Goal: Pushing hate out of our Indian communities
Date: 17th May 2012
The Government of India, as it officially strives to establish peace and order in order to defend a democratic parliamentary system in an atmosphere of the projected unity in diversity, must not fail to recognise multi racial composition of India and the phenomenon of racial discrimination as it exist distinctively amidst the myriads of socio-cultural discriminations prevalent in India.
Certain steps or measures are needed in making India recognize the multi-racial composition and for the protection and promotion of NorthEast (NE) people in the best interest of status quo and collective co-existence:
Identification of the challenges and barriers to the protection and promotion of personal security of students, migrant workers (employees), job seekers and tourists from the NorthEast region residing/ visiting in other parts of India and address social profiling of racial and ethnic minorities.
Examine the legislative and administrative measures that are in place, and the efficacy in practice and specific inadequacies to address the problems of violence and other forms of abuses faced by students, migrant workers (employees), job seekers and tourists from the NorthEast region residing/ visiting in other parts of India.
Recommend specific investigative and punitive steps under the existing law by an independent agency for the present and past cases/ incidences of crime including murder, assault, sexual abuse, rape, abuse or discrimination in institutions and workplaces committed against students, migrant workers (employees), job seekers and tourists from the NorthEast region residing/ visiting in other parts of India.
Recommend concrete steps to be taken by the ruling central and state governments to strengthen security measures to protect and promote the safety and personal security of students, migrant workers (employees), job seekers and tourists from the NorthEast region residing / visiting in other parts of the country.
Review the existing curricula of schools, colleges, higher institutions and technical institutions, universities including special institutions to train police and armed forces personnel in India with special attention to the inclusion of subjects about the history, culture and present situation of the communities of NorthEast region of India with a view to fill the large lacuna identified and enhance awareness and education about the region and its peoples among the young generations of India.
Monthly induction program on inter-racial and ethnic issues mandatory for all students and employees of the country so that they are educated and sensitised on these important issues. Such induction programs are mandatory in western countries thereby reinforcing that racism won’t be tolerated at all.
To initiate workshops/ symposiums on racial discrimination in India in every state for public to reinforce that racism won’t be tolerated at all.
Make mandatory policies for the media (TV, Radio, Newspaper, Magazine, Internet, etc) to circulate advertisements, documentaries and films that reflect the multi-cultural and multi-racial composition of India. They should acknowledge the issues face by people of NorthEast India and implement means to positively change people’s perception towards NorthEast people and thus avoid the stereotyping and prejudice and consequent crime as a result of it.
Make mandatory policies for the theatres/ cinema halls to show short documentary film to reflect the multi-cultural and multi-racial composition of India before they screen the main movie. Contemporary cinema and other media platform should be encouraged to reflect the diverse India and consider emphasising on NorthEast India and as such allow a positive change in people’s perception towards the NorthEast people.
Make mandatory policies for the Outdoor Media (banner, posters, hoardings, etc) to acknowledge and reflect NorthEast India and thereby allow a positive change of people’s perception to treat NorthEast people with respect and dignity.
The political leaders, actors, dignitaries, etc should be part of mandatory multidisciplinary team in the fight against hate crime and must conduct informed campaign to improve the effectiveness of the goal to tackle racism in India.
We have serious concerns of the mechanically superimposed Indian National Anthem which doesn’t reflect anything at all about the vast and vibrant NorthEast. Parliamentary level discussion should be done to discuss this matter.
Law against any racism/ discrimination, against any incitement to discrimination and against all forms of discrimination should be passed in the parliament, and should prove that racism won’t be tolerated at all in India. The stringent law is needed so that any racial stereotyping and prejudice can be held accountable and judicially restraint.
Special Police Cell with (24×7 service with Toll Free number from landline and all mobile operators) both male and female officers from NorthEast should be deployed in all states for the security of the NorthEast population.
Special Legal cell with both male and female officers from NorthEast should be installed in all states for the judicial protection of the NorthEast population.
Exchange programs and social clubs at school, college, university, and other social networking levels.
Adequate number of guest houses at subsidised and affordable rate for the NorthEast population in the prime locations in all the states with comfortable accommodation facilities and security guards, managed and run by the staffs from the NorthEast states.
Many other suggestions need to be sought from the NorthEast.

