SENAPATI, Oct 18 NNN: There have been reports of illegal immigrants sneaking into Senapati district of Manipur following the concerted drive against them in the valley districts by the state administration. However, this reports are yet to be confirmed officially.
Talking to NNN, president of Naga People’s Organisation (NPO) Mr Markson said the apex civil body of the district has strong apprehension of the sneaking in of these illegal immigrants into the district. “We are taking up measures to thwart this problem,” asserted Markson. He then alerted the people to be cautious about the development. “There is every possiblity of these illegal immigrants sneaking into the district as there have been full swing drives against them in the state capital Imphal and other valley districts,” opined the NPO chief this evening.
Meanwhile, the NPO in a statement said masquerading as daily wage earner, shops-in-mobile, job-seekers, construction workers and other professions, many illegal immigrants suspected to be those of Bangladeshi immigrants might have sneaked into the district especially in the headquarters.  “We are very much concerned about such development,” the NPO stated.
It then said in recent months there have been increasing cases of non-locals involved in business activities and criminal offences. “The need for checking and preventing the inflow of illegal immigrants into the district is seriously recommended to the concerned authorities”, it added.
According to NPO, it had issued a “public directive” on July 18, 2011 which states that, any landlord renting his house should first obtain character or domicile certificate from their tenants, failure which the landlord will be directly responsible for any activity committed by their tenants.  In this regard, the NPO had directed to all the sub-ordinate local bodies to strictly impose the directives.
The NPO’s concern has been substantiated by the fact that the district serves a gateway for people from outside the state of Manipur. The most important route, the National Highway-2 passes through Senapati district and that, the people with doubtful domiciles can take advantage in the district as a stop-over before they proceed to elsewhere in Manipur .

IMPHAL, Oct 18 MNS NNN : Manipur was the first and foremost “country” that adopted democratic form of government in the entire East Asia, stated former deputy chief minister of Manipur Dr L. Chandramani at a function marking the ‘first Manipur state assembly session’ on Thursday.
The first Manipur state assembly session was held on October 18, 1948 at the royal palace’s Durbar Hall, Dr Chandramani reminisced at the commemorative function and said the present generation needs to remember  the  speech made by the then Maharaja Bodhchandra in the state assembly.
He asserted no any country of East Asia including India had ever developed the foundation of democracy before the remarkable day when Manipur held its first ever state assembly session.
During the function held at the office complex of Manipur People’s Party (MPP), Imphal commemorating the first sitting of the Manipur state assembly, Dr Chandramani also talked at length about the speech delivered by Bodhchandra, the Maharaja of Manipur at the session.
The former deputy chief minister said the time has come for the people to remember the proclamation of Bodhchandra who had suggested setting up of educational institutions, particularly high schools in the hill areas of Manipur and production of silk textile to boost up economy. Dr. L. Chandramani said, the boundary of Manipur was big but it is smaller day by day. Due to irregularity in governance   the state of affairs has become  chaotic  . We should study the 64 year old NE history.
President, youth front MPP W. Maniton said, as per instructions of Maharaj Budhachandra, A committee having 21 members have been formed to frame a constitution on December 17, 1947. Representatives from rally, nominees of the king, president of Durban and Chief Court took part in the committee and it became functional on March 17, 1947 workers of MPP took part in the function.
The function presided over by MPP president Sanasam Umananda was also attended by the party’s advisor and veteran leader O Joy.
Saying that it is indeed a pride of Manipur which introduced parliamentary form of democracy since the early era, O Joy held that the people do not enjoy and see the true meaning of the existing democracy in the state of Manipur.  MPP president Umananda said the event will be observed in a much bigger way from next year adding the commemoration was being held for the third time. Recognising the increasing importance of the occasion, the MPP will try to observe the day at the Durbar Hall of the royal palace of Manipur from next year, Umananda announced.

Imphal,  Oct 18 :   Prof S.Sekharjit, Director of Regional Institute of Medical Sciences, Imphal underlined the imperative need of the participation of doctors and technicians in the national referral laboratories for ensuring zero errors while handling the suspected cases of HIV patients. Because there is a big difference in the first hand and second hand reports.
He was speaking in the brief inaugural function of the one day workshop cum training of the representatives of the national and state referral laboratories in the Jubilee hall today. He also said that the state referral laboratories would improve their position. He announced that RIMS is always ready to extend financial and other assistances to various workshops for the advancement of the knowledge in medical science.
Representatives from Tripura, Arunachal Pradesh, Mizoram, Manipur and Nagaland are participating in the workshop cum training programme. It was organised by the Microbiology department of RIMS in collaboration with MACS.
Prof Ng. Brajachand, HOD, Microbiology department, said that the objective of the workshop is to improve the quality of the HIV testing in RIMS which is one of the 12 national referral laboratories. There should be no mistake in the testing since it involves human and financial factors. He also said that the quality of the testing kits should be maintained. Global efforts are on for the standardization of the laboratories and the competence of the technicians is a must.
L.R.Kom, the Deputy Director of MACS underlined the importance laboratory results since doctors depend on these while treating the patients. E. Debendro Meitei, the Deputy Director of RIMS said that the dynamic Microbiology department has been organising many workshops. All future proposals for such workshops which are meant for the benefit of the participants would be cleared, he assured.

Gandhi claimed that the people are fed up with the BJP in the state for it has made empty promises.
“The BJP has betrayed the mandate of the people. People want an end to the brazen and widespread corruption and failure that has marked the BJP Government and administration,” she added.
Gandhi asked the Congress Party workers to reach out to the people and win back their trust and confidence.
“As Congress workers you have a very special responsibility because on you will depend how effectively we reach out to the people and we win back their trust and confidence, on you will depend how effectively we are able to convert this public discontent and anger into a vote for change, into a vote for the Congress Party. And on you will depend how effectively we convince the people of the policy and ideas of the Congress Party,” she said.

New Delhi, Oct 18 (ANI): The Union Cabinet has approved constitution of the 14th Finance Commission to suggest formula for sharing of tax proceeds between Centre and states.
Former Reserve Bank of India (RBI) Governor Y V Reddy is tipped to be the chairman of the Finance Commission.
Besides other things, the Commission lays down principles governing the grants-in-aid to states and other local bodies for five-year period beginning April 1, 2015.
Former Finance Secretary Vijay Kelkar headed the 13th Finance Commission.
The Finance Commission is a Constitutional body, which is set up every five years.
