The D.P.C. Faced Candidates Action Committee has appealed to the concerned authorities to declare the results of Sericulture Inspector and Farm Overseer D.P.C test which was conducted by the Sericulture Department, Government of Manipur on August 28, 29 and 30 last.
Briefing media pesons on the issue here today at Nagamapal Paonam Leirak, Y. Munindro, Convenor of the committee stated that the Sericulture Department had conducted similar D.P.C test for the post of Sericulture Inspector and Farm Overser in 2001 and 2010 which was later cancelled without giving specific reasons and added that the department conducted the same test again on August 28, 29 and 30 last where the results of the test is not declare yet.
Suspecting irregularities in the conduct, Munindro said the government had taken more than enough time in declaring the results and questioned on what agenda the government is keeping to hold on the results even after the general election .

As reported earlier, the Joint Action Committee for Unnatural Death of Amom Rajen Singh will impose a 24 hour bandh starting from 5 am of October 17 till 5 am of October 18 against the government’s failure to meet the demands of the JAC.
According to the JAC, the bandh is being imposed as the government has failed to meet its five charters of demand that stated in the memorandum which was submitted to the chief minister on October 5.
In the memorandum the JAC had stated that it would take up intense agitations in case the government fails to meet its demands within five days from the date of submission of the memorandum. The five charter of demands of the JAC includes – to conduct a special inquiry, to book the culprits and fitting punishment to be given to those involved in the killing, ex-gratia to be given to the deceased’s family, to consult West Bengal government in the case and to provide a government’s job to one of the deceased’s family.
It may be recalled that Amom Rajen, who worked as a teacher in a private school in a place called Emlipara, Chattisgarh was found dead in a place just 10 metres away from Cossipara Police Station which is about 10 km away from Howrah Railway Station in West Bengal on September 27 in a mysterious manner.
Amom Rajen is a resident of Kumbi Terakhong Makha Leikai of Bishnupur district of Manipur. He was survived by his wife and three daughters.

