IMPHAL, July 14: ISAV Kongpal defeated FLAM, Pologround by 1-0 goals in today’s first match of the ongoing 1st Ng Shamu Veteran Football tournament being held at Megha High School ground, Malom.
All important goal for the Kongpal veteran team was scored by M Mathoi in the 17th minute.
FLAM had numerous chances to equalise the lone goal deficit but failed to convert any till the end of the match.
In the second match of the day, FVWA defeated Chingtam by 2-0 goals.
G Dhanakumar and L Dhonen scored for FCWA in the 35th and 44th minutes respectively.
Chingtam failed to score any goal during the match despite getting some close chances to reduce goal differences.
VSAN will clash UVSA in tomorrow’s first ground match while LUKSA will play AYMPA in the second ground match.

IMPHAL, July 14: K Khagemba and Javed Siddique got walk-over while H Tomrex defeated Ch Lakshmikanta by 21-1, 21-4 in the boys singles matches of the ongoing 4th Imphal West District Badminton championship, 2011 being held at Community Hall of Kwakeithel Thiyam Leikai.
In the Men’s Doubles matches played today the pair of L Pralhada and AK Ravi defeated W Bungo and M Hitler with the score of 21-13, 21-16. RK Kakiku and L Romesh defeated P Bilash and K Jadumani by 21-7, 10-21, 21-10 and RK Robindsana and Th Phulchand defeated S Jotish and Ph Kenedy with the score of 21-17, 10-21, 21-10 in other Men’s doubles matches played today.

In a match of the Veteran 55 Plus Doubles, the pair of RK Bijoy and Ch Binoy defeated A Dimbachandra and Dr Niranjoy while in the sub-veteran 35 plus doubles, M Pratap and M Priyananda defeated RK Robinsana and Ph Surja.

IMPHAL, July 14: Nine boys team Phenjawl High School, Churachandpur has entered the final of the ongoing U-17 state level Subroto Mukherjee football tournament being held at Khuman Lampak Main Stadium.
In a thrilling semi final match played today, nine member team of Phenjawl High School defeated 11 boys team of South Point School of Science, Imphal West.
The CCPur school will clash with Brighter Academy, Imphal East in the final.
The Imphal East school champion defeated UPC Boarding school, Bishnupur in the other semi final played today at the same venue.
In the first semi final match, David F Juolai netted in first goal for the Churachndpur school in the 24th minute while Michael Joute added another goal in the 60th minute. The nine member team gave no chance for the Imphal West school.
In the second semis, Brighter Academy ride on a solitary goal scored by Gaibibung in the 27th minute to enter the final as their opponent UPC Boarding School, Bishnupur failed to score any goal in the match.

IMPHAL, July 14: The state election department is preparing to take up the revision of electoral rolls for 2012 in the state from September 29.
The decision of taking the revision of the electoral rolls for 2012 was officially taken by the department complying to the directives of the Election Commission of India which has already decided to revise the schedule of special summary revision of electoral roll with reference to January 1, 2012 as the qualifying date for those states where general elections to state legislative Assemblies are due in the year 2012 which include the state of Manipur.
In this regard an official notification was issued by the state chief electoral officer today and as per the order, the period of filling claims and objections will be from September 29 till October 29 this year, reading of relevant part/section of photo electoral rolls in gram sabha/local bodies and RWA meeting etc and verification of names will be done from October 7 to October 10, special campaign dates with booth level agents of political parties for receiving claims and objections will be done on October 9, October 16 and October 23 next and disposal of claims and objections shall be done on November 28.
The official notification further mentioned that updating the database, merging of photographs, updating the control tables and preparation and printing of supplementary list will also be done on November 28 and December 28 and the final publication of electoral rolls will be made on January 2 next year the official notification added.

