Imphal, Dec 21: Chief Minister, O Ibobi Singh today assured the House that his government will take up all possible ways to check violence against women and children. The onus of giving the verdict lies with the court and the government will initiate all actions against those involved in violating women’s and child rights, he added.
Of late reports have been received about suicide, killings, rape and in all cases police swung into action to apprehend those responsible for the act the CM further said replying to a call attention motion raised by N. Mangi in the House today.
Mr. Ibobi further said regarding demand of NSCN(IM) for a Supra State status that the Prime Minister, Dr Manmohan Singh during his visit here early this month had denied any move to grant supra state status to any organization. A letter has also been sent to the Election Commission of India informing about the functioning of Naga people’s Front (NPF) in Manipur. The CM said a reply is expected before the end of the session. O Joy raising the issue said the NPF clearly states in its aims and objective that it supports integration of all Naga inhabited areas into one administrative unit. O. joy Singh said that NPF was an unconstitutional political party. The chief minister in a reply to the query said now the ECI is seriously discussing the matter and by tomorrow it would reveal to the State government on the status report of the party after which the matter will be discussed in the house.
Earlier Phungzathang Tonsing, Minister Power laid the annual report of the joint electricity regulation commission for Manipur and Mizoram.
Radhabinod Koijam, Chairman of Public Accounts Committee presented the 35th report of the committee.

The UNC said the observation of public curfew will be resumed from the 3rd January, 2012 to continue to register the peoples’ protest against the indifferent attitude of the Government of India on the demand for Alternative Arrangement for the Nagas in Manipur outside the Government of Manipur pending Indo-Naga final settlement. AIZAWL, Dec 21: The state which has been dry for the last 13 years may soon be wet again.
After the Mizoram Liquor Total Prohibition Act passed in the year 1997, the govt had prohibited sale, possession and consumption of any kind of wine/whiskey in the state. As there has been various incidents of breaching the law, the state govt had formed Mizoram Study Group of MLTP Act to study the failures and success of the Act. The State Prohibition Council will study the reports of the Study Group and Sub-Group on MLTP Act, 1995 on January next year. The study group had asked various organisations on their opinion in connection with the implementation of MLTP Act. Meanwhile, the State Prohibition Council in its meeting held in Aizawl under the chairmanship the Excise Minister, JH Rothuama. The meeting also discussed the report prepared by Presbyterian Synod which collected opinions from 1,008 persons. The Prohibition Council also welcomed efforts made by the YMA and other voluntary organisations for creation of conduceive and peaceful atmosphere during celeberation of Christmas and New year. Their representatives will also visit persons on duty in various localities on the 23rd evening.
Now the big question is whether the Mizoram govt will lift the Act legalising selling and consumption of wine/whiskey or any International branded in the market.
Meanwhile, since the passing of MLTP Act in 1997, though an interested person can still find liquor in various places but open sale and consumption was totally banned. It was in the year 2007, MLTP Act was amended which legalised manufacture of wine from guavas and grapes but with strict rules. In this amendment, manufacturer should follow govt rules on percentage of alcohol to be included in the wine and the quantity of wine to be possessed by any individual. The amendment also forbid transport and export of local manufactured wine outside the state.
During the year 2010, the state after 13 years of prohibiting grape cultivators from producing wine have brought out Zawlaidi, love potion, a locally manufactured grape wine, thanks to the amendment of MLTP Act 1997 in 2007. The enthusiasm of the grape farmers has been fuelled by the amendment of the Mizoram Liquor Total Prohibition (MLTP) Act. The Act had earlier prevented them from large-scale commercialisation of their products and wine-making from grapes.

Imphal, Dec 21 NNN: The United Naga Council (UNC) and the Naga People’s Front (NPF) in a separate statement have expressed their grief over the demise of Manipur additional DGP Peter Ngahanyui (IPS) this morning.
The NPF said death of Peter Ngahanyui was a great loss for the society. Terming him as an upright police officer, NPF said Peter was a gentleman who was liked by people.
Meanwhile, the UNC said Peter was one of the patriotic Naga officer who was also victimised for his straight forwardness and selfless service by the Government of Manipur.
“In his death, Nagas have lost a fearless, selfless and dedicated police officer and the vacuum thus created by him would be irreparable. Nagas people will never forget those valuable contributions that he had rendered during his life time.
The UNC shares the grieve and the sorrow of the bereave family members. It also prays for the departed soul to rest in peace in the heavenly abode,” the UNC stated.
Both the UNC and NPF then extend heartfelt condolences to the bereaved family members of late Peper.

The govt. is trying to construct a community hall on the building of this A block so that every community can assemble here. The newly inaugurated market should be protected by women thinking as their properties. The vendors should also pay their taxes regularly.
He was opening a new tribal market at New Lambulane, Imphal east today.
The UPA Chairperson Smt. Sonia Gandhi inaugurated the market on November 12, 2010 and the construction began since 2006.
There are 636 vendors including 34 meat vendors.
The tribal affairs department selected the reserve and general categories vendors by lot.
The CM handed over vendor license to seven women vendors today. The director of tribal affaisrs H. Dilip asked the women vendors to take their licenses from the deptt.