KOHIMA, May 18 (NEPS): Senior ruling NPF functionary from Longlen has described the demand of the ENPO for a separate “Frontier Nagaland State” as “genuine.” “It is a movement supported by the masses,” said Er TL Semdok, Vice President, NPF. “The only thing is the political will is lacking,” he told NEPS News here on Friday.
The NPF leader, who unsuccessfully contested as RJD candidate in the last state general elections from 50 Longlen Assembly Constituency, while supporting the demand of the ENPO made it clear that “there should be a political will in order to achieve their goal (Frontier Nagaland State).”
He also categorically stated his point that though the State of Nagaland was born out of 16-Point Agreement, they could never have seen as a State if ENPO areas did not come while the State was formed.
The State came into being with their areas but regrettably, they, in spite of forming almost half the population of the entire state, had been grossly neglected in many spheres. “There is a chronic negligence and the anger of being longed neglected bottled up and the present demand of a separate ‘Frontier Nagaland State’ was the culmination of that maltreatment to the people of these areas,” he explained.
Semdok further put his point across that the Central Government’s economic seminars for the people of ENPO areas organized in Mon and Tuensang in the past itself proved beyond doubt that the areas had been neglected. Another seminar was also held here at Kohima for the economic development of the ENPO areas, unfortunately the money sanctioned after these seminars was manipulated by the present Government, he alleged.
The Central Government knew very well of the backwardness of the ENPO areas since long time back. So they had been releasing funds for the economic development of these areas. But since all these funds had been routed through the State Government, they had been manipulated and the benefit had not reached to the targeted people, he alleged.
The NPF leader, who is yet to resign from the party (NPF) and contest from other political party in the coming election against the sitting ruling NPF MLA Pangyu Phom, also disclosed that their people in his district were yet to taste what it called the developments even after 49 years of Statehood. For the people out there, they did not know that there was government for their wellbeing, he stated alleging that the present Parliamentary Secretary, RD, had been allegedly providing CGI sheets to the villagers and youth who promised to support him in the coming state general elections. “But many of our youth who came to know the conditional assistance being worked out by the Parliamentary Secretary, refused to take those CGI sheets,” Mr further alleged.
Sengdok also said the road conditions in their district were so pathetic and only portion of road which remained somehow in good condition was the one from Changtongya to Longlen. But this road was again constructed by the previous Government, he added. He went on criticising the Government particularly the Medical Department saying that his district did not get a single benefit from the NRHM programs till date. “There have been various schemes for the villagers under the NRHM schemes, but all these have not reached to our areas,” he disclosed.
On educational sector, the ex-candidate said, though they have only a single college, they are yet to see even a Higher Secondary School in the whole of district till date. “It is so painful that our people, far away from state capital or other major advanced districts and cities, are not in a position to study higher classes if their economic conditions are in bad shape,” he stated. “In any case, those who can afford sending their children from the district to Kohima or Mokokchung or Dimapur, etc, are a negligible few,” he pointed out expressing his serious concern on the educational sector. He assured that he would give his priority to “educational sector” if he was elected in the coming election due early next year.
He also said they had eight BDOs in Longlen. Out of this, six were in present Parliamentary Secretary’s village, Yachim while one each was given to Hukphang and Pongching villages. “All these have been politically appointed and not through the proper recruitment procedures,” he stated disclosing that he already had lodged a complaint in this regard. “Ruefully, the Government has not taken any action yet,” he added.

New Delhi, May 18 : Minister of State for Power , K.C.Venugopal in a written reply to a question in Lok Sabha today informed that Bihar, Manipur have the lowest annual per capital power consumption in the country.
The all India national average is 778.63 is kwh . Bihar has 117.48 kwh while Manipur has 207.15 kwh. All the north eastern states have power consumption below the national average. Only Sikkim consumes 845.40 kwh which is above the national average.
He informed the House about the latest available state-wise annual per capita power consumption in the country for 2009-10 .
The steps taken by the Government to increase availability of power in the country which will in turn lead to enhancement in per-capita availability of power include (i) acceleration in generating capacity addition during the 11th Plan, new capacity of 54,964 MW was added, which is approximately 2.6 times the capacity addition of 21,180 MW achieved in the 10th Plan, (ii) rigorous monitoring of the on-going capacity addition programme, (iii) initiative for augmentation of domestic manufacturing capacity of power plant equipment, (iv) development of Ultra Mega Power Projects of 4000 MW each, (v) harnessing surplus captive power into the grid, (vi) Renovation, Modernization & Life Extension of old and inefficient generating units, (vii) development of an extensive network of high voltage transmission for transfer of power from surplus to deficit regions, etc he added.

It was stated that the Government of India, as it officially strives to establish peace and order in order to defend a democratic parliamentary system in an atmosphere of the projected unity in diversity, must not fail to recognise multi racial composition of India and the phenomenon of racial discrimination as it exist distinctively amidst the myriads of socio-cultural discriminations prevalent in India.
It gave some points to reduce harassment of people from the region.
1. Basanta was attended by the representatives of All Manipur United Clubs Organisation, Citizens’ Concern for Dam & Development, Civil Liberties and Human Rights Organization, Forum for Indigenous Perspectives and Action, Columnist Writers, Ethno Heritage Council, Human Rights Alert, Just Peace Foundation, Life Watch, National Identity Protection Committee, Poirei Leimarol and, United Committee Manipur.
It is worth reminding that, Lei- Ingkhol people’s movement to defend the village that began on 21 February 2005 was suspended on 12 September 2006. The suspension was enforced after the then Union Minister of State for Labour Oscar Fernandes to defend the village. However, the premise of the struggle had been continued as the government without any restraint had issued a notification on 16 December 2010 to continue land encroachment. For a considerable period of time the people were kept under silence by the false promises of the electoral candidates to defend Lei-Ingkhol. As the result of the failure to receive any positive reply to the memoranda submitted to the CM and the Governor , the JAC was reconstituted and today’s a meeting was organised.
At the end of the meeting the JAC decided to oppose and condemn the attempt of the government to encroach and grab land in Lei-Ingkhol without the consent of the people .
