greater Imphal region of course, this community would emerge as the majority again, because the Imphal suburbs and the rest of the valley area are their traditional home ground. Let it hence not be said in an unqualified and irresponsible manner that Imphal is Meitei city, and that developing it is only in the interest of the Meiteis. It is a cosmopolitan city and if ethnic poisons are not breathed into it constantly, it would be a beautiful one as well. Even if our suggestion comes to be considered by the powers that be, our plea is for Imphal to left untouched by the walls of ethnic divisions, which in many ways the 6th Schedule is, and be allowed to be owned and built jointly by the state’s many communities which inhabit it.

This is an article of thinking about thinking. Everyone thinks. It is human nature to do so. But
much of our thinking, left to itself, is biased and distorted.

We all love our children to distraction. Then hope is not enough for their future. Children
consider themselves to be important people with rights and no responsibilities (80% in long
running American personality tests in the 1990s). Even unborn children have rights according
to anti-abortionists.

Going through the archives of internet articles of E-Pao it seems that certain insurgent group
or groups banned the screening of Hindi films in cinema halls in Manipur for the past few
years.

I have good reason to believe that the revolutionaries in question, were then engaged in re-
moralising the Meitei society from the bottom up – from a mayangised society to a meiteied
socio-cultural group. They must have thought about it critically and decided to strike the right
note.

The Spartan simplicity in the thinking does not need much explanation as the intention was
altruistic. It sounds like a condescending statement on my part but it is not. I honestly believe
the decision was prompted by a concern to preserve a Manipuri cultural identity.

But the driving force was on a collision course with the future of our grandchildren
who have a right to learn the Hindi language, as will be followed up later.

My essay is an attempt about putting a spoke in the revolutionary wheel against railroading
the children into doing things that would leave them hungry and inadequate.

It is a peace-offering debate on the reasons of discontinuing the ban on Hindi films, now that
so much has happened in the socio-political structure of Meiteis in particular, and Manipuris
at large. It is all about shifting sand in the winds of time from the cliché of hating Hindi to the
cliché of accommodating it for the benefit of our grandchildren.

We will have plenty of time for societal reforms once independence has been restored.
In the interlude, our children have rights, which the grown-ups should see that they are
honoured.

To quote Dwight Eisenhower: “The older I get the more wisdom I find in the ancient rule of
taking first things first.”
The ban on Hindi films has been a culture shock to our children as if they have needed an
infusion of a much-needed paradigm shift to define their culture. There are other ways of
instilling such a culture.

Instead of being fixated on primordial dress, dance or language, the children would be better
taught to see their culture from a socio-historical perspective and in the light of the existing
Indo-Manipuri political conflict.

The revolt generated, partly by the coercion to hate Hindi films has forced many well-to-do
parents to send their children to schools outside of Manipur to learn Hindi among other
subjects and to see Hindi flicks. One cannot blame these parents. Darwin’s “survival of the
fittest” was not just hot air.

It is a vast amount of dough spent in “alien” India, which could be kept in Manipur by
sending some of the children to good private schools in Imphal. There are so many.

Our grandchildren should have liberty, meaning to be free to do something. Thomas Jefferson
declared: “Liberty is one of our inalienable rights.” They should be taught the meaning of
freedom, meaning free from something. The limitation of liberty should always be the guiding
principle for the children and not shoved down their throat.

As water always finds its way our children will find their way for themselves. No
revolutionary group has forced the new generation of Meiteis to change their Hindu names
back to the original Meitei names or to change Hinduism to Sanamahism, or Christianity.

We live in Manipur which is hell on earth. All the same, our children like everybody else in
India are entering an era of postmodernity ie living beyond the modern ways, ideas, beliefs,
and paradigms. They need to learn Hindi to enter the socio-economic continuum of India,
whether we like it or not.

We live in India and sleep in India. We breathe and eat a little bit of India everyday. Look
at what happened when All Naga students’ Association, Manipur (ANSAM) blocked the
National Highway 39 for 52 days in June 2005. We were without India and almost starved.

Our young people have to keep up with the Joneses. They have to adapt to the rapid changing
times of modern technology and be able to freely communicate with the mayang Indian
population.

The Manipuri children should be provided with better facilities to improve their Hindi
language skills and confidence so that they have a better opportunity to compete in India.
Seeing Hindi films is a stepping stone.

The south Indians were once anti-Hindi from the time of C Rajagopacharia. They are now
producing Hindi films much more than Bollywood. We may perhaps take our cue from the
Keralite Christians. Delhi is full of Keralite businessmen and professionals because of their
fluency in Hindi.

One of my best friends from early college days at St Xavier’s in Bombay died on February
16 2007. He was bed-bound for about 11 months at his home, needing intensive nursing care.
I went to see him in Mumbai in November 2006. He was nursed day and night by 2 nurses
from Kerala, who would communicate with me in Hindi better than English.

In the fiercely competitive India where we are already disadvantaged by 50% because of
our Mongoloid looks, the future of our grandchildren without glibness in Hindi is very bleak
indeed.

Keeping our children away from watching Hindi movies which is a good audio-visual
medium of learning Hindi is against the Universal declaration of Rights for Children. One
clause reads: ‘we the children of the world must live with justice, but above all, with the
dignity we deserve’.

While Hindi is spoken by 800 million people in the world, the Manipuri children are left
fumbling in the dark through the maze of Hindi speaking India.

Hindi has evolved by a natural process for communication in day-to-day India. Nothing can
stop this. We need to involve our children to take part in this evolution. Otherwise, they will
be left behind as “chimpanzees” as some of our ancestor apes that did not take part in the
human evolution.

Hindi language is a part of the political and ideological power of the rulers in New Delhi, who
mostly speak Hindi. Speaking Hindi is an advantage. It would be a greater advantage if our
children could speak Hindi in Received Pronunciation as spoken in Hindi movies.

The majority of Bollywood actors and actresses are Punjabis. They have to take courses in
speaking Hindi/Urdu with the posh pronunciation.

Modern Bollywood films have nothing in common with Indian culture. They are modelled on
musical Hollywood films except that the hero and heroine chase around a tree and roll down
the snowy mountain slopes of Kulu Manali.

Educations are the birth right of all Manipur children and why ban their right to watch Hindi
films? It is obligated to us to let them see Hindi films in as much as they have a birth right to
be tucked into bed every evening by their parents.

Every Indian whether a Punjabi, Gujarati, Marathi or Bengali does not speak English or
Hindi. Hindi however, is a common language with which we can communicate with each
other.

Our children must be taught not to speak in foist Hindi. Speaking like ‘Ham khata hai;
tum kiya mangta hai’ – will no go very far in explaining one’s longings and fears in the
competitive world of Hindi speaking India. Watching Hindi films will improve their accent.

Talking logically and persuasively, the Manipuri youths across the tribal divides should have
the rite of passage to Hindi, to be able to compete with mayang Indian youths. Hindi should
not be made as rare as hen’s teeth for Manipuri youngsters.

My article is a proposition about lifting the ban in the light of the argument I have given, by
showing an astute sense of strategic innovations required to deliver a solid foundation for the
future of our children.

Whether the Manipuris, 2.5 million people in 1 billion India, watch Hindi films or not, it is of
no more importance than a flea or a louse to the government of India, or mayang Indians who
know nothing about Manipur. It is our loss, our children’s loss.

We are not a candle in Manipur to show light in New Delhi. It is in the interest of our
grandchildren to open up to India for our economic prosperity with a salubrious diet of Hindi.