New Delhi, Dec 21: The Addl. Session Judge, Fast Track Court, Rohini, New Delhi has convicted Vijay Khanna U/s 120 B, 420, 467, 468, 471, 482 A&B IPC and sentenced him to undergo five years Simple Imprisonment with fine of Rs.5000/-. Accused Vijay Khanna has also been imposed fine of Rs. 05 lakh as compensation to the complainant.
CBI took up the investigation of FIR No.135/1991 of Police Station, Hazrat Nizamuddin, New Delhi on the directions of Govt. of India and registered a case on 08.10.1996 U/s 120 B, 420, 467 &471 IPC.
It was alleged in the complaint that the complainant was introduced to Mr. & Mrs. Vijay Khanna by a common friend. In November, 1992 the common friend approached the complainant and requested to lend an amount of Rs. Five lakh for a joint business venture with him and Mr. & Mrs. Vijay Khanna on a joint guarantee, to be repaid in three months. The complainant paid Rs. Five lakh to the common friend against a promissory note. On 01.03.1993, the accused met the complainant and handed over a draft of $ Twenty Five Thousand purportedly issued by Chemical Bank, Los Angeles, California. As the draft was equivalent to te Rs. 8,12,500/-, the complainant paid Rs. 3,12,500/- to the accused and returned the promissory note. Subsequently the draft was found to be forged when deposited by the complainant in his NRI account maintained in Punjab National Bank, Naraina, Delhi.
After thorough investigation a chargesheet was filed in CMM Court Delhi on 06.03.1998. The charges, U/s 420, 467 & 471 IPC were framed by the Trial Court on 22.05.2004. The Addl. Session Judge, Fast Track Court, Rohini found the accused guilty and convicted him.
In another case, the Addl. Session Judge, Fast Track Court, Rohini convicted accused Vijay Khanna U/s 120 B, 467, 471, 489 A & 489 B IPC and sentenced him to undergo five years Simple Imprisonment with a fine of Rs. Five Thousand. Accused Vijay Khanna has also been imposed a fine of Rs. 5 lakh payable to CITI Bank.
CBI took up the investigation of FIR No.200/1994 of Police Station, R.K. Puram, New Delhi on the directions of Govt. of India and registered a case on 12.08.1996.
It was alleged that the complainant & his client (NRI, who lives in USA) were introduced to Sh. Vijay Khanna by Sh. Narinder Kumar Jain (since expired) a friend of his client at a hotel in New Delhi on March, 01,1993, where Mr. Vijay Khanna had given a Bank draft no. 00718642 dated 24.02.1993 for US $ 10,000/- purportedly issued by Chemical Bank, Los Angeles California to complainant. In lieu of the bank draft, the complainant made a total payment of Rs.3,27,000/- to Sh. Vijay Khanna and Sh. Narinder Kumar Jain (since expired) on different occasions. On 02.03.1993, the complainant deposited the said bank draft in his NRI A/c No. 504341008 in CITI Bank, Connaught Circus, New Delhi, which was subsequently found to be forged.
A chargesheet was filed against accused Vijay Khanna U/s 420, 467, 468, 471, 489A & B r/w 120B IPC in the Court of CMM, Delhi on 06.07.1998. The Court found the accused Vijay Khanna guilty and convicted him.

