IMPHAL, Oct 13 NNN : Irked by by the demand made by a hill based organisation that the DDO post at the Tribal Affairs and Hills, government of Manipur should be given to a tribal officer, the Movement for Tribal People’s Rights, Manipur (MTPRM) terms the demand of that hill based body as not constructive.
The MTPRM did not mention the name of the hill based body in question but it is obvious that they are pointing at the Federation of All Tribal Youth Clubs, Manipur (FATYCM) who had demanded on October 9 in Chandel that the DDO post be given to a tribal officer.
On Saturday, the MTPRM said it is not necessary at this point of time to demand that the DDO post be given to a tribal officer. “Tribal Affairs and Hills, the only department exclusively to deal with any matter relating to tribal people is presently safe as one senior tribal (IAS) officer taking the charge as additional chief secretary of the state is the commissioner of the department (Tribal Affairs and Hills) and the incumbent director and the DDO are equally efficient. Therefore, let the department function freely and fairly without any bias and prejudice so that the department is effective enough to deal with affairs of the tribal. And every tribal has every right to say regarding the functioning of the department therefore, every demand and suggestion should be based on constructive policy, focusing for the welfare of the tribal people who are comparatively backward economically,” the Movement for Tribal People’s Rights, Manipur (MTPRM) asserted.
The tribal rights body then said some improvements have also been made in the tribal affairs department by effecting transfer and posting allocation of works with interchange of works among the staffers so as to vail equal opportunities and privileges in serving the best interest of the tribals, while at the same time lauded the modification order with four tribal employees being given to take care of the Post Matric Scholarship (PMS) in addition to the already existing staff to deal the PMS. It then reminded the Tribal Affairs and Hills department to work sincerely and consult the tribal people for their overall upliftment.
Meanwhile, the MTPRM said the new creation of the posts of five Parliamentarian Secretaries is for accelerating developmental activities in the tribal areas in poarticular and the state governement in general,” the MTPRM added, and terms the five Parliamentary Secretaries as ‘young and dynamic legislators’ who would be instrumental in lightening the workload of the different cabinet ministers to bring about rapid development in the far flung areas, according to their hope expressed.
In the past, there was no ray of hope for the development of the tribal areas in all areas for no exclusive portfolios of tribal affairs being given. However, with the new reshuffle in the ministry and the inclusion of two tribals in the Parliamentary Secretaries — Victor Keishing and Vungzagin Valte C — instilled in the people more confidence with the portfolio of Tribal Affairs and Hills given to a promising, young and dynamic leader and the only eclusively existing department to deal with the tribal people, the tribal rights body stated.

Imphal, Oct 13 : A team of medical officers and paramedical staff of 9 Assam Rifles of 26 Sector under aegis of HQ IGAR (South) conjunction with OSOM (Organisation for Salvation of Man) conducted an ‘AIDS Awareness Campaign’ at Kongdong Leiharaubuy Lampak Ward No 7 Moreh, on 12 Oct 12.. A total of 150 patients benefited from the camp. Apart the regular check up, emphasis was also laid on educating the locals about AIDS & its preventive measures Information Education Communication (IEC) materials were distributed and integrated Centre (ICTC) service were also provided to the people. Counseling by OSOM counselor was also carried out. In addition, Medical Officer delivered a lecture highlighting the need for awareness of HIV, prevent it from taking further toll in the society. Inhabitants were also briefed about the symptoms of the diseases so that an early detection and timely treatment is possible.