New Delhi, Imphal Oct 16 : Chief minister O Ibobi Singh has said today that he wants to settle the Naga political issue once and for all. However, Ibobi Singh clarified that he was requested by Union Home minister Sushil Kumar Shinde to help and extend co-operation in solving the Naga issue but he was not in a position to oblige to the former’s request “since the ground on which the NSCN-IM and the government of India may settle is not known”.
“On what matter or on what ground the government of India and the NSCN-IM may sign an agreement, we do not know. Since we do not know what has been conspired in the talk, it will be too early to give our stance,” stated the Manipur chief minister.
Talking to reporters on the sidelines of an inspection tour in the outskirt of Imphal, Ibobi in response to a query said there is nothing that has the potential to cause unrest in Manipur by the ongoing Naga peace process.
He made it clear that his recent visit to New Delhi was nothing to do with a serious discussion. He was invited to share and cooperate with the Union Home minister as Manipur being a northeast state.
As of now, nothing concrete has been worked out regarding the issue so the people of Manipur should not worry and instead should maintain peace, the chief minister appealed
New Delhi’s main peace interlocutor for Naga peace talks, R.S. Pandey Tuesday said the peace process with the separatist leaders of the Isak-Muivah faction of the National Socialist Council of Nagalim (NSCN-IM) is on the right direction.
“The peace process is on the right direction and I have held several meetings with them (NSCN-IM), but at the moment things are yet to concretise,” Pandey said over a phone after a meeting with the Joint Legislators Forum led by Nagaland Assembly Speaker Kiyanielie Peseyie.
Nagaland chief minister Neiphiu Rio, Home Minister Imkong Imchen, Leader of Opposition Congress Legislature Party leader Tokheho Yepthomi and Members of Lok Sabha Parliaments Khekiho Zhimomi and CM Chang were among the 20 JLF members have also met Naga separatist leaders – chairman Isak Chisi Swu and general secretary Thuingaleng Muivah.
The Assembly panel members would be meeting opposition leader in the Lok Sabha, Sushma Swaraj, Union Agriculture Minister Sharad Pawar other political leaders cutting across party affiliations.
“They (JLF) have also come and met this morning to assess progress of peace talks and we have shared our ideas during our discussions,” the peace interlocutor for Naga peace talks, informed.
The NSCN-IM has been struggling for nearly six decades to create a ‘Greater Nagaland’ by slicing off parts of three neighbouring states to unite 1.2 million Nagas. The demand is opposed by Assam, Manipur and Arunachal Pradesh.
The NSCN-IM and New Delhi entered into a ceasefire in August 1997. They have held more than 50 rounds of peace talks to end one of South Asia’s longest-running insurgencies that has killed 25,000 people since 1947.
Asked whether it is a fact that peace talks have reached a final phase of deliberations with Nagaland getting a separate flags on the lines of the red flag of Jammu and Kashmir and the Naga Assembly will be renamed as Tatar Hoho (Parliament), Pandey said, “It is not good to talk anything on it now. Anyone can speculate, but I am telling you things are yet to concretise.”
On the other hand, Nagaland Home Minister Imkong Imchen expressed optimism for an early settlement to the six decade Naga political issue with the Indian government.
“We are optimistic for an early settlement especially after Home Minister Sushil Kumar Shinde showed keen interest in resolving the Naga issue,” Imchen said.
“He (Shinde) was very positive and very much committed and sincere to resolve the issue and he (Shinde) is also “exploring wisdom” as to how solution could be brought on the Naga imbroglio at the earliest,” the Nagaland Home Minister stated.
Meanwhile, the NSCN (IM), one of the most influential separatist outfits in India’s northeastern states, rubbished media reports claiming that the Indian government has secured a written commitment from the rebel outfit to remain within the Indian Constitution.
“No agreement was made by NSCN (I-M) and if any agreement was arrived at it would be made known to the public,” TT Among, the ‘Kilo kilonser’ (home minister) of the NSCN (IM), said.
He added: “Hence if any commitment of accepting the Indian constitution then that made it conditional, will not be accepted at any cost by the NSCN (I-M).”
Moreover, Among also maintained that no one is authorised to make such statements except the Indian Prime Minister Manmohan Singh and the Home Minister (Sushi Kumar Shinde.He, however, said that the peace talks between the NSCN (IM) and the Indian government is going on in a positive direction.
However, an intelligence official maintained that the Naga separatist leaders chairman Isak Chisi Swu and general secretary Thuingaleng Muivah has committed to the Indian constitution after they accepted the Indian citizenship and now possessed Indian passports to travel abroad.
“They may say now that they are not committed to the Indian constitution, but they have accepted to be an Indian citizen after possessing the Indian passport,” an Indian official in the cabinet secretariat said on condition of anonymity.“We can now assume that both have come round to accept the fact that they are after all Indians,” he added.
During earlier talks, the NSCN-IM had proposed “a special federal arrangement” to enable the Nagas self-governance but the negotiations ended inconclusively. The NSCN-IM wants a special federal relationship with India, with a separate Naga Constitution, and would like the Naga guerrillas to jointly guard the international borders alongside Indian security forces.

The NSCN-K then said it does not recognise the Joint Legislature Forum (JLF) floated by the 60 MLAs of Nagaland legislative assembly to push for the expedition of the ongoing talks between the NSCN-IM and New Delhi.
Issuing a press communique t today, the NSCN-K while dismissing Nagaland Home minister Imkong L Imchen as “nobody” when comes to Naga issue, said “No matter how much he may try to gain his political mileage out of the issue he will never succeed for everybody knows what he is and who he is.”
Imkong L Imchen was one of the 20-member JLF delegation to New Delhi .
Nagaland home minister Imkong L Imchen had reportedly stated yesterday that neither the NSCN-IM nor the government of India had signed any sort of agreement to settle the issue within the Constitution of India. “Judging from the Imkong’s statement, he seems to be very much part of the ongoing negotiation (a party of IM or GOI) as the matter has to be clarified to the general public either by the NSCN IM or by the GOI,” said the NSCN-K today.
The NSCN-K then said the Indo-Naga issue is dragging on for more than 60 long years due to the insincerity of the government of India and its agencies who tried to crush and suppress the Nagas with its military might for the last six decades. “But on realising the futility of military exercises, New Delhi hesitantly concluded that military might alone cannot solve or suppress the Nagas’ determination for self rule hence, ceasefire was finally signed much to the delight of the military generals who have all along been telling the rulers at the echelons of power seats that only political negotiation could bring about a lasting solution. Therefore, now the talk of 15 long years of negotiation is not the issue, the Naga issue is not about 15 years but it is about 70 long years leading to the loss of nearly 30,000 brave Nagas lives protecting their motherland. This is only for Naga public awakening of what is going on and what is going to happen to the Nagas if all those lives lost in their fight for their freedom ends up in a piecemeal solution. As such, the NSCN once again reminds and reiterates its stand before the people that it will never be a part of the ongoing murmurings.

