IMPHAL, Aug 4MNS UNA: All Manipur United Clubs Organization (AMUCO) observed the 15th Manipur Integrity Day by offering floral tribute at Integrity Pillar of Manipur, and to mark the day to safeguard the territorial integrity of Manipur state a function was held on Saturday.
As to mark the day the main function was held at Manipur Dramatic Union hall organized by the AMUCO, the observation was attended by All Manipur United Club Organisation president, KT Rahaman, Kuki Mother Association, president, Rose Mangshi, Kabui Mother Association president, Kakomlunglui Kamei, Father of Social Worker, Thounaojam Iboyaima, Poirei Leimarol Apunba Meira Paibi president, Ima Memchoubi and others various civil organization and NGOs leaders as presidium members.
Dhanabir Laishram said, the issue of boundary has completed 20 years however leaders of Manipur govt and cabinet ministers did not comment on this issue. Naga MLAs will resign in the issue of Naga and Kukis homeland however our MLAs did not take such step.
Indigenous people can’t settle in hills but Naga and Kuki organizations remain silent spectator when foreigners occupied our land.
In the observation different spokespersons lamented regarding the territorial integrity of the state, which has been afflicted from different angles in the form of peace talks, alternative arrangement and other anti-people policies.
Further, the leaders mentioned about the “divide and rule” policy of the Indian government has disturbed the people of the state and has created a sense of enmity among own brothers and sisters.
The people no longer have trust and faith in one another. There is always an apprehensive feeling that the territorial integrity of the state might be crippled one day.
Apprehension of the people that the territorial integrity of the state is not safe any more can be solve if Manipur Legislative Council (MLC) is constituted was suggested by most of the talkers.
If MLC is constituted even the smallest community can also have their own representative in the house, so it will solve the problem of territorial integrity issue in Manipur.
And appealed to the people of the state to kept their stances affirm, for safeguarding the territorial integrity of the state regardless of one’s caste, community or religion said KT Rehman.
The day was also observed at Jiribam Meira Paibi office.
S. Sushila, president, All Jiribam Meira Paibi said, we should face every threat to our state. L. Shantikumar, president, All JIribam United Clubs Assn. said, we should stand together against any threat to the integrity of Manipur. He also appealed every community to support the issue. The day is being observed to remember August 4, 1997 mass rally.

Imphal, Aug 4 NNN: A joint meeting of All Manipur Working Journalists’ Union (AMWJU) and editors of Imphal based dailies was organised at Manipur Press Club on Saturday and condemned the diktak issued by People’s United Liberation Front (PM Akber) militant group to the AMWJU presedent, journalists and newspapers hawkers in the state.
The meeting discussed in detail on the threat issued by the militant group to the media fraternity as well as the newspaper hawkers warning that they would be attacked and that they should stop publication, too.
PULF (Akber) group has demanded all the media houses to publish a news item which is against the guideline of Press Council of India (PCI), AWMJU said in a statement. Taking serious note on the diktak of the militant outfit, the joint meeting resolved to condemn it as the act amounted to violation and challenge to ‘freedom of press’ and decided to reject any press release issued by the militant group in future. The meeting also condemned the diktak of the little known outfit which asked the AMWJU and all the editors to publish its statement in toto without editing, and further decided to appeal to the concerned to refrain from such act in future.
AMWJU statement also said that as per the PCI guideline, no unsubstantial press release that threatens any private individual or group can be published as a news item. Therefore, the public is requested not to put pressure on the media houses to publish any statement as news item without factual basis.

Imphal, Aug 4 NNN : Even as the Senapati District Chairmen/Secretaries Association has threatened to impose bandhs and blockades in protest against the deduction of 25 percent MGNREGS fund from the villages account, chairman of the Senapati Autonomous District Council (ADC) R.S Henry Hiilii clarified that the ADC members will never deduct any part of the MGNREGS fund which is meant for the people.
However, Henry Hiilii cited the government order of 2010 that states, “As per the order issued by the commissioner of Rural Development and Panchayati Raj (RD & PR) on September 14, 2010, it has been clearly mentioned that 50% of the funds available under NREGS shall be provided to the Gram Panchayats or Village Authorities, 25% of the funds to the Zilla Parishads and District Councils and the remaining 25% of the funds to the line departments for implementation of the scheme/projects under NREGS guidelines,” claimed R.S Henry Hiilii.
He then added that as far as the deduction and transferring is concerned, the ADC members have been jointly working to provide direct benefits to the people from the grass root level in the development aspects. “The ADC members shall in any circumstance, will not defer nor deduct any part of the fund of the MGNREGS which is purely meant for the rural people,” the Senapati ADC chief stated.
Further clearing the air of misconception, R.S Henry Hiilii said the earmarked 25 percent of the MGNREGS to the District Councils does not mean that the amount are to be used by the concerned elected members, rather the same amount of the funds are to be transferred to the concerned villages for developmental works.
“Our efforts are on to release the earmarked 25% but due to certain technical reason the same could not be released however, the pending fund would be released in a week’s time,” he added.
“It is therefore, requested the general public not to have wrong notion but to co-operate with the ADC members for developmental works rather than defaming the functioning of the ADCs,” Hiilii stated.