IMPHAL, Oct 13 NNN: The existence of Armed Forces Special Powers Act, 1958 (AFSPA) and democracy at the same time in India as incompatible and not in consonance with the Constitution but as appplied arbitrarily just to quell the separatist movement in the North East and the constitution as defective without taking the whole voice and interest of the people but supplanted as representing all sections of the people of India, was seriously discussed unequivocally, concluded in a seminar today at Hotel Imphal here. Attended by the cream of the state’s intellectuals — advocates, professors from Manipur University, journalists, doctors and other professionals like social activists, artists, social organisations, the one day discussion on “Democracy and AFSPA”, organised by Peoples Democratic Movement (PDM), Manipur from 9 am till 3 pm concluded that repeal for the draconioan law like the AFSPA which has no basis for democracy should be worked out by joining hands with the whole of the North Eastern states and decried that Manipur was forcibly merged with India in 1949 without any concern for the welfare of the people but for its land and strategic position and duped the Look-East policy as one example of trying to fill the coffers of big businessmen from mainland India because there is no such person in Manipur except some small time traders. Dr L Pardesi who chaired and moderated the seminar took a dig at the right to life as India’s directive principle and the right to take away lives as demonstated in the existence of AFSPA as a dichotomy and said that till today there is no power against the Act and as long as the Act remains in Manipur, there is no hope for free and fair living. “There is something wrong with the Constitution of India’s democracy”, he said adding the declaration of the Supreme Court’s ruling of the Act as unconstitutional and yet at the same time justification of killing as empowered in the AFSPA. Dr Pardesi also lauded the Nagaland assembly’s ability to say no to the AFSPA and hoped Manipur too would follow suit. He also termed the Union of India as a merger of various tribes, castes and communities at ‘gun-point’. Striving to change the democracy of India thinking for the betterment of tomorrow, some people have resorted to armed struggle, he said. Rendering a song, he promised to fight till the end to bring about a better world as everybody came into the world for such creation. Resident editor of Imphal Free Press (IFP), Irengbam Arun stressed the need for accomodating ‘alternative opinion’. Speaking in the seminar, Irengbam Arun said the tendency of civil society to ignore the ‘alternative opinion’ is detrimental to the society. He said just going by what has been laid for us is not a correct move. “It is the time to restrospect ails around us,” Aun advocated while adding, “The might is right culture under AFSPA has been going on for long and the situation of human rights in our state is quite grim,” Irengbam Arun rues. Professor of political science, K Ibo, recalled how historically the name ‘draconian law’ came into existence as derived from the name of a person assigned to make law which proved repressive without any humanity and the various ill treatment witnerssed in the II World War as resulting in the foramation of Human Rights Commission and the eventual declaration of the Universal Declaration of Human Rights, when the world recognised the preciousness of human lives. And also discussed how the state was considered as incompetent to give ‘death sentenmce’, so life imprisonment was made the harshest punishment in the 18th century and recalled the wortd of PA Sangma, the last presidential candidate as saying: ‘there is no parallel in the world, so inhuman, so reppressive’, in refference to the AFSPA. He questioned the existenc of AFSPA even after all the above considerations. Professor of history, Naorem Joykumar of Manipur University spoke how he sees both the height of democracy and AFSPA as contradictory —One, Democracy is for the people, by the people and of the people, while the other, AFSPA is against all these. As such, the need for rethinking of democracy in the NE, he said. He asked a probing question as to what the mindset of India was and is from its annexation of Manipur from 1948 till now and the ASFSPA as applied in a state like Manipur and the NE to which the central government does not have real interest for ttheir welfare but only looks at the benefit part from the point of New Delhi, mainly from the economic point of view like the Look-East Policy which he said will benefit New Delhi and for big businessmen which Manipur does not have. Th Nando, member of PDM recalled how the law to curb terrorism has been turned against the people because of the system and callled on all to join hand to bring about a change. A paper was also presented and read out by S Raghavan, President of Lok Raj Sangathan himself recalling how he first came to Imphal, and came face to face with the people of Manipur in 1984 which left a profound impression on him and recalled the case of Irom Sharmila and Manorama Thangjam which made the congress government in the sate promised to repeal the A FSPA. However, once they come to power, both at the Centre and state, do not waant to withdraw the AFSPA. After investigation into all the murky details done by the Act, it is impossible to gaive a human face to the act, he said. The people of Manipur will be a willing part of the Indian union only if their aspiration for peace, security, dignity and well-being are met, he said. The army can keep the territory and not the people and how terrorist cannot be controlled by terrorist law and the only way is for the government to responmd to the aspiration of the people, he said. He also called for a roadmap to be developed for setting up a constituent Assembly and placed before the people of India for discussion and adoption. The peoeple of Manipur would decide on the final shape of the constitution of political power in Manipur based on the constitution of the new voluntary Indian Union, he stated. Many others who also spoke and interracted on the occasion with all against the AFSPA are Haobam Sanajaoba of NRC, Shakhi of All Manipur Nupi Marup, Gopal, ex-president of PDM, S Bhubon of NRC, Kumara from an NGO, Th Tarunkumar, Advocate, Rose Chara, Iboyaima, M Rajen, Shyam Charan, Angomcha Araba of Life Watch, and others.

Imphal, Oct 13 : A powerful remote control IED planted over Ushoipokpi Bridge along National Highway 39 under Lilong Police Station in Thoubal district of Manipur was retrieved by a bomb squad of Manipur police in the early hours of Saturday.
The bomb weighing around a half kilogram was spotted by a foot patrol team of 28 Assam Rifles around 5:30 am. Later, the bomb was safely defused somewhere in Chaobok hillock in Lilong.
Local residents of the area protesting and condemning the incident sat a dharna by blocking the NH-39 section for some time.
Meanwhile, another IED was recovered by Manipur police at Top Khongnangkhong under Imphal East Police Station around 8:30 am today. A bomb squad later defused the bomb in a field at Naharup, police sources said.
