IMPHAL, Sept 18: The 6th Foundation Day of Coalition Against Drugs and Alcohol (CADA) was observed here today at Lamyanba Sanglen, Palace Compound.
The function was graced by K. Sanajaoba Singh, Joint Director, Department of Social Welfare, Government of Manipur; Arambam Rabindra, president of CADA as chief guest and president respectively while R.K. Ibungosana, Superintendent, Narcotic Control Bureau and R.K. Ranendrajit, Editor of Freedom daily were the guests of honour.
Speaking on the occasion, K. Sanajaoba asserted that NGOs were helping many drug addicts to cope with their lives and to bring them to mainstream and said,
It is important that CADA volunteers are helping drug addicts advising them not to take the intoxicant substances, K. Sanajaoba added.
Drawing the importance of the issue, R.K. Ranendrajit said, “Many drug addicts in the state are of young age so there is a need of intensive awareness programmes particularly in the schools. There are people who want to joint hand to fight this menace but one has not been able to extend it fully “. President of CADA, Arambam Rabindra stated that the ill-effects of drug addiction need to be defined from the grass root level in order to prevent the menace.

Relatives did not receive the body of Takhellambam Gobind (30) Takhel Mamang Leikai as they alleged that he was killed in fake encounter.
Gobind was killed by a team of Imphal east police commandos on the approaching road to Khrasam under Lamlai PS on September 16 around nine p.m.
A sit-in- to protest the killing was held at Takhel Panthoibi Keithel Community Hall. Relatives said, Gobind who was a former cadre of an UG had surrendered to IGAR (S) and after that he had been posted at 23 AR.
One Amom Aken of Takhel Makha Leikai called him out of his house on September 16.
The protesters said, they will not receive the body till the killers are produced.

Imphal, Sep 18 : Chief Minister Okram Ibobi Singh on Sunday appealed to all to understand the role of the media in a democratic country. Ibobi who was the Chief Guest of the observation of 39th foundation day of All Manipur Working
Journalists’ Union (AMWJU) held at Press Club said if the media report something which is against the interest of the nation or press ethics the matter can be discussed and corrected.
But if people tries to force one’s opinion to be reported in the newspapers it is not acceptable.
He further said those who tried the media as their enemy are enemy of the people. People with principle will never do anything which will harm the media, he added.
He condemned the bomb attack on the residence of A Mobi, president AMWJU recently by militants. Due to threats by militants some of the journalists are provided security and newspaper houses guarded. How long will this continue he asked. Everybody has to die but nobody wants to die for a wrong purpose, he added.
To strengthen the functioning of a free media he assured to consider making Directorate of Information and Public Relations a major department. If there is land then the government may consider earmarking it as press enclave he assured.
He also assured to provide patta of the Press Club to AMWJU. He expressed displeasure over the ways files do not move up on its own to the decision makers. If individuals do not pursue then the files do not move on its own, he said.
He assured that the files related to the demands of the press do not remain confine in rooms of some officials. Kh Ratan, Minister Works who was the Guest of Honour of the function said media is people’s conscience. A Mobi, president who presided over the function highlighted the problems faced by the media fraternity.

IMPHAL, Sept 18: Saying that September 14, 2012 is a ‘dark day’ for all the Indians, particularly the Manipuris, the Manipur state Communist Party of India (CPI) today announced to support and enforce the 12-hour nationwide bandh being called by Left parties to protest against the UPA Government’s decision on diesel price, LPG cylinders and FDI in multi-brand retail.
The all-India strike will be enforced from 6 am till 6 pm of September 20.
The state Communist Party of India in collaboration with other seven political parties— the All India Forward Block (AIFB), CPI, JD (S), JD(U), Manipur People’s Party (MPP), National People’s Party (NPP), RSP and the Coordinating Body of Trade Unions, Manipur (CBTUM) jointly took the decision to support the general strike.
Lashing out at the UPA Government at the Centre the frequent increase of essential commodities in the country, the CPI, Manipur state secreatry Dr M Nara called the Congress-led Government a ‘shameless Government.”
Dr Nara was addressing a press conference held at the Irawat Bhawan, during which he announced the bandh.
The hike on diesel price will have an escalating impact on the people of the state where food items and other essential commodities are transporting from other states, the CPI leader insisted.
Manipur state CPI-Marxist president Sharat rubbished the UPA Government’s claim that the price hike on diesel was the effect of the increase in international crude oil price.
Terming the FDI (Foreign Direct Investment) as a ‘new name of erstwhile East India Company,’ the CPI-M leader condemned the new LPG cylinder policy of the Government.
MPP president L Umananda, who was also present at the press conference, said the proposed strike is a reasonable move and sought support of the public in enfocring it.
He said the common people, who are already reeling under high price, will bear the brunt of the of the price hike.