Unity First
The unification move by a number of underground organisations operating in the state, as reported in the local media today, is something which would raise hope amongst all in the state, both those who believe a conclusive solution to the problem of insurgency through negotiation is the need of the hour, as well as those who think that the war must be fought to its logical end. Nobody will deny that in the absence of such a common front, either of these goals would remain elusive, and in fact even effort towards realising them would have remain a non starter. The second option, that of fighting the war to its logical end is pretty straight forward, and need no further elaboration, whether this is desirable or prudent is another matter altogether. On the first proposition, that of reaching a resolution without having to fight militarily, there is much to be said. As long a united front is absent, and as long as the decision of a single group remains not ratified by a united will, no peace overture can ever gather steam or legitimacy. This is perhaps what has been inhibiting many of the parties from exploring peace possibilities other than through violence.
The logic of a prolonged conflict is such that certain very peculiar equations come to dominate its dynamics in more ways than one. As for instance, increasingly the situation is one in which those who opt for peaceful negotiation of precisely the demands that led to the insurrections in the first place, are prone to earn the stigma of weakness and betrayal of cause, charges which more than likely would stick too. Tough posturing for all the years always makes it seem a comedown to accept anything that seem softer than the previously vaunted stances of uncompromising violent struggle till the actualisation of the dream that made the struggle inevitable when it was launched. The turnaround would hence also become vulnerable to be portrayed as show of weakness by the hawks amongst the insurgents’ ranks, although we all know how false such perceptions can be. To opt for peace is not an easy thing and it take plenty of courage to actually step forward and state the conviction. Given the commitment, there is also little that cannot be settled by democratic negotiations that bloody wars seemingly can.
There is yet another dimension to what can be terms as “transforming conflict” and bringing it to a route of peaceful dialogue. While the conflicts last, the rhetoric and indeed ideological drives being such, many lives, many of them brilliant, would have been lost to the cause. Turning around and changing direction of the struggle after all that have happened would hence be burdened with a heavy conscience. The question that would nag the leadership in such circumstance would be about how they would explain the shift in approach to the soul of those who made the supreme sacrifices in the course of the struggle till then. Would such a decision to change course amount to sending out the message that those who lost their lives died in vain?
This last question and the answer to it is vital in any peace approach. It is a very sensitive question and should be treated as such by all parties involved on either side of the conflict, if they are interested in lasting peace ultimately. Phrases such as “misguided youth” or “misled brethrens”, returning to the “mainstream” etc, are extremely insensitive in this sense, and although perhaps not visible immediately, would leave residues of guilt and disapproval in the minds and hearts of many, sowing the seeds for future trouble. The approach hence should be one of treating the new approach, if any, as a continuance of the struggle, and that this new turn was a logical consequence of the road the conflict has been on thus far. That is to say, that it must always be acknowledged that those who lost their lives in the earlier stages of the violent struggles, made invaluable contributions to the overall progress of the struggle, and that it was their sacrifices which made it possible for the struggle to make the new turn. Indeed, any historian of insurgency would vouch that this indeed is always the case. It is unfortunate but seldom false that it is the language of violence that made an insensitive establishment listen to the issues being articulated in the first instance. It is only after this attention has been won that people can begin talking meaningfully of a peaceful negotiated settlement to the problem at hand. This being so, the genesis and history of an insurrection must be given the respect they deserve first before a new non violent course to conflict resolution can be thought of as a meaningful alternative.

IMPHAL, July 14: Extreme Wave has clarified that it has no role in the site of Manipur Women Commission, which it had developed in 2009, being linked with other unwanted sites as pointed out by the commission’s member secretary Meghachandra Sharma few days back in the media. It added that the present situation is purely due to the negligence of the commission to periodically renew its web site.
A top functionary of Extreme Wave stated that the company had developed the commission’s website but it validity expired on January 16, 2011 as a result of the commission’s failure to timely renew the site despite repeated requests from Extreme Wave. In fact, the commission could have used a six-month grace period enjoyed by all site owners to update their web site which it did not take advantage of. He clarified that at present Extreme Wave does not have any clue as to who owns the commission’s website now.
He explained that the commission blaming it as a fault of the company had arise due to lack of technical knowledge on part of its members and suggested they should verify whether the Internet Protocol number of the site is the one given to them. Further, the chief functionary of the company expects to settle this issue in cordial manner as they also understand that the commission allegation was due to a misunderstanding, he added.
Meanwhile, the company also announced that they had launched a web site for D.M College of Commerce today and any person can collect information of the said college at www.dmcc.edu.in.

IMPHAL, July 13: In today’s matches of the 1st Ng Shamu Veteran Football Tournament being held at Megha High School ground, Nambol, VSAN of Nambulmapal defeated IVFA Canchipur by a solitary goal while TRVSA Malom defeated AYMFA Yairipok in the second ground match of the day.
In the first match, T Rajen of Nambulmapal scored the all important goal of the match in the 61st minute.
The second match was a keenly contested one though the TRVSA eventually won the match with a 4-3 scoreline.