The troops of 28 Assam Rifles of 9 Sector Assam Rifles under the aegis of AR(S), assisted by civilians, police and Manipur Police BD team diffused a powerful IED at 0900 hrs on NH 102 in Ushoipokpi. Early in the morning a local resident of Ushoipokpi, whose identity is not being disclosed, informed the road opening party of Lilong post about a suspicious object placed near the bridge. On receipt of this information, the Company Commander Lilong post, along with his road opening party who were sanitizing the road nearby, rushed to the spot and identified the IED. It was placed on the ground along with freshly dug mud and vegetation around it. The presence of explosive was confirmed by the Assam Rifles dog. Immediately the area was cordoned off, traffic was halted and police BD team was informed.
After analysis of the IED it was found that the IED was housed in an aluminum container having 2.5 kg of RDX, had a nickel cadmium 9 volt battery as power source and a sophisticated remote activation circuit with antenna.
The IED was powerful enough to carry out of major damage to vehicles plying on the road, civilians and SF in the area. The IED was planted in close vicinity to a residential area. A local youth club, civil population of Ushoipokpi and Lilong condemned the placing of IED and organised a protest, raised slogan against such IEDs as it was causing harassment to the locals preventing them moving around freely for their essential work during that time.
They also appealed to the environment and raised voice against the UGs that such acts should not be repeated especially in view of forthcoming festive season and late night public gathering. On receipt of information Commander 9 Sect AR along with Commandant 28 AR rushed to the spot and took stock of the situation. They also thanked the local population whose assistance averted a major disaster on NH 102.
Assam Rifles thanked the support of Lilong, Thoubal Police and Manipur Police BD team for their assistance in diffusing IED thereby averting a major disaster. The nefarious designs of UGs to disturb peace and tranquility in the region will be thwarted by ever alert SF and cautioned the UGs to refrain from such act of cowardice.

  • IMPHAL, Oct 13 NNN: The All Manipur United Clubs Organisation (AMUCO) has demanded the Manipur chief minister to elucidate on the recent statement made by Union Home Minister Sushil Kumar Shinde when he said that ‘the Centre is talking to Arunachal Pradesh and Manipur chief ministers for a consensus on steps relating to the welfare of Nagas living in the two states before it reaches a final settlement with the National Socialist Council of Nagalim (Isak-Muivah).’
    AMUCO president KT Rahman sought the clarification on the home minister’s remarks from chief minister o Ibobi while speaking during a press conference held at the organization head office here on Saturday.
    Rahman said Prime Minister Manmohan Singh and Congress president Sonia Gandhi during their last visit to the state had pledged the people that the Government would not do anything to breakaway the territorial integrity of Manipur but AMUCO was really stunned by the recent remarks of Shinde and it has to be taken as a thrust to incite enmity between the valley and the hills.
    Taking serious note on the statement, Rahman urged all the people in both the valley and the hill to remain alert from such provocative remarks and further reminded of the devastating uprising of June 18 caused by the Bangkok Declaration of 2001 wherein the Indian Government and NSCN signed a ceasefire agreement under the term “Without Territorial Limit.”
    The 59 members of Nagaland assembly led by chief minister Neiphiu Rio have collectively put pressure on the Central Government for solution to the vexed Naga issue, Rahman said and asked why the 60 members of Manipur assembly are unable to openly assure the people in line with the Nagaland legislators that they would protect the state territorial integrity.
    He demanded the state Government should call an emergency assembly session at the earliest and declare its stance on the issue, saying the Government should own up the entire responsibility in the event of crumbling of the territorial integrity.

This historical and political subjugation have severely reduced our political entity, distancing us from securing our constitutional rights, stated L Sanga Hmar who is one of the members, Joint Monitoring Group of the Suspension of Operation (SoO) Agreement between the Government of Manipur and the Government of India Hmar People’s Convention-Democratic (HPC -D).
L Sangma Hmar said the urgent need to realise ‘our constitutional rights to redress our dignity’ as peoples has been the driving force behind the Hmar People’s Convention (Democratic) objective to demand for ‘Autonomous District Council’ for the Hmar peoples in Assam, Manipur and Mizoram under the Sixth Schedule of the Indian Constitution.
In the pursuit of securing this end, the Hmar People’s Convention (Democratic) – Assam Region, has also initiated a political dialogue involving the Government of India and the Government of Assam after laying down arms by 56 cadres of HPC (D) which was hosted by the Government of Assam in the presence of the then Union Home Minister P. Chidambaram at Guwahati on January 24, 2012. The first round of talks of the HPC (D) delegates – Government of Assam – the Central Government was held on September 27, 2012, Sanga Hmar disclosed.
