Imphal, May 4 NNN: Manipur People’s Party (MPP) has ridiculed the Manipur government decision to have Parliamentary Secretaries. The regional party said the decision of the Manipur cabinet to have Parliamentary Secretaries will serve nothing good except to burden on the state government exchequer.
Speaking to the media today, W Hemanta who is the general secretary of MPP said that his party strongly opposes to have Parliamentary Secretaries in Manipur.
“The posts of Parliamentary Secretaries are created with the sole objective of appeasing those MLAs who did not get the cabinet ministerial berths,” said the MPP general secretary. The MPP leader also said that creating the Parliamentary Secretaries will neither bring good governance nor can it change the farce state of affairs. “If it is the case of a coalition government then one can understand that creating the Parliamentary Secretary posts is to save the government from falling, but look at, the ruling Congress party ha 42 MLAs in the 60-member house,” reasons W Hemanta.
It can be noted that few days ago, the cabinet meeting under the chairmanship of chief minister O Ibobi Singh had agreed to pass an Act for Manipur Parliamentary Secretaries (salary allowance and the matureness) cordinance 2012. 
 In that cabinet meeting it had resolved to give its approval for Manipur Parliamentary Secretary (salary allowance and matureness) Cordinance Act 2012, at the earliest taking into consideration the urgency of the Act.

Addressing the gathering he said the Lions Club is one of the internationally known organizations devoted mainly to philanthropic and humanitarian services. It has also been endeavouring over the years with the objective to create and foster a spirit of understanding among the people of the world, to promote the principles of good governance and good citizenship and also to take an active interest in the civic, cultural, social and moral welfare activities for the promotion of welfare activities of the people and specially of those who belong to less fortunate group of people, viz. blind and the needy. No service is as great and valuable as the service of the poor, needy and less fortunate persons. Indeed, their service for the poor, needy and less fortunate groups of people is commendable. At the time of natural calamities they have been rendering valuable service to the victims and other affected persons.
He said, “Today we are very happy that the Lions Eye Hospital and Services Trust has successfully set up a hospital for the treatment of the eye which is considered to be one of the most important human organs.
According to Helen Keller who was once a celebrity Lion and popularly known as “Angel of the Blind”, most people who can see simply do not realize the blessing of eye sight. Helen Keller showed the world that “sight is light and light is life”. She was born on June 27, 1880, at Tuscumbia, Ala, as a normal beautiful baby and died on June 1,1968. She became blind and deaf at the age of 19 months through a damaging brain fever and communicated only through hysterical laughter and violent tantrums. However, with the help of her teacher Anne Sullivan, Keller graduated with Honours in English from Cambridge University in 1904. Later, she took up a life of writing, lecturing and fund-raising on behalf of the handicapped. It was Helen Keller who inspired and influenced Lions to take up several activities to help the visually impaired ones to restore their sight. The whole world is greatly indebted to her miraculous activities during her life time.
It is a matter of satisfaction that free eye care camps are regularly organized at different places of Manipur under the sponsorship of the Lions Club of Imphal. Over and above this, a new hospital wholly dedicated for eye care and prevention of blindness has been inaugurated here at Sangaiprou today. It is hoped that not only the local people but also the people from far off places will surely be benefitted from the services provided by the hospital. I am sure that all sections of the people should feel a sense of belonging to the hospital and extend every possible cooperation in its smooth functioning.