P. Chandrashekher Rao who arrives here in Imphal today to look after the background preparation of the BJP Manipur Pradesh, ahead of Nitin Gadkari, visit, was talking to the UNA in the sideline after the meeting with state BJP leaders this afternoon.
BJP National President, Nitin Gadkari, visit will be of one day only on 22 August for the grand reception programme which will be held at the BJP office complex, Nityaipat Chuthek, said Zonal organisation secretary.
For the grand reception, two committee bodies has been form today, one is called Organisation committee and will be headed by S.Rajen Singh ex-minister and the other one is Mobilization committee which will be led by M.Bhorot ex-MLA, it also includes those prominent persons who newly joined BJP in the mobilization committee.
BJP will contact all non-congress political leaders in all the 60 assembly constituency of the state before 2014 to join BJP and will form village committee at the maximum, verses against the congress said Rao.
Enrolment to the BJP will be ended on 10 August and we are expecting around 25,225 people from different part of the state.
P.Chandrashekher Rao will visit New Delhi on 06 August and give the details of the preparation of the state to Nitin Gadkari. O.Malesh Singh who contested last 10th assembly election in CPI ticket joined BJP yesterday evening said a source from BJP.

Imphal, Aug 4 : Absence of garbage pit at the Singjamei bazar has led to scattering of left overs and
waste product everywhere from roadside vegetables vendors and local residents of the area.
Singjamei is a densely populated area, located near national highway 39 and falls under the
Imphal Municipal Council. Hao keithel and Makha keithel are popular one, besides there are many electronic shops, hotels and roadside vendors. All the waste material is thrown at the side of the road. The worse site is the foot of the Singjamei Bridge, where local residents throw their household garbage. Exposure to rain and sun for long time quicken the process of the waste materials to rot.
Stinky smell fills the air. It’s unbearable, whoever passing the area say ‘the smell is so bad’. Delay in removal of the waste materials by Imphal Municipal Council has made the matter worse.
Earlier there were two big dust bin installed by the Imphal Municipal Council, one at Singjamei parking and another at the market place, but four-five months back these dustbins were taken away for disposal of the waste and never seen again said, Rajendro Thongam from the area.
Lack of awareness of waste disposal among the locals and the shopkeepers is seen low. Without a proper place to dispose off the waste, they throw it at the road side and at the side of the bridge. There is a threat of water contamination and health hazards as rain carried the waste to the river.
In fact, the root cause of the problem of is government’s unplanned and short vision on public health and cleanliness. It is crucial for the public to approach the authorities and sort a way to make Singjamei bazaar a better place.

The persistent potable water problem in the rural areas of Imphal East district within the radius of four kilometres of Imphal city is a disturbing phenomenon. There is no adequate water supply system in place, to cater to the need of the residents.
Imphal east is one of the most densely populated districts of Manipur, after Irnphal west district.
The water supply pipelines are not working properly. No wonder at some places the tubes used for carrying water has already been taken out and sold away to junk dealers. Residents of Khetrigao said, “water never comes through those pipes”.
Imphal east is abounding with rivers but most of these rivers are polluted by human refuses. The dumping of plastic waste is a major source of water pollution problem. Also during the rainy seasons, river water cannot be used.
These rivers are a great source of water. The water from rivers can be tapped for onward supply to the rural people. 27 years old Loken from Thambalkhong suggested “ water from iril and kongba river cab be drawn up by pumps and after treatment it can be supplied to the people”.
The iril river water is clean and its water mass is also larger than the other rivers running in the district.
If there is an arrangement for storing the river water, water can easily be supplied to the people throughout the year.
Ibohal suggests that privatisation of water supply will solve problem of drinking water scarcity.
Sohail Khan an automobile engineer from Keikhu Awang Leikai said, ‘it is a matter of shame that Kshetrigao which is as only three kilometres away from imphal city is not getting adequate drinking water. Manipur has gained backward status as attention is not paid in improving rural drinking water supply scheme’.
Enaoton a thirty-two from Kongba Khunou said, ‘In Manipur, failure is habit, and malfunction and corruption are natural’. People lost faith in the establishment is not that much great.
‘Government has to show some bold action oriented plans, to regain the trust of the people. People are fed up of mere lip-service, which never get converted into action.’ Imocouba of Naharup awang Leikai said.
Water storage arrangement cum water supply centre should be constructed. Rain and river water can be stored for further use.
At present water supply facilities through pipelines by government of Manipur undertaking, leaves to be desired, according to the residents the rural areas of Imphal east district.
People manage to get their water from mobile water tanks but it is costly and cannot be afforded by poor people. Water from such sources cost in normal time as much as Rs. 500 per thousand litre tanks.
The number of public and private ponds is also decreasing because of encroachmentby local people .
As the population increases, the residential places are becoming overcrowded and every ‘individual household can’t afford to have private ponds and wells. It is high time that the situation is monitored in a systematic way, the public themselves and the government establishment should try to understand the situation properly.
