Imphal, Dec 26: The 44th foundation day of Manipur People’s Party was held today at BOAT palace compound. Dr. Nimaichand Luwang, president MPP, O. Joy MLA, Radhabinod Koijam president NCP Manipur unit, Arun Kumar Srivastava national general secy Janata Dal United, Dr. L. Chandramani former deputy CM, Th. Chaoba former Union minister, L. Jatra ex minister, S. Umananda V.P spoke at the occasion. The leaders of women front and youth front MPP and many workers were present the occasion.
O. Joy said that the MPP has now completed 44 year. The party has its own ideology. To preserve the territorial integrity and boundary of Manipur are the main objectives of the party. The party had hold over three times in the state. The present board of secondary education Manipur, MU, RIMS, government polytechnic, spinning mill, MPSC, law commission double cropping and announcement of state holiday on 23rd April were the achievements of MPP he said .
The national party JD(U) also joined the pre poll alliance of MPP and NCP today. The MPP president has announced the joining of JD(U) to the alliance today.

Imphal, Dec 26: On 26 Dec 2011, Maj Gen Binoy Poonnen, VSM, GOC 57 Mountain Division laid the foundation stone for construction of New Church Complex at Mayangkhang village under Senapati District. RK Luikang, Chairman Mayangkhang village gave welcome speech .
This was followed by a colourful choreography which was presented by ladies of local women society and school children of Sunday school. Maj Gen Binoy Poonnen while addressing the locals impressed on need for co-operation among the locals and security forces for peace and development in the area. He also said that Army and Assam Rifles will continue with their efforts to bring peace in the region and will always support such endeavours for the betterment of the people.
The 5 Assam Rifles under the aegis of Headquarters 59 Mountain Brigade of the Red Shield Division, organised a handover ceremony at 59 Mountain Brigade Headquarters, Senapati on 26 Dec 2011. The event was graced by the General Officer Commanding (GOC) 57 Mountain Division, Major General Binoy Poonnen, VSM, General Officer Commanding (GOC) Red Shield Division. The handover ceremony was organised to handover two computers with computer tables and chairs alongwith musical equipment to RK Orphanage, Natzang Colony, Senapati and two solar street lights and two hand held solar lights to Emmisiphro Village, Senapati. Speaking on the occasion the General Officer emphasized upon the need for taking up community development projects and lauded the efforts of the local community in assisting in incorporation and execution of these projects. Commander 59 Mountain Brigade, Brigadier A K Narula, Army and AR officials along with villagers from Emmisiphro and children and staff of R K Orphanage were present during the occasion.
Major General Binoy Poonnen, VSM once again reiterated the Red Shield Division is committed in aiding the development of remote villages and also urged the local communities to collectively assist in the development process.

New Delhi, Dec 26: The Central Bureau of Investigation has filed two chargesheets in three separate cases regarding alleged corruption in North Cachar Hills, Autonomous Council (Now Dima Hasao) in the Court of Special Judge, CBI Cases, Guwahati on 21.12.2011.
The first case relates to the Social Welfare Deptt., in which Chargesheet U/s.120B, 409, 420, 468, 471 IPC and Sec.13(2) r/w 13(1) (c) & (d) of P.C.Act, 1988 has been filed against the then Chief Executive Member, NCHAC; Dy.Director, Social Welfare Department; Junior Engineer of PWD on deputation to Social Welfare Department; Junior Engineer, DRDA Dhubri (under suspension); Junior Inspector of Co-operative Society and two private persons for misappropriating a sum of Rs.13.53 crore (approx) sanctioned for execution of works relating to different schemes under Social Welfare Department, in N. C. Hills, Assam.
During investigation of the case, hard cash of Indian Currency amounting Rs.13.45 crore (approx) was recovered from a secret chamber constructed in the garage of brother-in-law of the accused Dy.Director.
In the Second case relating to the Soil Conservation Deptt, Chargesheet U/s 120B, 420,468, 471 IPC and Sec.13(2) r/w 13(1) (d) of P. C. Act, 1988 has been filed against two Divisional Soil Conservation Officers; Executive Member, Dima Hasao Autonomous Council, Haflong; one Range Officer; one Soil Conservation Field Worker; one Senior Soil Conservation Demonstrator and a Junior Soil Conservation Demonstrator, for misappropriation of an amount of Rs.1.66 Crore sanctioned for execution of works relating to Water Harvesting, Land Development, etc. in N. C. Hills(Now Dima Hasao).
The Assam Govt. referred 9 cases (05 cases in 1020 and 04 cases in 2011) to the CBI on alleged corruption in North Cachar Hills Autonomous Council (now Dima Hasco). CBI has already filed three chargesheets in 03 separate cases on 23.11.2011.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