MNS, Imphal, May 4: Dr Dhanabir Laishram said that the process of colonization include accommodation of surplus population in the colonized area, exploitation of the natural resources of the area, making the economy dependant on the colonialists, creating a captive market, suppressing dissent, and bringing about biological change in the colonized population through forced assimilation.
The legacy of colonialism is evident in the Constitution of the country which is a compilation of borrowed rules and regulation from various colonial states of the world, Dr Dhanabir Laishram added.
He was speaking in a one-day seminar on the topic “The largest democracy of the world thrives on the legacy of colonialism in colonizing Manipur”.
The seminar was organised by The Freedom Research Foundation, Imphal with a theme, “The Predicament of the People of Manipur.”
The morning session of the seminar, moderated by Professor Dr. R.K.Ranjan, Director, CDC, Manipur University, started off with the presentation of a paper by Professor W. Nabakumar of Manipur University titled “Reading the mindsets of the people of Manipur after sixty-three years of Indianisation”.
The process of Indianisation can be stated to have started after the merger of the state of Manipur to India, when a new way of thinking began to over-shadow our previous established way of thinking through Hindunisation, Sanskritisation and globalization, said W Nabakumar.
“Our established way of thinking began to be considered anti-establishment by bureaucrats, technicians and other government employees of the Indian government and slowly and gradually our economy became a dependant economy, our society started to resemble a ragged cloth which was likely to fall off in shreds eaten away by corruption”, continued W. Nabakumar.
He said that the need of the hour is to re-examine the social security status of the people and the maintenance of status quo of the present system of governance supported by state actors and the demand of overhauling the whole established system by non-state actors.
In the third paper titled “Hoping against hope in the captive market of Manipur”, Dr. Chinglen Maisnam tried to show the dismal state of the economy of Manipur and the consequential manifestation of the captive market of Manipur.
Giving his opinion as the moderator of the morning session, Dr. R.K.Ranjan observed that people of the state have become extraordinarily individualistic while the community sense of mindset have disappeared leading to the process of Indianisation.
The afternoon session of the seminar moderated by R.K.Ranendrajit, CMD, Freedom Research Foundation, Imphal started with the presentation of the paper “Understanding the psyche of the oppressors and the oppressed of the existing colonial system in the context of Manipur” by Professor M. Akshaykumar, Regional Institute of Medical Sciences.
He elaborated on the process of stress management, anger management, trauma management resulting from discrimination faced by the people of the state of Manipur in particular and the North East in general due to diverse ways of thinking of the people of the Indian mainland and the people of Manipur and other North Eastern states.
Summing up the discussions in the seminar, R.K.Ranendrajit observed that racial discrimination is a fact of life in Manipur with even the state security forces taking the example of the army in harassing the people in the name of counterinsurgency operations. He said that psychological warfare techniques are used by state actors to suppress the insurgency movement and the issue of sovereignty by giving huge monetary sanctions.
Earlier in the morning, Manipur legislative assembly speaker Th. Lokeshore Singh said that he would not back down for the welfare of the motherland and will help in any way he can. He then called for sacrifices and selflessness from one and all to make the state peaceful and developed.
He was speaking as the chief guest in the one-day seminar on “The Predicament of the People of Manipur” on Friday at Lamyanba Shanglen, Konung Lampak, Imphal organized by Freedom Research Foundation, Imphal.
He stated that physical injuries inflicted by bullets and other physical ways alone do not make the people suffer from the conflict situation prevalent in Manipur; mental suffering and trauma faced by the people in their day-to-day activities also have far reaching consequences on the lives of the people.
He appealed to the people of the state to forgive and forget each other’s mistakes and try to exist together in peace and harmony so that all round development can be ushered in the state.
Giving the presidential speech, Dr. Kh. Ratan, minister of works and transport, appealed to the resource persons in particular to take into account the present and future context while discussing the three primary concerns – poverty, environment and violence – to attain an achievable objective in the Manipur context.

