Imphal, May 29 : M Oken , Minister Education announced an award of Rs 5 lakhs to Md Ismat, topper Class XII, CBSE and Rs 10 lakhs to school management.
The year 2012 will be a remarkable landmark in the history of Manipur because for the first time a student studying in Manipur could secure the top position in the class XII examination conducted by CBSE, stated Dr. Suresh Babu, principal secretary, education and home, Manipur who also spoke on the occasion.
Sharing his joys and difficulties, the CBSE topper Ismat said that he had to study in candle light most of the time at night due to the dismal condition of supply of just 3/4 hours of electricity per day in his locality.
His secret to success is to do today what he has to do tomorrow, learn from the mistakes of others and to strive towards success, not to wait for it, revealed the topper.
He said that he would like join St. Stephen’s College, New Delhi for further studies and would like to appear in the Union Public Service Commission (UPSC) examination for Indian Administrative Service (IAS), Indian Police Service (IPS), etc. and try to come out in the top position in the UPSC examination too.
The principal of Zenith Academy, Manaoton said that Ismat had requested him to give free education to him and promised that he, Ismat, would bring laurels to the school in return.
And today, Ismat has fulfilled his promise by topping the CBSE class XII examination 2012 from among 8.5 lakh students appearing in the examination all over India and abroad, in addition to the announcement made by CBSE declaring Zenith Academy as the best school, added the principal of the Zenith School.

New Delhi, May 29 : The Union Minister of State (Independent Charge) for Development of North Eastern Region and Minister of State for Parliamentary Affairs and Chairman of North Eastern Council (NEC), Shri Paban Singh Ghatowar has addressed the the Conference of Ministers of Welfare/Social Justice of North Eastern States in Shillong today. The Union Minister of Social Justice & Empowerment Shri Mukul Wasnik was also present on the occasion.
In his address, Shri Ghatowar said that as stipulated by the Government of India, the Ministry of Social Justice & Empowerment has to earmark 2% of their Gross Budgetary Support (GBS) for expenditure in the North Eastern States in case of schemes for SCs. For other schemes, the money to be earmarked is as per norms of 10% of GSB, he added.
The Minister informed that the schemes of Ministry of Development of North Eastern Region pertain, mainly, to investment in physical infrastructure. He said that under major scheme of NLCPR, till date, 1393 projects worth Rs. 11529.17 crore have been taken up in sectors such as roads & bridges, education, health, power, irrigation & flood control, water supply, sports etc.
He outlined that under North Eastern Council (NEC), despite having limited outlay for Human Resource Development and Education, following projects/programmes have been funded:
(i) National Tournament on Cricket for Physically Challenged Players in Manipur during 2010-12;
(ii) Construction of School Building and Hostel at Lyntijam Welfare Development Association, Mawtnum, Ri Bhoi District, Meghalaya for the benefit of physically challenged students;
(iii) Part-funding of construction of De-addiction Centres;
(iv) Sponsored a Training Programme on Hearing Disability Sector organized by IGNOU at Shillong for disabled persons
Shri Ghatowar expressed confidence that the Conference would prove to be an important milestone in journey towards achieving a just and equitable growth leading to all-round development of the nation as a whole and North Eastern States, in particular.

Guwahati, May 29 NNN : Assam is the second state in India after Punjab that has the highest record of crime against the fairer sex.
According to the National Human Rights Commission (NHRC), Assam’s record of crime against women is alarming. The NHRC therefore, asked the government of Assam to do something in this connection.
“The government of Assam should do some ‘serious introspection’ so that the crime against women is reduced,” stated the NHRC.
NHRC member Justice GP Mathur said in Guwahati today, “This is as per data received from National Crime Records Bureau.” He stated this after the NHRC ended its two-day camp sitting to decide 50 pending cases related to rights violations in Assam. The NHRC team was headed by its chairperson Justice KG Balakrishnan.
Justice Mathur did not explain the nature of the crimes but underscored dowry and witch-hunting as the main reasons why Assam was getting a bad name. “Maternal and infant mortality rates are equally high in the state,” Justice Mathur said, adding Assam’s sex ratio was similar to Punjab.
“There is clearly a problem that Assam needs to address. Some introspection needs to be done,” he said. “A large number of complaints about crime against women were received last year. The problem can be addressed through education and awareness.”
Justice Balakrishnan said the Commission primarily discussed domestic violence, marital discord and trafficking (of women and children) in its camp sitting. “Assam is seriously affected by trafficking,” he said.
“The Commission has pointed out that custodial deaths and encounter killings need to be informed within 48 hours. Almost all states are complying with our recommendations,” Justice Balakhrishnan said.
It can bev noted that out of 50 cases, 17 were heard by NHRC’s full bench. At least six cases were closed after the panel received satisfactory answers from government authorities. In the other cases, NHRC gave time to the authorities to respond to its recommendations. It recommended about Rs 35lakh as compensation in different cases of human rights violations.
On Wednesday, the team will hold a day-long sitting in the Meghalaya capital Shillong.