IMPHAL, Oct 16 MNS NNN: Rich tributes were paid to former Manipur minister Md Allauddin Khan, who died of cancer at Dharmasala Cancer Hospital, New Delhi yesterday, with state honour at the state Congress Bhavan in Imphal on Tuesday.
Chief Minister O Ibobi led his council of ministers, Congress MLAs and other party members in paying tributes to the late Congress minister who held the post of Rural Development & Panchayati Raj and MOBC twice in two different terms.
Allauddin was a true leader of minority Muslim community with exceptional leadership quality, the chief minister lauded him saying the former Congress leader did a lot of momentous works for the people of Manipur.
Ibobi described the death of Allauddin as a great loss not only to the minority community and Manipur but also to the Congress party, declaring that his death will bring bareness in taking up activities of the party.
Manipur Pradesh Congess Committee (MPCC) president and home minister Gaikhangam stated late Allauddin who became minister twice in two terms of the Congress led Governments took major role and executed significant works for the welfare of the minority community and the people of Manipur as well.
Gaikhangam hailed Allauddin as a man who had sacrificed for the Congress and worked devoid of discrimination on the ground of religion, caste and race stating the vacuum created by his death can never be filled.
Allauddin died at the age of 53. He is survived by his wife, four sons and two daughters.
Meanwhile, tributes flood in for former minister Md Allauddin Khan who died in New Delhi yesterday.
Chief Minister Ibobi in a condolence message released from the CM Secretariat expressed that he was deeply distressed to hear the sad news of the demise of former minister Md Allauddin Khan.
Allauddin was a man of great political vision who worked for the upliftment of poor and the downtrodden, the chief minister said and added he must always be remembered for his dedication, sense of public service, innate simplicity and honesty. The state has lost an excellent political leader, Ibobi said.
“I convey heartfelt condolence to the members of the bereaved family and pray to the God to give them strength to bear the irreparable loss,” the chief minister mentioned in the message.
In a separate condolence message from Manipur Congress Bhavan, MPCC president Gaikhangam expressed his grief over the death of Allauddin stating that the demise of the former minister is a great loss to the people of Manipur.
Imphal East Distt Congress Committee has also condoled the death of Allauddin and shareds the grief of the bereaved family.

Imphal, Oct 16 MNS NNN: Chief Minister O Ibobi Tuesday inspected the work progress of the Dolaithabi Barrage Project now under construction during which he stated the project being taken up under the Prime Minister’s package will be completed by March 2014.
During the trip, the chief minister was accompanied by Irrigation and Flood Control minister, Ngamthang Haokip, Irrigation and Flood Control Department chief engineer, Th Indramani and other officials of the department.
The Union Planning Commission approved Rs 18.6 crore as the estimated cost for the Dolaithabi Iril Project being constructed over the Iril River in the year 1992. The revised estimate of the project undertaken by the state IFCD under the Central Accelerated Irrigation Benefit Programme (AIBP) is Rs 360.05.
Stating that the Dolaithabi Project will be completed by March 2014, chief minister Ibobi said the construction of the project will be accelerated as the monsoon ends and the working season starts. He assured additional labour force will also be engaged to work round the clock.
He informed more than 50 per cent of the construction has been finished so far and after its completion the public will be benefitted by it and that target has been set to complete the project in stipulated time.
The construction works of the Dolaithabi Project is undertaken by National Building Construction Corporation (NBCC). After completion, the project will provide irrigation to 7585 hectres of land area. Crop fields particularly in Imphal East will get benefit from it. The project was included in the Prime Minister’s Project in 2008.