New Delhi, May 4 : Arun Jaitley, Leader of Opposition (Rajya Sabha) today addressed the House regarding the alleged racial profiling faced by students from North East . He said the Home Minister has mentioned the three recent incidents which have recently increased the uneasiness and caused a lot of disquiet in the entire country. Two young lives of students from the North-East, in Manesar near Gurgaon, and in Bengaluru, were recently lost, and at the time of the BRICS Summit, a very large number of North-Eastern students studying in Delhi, as also employed in Delhi, has a serious grievance that they were being profiled and picked up even temporarily by the PolicSir, the Partition of this country in 1947, when we discuss it, certainly brought a lot of bloodshed in the Western region. Punjab suffered, other areas suffered. But North-East suffered virtually in perpetuity.
He said, “Because of the carving out of East Pakistan, which later became Bangladesh, it moved away almost a thousand kilometres in terms of distance. Now, the impact of this was that the developmental activities in the North-East have considerably suffered. Despite the efforts of various Governments, North-East has not grown in the same manner in which the rest of the country has. North-East also has a genuine complaint that certain Central Schemes and projects are endeavoured to assist them and various things have not really lived up to the mark.
He added, “My recent visit to some areas of North-East found that most of the States still do not have train service. Even in Assam where the facility is available, what we used to hear in the fifties’ and sixties’ in other parts of the country, the big issue is conversion of meter gauge into broad gauge, particularly to the Barak Valley. We have a highway project going on successfully in the rest of the country. The Mahasadak Yojana which was to really extend beyond West Bengal into the North-East, you can still see only built in patches and not useable. All this has considerably suffered. The educational infrastructure in the North-East has also suffered. I have been going through certain reports of studies which have been conducted with regard to educational institutions which we have established in the North-East. Now one of the comments if I just read out, just the broad points.
In which they have said syllabus has not been updated for more than ten years, number of new courses have not been added, institute-industry interaction is not taking place, flight of faculty is taking place and adequate faculty is not available, quality and quantity of qualified faculty is declining at an alarming rate, number of PhD holders have been reduced to minority in many cases, placement of students with industry becomes a weak thing. Now, all these factors have, therefore, contributed to really a large number of North Eastern students wanting to go to other parts of the country for education. Now while the reason for this is unfortunate but there is a sliver lining in this.
Their interaction with the rest of the country contributes to national integration and it helps us really in understanding what their problems are. When I was a student, the organization to which I belong used to carry on a programme in relation to North Eastern students experiences at inter-State level. Some of them used to come, their structured tours used to be organized, not many were coming here to study at that time, they used to live here with families for a few days and we got to understand them. Now a situation is that we see it in the larger context and now we have dealt with hundreds and thousands of them. In fact, one recent study indicated that between 2005 and 2010, the number of people migrating for jobs from the North-East went up about 12 times. That was the figure. It was about 34,000 in 2005, and in 2010, it was 4,14,850. That is the pace at which it is increasing. The silver lining in this is, and if we see these students extremely charming personalities, polite, humble, very eager to Interact with the rest of the people, they have to be made to feel wanted in the rest of the society. They have left a great impact in educational institutions to which they belong. But, at the same time, most of them want to have the benefit of higher education institutions of quality in other parts of the country.They want their educational profile and personalities to evolve and then they want to be a part of this great growth story which we talk about in the rest of the country. We have to admit and it is a genuine admission which everybody has to make that the growth in those regions has not been at the pace at which we would have expected it to be. Therefore, in search of education, in search of better quality employment, they have moved to different parts of the country. Therefore, I must note that I find a line in the hon. Home Minister’s statement, when he says, “l wish to categorically state that any citizen belonging to the North-Eastern States is free to travel and reside in any part of the country. They have a right to security and peace.’ They also have a right to live free from any form of discrimination from any form of racial profiling. They have the rights to enjoy the fruits of development which in several other parts of the country people have now begun to enjoy, though to a limited extent. Under these circumstances, Sir, we need to assure all students and other citizens who have come from the North-East either in search of education or in search of jobs in this part of the country, that not only their safety and security is going to be maintained, even there is a lot that we have to learn from them
Most of them are multi-lingual; they are multi-religious; they belong to different religious denominations. Therefore, we have a lot to learn from them. In this context, therefore, I would like the hon. Home Minister to consider, in addition to the steps that he has already taken, whether in these areas, where larger numbers of students are available whether in the Union Territories or in the States, a specific helpline for them can be created. We have data of surveys and studies done on the students of the North-East. One recent study says that 86 per cent of them have complaint, of some form or the other, of harassment. If the figure is as large as this, this is certainly alarming. This is an eye-opener. Therefore, must we not have a specific helpline in these major areas where these students are studying or these people are working? It is not a very costly exercise. I think, any State Government, if properly advised, will be quiet willing to do it. The Union Territories also can do it. I also think there is a need to sensitize the rest of the Indian society. When students from Jammu & Kashmir, from the North-Eastern States come and study here, or people come and work here, I think, it is extremely important for a larger national goal that their integration with the Indian society is further strengthened by virtue of the attitude of the society has for them. Therefore, within universities, within workplaces and within the society, and, I think, media, particularly electronic media, will have a huge role to play. We have carried out campaigns how tourists have to be treated. We have carried out campaigns how weaker sections of the society are to be treated. We have carried out campaigns how women are to be treated in the society. Therefore, in relation to this, I think, we need to cany out a campaign in India so that we can sensitize our own people on how, in such events, people who come from the North-East to study or work in these places, are to be treated. Finally, I would like to request the Government, through the hon. Home Minister that the areas where very obvious developmental activities, which have contributed to the neglect of the North-East, are pending — their roads, their railways, their connectivity, improvement in their educational institutions, etc. — the Government must, through the DONER, look into these matters very seriously. There are some areas which will take time, but there are some areas which are very easily doable. I think, top priority must be given to those areas.