New Delhi, May 29 : The Central Bureau of Investigation has today filed two chargesheets against three accused U/s 120B R/w 302 of IPC and Section 3/25/27 of Arms Act in the court of Special Judicial Magistrate for CBI cases at Lucknow (UP) relating to murder of Dr.V.K.Arya and Dr.B.P.Singh, the then Chief Medical Officers, Family Welfare Department of Uttar Pradesh
The High Court of Allahabad, Lucknow Bench vide its orders dated 27/07/2011 in Writ Petition No.3659 of 2011 directed the CBI to take over and investigate Case Crime No 322/2010 of PS Vikas Nagar, Lucknow pertaining to the murder of Dr. V K Arya and Case Crime No 269/2011 of PS Gomti Nagar pertaining to the murder of Dr. B.P. Singh. Accordingly, the CBI re-registered the two cases on 30/7/2011 and took it up for investigation.
It was alleged that on 27.10.2010 at around 6 am, Dr. V. K. Arya, the then CMO, Family Welfare, Lucknow was shot dead by two motorcycle borne assailants when he was on his morning walk, in front of Rani Luxmi Bai School, near his residence in Vikas Nagar area of Lucknow. A Case was registered by UP Police at PS Vikas Nagar. Similarly on 2.4.2011 at around 6.15 am, Dr B P Singh, the then CMO, Family Welfare was shot dead by motor cycle borne assailants when he was on his morning walk in Gomti Nagar area of Lucknow. A case was registered at PS Gomti Nagar.
The CBI investigation of these cases revealed that the motive behind the killing of Dr. V.K. Arya and Dr. B.P. Singh was to be due to various issues relating to the alleged expenditure of NRHM funds. The then Dy.CMO Dr Sachan(now no more) conspired with others and hired two shooters through a contractor, all of UP-based. The accused got embolded after Dr VK Arya’s murder as the actual killers were not detected by local police at the relevant period and indulged in the second murder. Same weapons have been used by the killers in both murders. One accused chargesheeted earlier by local police in Dr VK Arya case, has been absolved of murder charges.Further investigation to unearth the larger conspiracy in the alleged murders will continue. The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