Imphal, Dec 26: On 24/12/2011 at 4:00 pm. a team of CDO/1E arrested l(one) PULF cadre namely, Md, Arifbuddin @ Ibomcha @ James (25) s/o Md. Kamalluddin of Klyamgei Mayai Leikai from Kiyamgei Lai Mamang area and one .32 Pistol loaded with 2 live rounds in the magazine was recovered from his possession. On verification, he disclosed that he joined PULF organization in the year 2010 through one Ronimi of Kiyamgei Awang Takiiok and working under his command.
Further, he disclosed that he was involved in keeping hand grenade at Public Hospital, Hatta in the year 2010 and also in burning down of working hut (Khola) at Kiyamgei Awang Leikai in the year 2010 under the command of Romrni and extorted huge amount of money from general public, etc. 10 DOGRA under the aegis of 59 Mountain Brigade, Red Shield Division apprehended four cadres of KNF (P) on 23 Dec 2011 while carrying out extortion in village P Moulding of Leimakhong area.
Cadres were identified as SS Pvt Ngaincha K jkl, age 20 yrs, s/o Sh Hemkai, r/o Kholjang, SS Pvt Bollen, age 20 yrs, s/o Sh Achung, r/o Kholjang SS Pvt Letminsei, age 17 yrs s/o Thanglung, r/o Langkhol and SS Pvt Thang Lenmang, age 20 yrs s/o Sh Lullai Kipgen, r/o Khonum. All of them were travelling in a Maruti Omni Vehicle (Regd No AS-11D 6438) and were later handed over to PS Sekmai vide FIR No 83 (12) 2011/GS 400/395/34 dt 23 Dec 11. One leaflet of duty roaster of SoO designated Camp Ebenzier/Natheljang was recovered from them but however the above cadres are not registered in the authorized of cadres housed in the camp. This incident also amounts to violation of SoO agreement by KNF (P).

Imphal, Dec 26: Indefinite bandh has been called on at Moreh and NH 39 to protest against the firing by the security of Myanmar Army posted at Namphalong injuring a 15 year old boy identified as Md. Abdul Noor of Moreh ward No. Five yesterday around one p.m.
The boy was playing football at Muslim Nagar when the security fired one round and hit him in his left thigh.
Another round was fired however it did not hit the boys.
Following the incident, angry crowd shouted slogans however the situation was brought under control.
The Myanmarese authority apologized for the firing and assured not to repeat such incident in future.
A public meeting participated by community leaders was held at LP School, ward No. Five Moreh Muslim Nagar this morning around seven and decided to call indefinite bandh at Moreh and NH 39 until a solution is brought.
A press statement issued by HQ IGAR S said s 16 year old boy namely Abdul Noor son of Abdul Barik sustained a gun shot wound in the leg due to a bullet fired accidentally from across the IB in Ward No 5 Moreh by Myanmar Army. Troops of 31 Assam Rifles of 26 Sector Assam Rifles under aegis HQ IGAR (South) immediately reached at the site of incident. Beside taking control of the situation and pacifying the general public, troops of Assam Rifles brought the individual to unit MI Room and provided Life Saving First aid. Later on the individual was evacuated to RIMS, Imphal and his condition is reported to be stable at present. An emergency meeting was held with Myanmar Army and civil administration officials. During the meeting the Myanmar Army stated that the firing took place due to the accidental discharge of personal weapon by one of their soldier. Myanmar Army apologised about the mishappening and informed that necessary action is being initiated against the soldier.

IMPHAL, Dec 26: The proscribe Maoist Communist Party, Manipur, in a statement, issued today said the outfit will boycott the upcoming Manipur legislative assembly election.

The outfit also celebrated the birth anniversary of Chairmen Mao at the office of the International Committee, the statement said

Giving reason for boycotting the upcoming election scheduled for January 28, 2012, the outfit said assembly elections in Manipur would never bring welfare to the people nor bring any development but it will only enhanced Indian system of rule.

While expressing apprehension that there is likelihood of chaos and tension amongst people apart from causing large scale killings during the upcoming election, the outfit said it would work towards preventing any incident which might create danger to lives of the people.

The outfit also appeal to all concerned not to organise entertainment programmes like Sumang Leela, musical concert till January 30, 2012. The outfit however said there will be no restriction in organizing musical concerts, Sumang Leela at BOAT not related with election as also screening of films at Cinema halls.

