IMPHAL, July 13: PREPAK has refuted the claim of the security forces which alleged that one of its cadre namely Elangbam Priyokumar Singh of Lamjao and a new recruit brought by him identified as S Nanaobi Singh of Pangaltabi has been arrested from Chelep Track Junction on July 10 last> Refuting the news as baseless charges, a released issued by the outfit stated that there is no one by the name of Priyokumar and both persons are not related with the outfit in any manner. The charges are made up to malign the image of the revolutionaries, it said.

IMPHAL, July 13: The ban imposed to the villagers of Heirok by the proscribed UNLF and KYKL with regard to setting up of special police officers in the aftermath of a firing incident at Heirok village in 2008 has been lifted.
A joint statement of UNLF and KYKL said that the unfortunate firing incident sparked furious sentiments amongst the Heirok villagers and they demanded the state government to give arms and ammunitions to fight the revolutionary groups.
It further said that the UNLF and KYKL tried to persuade the villagers not to take such drastic measures against the revolutionary movement of the state. But they went ahead with the formation of special police officers under the influence of the Indian colonialists.
The ban has been lifted in view of the present crucial scenario in Manipuri society. The Indian Supreme Court also made the special police officers of Chhatisgarh unconstitutional. It is high time for the people to understand the true reality and move together to achieve the goal of “Liberated Manipur”, the statement added.

IMPHAL, July 13: Since the past couple of years several households in Ukhrul town are facing acute water shortage. Sadly, the sole water source located at Shiroi hill in Ukhrul is in critical state agreed many leaders of several civil organizations and NGOs based in Ukhrul at a one day district level consultative workshop for Manipur state action plan on climate change.
The workshop was organized by O.P.F Ukhrul in collaboration with All Manipur NGO forum under the sponsorship of state nodal department for climate change action plan. Its objective was to bring a collective understanding and grass root participation of local inhabitants in relation to climate-change issues prevailing in the state for drafting a state action plan.
Many leaders during the consultative workshop opined that a need for long term policy on water conservation and preservation need to be addressed in due course of time. Citing the imposition of tax on timbers by the concerned authorities on locals, one elder opined that such imposition of taxes to locals is unwarranted as the concerned department of the government failed to provide even a sapling to them as a step to protect and conserve forests till date.
Many leaders during the workshop highlighted several major environmental issues. One of the leaders decried the Mapithel dam, which will be functional in a short time, claiming that it will submerge a huge area of cultivable lands under water compromising the live of many poor villagers. Out of ten villages inhabiting in the dam site, 6 villages will be totally displaced owing to rising water level. The water stored in the dam will be supplied for domestic consumption to meet the demands of local populace of Imphal valley reducing any significance for them, he said. Several elders during the workshop expressed that a food park needs to be set up in Ukhrul.
The one day consultative workshop was held at conference hall of Tangkhul Theological Association located in Hanleikhong,.
Dr. Brajakumar Singh, research officer, state nodal department, government of Manipur Environemnt and ecology wing and Kh. Chinglen, assist. general secretary All Manipur NGO Forum attended the function as the resource persons. The workshop was attended by leaders of many NGOs and civil organizations of Ukhrul.

IMPHAL, July 13: The year long state level open quiz competition that focused on creating awareness and educating on drug abuse and HIV/AIDS concluded today at the Iboyaima Shumang Leela Shanglen. The mega final round on the theme “Health Unity & Prosperity” was contested among four pairs. L. Sanatomba and R.K Sanatomba emerged the winners.
The event was initiated by the All Manipur Anti-Drugs Association (AMADA) under the sponsorship of SASO, MNP+ and KRIPA Society among others.
Today’s grand finale was attended by director of social welfare department G. Satyabati as chief guest, vice-president AMADA Y. Sundari Leima as president and deputy director of Manipur State Aids Control Society Dr. L. Tomcha as the guest of honour. The expert panel for the finale consisted of Advocate A. Tejkumar, president All Manipur Journalist Union A. Mobi and psychiatrist at Bishnipur district hospital Dr. H Angomcha.
A memorandum was later submitted to G. Satyabati by Sundari Leima which contained a proposal for establishment of a model de-addiction home at Mantak village which is now a drug free village, according to AMADA.
AMWJU president A. Mobi regretted the attitude of some media persons perceiving AIDS menace as just news material and not as a social issue. Dr. Agomcha said that many drugs that are commonly abused are freely available in the state despite the drives to reduce their presence. He stressed the need to tackle substance addiction through proper combination of medical treatment and rehabilitation.

IMPHAL, July 13: Security forces claimed to have arrested at least three militants including two women in separate counter-insurgency operations launched since yesterday.
In the first incident, the Imphal west district police commandos arrested two women activists of the proscribed KCP (MTF) from different spots.
A police statement stated that acting on credible information a police commandos team arrested a woman from Mayang Langjing bazaar identified as one Lourembam Sanathoi Devi, 38, w/o L. Shobachandra Singh of Mayang Langjing Taning Mayai Leikai at around 2 pm yesterday.
On spot verification, she disclosed that she had been assigned to extort money from Mayang Imphal Langjing G.P under the instruction of Pari Singh. A mobile handset was seized from her possession, it said.
In the follow-up action on the same day, police commandos further arrested another active woman member of the outfit identified as one Konsam Ibemcha alias Narmada Devi, 27, w/o K. Rodindro Singh around 2:30 pm from her residence at Mayang Langjing Taning Makha Leikai.
On spot verification, she disclosed that Pari was known to her for the last 10 years and she helped him in extorting money from Mayang Langjing G.P members. A mobile handset was also recovered from her, the statement added.
In the meantime, a statement of the PRO IGAR (S), stated that troops of 23 Assam Rifles of 10 Sector under HQ IGAR(S) apprehended a KCP (Lanheiba) cadre, Kaisham Manglemba alias Manaobi, 25 yrs, s/o K Tolapishak Singh of Thamnapokpi Makha Leikai. He was later handed over to Lamlai police station.

IMPHAL July 13: Federation of Indigenous Societies (FRIENDS) has appealed to all elected members of the Manipur Legislative Assembly to announce their stance on implementation of the Inner Line Permit system in the state.
A release by group states that MPCC chief Gaikhangam has given assurance to the president of the society, Sapam Jadumani, that the matter will be taken up at the monsoon assembly sittings while MLAs Usham Deben and K Wungnaosang have voiced similar opinions. Further, it also commended CPI, MPP and MLA Rk Anand for supporting the need to establish the ILP system in the state.
