IMPHAL, Nov 3NNN: Kangla Fort in the heart of Imphal will be turned into a solar citadel as the State Government is all set to lighten the most important historical and archaeological site of Manipur by solar energy it will begin from December or January next. Government has taken up the initiative in light of irregular supply of electricity in the State as well as the environment of the Kangla Fort, Keithelllakpam Dinamani, Superintendant, State Archaeology Office, Kangla, told Nepram Tombi on Saturday. Presently, a total of 130 kw of power unit is consumed by the Kangla Palace having an area of 237.62 acre and for this, a total power bill of about Rs 47,000 is paid per month to the State Electricity Department, Dinamani added. He further informed that the solar energy development in Kangla will be taken under Jawaharlal Nehru National Solar Mission (JNNSM). The Central Government will bear 90 percent of the cost while 10 percent by Manipur Government, he added. The estimated cost of the mission is 3, 15, 90,000 and the work has been entrusted to a Kolkata base company, Sunshine Power Product Pvt Lmt. The State Government offered the work order to the Company in September, the official informed. Aside from lighting the Kangla including its enclosing fences, the Kangla Uttra will also be installed with a wonderful light and sound system after seeking approval from the Central Government, Dinamani said. He also said the main objective of the light and sound system at the Kangla Uttra is to display in visual and sound all the historical facts of the fort to tourists from outside. The new system is expected to cost around Rs 2 crore, he added. Kangla Fort, once occupied by Assam Rifles for a long time since the British left Manipur, was handed over to Manipur Government by the Centre in 2004. Since then, development of the fort has been continuously taken up by the State Government under the sponsorship of the Centre.

DIMAPUR, Nov 3 NNN: Isak Chsi Swu and Thuingaleng Muivah met rival group leaders Khole and Kitovi Zhimomi at Bade village, off Dimapur today and pledged to strengthen the Naga reconciliation process. In the past few months all is not well among all the Naga underground groups. The NSCN-K and that of Khole/Kitovi faction have been openly engaging in gunbattle while there have been a kind of diplomatic hostility between the NSCN-IM and the NSCN-Khole/Kitovi. The Khole/Kitovi group of NSCN has been asserting that ‘only’ the Nagas of Nagaland will decide their future while it endorses the United Naga Council (UNC)’s demand for the Alternative Arrangement for Manipur Nagas. Inspite of this development the NSCN-IM and the NSCN-Khole/Kitovi engaged in talk facilitated by the Forum for Naga Reconciliation (FNR). The S.S. Khaplang faction and the NNC/FGN did not turn up however in today’s meeting though they were invited to the event. Meanwhile, the FNR in a press communique has said that the signatories of the “Naga Concordant” met on November 3, at Bade, Dimapur, on its Journey of ‘common hope’. “Today’s meeting was attended by the highest leadership of the Nscn/Gprn (Nscn-im) And Gprn/Nscn (Nscn-Khole/Kitovi). Unable to attend due to time constraint and long distance, the NNC/FGN, sent their apology,” the Forum for Naga Reconciliation said. “While their commitment to Naga reconciliation remains undeterred the meeting affirmed to strengthen and renew their commitment to each other grounded on the ‘historical and political rights of the Nagas. The FNR urged the Naga groups to respect one another and uphold our common belonging through mutual trust and solidarity at this crucial period of the Naga history. The FNR also emphasized the need to have further meetings soon,” the press communique added. Meanwhile the Naga National Council (NNC), Zeliangrong Region said it was not involved in the recent Tamenglong shoot out. It accused the NSCN-IM of trying to malign the image of the NNC which is nothing but against the people and the nation. It said the NNC was never a party to the ongoing armed conflict between the different Naga armed groups in Tamenglong district and shall never be a party involving in the killings as it is against Naga national principle of non-violence. “It will be too low or unreasonable for us as a parent organisation of the Naga people to involve in fratricidal killing among us that is detrimental to our right cause and against our genuine Naga stand. The NNC condemned the gun battle. The allegation against NNC by the NSCN-IM with a bad intention to malign its image is nothing but against the people and the nation,” the NNC, Zeliangrong Region stated.