IMPHAL, Oct 16 NNN: A three-day training for people on Supply Chain Management of Horticultural crops commences today at the Manipur Press Club with the training being imparted to about 50 officers drawn from all district headquarters including three Sub-divisions of Jiribam, Kangpokpi and Moreh.
It was jointly organised by the Central Institute of Horticulture, Department of Agriculture (DAC) under the Ministry of Agriculture, Government of India, Medziphema, Nagaland and Choudhary Charan Singh (CCS) National Institute of Agricultural Marketing and Manipur Horticulture and Soil Conservation and sponsored by the the Institute of Agriculture Marketing, Jaipur.
Kuber Singh, Director of Horticulture and Soil Conservation of Manipur was the Chief Guest, Prabin Das, Marketing Specialist,. Central Institute of Horticulture (CIH) was the Guest of Honour and Dr Ramesh Mittal, Deputy Director, National Institute of Marketing (Jaipur) was the President of the function.
Kuber Singh lamented the dearth of marketing and transport facilities as the main impediment in finding proper markets for Manipur fruits like lemon, orange, pineapple, etc before they are spoiled unnecessarily. In order to avoid such situation, the department is organising this training programme to inculcate and impart necessary skills and requirements to the officers concerned with Supply Chain Management of horticultural fruits so that the officers can further train various progressive farmers on management of such products and situation, he said. Later, about 10 progressive farmers and 5 officers who joined such programme and training in the next phase will be drawn up from among themselves and sent to National Institute of Agriculture Marketing (NIAM),. Jaipur, for further upgradation of their skills, he added.
Although Manipur is abounded with specific types of food items it has not been able to produce such food of international standard, therefore, the state Government will focus in this area and will propose the Central Government to set up a food technology institute in the state, stated Commerce and Industries minister Govindas Konthoujam at a function marking the World Food Day held at the Food Processing hall, Porompat here on Tuesday.

As part of the World Food Day 2012 observaance organised by Association of Food Scientists and Technologists (India) Manipur Chapter a 3-day seminar was inaugurated by Govindas Konthoujam. He was attending the function as chief guest.
Admitting that food is required by all, the minister said in Manipur, the people have the habit of wasting food on large scale during religious occasions and other festive seasons and highlighted the importance of giving awareness on this to the people.
He said when Manipur was a kingdom food was available abundantly but now the state has completely depended on other states of India for food and such has been caused owing to lack of work culture in the state.
Emphasising on the need of maintaining work culture, Govindas said foods made from bamboo soot are eaten in 5-star hotels in many countries today. However, the state which is bountiful of bamboos has not been able to produce such food of international standard that can be attracted by other countries. Therefore, the state Government will definitely propose the Central Government to set up a food technology institute in Manipur, he added.
Dr A Tombi, ex- vice president, Manipur University, V Taulthang, Additional Director, Commerce and Industries and Diraj Yumnam, Executive Director, Commerce and Industries graced as president and chief guest of the function.
A technical session on the topic: post harvest storage of meat and fish was also organized wherein resource person Dr Ranbir Thiyam, Assistant Professor of Animal Science Central Agricultural University (CAU) spoke on post harvest storage of meat. Resource person Ksh Bimola, Lecturer, Home Science, Ideal Girls’ College delivered speech on nutritive value of processed and unprocessed meat while resource person M Tonjao spoke on the topic post harvest storage and processing of fish.