The outfit maintained that it is imposing ban on all election related functions like flag hoisting, public meeting, poster campaign, organising community feast etc.

While appealing the people to bring the Maoist movement to the right path of revolutionary movement, the outfit appeal people to boycott the Indian system of election.

IMPHAL, Dec 26: Following the imposition of the election model code of conduct in the state, the JAC of AMTUC and AMGEO have suspended their cease work strike.

A statement of the JAC has said that the cease work strike of the employees which started on October 24, 2011 have been suspended immediately till further notice.

In the meantime, the Council of Teacher’s Association, (COTA), in a statement issued today has said that the striking teachers from primary to higher secondary lecturers would not perform duty in the upcoming 10th Manipur legislative assembly election. The decision in this respect was arrived during a meeting held today, the release added.

A reliable source has informed that the said individual is the proprietor of an Iron scrap shop located at Singjamei Bazar near Kumar Pharmacy.

According to a reliable source, acting on a tip off from a reliable source, Imphal west district cdos this morning recovered 10 hand grenades from the residence on one Th Brojen of Singjamei Thongam Leikai.

The inferno also destroyed a Bajaj Pulsar completely.

The house belongs to Rashong Panmei, 85, village chief of Tarung khul.

According to family sources, property worth around Rs 8 lakhs was destroyed during the fire.

The family further stated that the fire could have been started from an electric short circuit.

IMPHAL, Dec 26: At least two persons including a student were killed during two separate road accidents in the state today.

In the first incident, a motorist was killed at the spot when he was knocked down by a speeding mini truck.

The incident happened this afternoon at around 1.30pm, at Nongren Mayai Leikai, under Lamlai police station in Imphal east.

The deceased person has been identified as James Tangkhul, 30 of Nongdam Tangkhul village, Imphal east.

The other accident happened this afternoon around 1.45pm at Khagempalli, a Tata truck loaded with rice knocked down a motor cycle borne student of the St. Robert higher secondary school, Canchipur. The student identified as Md Salman Hussain of Lilong died at the spot.

The trouble with Manipur is, nothing sounds the alarm bell loud enough for it to remain awake long enough. Nothing, not even the worst crisis, it seems can shake it out of its complacency. And crisis is one thing the state has never ever been scarce of. It has been almost by rule a crisis a week recipe for the state, some not so severe while others were nothing less than nightmares. Regardless of the fact that these crises had either faded on their own with the passing time or stemmed by public resentment, one thing is clear, given the circumstance Manipur is caught in today, nobody can promise the last word has been said on the matter. Turmoil and upheavals, many of them extremely violent, seem to be an inalienable destiny of the state. The worrying thing is not so much these crises are extremely stressful, but that nobody ever seems to learn from them. Not even those who consider themselves as storm-troopers, both amongst those in the driver’s seat of the establishment as well as the vast human landscape outside it that is rather ambiguously referred to as civil society. The state and its people have come to learn superbly to live out crises and even to fight them, but no crisis, however awesome have been able to teach them the lesson that would make them think in terms of putting the roots of these crises safely to bed forever, incapable of accumulating harm potential again.

Crises explode like several kilotons of dynamite periodically, and during these crises semblance of masterstrokes of collective resolves emerge. However, once the dusts from these crises settle, the downward pulls of mediocrity once again neutralize and level out everything to square one. During economic blockades along its major mountain passes, especially National Highway-39, war cries to have the NH-53 developed, often work up to a mass frenzy. Once these storms pass by, nobody bothers what condition this uncared for highway is in. Similarly, the talk of cutting a third highway, so desperate and passionate once, has relegated to not much more than idle academic discussions. In many ways this is also a show of how resilient the Manipur society is. It does not lose its composure easily. But the line dividing resilience and complacent inaction although thin, can become glaring, as indeed it is in Manipur today, and we are sure at some point counterproductive too. The fact of the matter is, a resilient society must not only have the capacity to absorb adversities without detriment to the overall mental and physical composure of the society, but also the will and commitment to be proactive in looking for lasting resolutions to the vexing issues at hand so that the grave challenges they pose to the health of the society do not periodically repeat and threaten. Resilient as any society may be, if the challenges are incessant and incrementally severe as the case seems to be, there will have to come about when the thread that holds its sanity together snaps.