The Central Board of Direct Taxes (CBDT), Ministry of Finance has taken the following numerous initiatives to improve taxpayers’ services:
E-filing of Income Tax returns/E-payment of Taxes – The e-filing of income tax returns, e-payment of taxes, ECS facility for electronic clearing of refunds directly in taxpayers’ bank accounts and electronic filing of TDS returns are now available throughout the country. These measures have empowered taxpayers to meet their tax obligations without visiting an income tax office. During the financial year 2011-2012, the number of e-returns filed was 1.63 crores.
A new e-filing portal has been conceptualised by the Department in order to take the e-filing to next generation of e-services by including e-filing of all 92 Forms including ITRs and other web enabled services. The New e-filing project will release more resources in the department to focus on post processing work. This would significantly aid in tackling tax evasion and curbing black economy. Proper data quality due to increased e-filing will help efficient mining and risk profiling and thus substantially increase number of tax payers.
The proposed E-filing contract has a taxpayer – centric design to provide services matching the best international practices, which would not only lower the compliance cost for the taxpayer, but dramatically improve the public image of the Department.
Refund Banker Scheme – Presently Refund Banker Scheme is in operation for all non-corporate charges in India. The Scheme envisages issue of refunds to the taxpayers by the Refund Banker both through paper cheques as well as through ECS. During the financial year 2011-2012, almost 95% of total number of refunds have been issued through this Scheme.
Centralised Processing Centres – The Centralised Processing Centre at Bengaluru that was inaugurated during last year has stablised and is processing about 1 lakh returns daily.
A Centralised Processing Centre (TDS) is being set up at Ghaziabad and is expected to be made functional during the year. The CPC (TDS) would mark a major step in ensuring TDS compliance through processing of TDS statements with a focus on usage of technology driven end to end processes. Its main objective is to eliminate the TDS mismatch cases which are presently a matter of concern for the taxpayers in the proper claim of TDS credits.
The assessing officers will have access to MIS reports and Analytics in respect of the TDS defaults in TDS statements processed by CPC(TDS). It will enable robust TDS administration with a focus on compliance functions by the assessing officers in identified cases. Business Intelligence tools will be in place to provide vital inputs in framing TDS policy.
CPC(TDS) will be the backbone of CPC, Bengaluru where more than one crore Income Tax Returns are poised to be processed and wherein it is not possible to claim credits of tax deducted/collected on the strength of physical TDS certificates. It will enable faster processing of Income Tax returns and issuance of speedy refunds.
In short, CPC(TDS) will provide e-services with a focus on Deductors, Taxpayers and the Departmental Officers.
Aayakar Seva Kendras – The CBDT has aimed to redress all public grievances within a period of two months from its receipt. Aayakar Seva Kendra is a Single Window System for computerized registration of all taxpayers’ applications including the facility for filing paper income tax return. More than 50 Aayakar Seva Kendras are already functional and it is expected that more number of such Aayakar Seva Kendras shall be made operational during the year.
National Call Centre and Regional Call Centres – Another important initiative undertaken by the Department is the setting up of a robust National Call Centre at Gurgaon and Four Regional Call Centres at Jammu, Shillong, Jangipur and Kochi. At present, National Call Centre at Gurgaon as well as all the four Regional Call Centres are functioning.
The selection of scrutiny cases is being done through CASS. This reduces the discretion of assessing officers in scrutiny selection.
The taxpayers have been provided the facility of on- line Tax Credit Verification Statement (Form 26 AS).

Eminent panelists who attended the seminar guided the children on the employment opportunities available in sectors like engineering, medicine, nursing, civil services etc.
The Red Shield Division also facilitated the online registration of prospective boys for the National Defence Academy (NDA) entrance examination. This received an overwhelming response, as more than 500 children, mainly from Senapati, Tamenglong and NCC Cadets registered for the NDA entrance exam. These children will appear for the written entrance exam on 19 Aug 2012, which will be followed by the SSB interview for the children who clear the written exam. The candidates who clear the SSB interview will thereafter undergo three years training at the prestigious National Defence Academy at Khadakwasla. On successful completion of the basic training at NDA, these cadets will undergo another year of specialised training at Indian Military Academy where they will also be paid a monthly stipend of Rs 21,000/- per month. The successful cadets will thereafter pass out as commissioned officers earning a minimum salary of approximately Rs 40,000/- per month.
Maj Gen Binoy Poonnen, VSM, GOC Red Shield Division expressed his happiness at the interest shown by the potential candidates. He has assured that all deserving children will be provided books, training and guidance. He also offered free guidance and coaching for medical engineering and civil services examinations for the desirous and meritorious children.
The event is only a small step by the Red Shield Division in its endeavour to bring about awareness amongst the youth as also to assist them in realising their dreams. The Division is committed to the cause of development and assured the children of their continuous support and commitment in providing coaching and guidance to help them to excel in competitive exams said a PIB(DW) press hand out.

Imphal. May 29 NNN: A woman was injured when a shot was accidentally fired from the service weapon of an Indian Reserve Battalion (IRB) personnel posted at Chingmeirong, Imphal.
The woman identified as Thokchom (O) Meena (35) w/o Th. Naba, Chingmeirong, Imphal West district, was injured on her left heel and has been admitted to hospital, while the IRB personnel identified as Heijang Khongsai (30) from Ukhrul district, Rifle no. 1299603, A – Company 2nd IRB has been arrested by Imphal West police.
According to eyewitnesses, a shot was suddenly fired from the service AK rifle of the IRB personnel who was deployed at Chingmeirong Khongnang Anikarak, Imphal injuring the woman who was standing by the side of a shop with the bullet going through her left heel.
Women folk staged a sit – in protest at Chingmeirong today to condemn the incident.