“The NSCN is wondering how and where Mr.Pranab Dhal Samanta (The Indian Express reporter) got the idea that the government of India has secured a written commitment from the NSCN that it will accept the Indian Constitution,” said the NSCN-IM press communique issued by the outfit’s ‘ministry of information and publicity’ (MIP) today. “If the Naga people under the leadership of Isak-Muivah would like to accept the Indian Constitution, they would have accepted the Shillong Accord when it was signed. There would not have been political negotiations for such 15 long years,” the Naga outfit reasons.
“What Mr. Pranab Dhal Samanta said may be a surprise to the Government of India also, because the Government of India and the NSCN are negotiating seriously to arrive at an honorable settlement. Freedom of the press does not mean freedom to meddle with the work of other people,” it fumes, while adding, “Perhaps, in the final analysis, Mr.Pranab must be attempting to hijack the peace process to serve his personal interest. But nobody will be thankful to him for this kind of scheme. He should not make fool of himself,” the NSCN-IM added.
Opposition leader Sushma Swaraj has told the visiting Nagaland legislators that she understands the Naga problem and assured to help solve it.
She was talking to the Neiphiu Rio led 20-member Joint Legislature Forum (JLF) in New Delhi this morning, a highly placed source informed Newmai News Network today from New Delhi.
“My husband (Swaraj Kaushal) was one time government’s interlocutor for the Naga peace talk and I understand the issue,” Sushma Swaraj was reported to have said this to the Nagaland MLAs.

Imphal, Oct 16 : In a move to disseminate information about the various spectrum of centrally-sponsored schemes in all parts of the states, a five-day long photo exhibition on the theme ‘Bharat Nirman’ was set into motion Tuesday at Kiyamba Ningshing Shanglen (Bishnupur Town Hall) in Bishnupur district headquarters. The exhibition which would continue till October 20 is being organized by the Field Exhibition Office, Directorate of Advertising & Visual Publicity (DAVP), Ministry of Information & Broadcasting, Government of India, Imphal in collaboration with Bishnupur Municipal Council (BMC).
Inaugurating the campaign, Laishram Lolindro, Chairperson, Bishnupur Municipal Council lauded the Government of India for launching various projects for the welfare of the public. The photos were a testimony of what have been done by the central government, he said and added that the Bishnupur Municial Council is implementing some of the centally-sponsored schemes with success in its jurisdiction. The chairperson also praised DAVP, Imphal for bringing photo exhibition program in Bishnupur with the aims of creating mass awareness about the programs & policies of the Government.
‘Its an eye-opener for me’ said Maisnam Bimola, Vice-Chairperson, BMC, who graced the occasion as Guest of Honour. She also informed that she would ask students and public to visit the exhibition hall to take benefit of the opportunity. S Tomba Singh, Ex-Cjairperson, BMC, who made his presence felt as Functional President outlined that the flagship programs of the Government is to bring equal development for all the people of India.
Putting forward the aim of the exhibition, Dr Gin Gangte, IIS, Field Exhibition Officer, DAVP, Imphal spelled out some of the important schemes such as MGNGERS, NRHM, SSA, PMGSY, Rural Connectivity, Rajiv Gandhi Gramin Vidyutikaran Yojana, JNURM, etc and calls for sincere, transparent and honest implementation of Government schemes for maximum benefit of the targeted beneficiaries. The IIS officer also highlighted that DAVP, Imphal organized series of mass awareness campaign through photo exhibition during the past two months at Mayang Imphal, Wangoi, Lilong and Lamsang. ‘Photos have a lasting impression’ said Dr Gin Gangte whilst extending invitation to the public to take opportunity of the campaign.
Earlier, N Sanaojaba Singh, Executive Officer, BMC talked on the topic of flagship programs initiated by the Government of India. The Executive Officer also enlightened the gathering by informing that BMC is implementing Water Supply Schemes under UDISSMT (JNURM) and Housing Schemes under IHSDP (JNURM) with satisfaction. ‘These photos reflects what the Government is doing for her people’ said Sanajaoba and added that the exhibition is ‘very informative to the public as well as student of the area as the photographs shown in the exhibition shows what the Government of India is taking up for the welfare of the people’.
The five-day photo exhibition with a collection of 138 photographs including 15 eye-catching photos from Bishnupur Municipal Council will definitely helped the public in understanding about the initiatives being undertaken by the Government of India for the welfare of the people.