There are more sinister examples of these challenges than the ones discussed. Take the case of official corruption at high places. It is not a question of excusing corruption at the lower echelons of the officialdom, but its needs no elaboration to convince anybody that the whole enterprise of dismantling the corruption edifice has to begin from the top. After all, if the generals are corrupt, how can corruption be prevented from contaminating the foot soldiers. The generals can discipline the foot soldiers but the reverse can never be a reality. Would we then need any more proofs to convince anybody that organized robberies of public coffers still are rampant? It is everybody’s knowledge that huge percentages are still being siphoned off from development funds and shared between contractors and contract awarders? It is another story that many insurgent groups have joined this unholy league, but this can be no excuse for those mandated by the people to captain the state to be corrupt. Unless and until the establishment becomes a credible institution of governance upon which the people can repose faith in, there will always be the legitimacy of alternates, even if they are subversive, in some corner of the masses’ heart. Herein is the space upon which the foundation of any insurrection is laid. And this space cannot be destroyed physically, but won over spiritually. This is why the search for an answer to insurgency is not so much a physical war but by necessity have to be a moral one. At the cerebral level, everybody who can make the difference understands this very well. The trouble is, this cerebral understanding has never been allowed to be internalized to become a matter of the heart and soul. An often heard question amongst the masses is, what would have been the status of justice and equality if insurgency never happened? The implication is, regardless of the mutation it has undergone, the phenomenon has been and is still an anguished voice on the corrupt and unjust ways of the establishment. The Robin Hood image is not altogether unjustified, even if it is by the establishment abdicating a vital moral space. An honest and satisfactory answer to this question will, we are sure, provide a blueprint to victory in this moral war.

Being dismayed by the acute shortage of institutional services and medical treatment facilities, Children Living with HIV/AIDS,  rape victims, orphans, children of broken family and  psychologically traumatized children  in   Ukhrul district are still  living in a  pitiable condition,   despite the state has launched the  mega child welfare scheme such as  “Integrated Child Protection  Scheme” (ICPS),  subsequent upon  the    enactment  of  Juvenile Justice (Care and Protection of Children)2000 Act amended in 2006. Besides, children in this district still pay fees for sports meet, while parents bear honorarium for privately engaged teachers by sacrificing their wages of MGNREGA. Adding to the large scale subletting of government/ ADC appointed teachers, the issue of MGNREA  supported teachers in hill districts  has become another sarcastic paradigm  to  the much talked about   “ The Right of Children  to Free and Compulsory  Education Act, 2009” in Manipur. The question is where has the state government utilized those numerous teachers recently appointed under SSA and RAMSA projects?

In recent times, a minor girl from Ukhrul was raped on 24th June,  while  another girl  was murdered after having rape  on  10th  September  respectively  this year.  Since there was no shelter home in Ukhrul, the rape victim of 24th June incident, baby Angamla (name changed) 11 years old, belonging to an abject poverty stricken family,  is presently taking shelter in one of her  relatives place. She was first kept in a girls’ shelter home in Imphal. Her case was taken up by Manipur State Commission for Women, though the poor victim hasn’t got any compensation till date. The girl deserves institutional care considering her mental status and deprived socio-economic.

Such victim  like baby  Angamla  from Ukhrul, are usually referred  to a girls shelter home  in Imphal  by the Child Welfare Committee, Ukhrul.  Minor girls from Tangkhul  community  felt quite  unsuitable  in Imphal as they were yet to conversant with  Manipuri language.  The diverse  social and cultural background posed as the huge  barriers making interpersonal  counseling  and formal education to the victim children  a hard hitting job to the service providers.

Another, Tangkhul  girl  baby Khangamla  13 years  from  Ukhrul,  ran two times from an Imphal based  girls shelter home “ Punya Nawa Yaiphakol”.  For the last 3 years , she ran away more than 5 times from different places. Her drunkard father and poor mother  failed to look after her, and even they are reluctant to take her back. The disobliging  ambiance  in her family  became  rather  detrimental to her psychological well being, which made her  now virtually a  psychologically  distressed  child needing immediate  medical treatment and institutional care. 

It is worth to mention that,  dubious human trafficking net in India is  targeting the north east women for sex trade, spa massage service and of late  for forced marriage as  common wife.  Ukhrul, having the highest rate of migration of young girls to other states  in search of lucrative jobs, there are several trafficked survivors in the district. However, restoration and rehabilitative process for the  trafficked survivors is almost nil. The district does not have either a women shelter home or  girls children home, whereas  ever getting bigger number of  victims  are  intolerantly  searching the  compassionate helping hand of   such temporary institutional care   from pillar to post. 