Imphal. May 4 (NNN): In the midst of all the hue and cry, sit-in protests and condemnations regarding the alleged murder of Richard Loitam in Bangalore, another Manipuri engineering student studying at Bangalore was found dead hanging from a ceiling fan in his rented room on Thursday night.
The student identified as Heisnam Jakio (23), s/o H. Chaoba of Khoyathong Polem Leikai, Imphal who was a student of engineering studying at Bangalore was found dead hanging from a ceiling fan in his rented room at around 11:00 p.m.
He was reportedly rushed to Koromangla St. John hospital by Bangalore police, but was declared ‘brought dead’ by doctors at the hospital, and his dead body is being kept at the hospital morgue.
Details about the case is unavailable as the father and mother of the deceased student have already left Imphal for Bangalore and there was no one who could give a full report about the case, it is reported.
According to some people of the locality, the feet of the deceased student were reportedly touching the floor though he was found hanging from the ceiling fan in his room with a nylon rope.
The name of the engineering college in which the deceased was studying as well as the address of his rented room are unknown till the time of filing of this report.
Meanwhile, six students’ organizations of Manipur have started their first phase of agitation from today in connection with case of recruitment of child soldiers by banned armed outfits operating in the state, and the mysterious death of Richard Loitam in Bangalore.
The six students’ organizations of Manipur – AMSU, MSF, DESAM, KSA, SWAK and SUK held a meeting today at Johnstone Higher Secondary School, Imphal after which a sit-in protest was held in the heart of Imphal city at Shamu Makhong where the statue of Maharaja Bheighachandra taming a wild elephant is erected.
The sit-in protest was dispersed by the police after some time and the students continued their protest at Keishampat, Imphal, it is reported.
As announced earlier by the students’ organizations, students held sit-in protests near their schools today with reports of protests being held at K.L.Blooming School, Khangabok, Wangjing Royal Academy, Khangabok High School, Moirang Public School, Ngaikhong High School, Moirang Multipurpose Higher Secondary School, Loktak Compound Mission School, Diligent Public School, Abon High School and Ereima High School, all under Thoubal and Bishnupur districts, Manipur.
Students will make human chains on either side of the road near their respective schools tomorrow (May 5) as part of the second phase of agitation, and on May 7 a mass student rally will be organized in Imphal. Government offices will be locked up from May 8, if there is no suitable response from the government of Manipur in regard to the case of recruitment of child soldiers and the alleged murder of Loitam Richard in Bangalore.