Following is the text of the Prime Minister, Dr. Manmohan Singh’s remarks at the inauguration of the High Level Segment of the 11th Conference of Parties to the Convention on Biological Diversity, in Hyderabad :
This is also the first such Conference since the launch of the United Nations Decade of Biodiversity last year. The 11th Conference of Parties is being held at an important juncture. This year marks the 20th anniversary of the Earth Summit at Rio de Janeiro, when the world came together to adopt many far-reaching documents, including two legally binding Conventions.
In recent years, it has become increasingly more difficult to find common ground on environmental issues. This is, indeed, unfortunate given that there is today a much higher global awareness of environmental risks and concerns. It is this consciousness that should provoke us to greater action even as we cope with the pressures of the current global economic downturn.
I am, however, glad that negotiations regarding biodiversity have achieved remarkable success. India has recently ratified the Nagoya Protocol and formalised our commitment to it. I would urge all the Parties to do likewise because concerted global action is imperative and cannot brook any further delay. Despite global efforts, the 2010 biodiversity target that we had set for ourselves under the Convention on Biological Diversity was not fully met. This situation needs to change. The critical issue really is how to mobilise the necessary financial, technical and human resources, particularly the incubation, sharing and transfer of technology. In our country, protecting and promoting biodiversity has always been an integral part of our ethos and our civilization. This can be seen in the thousands of sacred groves that are found all over the country. Our traditional systems of agriculture and medicine depend on plant and animal biodiversity. Conserving the wild ancestors and relatives of the cultivars we use today is of paramount importance to us.
In recent years there has been concern that this public knowledge may become restricted in its use because of the application of the modern intellectual property system. India has tried a unique approach to protection of traditional knowledge by establishing a Traditional Knowledge Digital Library. This database has 34 million pages of information in five international languages in formats easily accessible by patent examiners. This Library promotes the objectives of the Nagoya Protocol on the issue of protection of codified traditional knowledge systems such as the celebrated Ayurveda.
We decided to build this knowledge database because of the patent on the use of neem extract in Europe and another on the use of turmeric as a healing agent. Since then, because of this database, over 1000 cases of biopiracy have been identified and over 105 claims withdrawn or cancelled by patent offices.
We believe that the treasure trove of traditional knowledge should be used for the benefit of all humankind rather than for private profit. We will continue to work to strengthen our institutions to record this knowledge, to value its science and to provide benefits to its custodians. Multilateral agencies like the WIPO and some countries have approached us for assistance in setting up such libraries and our government will be happy to provide necessary assistance.
Indian farmers have always believed in the free use of seeds. The Protection of Plant Varieties and Farmers’ Rights’ Act of India confers intellectual property to farmers through registration of seed varieties. In our Patent Act we have adopted disclosure requirements on the origin of inventions based on biodiversity. But I believe a lot more needs to be done. We need to build on this experience and build living germplasm laboratories in our fields.
We know that food security is a key challenge for the world, particularly in an increasingly climate vulnerable world. Biodiversity, found in our forests and our fields, could provide us keys to the solutions of the future. So we need to build a movement to conserve traditional varieties of crops.
Our approach to protecting and promoting biodiversity has been guided by the belief that all three objectives of the Convention on Biological Diversity, namely, conservation, sustainable use and sharing of benefits from the utilization of genetic resources, should receive adequate and equal focus. This approach is the basis of India’s Biological Diversity Act of 2002. The 2008 National Biodiversity Action Plan further identifies specific action points by various government agencies.
Despite the pressure on land in our densely populated country, India has more than 600 Protected Areas, covering approximately 5% of the total geographical area of the country, in a network of National Parks, Wildlife Sanctuaries, and Conservation Reserves. We have special programmes for some high-profile endangered species like tigers and elephants. In 2010, the country level status assessment for tigers showed an increase in their number to an estimated 1706 from an estimated 1411 in the year 2006.
We recognise that we have to look beyond large animal species and take a more organic approach to conservation. We have, therefore, initiated work on species recovery programmes on 16 identified endangered species including
the snow leopard, hangul and lion. Such country level efforts at preservation should be complemented by enhanced international collaboration to check wildlife crime.
The challenge going forward is to develop new models of inclusive conservation. In India, we have legislated a Forest Rights Act that lends legal sanctity to the rights of forest dwellers, who are often the best friends of the biodiversity that resides in these magnificent forests.
We will have to adopt similarly innovative approaches to deal with the issue of protecting fishermen’s livelihoods even as we negotiate a framework on sustainable use of marine biodiversity in the high seas.
There is a realisation that ecosystem services form a much higher percentage of the “GDP of the Poor” than of classical GDP calculations. Biodiversity based livelihood options form the basis of rural survival in many parts of the world. Living at the periphery of subsistence, the poor are the most at risk from biodiversity loss. They should not also be the ones to bear the cost of biodiversity conservation while the benefits are enjoyed by society at large.
India’s initiatives acknowledge this correlation between biodiversity conservation and poverty eradication. Our efforts have focused on biodiversity conservation while protecting and promoting livelihoods, particularly in our rural areas. Participatory approaches that encourage and incentivize the involvement of local communities is a key element in our efforts towards conservation. (to con)