IMPHAL, July 13: South Point School of Science, Imphal West have entered semi final of the U-17 state level Subroto Mukherjee football tournament despite loosing their last league match.
The Imphal West school lost to Achan English School, Ukhrul by 0-1 scoreline in the last league match played today at Khuman Lampak Main Stadium. Willyson scored the only goal of the match in the 52nd minute.
Despite loosing the match, the Imphal West school got lucky enough that it enters semi final of the tournament by virtue of winning toss of coin. Three teams in Pool A namely South Point School, Achan English School, Ukhrul and HM Higher Secondary school, Kangpokpi shared equal points and equal goal differences and hence th winner of the group had be decided finally by the toss of coin in which the Imphal West school won and storm into the semi final.
In the semi final, South Point School will clash with Phenjawl High School, Churachandpur while in the second semis, Brighter Academy of Imphal East will clash with UPC Boarding School, Bishnupur.
In the last league match to be played today in Pool B, Tamenglong Higher Secondary School, Tamenglong failed to turn up as a result of which Brighter Academy, Imphal East got walk-over and earned three point and moved into the semi final.

It is more than evident that the government’s initiative to provide free medicines to the rural poor who cannot afford the escalating costs of medications on the market has miserably failed to deliver the goods in Ukhrul district. A case in point is the complete failure of the Free Drug Counter opened at the Ukhrul District Hospital which is supposed to be the only one of such in the whole of the district.
Although the said counter has been opened for quite sometime now, the public is yet to reap any benefits out of it since the same does not stock or give out any prescription medicines for reasons best known to themselves. So much so that the openinig of this very counter has been rendered meaningless for the general public.
We know that that in every system of working/service, temporary or occasional lapses are bound to occur and cannot be totally ruled out. But what do we say when a service regularly fails to be of use? This seems to be the case with the counter in question. Little wonder then, that they invariably fail to provide even one out of 4/5 medicines on the prescription and the same prescribed by doctors of the District Hospital too. And with none bothering to go into the whys and wherefores, this manner of functioning has woefully become the done thing rather than the exception. As it is, walking up to the counter and showing prescription has proved to be a sheer waste of time for many a visitor. Instead, one has to buy all the medicines from the Chemist thereby incurring huge expenses even as free medicines provision is officially in place. In fact, if the so called Free Drug Counter was supposed to render any service to the public, the time is almost overdue.
On the other hand, if rumours are to be believed, then there is no shortage of medicines (read available under the counter) for some people who are well connected with members of staff and that too without the necessary prescription. Considering this sorry state of affairs, isn’t it time the public sit up and raise questions as to whether the provision of free drugs is for the needy common man or for the previledged few only? Or is the Free Drug Counter only for namesake?
All in all, it is a sad reflection on the overall functioning/administration of the Ukhrul District Hospital which has been in the news for the wrong reasons all these years. On their part, the authorities would do well to get their acts together and geared towards streamlining the service of free medicines provision through the Free Drug Counter among many other things. This will go a long way in improving to some extend the strained image of the hospital as well.