Child Welfare Committee, Ukhrul’s  Chairperson  Gajendra Prasad Mohanty said, “We are totally helpless here, as such facilities  are not in Ukhrul at all,  many children, such as baby Khangamla   remained untreated. Opening of  girls shelter  home, providing  counseling and rehabilitative support for such marginalized  girls and children  are the desperate needs of Ukhrul district ”.

The  status of the  Juveniles  in conflict with law (JCL) is quite disheartening ,  as such children who are allegedly committed offences, are not getting  appropriate treatment supposed to be given under  the vindicated juvenile  criminal justice system. 

People hardly know who are the appointed social worker  members and  Principal Magistrate of the board and where is its office, though the concerned department has already set up the statutory body years back.  As a result, many delinquent children’s cases ended up only in the hands of un child-friendly  police and  mob trials,   before  reaching   to the juvenile justice procedures. The dignified role of Special Juvenile Police Unit (SJPU) is yet to be seen.   Overriding the legal procedures, recently a rape victim child from Ukhrul was kept in a private hotel in Imphal by Ukhrul police  in lieu of admitting her to the hospital, thereby delaying the medical treatment and foreignsic  test process. 

The plight  of Children Living with HIV/AIDS in the district is really pathetic, when it came to learn that  they are taking  unmeasured random ART doses, since the CD4 machine in Ukhrul remained non-operational since January this year, even though  the  district is one of the highest HIV prevalent districts in Manipur ranking at “A” category.  There are around    85 boys 94 girls ( Pre ART) while   32 girls and 32 boys are On ART, out of cumulative Pre ART 1099 and  On ART 682 of the district. The Ukhrul town is having around 20,000 children population out of 50,000 total population.

Mr. C. Leisan, member, Ukhrul District NGO Alliance for Health (UTNAH)   said “Most regrettably   Ukhrul district hasn’t got its own Community Care Centre till now, though NACO had reportedly sanctioned it in 2007 ”.  He said “ No program from Legislative Forum on HIV/AIDS is ever held in Ukhrul.   There is no blood bank, though in 2000 MACS reported that it was already sanctioned. Since CD4 machine lying defunct lots of people are referred either to RIMS or JNIMS expending lot of money and  resources”.

Mrs Chonjon and Mamlaphi (name changed) both PLHAs shared that stigma and discrimination is still highly  persistent in the community. PLHA widows remained almost aloof and could not even form SHGs. They were yearning for certain economic support to feed their ailing children and themselves.            

The recent public hearing of NCPCR held at Kangla,  Imphal in August, 2011, loudly exposed the proxy teacher or sub letting of teachers in hill districts of Manipur with special reference to Chandel and Ukhrul. More cases of proxy teachers are found   in ADC run schools. Lacking of Hindi, Manipuri, Math, Science  teachers  and poor infrastructures including absence of separate toilets for girls being  the common scenario visible at  all the schools in hill districts. Till now, many AIDS inflicted orphans  are not getting free education under RTE in recognized private schools.

Head master of Shirui Jr High School admitted  that  Glory day’s expenses  is being born by students reading in elementary classes.  A student has to contribute Rs.150 every year for such observation comprising of sports and cultural events.  School authority, meticulously did not issue receipts for such money paid by the students. They termed it as  “ contribution”  not “fee”, thereby trying to run off from the purview of RTE strictures. According to the RTE Act  free education means  no financial constraints can “prevent” a  child from enrolling, attending and completing elementary education. Hence, if glory day is a part of extra curricular activities it should be organized with state’s expenses, and students and their parents must not be liable to pay for it. 

The  ZEO, Ukhrul   Mr Adverest Luikham, who is looking after 137 schools in the district  said “All the fees charged have been refunded as per NCPCR directive, and Glory day is like a community supported event which we cannot stop. Since there is no provision to bear the expense we are helpless but organizing it with contributions of the parents”.  

Contrary to RTE’s high sounding provisions, Ms Shila J Konghay,  president Tangkhul  Shanaolong a popular civil body  said “Recently  I visited certain villages  such as  Chalong Chingthak, Chalong Phalang of Kamjong sub-division, some 90 Km away from Ukhrul town, where not a single school has been  established till today. You could  find neither children nor school in these villages, as  all the children left their native  villages  either for  Ukhrul town or Imphal for study”.

I am still pondering, how long the true accessibility to  RTE Act and welfare schemes for children will  remain  as a far cry from the  towering blue hills of Ukhrul.