Public Expenditure in the Government is managed as per the Appropriation Act which is passed by the Parliament every year. Based on the estimates of expenditure as presented in the Annual Financial Statement, Demands for Grants are presented for the approval of the Parliament. Thereafter, Ministries/Departments seek the approval of Parliament on their respective Detailed Demands for Grants (DDG) that gives service wise estimates of expenditure. During the financial year, expenditures are incurred in accordance with the estimates approved in the DDGs.
For the formulation of these estimates to be presented in the Budget, extensive consultations are held with the respective departments/ministries in meetings chaired by Secretary (Expenditure) in which the Internal Financial Units of the respective ministry/department, headed by the Financial Advisers and the functional heads in the ministries/departments participate.
The Central Government has embarked upon a fiscal consolidation programme to bring down its fiscal deficit over a period of time. With the reduction of the fiscal deficit, it is expected that the debt stock of Government would stabilize within acceptable limits. This would further reduce the interest payments that Government has to incur every year, thereby freeing more resources for development spending.
The expenditure of Central Government comprises of certain committed items like salaries, pension, interest payments, Defence etc. One of the important aspects of the salary and pension expenditure of the Government is the impact of revision in the salary structure of employees and the arrears arising out of implementation of Pay Commissions’ recommendations. This usually happens once in ten years when Pay Commission recommendations are implemented with retrospective effect. This aspect was also analysed by 13th Finance Commission (FC) which recommended that awards of Pay Commissions should be made to commence from the date on which the recommendations of future Pay Commissions are accepted by the Government. The 13th FC has further stated that since Finance Commissions are able to present their inter-governmental recommendations without any need for retrospective fiscal transactions, the same should be possible in the case of Pay Commissions as well.
The three major subsidies provided by Central Government are Food, Fertilizer and Petroleum Subsidies. Over the years, the subsidy bill of Government has been increasing rapidly and its share in the total expenditure of the Government has become a matter of concern. At present, the subsidy paid by the Government is routed through the provider of the goods and services that are subsidized. For better targeting of subsidy, the Central Government is moving towards a system in which the subsidy amount is directly given to the intended beneficiary.
To implement a solution to the above and to evolve a model of direct transfer of subsidies on Kerosene, LPG and Fertilizers, by re-engineering existing systems, processes and procedures in the implementation process, designing appropriate IT systems and aligning these with the issuance of UID numbers, and bringing about changes in the administration and supply chain management, the Government has constituted a Task Force under the Chairmanship of Shri. Nandan Nilekani, Chairman, Unique Identification Authority of India (UIDAI).
Government has also constituted a High Level Expert Committee (HLEC) to suggest measures for efficient management of public expenditure under the Chairmanship of Dr. C. Rangarajan. The HLEC has made recommendations on fundamental aspects of public finance that are under consideration.
The Budget of Central Government is a statement of fiscal allocations and has no disclosures on the corresponding outcomes achieved. The disclosure on outcome had been attempted through separate exercises that report on the outcome achievements separately. Outcome Budget was started in Government consequent to the announcement of the Finance Minister in the budget speech for 2005-06. Detailed guidelines for the Outcome Budget presented by every Ministry in respect of every demand, except those explicitly exempted from doing so, for plan as well as non plan expenditure, are issued by Department of Expenditure every year.
The Performance Monitoring and Evaluation System (PMES) is a system of performing management and reporting which was started from the year 2009-10. Under PMES, each department is required to prepare a Results-Framework Document (RFD). RFD provides a summary of the most important results that a department/ministry expects to achieve during the financial year. This document has two main purposes: (i) move the focus of the department from process-orientation to results-orientation, and (ii) provide an objective and fair basis to evaluate department’s overall performance at the end of the year. These measures have increased the transparency in reporting of performance on outcomes.
For improving quality of expenditure on schemes, it is very important to ensure that there is robust performance evaluation and reporting mechanism that is tightly linked with the budgeting process and financial decision making. In long term, this would ensure that scarce public resources are optimally utilized for those activities that provide maximum benefit with least cost. The Plan expenditure of the Government can be divided into Central Plan and Assistance to State Plans. Central Plan consists of Central Plan Schemes and Centrally Sponsored Schemes (CSS) that are implemented by States. There is a need to rationalize schemes within a Ministry and across Ministries. Rationalisation of both plan and non plan schemes would require dropping of schemes which have out lived their utility, while taking up new schemes.
Regular Monitoring and Evaluation of schemes and incorporating changes required to address issues observed during evaluation is extremely essential to ensure that the quality of expenditure is maintained. There are various initiatives taken at Central Government level that have this objective. Programme Evaluation Organisation of the Planning commission regularly evaluates the programmes of Government. It has various Regional and Programme Evaluation Office in the country. Towards this objective, Cabinet, in November 2010 has approved setting up of an Independent Evaluation Office attached to the Planning Commission. The Comptroller and Auditor General of India also conducts performance audit of the activities of the Government, which analyses the aspects of economy, efficiency and effectiveness of Government activities.
Monitoring and evaluation also includes monitoring the trend and pace of expenditure on schemes. The Central Plan Scheme Monitoring System (CPSMS), which provides real time information on the status of plan schemes of the Government, is an important initiative in this regard. There is a need to strengthen this system to provide more information on expenditure and utilization under plan schemes.

IMPHAL, Dec 21 (NNN): The United Naga Council (UNC) and the Naga People`s Front (NPF) in separate statements have expressed their grief over the demise of Manipur additional DGP Peter Ngahanyui (IPS) this morning.

The NPF said death of Peter Ngahanyui was a great loss for the society. Terming him as an upright police officer, NPF said Peter was a gentleman who was liked by people.

Meanwhile, the UNC said Peter was one of the patriotic Naga officer who was also victimised for his straight forwardness and selfless service by the Government of Manipur.

“In his death, Nagas have lost a fearless, selfless and dedicated police officer and the vacuum thus created by him would be irreparable. Nagas people will never forget those valuable contributions that he had rendered during his life time.

The UNC shares the grieve and the sorrow of the bereave family members. It also prays for the departed soul to rest in peace in the heavenly abode,” the UNC stated.