Do you like the life style of Guru Ram Dev, Sathya Sai Baba, Guru Ravi Shankar— they have rupees thousand crore of assets in the name of their respective trusty but their living style is very simple—saffron and white colour cloths (dhoti), simple vegetable food. One should not make the life much expensive. The lives of sagas and hermits were not expensive. A much expensive life makes man a slave to money and other persons; consequently, he has to commit many a sin and has to resort to wiggery.
Knowledge is increasingly important as a source of wealth at all levels of an economy and society to live in harmony. Most new jobs and wealth creation are fuelled by the international competitiveness of new knowledge-based societies. In fact, knowledge may soon be the only source of competitive advantage for an organization. The gulf between traditional and knowledge-driven organizations is growing as knowledge-driven organizations concentrate not only on present success but their own evolution so they can better take advantage of the new knowledge-intense environment.
The New Knowledge Economy is a period of rapid change – a paradigm shift – for librarians and libraries. It can be viewed as either the beginning of a new “golden age” for the profession, or the point when librarians and information professionals became marginalized, and perhaps made irrelevant, by the rapid advances in digital computer and telecommunication technologies and the networking power of the Internet, intranets, and extranets. Economic success is increasingly based on upon the effective utilisation of intangible assets such as knowledge, skills and innovative potential as the key resource for competitive advantage. The term “knowledge economy” is used to describe this emerging economic structure. A formal definition of a knowledge economy as one that creates, disseminates, and uses knowledge to enhance its growth and development. A knowledge economy uses data as raw materials and transforms it using technology, analysis tools, and human intelligence into knowledge and expertise.
The Knowledge Base Society is a larger concept that just an increased commitment to R&D. It covers every aspect of the contemporary economy where knowledge is at the heart of value added – from high tech manufacturing and ICTs through knowledge intensive services to the overtly creative industries such as media and architecture.
Effective use of knowledge in any country requires appropriate policies, institutions, investments and coordination across these four pillars. Increased university-industry partnerships to translate research into applications can yield economic value. Lifelong learning programs can be used to meet the learning needs of all, both within and outside the school system, including using community education technologies to expand access to and the quality of formal education .KBS proposed an analytical framework consisting of four components: the economic incentive and institutional regime, education, information and communication technologies (ICT), and finally the innovation system.
Knowledge Management is a concept in which an enterprise gathers, organizes, shares, and analyzes its knowledge in terms of resources, documents, innovation and people skills. KM involves data mining and some method of operation to push information to users. Knowledge management can also be a business process that formalizes management and leverage of a firm’s intellectual assets. KM is an enterprise discipline that promotes a collaborative and integrative approach to the creation, capture, organization, access and use of information assets, including the tacit, un-captured knowledge of people. Organizations seek to enforce a discipline that can be used to systematically leverage expertise and information to improve organizational efficiency, responsiveness, competency, and innovation. Systematically means that the discipline does not rely on informal water cooler conversations, but on planned process, technology, measurement techniques, and behaviors. Knowledge management seeks to exploit all the key resources that an organization has in place and that can be put to use in a more effective way.
There are two kinds of knowledge- explicit knowledge and tacit knowledge. Explicit knowledge can be expressed in words and numbers and shared in the form of data, scientific formulas, specifications, manuals and the like. This kind of knowledge can be readily transmitted across individuals formally and systematically. Tacit knowledge, or the other hand, is highly personal and hard to formalize, making it difficult to communicate or share with others. Subjective insights, intuitions, and hunches fall into this category of knowledge. Difficult to verbalize, such tacit knowledge is deeply rooted in an individual’s actions and experience, as well as in the ideals, values, or emotions he or she embraces.
These two types of knowledge are complementary to each other, and both are crucial to knowledge creation. They interact with and change into each other in the creative activities of human beings. Understanding this reciprocal relationship between explicit knowledge and tacit knowledge is the key to understanding the knowledge-creating process. The interaction between the two types of knowledge can also be called as the knowledge conversion.
Knowledge is created through such interactions among individuals with different types and contents of knowledge. Knowledge creation in organizations takes place primarily through the dynamic process of four different modes of conversion between the two dimensions of knowledge.
Socialization: Tacit knowledge to conversion takes place when tacit knowledge within one individual is shared by another through training.
Combination: Explicit knowledge to explicit knowledge conversion takes place when an individual combines discrete pieces of explicit knowledge into a whole new concept.
Externalization: Tacit knowledge to explicit knowledge conversion can be said to take place when an individual is able to articulate the foundations of his and her tacit knowledge.
Internalization: Explicit knowledge to tacit knowledge conversion takes place when new explicit knowledge is shared throughout the firm and other members begin to use it to broaden, extend and reframe their own tacit knowledge.
The two sources of Knowledge are: Internal sources emerging from the operations of the organization- internal sources include the organizational operations such as design, development, engineering, sales, marketing, manufacturing, customer contact, etc. This is the basic source of organizational information, which is controllable and can be easily canalized to Knowledge Repository (KR). In the absence of any formal mechanism, this knowledge remains in the minds of organization members and usually, disappears with them. External sources such as Industry/Professional Associations, Commercial web sites etc.- there are many professional bodies such as IEEE, academic bodies such as universities, research institutions, industry associations such as NEMA, and commercial organizations. These sources usually make the knowledge available through web sites and some times through publications. Some of them could be free services and some could be for a fee.
A well-designed KM should be able to take advantage of both the sources to create and maintain a KR and allow members to easily access the knowledge stored inside it.