We have also found that many development schemes can be realigned to provide biodiversity-related benefits. This

is vital to protect habitats, including our water bodies, which are beyond our protected areas. The Mahatma Gandhi

National Rural Employment Guarantee Scheme for example, with an annual outlay of US$ 6 billion, aims to create

legally mandated green jobs for every rural household in our country.

On the occasion of this conference, I am pleased to launch the Hyderabad Pledge and announce that our Government

has decided to earmark a sum of US$ 50 million during India’s presidency of the Conference of Parties to the

Convention on Biological Diversity to strengthen the institutional mechanism for biodiversity conservation in India.

We will use these funds to enhance the technical and human capabilities of our national and state-level mechanisms

to attain the Convention on Biological Diversity objectives. We have also earmarked funds to promote similar

capacity building in developing countries.

Humankind should understand the importance of preserving biodiversity. The diversity of life forms on Earth is the

culmination of millions of years of the productive genius of nature. It is nature’s insurance against extreme events

that may disturb the delicate balance of this planet. We need to work together and act before a catastrophe is upon

us. India stands committed to work with all parties to reach the happy compromise that will secure a future that

provides ecological and economic space for each one of us and sustainable growth for all of us. I thank you.”

SHILLONG, Oct 16 : Meghalaya Chief Secretary Mr. W. M. S. Pariat today officially launched the website of the Meghalaya State Aquaculture Mission (MSAM) http://msam.nic.in/ of the Fisheries Department at Hotel Polo Towers, Shillong.
The launching programme was attended by Mr. K. N. Kumar, Principal Secretary, Fisheries Department, Mr. T. Dkhar, State Information Officer, Smti. P. L. Lawai, Deputy Secretary Fisheries Department, Smti S. Dkhar, Assistant Director of Fisheries and officers and staff of the department.
Speaking on the occasion, Mr. W. M. S. Pariat said that the website was launch with an aim to provide comprehensive information about the Mission and its various projects which will go a long way in informing the public about the mission. Congratulating the department for the launch of the portal, Mr. Pariat directed the department to constantly monitor and update the contents of this website so that it can serve its stated purpose of providing accurate and prompt information to the public.
The main features of the portal include background, objectives, photo gallery, important contact numbers, frequently asked questions, news section and others information about the Meghalaya State Aquaculture Mission and its six mini missions. The website which is hosted by the NIC provides link to country and state portals.
It may be mentioned that the Aquaculture Mission is part of the flagship programmes of the State government and the Integrated Basin Development and Livelihood Programme. The Aquaculture Mission is operated with an objectives to develop the existing water bodies and creation of additional water area for large scale fish production including reclamation, rehabilitation of marshy and swampy lands, conservation of native endangered and traditional species of Meghalaya and developing breeding farms of commercially potential species on a large scale, creation of mass awareness, capacity building, exposure training and skill development of all the stakeholders and technical support for long term sustainability of fishery sector and capturing emerging opportunities in the fisheries sector. The Aquaculture Mission is further divided into six Mini Missions for better focus and ease of implementation.