IMPHAL, Sept 18 NNN: Union minister of State for Defence, Pallam Raju has categorically clarified on the Coalgate and said the Opposition BJP has been misleading the general public on the issue.
It can be noted here that 13 days of the functioning of Parliament were lost due to the disruption of the sessions by the BJP demanding the resignation of Prime Minister Dr Manmohan Singh.
“Coalgate is a political scandal concerning the Indian government’s allocation of the nation’s coal deposits to public sector entities (PSEs) and private companies. In a draft report issued in March 2012, the Comptroller and Auditor General of India (CAG) office accused the Government of India of allocating coal blocks in an inefficient manner during the period 2004-2009. Over the Summer of 2012, the opposition BJP lodged a complaint resulting in a Central Bureau of Investigation probe into whether the allocation of the coal blocks was in fact influenced by Corruption. The essence of the CAG’s argument is that the Government had the authority to allocate coal blocks by a Process of competitive bidding, but chose not to. As a result both public sector enterprises (PSEs) and private firms paid less than they might have otherwise.”
Addressing a press conference in Imphal yesterday upon his arrival, Pallam Raju while condemning the act of the BJP for disrupting the proceedings of Parliament, both the Lower House and the Upper House in recent time over the Coalgate, clarified that the policy of the allocation of coal blocks to private parties, which the CAG criticised, was not a new policy introduced by the United Progressive of Alliance (UPA). According to the Union minister of State for Defence, the policy has existed since 1993 and previous governments also allocated coal blocks in precise manner that the CAG has now criticised. “In fact, between 1998 and 2004, when the National Democratic Alliance (NDA) was in power, captive coal blocks were allocated to 16 sector companies and 16 blocks to government sector companies without following any transparent procedure,” added Pallam Raju.
The Defence minister then claimed that the Prime Minister had made improvements in the procedure in 2005 by taking measures such as by inviting application through open advertisements after providing details of the coal blocks on offer along with the guidelines and the conditions of allotment. And that, these applications were examined and evaluated by a broad based steering committee with representatives from governments, related ministers of the central government and the coal companies, according to Pallam Raju. He also added that every company that has allotted a coal block was required to submit a bank guarantee.
“Subsequently while finalising the amendments in the MMDR act the Prime Minister also decided that the bidding amount for the coal blocks would accrue to the states in addition to the royalty which they are already getting,” stated Pallam Raju.
He however said that the government has full respect for the CAG, the report on coal block allocation is flawed and Coal Ministry’s version has not been asked for by the CAG before finalising its reports, as is the tradition. The observations of the CAG are disputable, asserted the Union minister of State for Defence.
Pallam Raju then asked as to why has not the CAG audited the period before 2004 when the BJP led NDA was in power. “It is a known fact that the UPA government has followed the old coal block allocation policy with improvements like the setting up of a screening committee,” said the Union minister while adding, “The BJP is
stalling the Parliamentary proceedings as it is aware that the government is in possession of letters written to it by the chief ministers of BJP and non Congress states opposing bidding of the coal blocks.”
Accusing the BJP of double-speak as usual, Pallam Raju said instead of demanding the resignation of the Prime Minister, the top leadership of the BJP should resign for misleading the country. “It is the UPA which brought changes in the system of allocations, not the NDA. It was the UPA which opted for competitive bidding, not the NDA. It was the UPA which amended the MMDR Act bringing all states on board and not the NDA,” claimed Pallam Raju .