Mumbai has once again become a target of terrorism. Three bombs went off at three different busy spots in the city, killing at least 10 and injuring hundreds. The toll according to sources in the city is likely to rise still further. It does seem terrorism is here to stay in India, and the country needs to do something quickly to contain the situation. The fact that the attack has come again in Mumbai, the financial and commercial heart of the country is significant, for it does confirm the intent is beyond creation of mere immediate mayhem and panic. There can be no argument these attacks are meant to destabilize the country and to shake up its growing confidence and respect amongst the comity of world nations. But as much as the country needs to react adequately and proportionately to the crimes committed against the nation, it must exercise caution in executing its vengeance. Indeed it is an unenviable situation India is in. It walks a tight rope, and even the slightest over-reaction can cause more damage than good, embittering sections of its population, to be precise its Muslim citizens, upon which the needle of suspicion of the public and officials is already pointing even before the full details of the blasts have emerged. A wheel of violence marked by vengeance and counter-vengeance could be set in motion, just as communal riots after communal riots that targeted the Muslim community have done in the past.
But this violence is not only mindless but also its perpetrators frustratingly invisible. It is a war fought by people who do not come out in the open and declare war. It is even not a full-fledged war, or for that matter a bush-war fought by guerrillas, hitting and scooting to asymmetrically augment their smaller stock of war hardware as well as personnel resources. On the other hand, this is a war with a stratagem of, to use a familiar parlance in conflict writing, inflicting a thousand cuts to bleed the victim white. It does not matter if these methods do not live up to any standard of valour or chivalry that wars through the ages, even the most bitter ones, have seldom abandoned altogether, and when they have been, at least suffered the indignation of the world. Here too there would be indignation from the conscientious world, but the difference in the situation is, the invisible perpetrators of the dirty war would not care. For them, the end is all and the means to the end is inconsequential. Who otherwise would plant bombs stealthily in crowded areas, knowing full well those who end up killed or injured would be perfectly innocent people? It is extremely sinister to think that these criminals would use their ability, and indeed lack of scruples to kill and injure helpless and defenceless ordinary people, as their blackmail weapon.
This war is not only terrifying, but also changing the notion of valour and war itself. It perpetrators would probably be hoping the reaction of the Indian state goes overboard and alienate more people. In fact, it would have planned its attacks in such a way as to bring the situation to such a pass. In an infinite number of ways, even the revolutionary wars and insurgencies of the Northeast are far more tangible, and in the classical sense of the term, honourable. At least the enemies are known to each other and before the lumpen takeover in recent times, care taken not to hurt the ordinary citizenry. The fight in this circumstance is generally restricted to combatants alone. Because this is so, even those insurgencies in the Northeast which all of us who have been observers of their development thought were intractable, now seem much more open to democratic solutions. We would very much like the insurgencies in our land to achieve honourable ends where nobody is left with a sense of defeat but all end up as winners. But even if such a happy future is destined to remain elusive, we hope that none of the insurgencies and revolutions degenerates into the kind of mindless terrorism that Mumbai is witnessing, unmindful anymore of the profile of victims created. There have been tendencies of such a scenario emerging here too, fortunately, good senses seem to be have prevailed on this count, and those activities are on the wane, we hope permanently. In the meantime, in these times of uncertainty, we hope the country is able to remain calm, and while doing the needful, does not at any stage lose itself in any kind of overkill which can only cause hurt to itself in the long run.

IMPHAL, July 13: The non-legislation of an effective law on human trafficking is a major factor for rampant cases of child trafficking in the state, said child rights activist Athokpam Chinglemba at the closing function of a three-day training programme on human trafficking organized by Churachandpur District Police at Tuibong Community Hall, Churachandpur.
Chinglemba further maintained that the failure of government schools to provide good education to the economically underprivileged people is a major factor for child trafficking in the state. Many children have been trafficked to other states with the false promise of giving free education and even jobs.
He noted that the collective effort of the social welfare department, police and child rights NGOs will help to curb child trafficking in the state. Moreover, the government should be able to provide rehabilitation to those children rescued from the hands of the traffickers, added Chinglemba.
Various police officers and VDF personnel of Churachandpur Police attended the training programme.