IMPHAL, May 4: The 15 day training of trainers in the discipline of Diving concluded today with a closing function held at VIP Lounge of Swimming pool, Khuman Lampak Sports Complex, Imphal.

The closing function was attended by S Nirmalata Devi, DYASO (I/E), department of YAS, Government of Manipur, Dr O Nobo Singh, president, Manipur Swimming Association and T Purnachandra Singh, Asst Director, Department of YAS, Government of Manipur as the chief guest, president and guest of honor respectively.

Briefing report of the training program Mayur Vyas , chief coach, Diving Swimming Federation of India, Mumbai said that Manipur has lot of potential in the field of diving and also Manipur is dominating in this field comparing with other states of India. With a little more appreciation and effort from the authorities and divers, Manipur can even represent India for the Olympics, he added.      

The training was conducted by Chief Coach Mayur Vyas, Diving Swimming Federation of India, where 20 trainees took part in the training program.

State Chief Minister Okram Ibobi has recently announced his cabinet ministers and with it begins his third innings at the helm of state affairs. While everyone had speculated a simple defeat if not a huge one for the Congress in the recently held state general election, the result turned the tables on everyone and put the Congress in the winning seat with a thumping majority. Surely, a win with such a big margin had come as a surprised to many; however the fact is that the Congress is back in power and had recently announced its cabinet ministers.  Winning by such big margin, had left quite a task for both the party’s state and central leaders on choosing the few who would hold cabinet portfolios. This is evident from the time taken by the party in announcing the list. It took almost two months for the party leaders to announce the final list. Many had also speculated tiffs between the state leaders of the party regarding their own respective lists of probable candidates. Well considering the time taken and the number of trips taken by the party’s state leaders to the national capital in the past one month or so, this could have been not so far from the truth. The state and its people in choosing their representatives and placing them in the seats of power expect fulfillment of certain aspirations and desires from them, which should be reciprocated and look into by their representatives in power so as not to kill such expectations. The representatives have all the blessings from the public to bring a responsible government at the helm of state things.

Now as CM Ibobi’s third innings has already started, it remains to be seen how effective the captain and his teammates are in acting out their duties towards the state and its people. Even as the ruling party had been engrossed in the formation of the government, several small issues which have all the ingredients of snowballing into bigger issues have risen. It would certainly be wise on the part of the state to consider these issues at the earliest before one amongst them snowballed into something big and invite public wrath. Some among the issues worth mentioning are the recent Jessami-Meluri impasse, ALTOS-Bus Owners impasse and Richard case. Many other issues had eventually worked itself out with minimum interference from the government like the recent disappearance of Don Bosco School student Takhellambam Rahul. The Don Bosco student was found at Chandel by his schoolmates on April 30 after disappearing on April 21. The Jessami-Meluri impasse is presently under control with district administrations and NGOs chalking out ways to find a solution. The state government had also assured the setting up of a company of state force at Jessami village, however the issue has also the ingredients of turning back around and rear its ugly head again. On the Richard case, the state Home Minister Gaikhangam as reported had informed during a recent cabinet meeting that the government has resolved to send an officer not below the rank of a Superintendent of Police to Karnataka to take full report of the case.

With the formation of a new government in the state, the general public has high hopes and lots of expectations and it is up to the newly elected representatives to fulfill all of them. The representatives in the seats of power should also understand the fact that providing only assurances and not acting upon them could only buy sometime and that it could never bring a lasting solution to any issue.

CIVIL SERVICES (MAIN) EXAMINATION, 2011
PRESS NOTE

Based on the results of the written part of Civil Services (Main) Examination, 2011, held by the Union Public Service
Commission in October-November, 2011 and the interviews for Personality Test held in March-April, 2012, the following is the
list, in order of merit, of candidates who have been recommended for appointment to –
(i) Indian Administrative Service;
(ii) Indian Foreign Service;
(iii) Indian Police Service; and
(iv) Central Services, Group ‘A’ and Group ‘B’.
A total number of 910 candidates have been recommended for appointment including 420 General (including 21 Physically