Meanwhile, on Tuesday, the NSCN faction led by S.S Khaplang has strongly refuted the statement of the rival NSCN-Khole-Kitovi group that the former cadres attacked the residence of one ‘major’ Noktha at Shangnyu village on September 16 in which one of the latter’s cadres is reportedly injured.
“The so-called MIP of GPRN (Khole-Kitovi group) is asked to inquire from their so-called commander as to who is responsible for attacking him and his boys. The NSCN (Khaplang group) is a responsible and matured revolutionary organization hence, it is not that dirty enough to involve in such cheap attempts as you boys think of. We further advise the so-called MIP of GPRN to properly inquire into the details before making any statement pointing an accusing finger at anyone in order to gain cheap publicity”, the NSCN-K said today.
Further, the NSCN-K requests Eastern Naga Peoples Organisation (ENPO) to inquire into the incident and make known to everyone as to who are violating the December 18, 2007 resolutions and also cleared the NSCN-K’s name before the entire Nagas.
“The NSCN wants to know from the government of India what those U (Khole-Kitovi group) cadres were doing in the Shangnyu village despite fully knowing that they have no designated camp in the area?,” the Khaplang group asks, adding with further question, “ These cadres are moving with arms right unde the nose of the security forces but simply watching without bothering to contain them or applying the Cease Fire Ground Rules (CFGR) but using another yardstick to NSCN cadres?”
Meanwhile, The NSCN-K deeply condoles the untimely demise of S.Daiho Mao of Nagaland Post on September 16 at Kohima after he was attacked by a swarm of bees from Mezoma village. “The untimely and sudden death of such a young and promising journalist who was known for his bold and fearless reportage is a great lost not only to the media fraternity and family members but also a irreparable lost for the Nagas.

Imphal, Sep 18 : Carrying forward the campaign for mass awareness on the various developmental projects initiated by the Government of India, a five-day photo exhibition on the theme ‘Development Initiatives in North East’ was set rolling Tuesday at Lilong Higher Secondary Madrassa, Lilong in Thoubal District of Manipur. The exhibition with a collection of 130-odd photographs was opened by Md Shah Alam, Chairperson, Lilong (Tbl) Nagar Panchayat. The five-day campaign which would continue till September 22 is being organized by the Field Exhibition Office, Directorate of Advertising & Visual Publicity, Ministry of Information & Broadcasting, Government of India, Imphal.
Addressing the gathering, Md Shah Alam noted with satisfaction about the photo exhibition that aims at creating mass awareness about the pace of centrally-sponsored schemes in Manipur. ‘This photo exhibition teaches us the road for development, particularly in Lilong’, said the Chairperson and called upon the public for grapping the opportunity of photo exhibition to learn about the programs of the Government. The outspoken chairperson mince no words in hitting out the lapses in implementation of various centrally-sponsored projects in Manipur.
‘The tragedy is , about 90% of the populace is not aware of those beautiful schemes. On the other hand, the 10% of those who have the knowledge of these schemes misused it’, lamented the chairperson. Narrating his survey, Alam said that 90% of beneficiaries who have availed Old Age Pension schemes were between the age of 25-45. Widow pensions were taken away by those whose husband were still alive and mid-day meals were pocketed by the school authority’, said the chairperson. On NREGS, Alam said that funds were being misused so much so that there are occasions where cases have landed into Court! Putting up the case for Lilong, the chairperson regretted that there is no Community Hall worth the name in Lilong.
Md Islauddin Shah, Principal, Lilong Hr Sec Madrassa said that the success of centrally-sponsored schemes lies in sincere and honest implementation. ‘We all have the responsibilities for the successful implementation of centrally-sponsored schemes’, said the Principal and informed that his Madrassa is getting the benefit of central schemes such as RMSA, SSA, Mid-day meal, Pre-Matric & Post-Matric scholarships, etc.
In a fitting response from the public, many visitors were seen visiting the exhibition hall, glancing the photos one after another. Commenting on the exhibition, O Noyon Singh, Lecturer (Physics), Lilong Hr Secondary Madrassa said the photo exhibition is an excellent platform to know the development of the people of our country, particularly the North East. ‘It helps in knowing the development in North East’ echoed RK Sanatomba Singh, Lecturer (Eco).
Md Nasir Hussain Shah, Lecturer (Edn) feels that the photo exhibition is a good medium to educate the public on various government projects. ‘Good exhibition and first time at Lilong’ concludes Shah. Adding more significance to the campaign, the photo exhibition is an excellent source of information and knowledge for the students and young learners. ‘This photo exhibition teaches me many things. It’s informative’, said Kh Rukshana, a Xth grader of Lilong Hr Secondary Madrassa while talking to visiting media persons on the sideline of the exhibition.