“Similarly, since 1986, the Hmar People’s Convention (HPC) has been demanding for the creation of Hmar Autonomous District in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the HPC, there was no concrete solution to address and redress the rights of the Hmar People. As a result, the HPC (D) has been continuous the same demand in Mizoram to redress the historical and political injustices. Acknowledging the matter, the Centre (Ministry of Home Affairs, Government of India) has been pressurising the Government of Mizoram to settle the political issues of the Hmars immediately. Following this and to pursue the unfinished agenda, the Government of Mizoram and the HPC (D) signed the Suspension of Operation (SoO) on November 11, 2010 for a period of six months. The SoO document was signed by Lalropui, Army Chief HPC (D) and the Home Secretary Shri. Lalmalsawma, Government of Mizoram,” the HPC-D leader recalled.
He however alleged the Government of Mizoram had failed to nurture the peace process with seriousness, which resulted in derailing the hard earned peace process. Taking note of this, the Centre (Ministry of Home Affairs) continued to pressurise the Government of Mizoram to settle the Hmar political problems. The government of Mizoram digressed from peaceful approach and acted untowardly when the HPC (D) on the other hand, is made to engage in finding the channels for political dialogue with All Party Leaders of Mizoram, he stated. While handing out the carrot, the Government of Mizoram arrested the HPC (D) Army Chief Lalropui and Deputy Army Chief Lalbiaknung from Silchar airport on June 16, 2012 by the Mizoram police. Similarly HPC (D) Chairman Zosangber was again arrested from Delhi Airport by the Mizoram police when he was on his way to meet officials of the Ministry of Home Affairs. The Government of Mizoram has severely failed to respect the peace process that has seemingly built, Sanga Hmar rued.
“In the context of Manipur, the HPC (D) political interest is collectively shared with the United People’s Front (UPF), currently under SoO with the Government of India and the Government of Manipur. The UPF demands for an Autonomous Hill States within the state of Manipur. The HPC (D) did not sign the SoO documents in Manipur alone but as UPF, the document is collectively shared and signed along with the UPF members: KNF, KRA (U), UKLF, ZDV and ZRA. The HPC (D) has its designated Camp in Ankhasuo with ninety four (94) cadres enlisted. In Manipur, the HPC (D) will continue to abide by the goals shared within the UPF.
The HPC (D) goals and objectives are independent in all its respective context and is free from the other. The SoO terms and conditions in Manipur, has no validity in other States. Therefore, the HPC (D) Manipur Region is not answerable for the HPC (D) of other regions/States as the HPC (D) Manipur Region is particularly confined in Manipur under UPF,” L Sanga Hmar stated.
For all time to come, the HPC (D) Manipur Region as signatory of SoO in Manipur cannot be made responsible or related to any acts of the HPC (D) of other regions, L Sanga Hmar added.

The idea of utilizing this changing life style of modern man, for the benefit of the spice farmers in India was simply an amazing idea put forward by Spices Board. Every single person possesses a mobile phone and carries it with him wherever he goes. Passing a message over mobile phone is easily accessible for a farmer than referring a magazine or an article for farming tips or market price. Moreover these devices can take the messages to farmers in the quickest time possible. Embracing the mobile technology, Spices Board India takes a new initiative to connect farmers country wide by joining hands with IFFCO Kisan Sanchar Limited (IKSL). The scheme provides free Green SIM card facility to spice farmers who have registered for the programme. The provision helps to give first hand information to farmers by way of five free voice messages on a daily basis. The farmers also get an opportunity to be in touch with the authorities concerned and get all the latest information regarding spices like market fluctuations in prices, weather forecast, good agricultural practices, latest technological aids etc. IKSL will start a 24 hours call centre for the purpose which would be manned by people capable to answer the queries raised by farmers. The Pan-India mobile tele-network was launched in Coimbatore. Dr. A. Jayathilak, Chairman, Spices Board India launched the programme in a farmers meet held at Tamil Nadu Agricultural University, Coimbatore. Around 300 farmers across the state attended the programme where around 6000 farmers have already registered in the Tamil Nadu spices community. The purpose of the scheme is to get in direct touch with the spice farmers of the state who are the core section of the society. According to the scheme, the registered farmers of the spice community will have to furnish a photo and his voter ID for connection. There will be a provision for interactive voice mail for the farmers to get their doubts clarified on various aspects related to spice cultivation. For Tamil Nadu, the Spices Board Office at Coimbatore will act as the central point from where the messages will be transmitted to the main IKSL server situated in New Delhi (7am and 4pm daily). The messages will be then broadcast to the farmers in voice mode, in their regional language. The mobile tele-network in association with IFFCO Kisan Sanchar Ltd Kerala was launched in Kerala at Thodupuzha by Dr. A Jayathilak. The programme started with the registration and subscriptions of mobile networks. Farmers who registered for the programme will be able to enjoy the benefits of the mobile tele network. Dr. A. Jayathilak expressed his hope that the farmers will be more responsive to the idea of tele networking and for getting information about Spices through mobile phones. The Board will be launching the mobile tele network for spice farmers soon across India covering the States of Rajasthan, Gujarat, Madhya Pradesh, Sikkim, West Bengal besides South India.