Imphal, Nov 3 : A three-day Bharat Nirman Campaign in Ukhrul has concluded after highlighting and disseminating information regarding the various national flagship programme to the public at Multi-Purpose Hall, Mini Secretariat here on Saturday.
In the valedictory function Tangkhul Theological Association (TTA) president Dr. YL Mingthing graced as chief guest with Hungpung village headman AS Peter Wungayung and Wonthing A Shimray, deputy inspector, Autonomous District Council, Ukhrul as functional president and guest of honour respectively.
Dr. Mingthing said people in the northeast must be the happiest as the region has experienced lots of changes in the past few years while saying information on our existence has earlier been limited to the rest of the world.
He also stated the region still lag behind in terms of information and communication compare to other parts of the country.
Further, the chief guest pointed out that media plays a major role in disseminating information to the public and this role has not been recognized properly in our society.
He also lauded the organizers of conducting the Bharat Nirman Campaign in Ukhrul and believed that the participants are benefited from the programme.
Functional president and guest of honour AS Peter Wungayung and Wonthing A Shimray also addressed the gathering this afternoon, while expressing gratitude to the organizer for bringing such programme to the public in Ukhrul.
Earlier, the technical session has presentation on Sarva Siksha Abhiyan, Mid Day Meal and Right to Information delivered by officials from relevant departments of the district.
Gin Gangte, FEO, DAVP, Imphal delivered the welcome address and Premalata Loitam, MCO, PIB, Imphal pronounced the vote of thanks at the valedictory function.
The campaign organized rally, exhibition, public address, magic show, drama, songs and cultural items to disseminate information relating to national flagship programmes. The three-day programme was attended by children from different schools, representatives of social organizations, NGOS and members of the public.
In the entire three-day campaign, the Songs and Drama Division, Imphal entertained the audiences with their performances.
The organisers also gave away memento, certificates and prizes to various departments involved in the three-day campaign. The government departments from various blocks, NGOs and societies from different parts of the district took participation in the programme.
The Bharat Nirman Campaign was organised by the Press and Information Bureau, Imphal in collaboration with Directorate of Field Publicity (DFP), Department of Advertising and Visual Publicity (DAVP), Song and Drama Division, All India Radio, Doordarshan and district administration Ukhrul.

IMPHAL, Nov 3 MNS NNN : With issues and controversies surrounding the clearance of weeds in Loktak Lake, P. Chandra Shekhar Rao,zonal organisation secretary, North East States, BJP has charged the Congress-led Secular Progressive Front (SPF) Manipur government of malpractices on the ongoing clearance work of the lake and demanded certain points to be clarified and initiated at the earliest.
Addressing newspersons at the State’s BJP head office here today, P. Chandra Shekhar Rao demanded that the government should furnish reports on the present status paper on Loktak Lake clearance contract given to K. Pro Infra Works Private Limited and immediately release the details of the promoters of the private farm including its full form.
He further demanded that a Special Audit enquiry should be made by the Controller and Auditor General of India on the scam and an Enquiry Commission should be set up under a sitting Supreme Court Judge on the scam without further delay.
Elaborating on the contract work given to the private farm, P. Chandra Shekhar Rao informed that the Loktak Development Authority (LDA) Manipur had awarded “work order” amounting to Rs 224,39,14,035 to the farm, M/S K. Pro Infra Works Private Limited on August 1, 2009 and alleged that the private farm was the lone bidder in the process of the tender.
“This was the plan of the government. It is mandatory that there should be at least three bidders in any tender work no matter how big or small of the value of tender is. Awarding the work to the single bidder is a gross violation of CPWD manual norms “, he further charged.
Taking serious note on the issue, he expressed that the BJP had already raised the scam of the Loktak Lake Management and Conservation Project under SPA funded by PC with a total amount of Rs 224 crores and further informed that the matter will be raised in the winter session .

IMPHAL, Nov 3 NNN : All is not well among the various hill based students’ organisations. Misunderstandings and communication gaps are the reasons for all the ails. A day after the announcement of the ‘reviving’ of the erstwhile All Tribal Students’ Union Manipur (ATSUM) by the Joint Committee of Hill Districts Students Organisations (JCHDSO), the Kuki Students Organisation, General Headquarters (KSO-GHQ) has said it will not accept such move of the JCHDSO. The apex Kuki students’ body’s logic being that All Naga Students’ Association, Manipur (ANSAM) and the KSO-GHQ are the main constituent units of ATSUM and without their involvement and consent reviving or formation of the apex tribal students’ body is ridiculous. “The supposed formaion (revivival) of the All Tribal Students’ Union, Manipur (ATSUM) under the auspice of some hill district students’ bodies as ‘unacceptable’ and ‘invalid’. It is true that ATSUM has been defunct for the last three years. However, its two main constituent units, the KSO and All Naga Students’ Association, Manipur (ANSAM) have been working hard for the reinstatement of ATSUM to its former glory. To this end, exhaustive meetings and consultations were being held by Naga and Kuki students’ leaders. As such it is a matter of time that ATSUM becomes fully functional again. But this reported formation of ATSUM by Joint Committee of Hill Districts Students Organisations (JCHDSO) in the meantime, came as a shocker to the KSO.

The distribution system of LPG is something amazing. When the government announced restriction on the numbers of cylinders a customer is entitled in a year all in Manipur were quite surprised. People in Manipur get about four cylinders in a year. They have to buy the rest in black market. The distributors expressed inability to increase the quota as they are not getting adequate stock. But how come cylinders are available plenty in the black market. This is one question no one is able to answer . As the query remains unreplied those affected by it are the people and those benefitted by it are those involved in black marketing. Whose responsibility is it to rein in the bad men ? The government agencies have to be activated and compelled to work for the people and search for the answers to the various queries raised by the people specially the poor. Issuance of new connection is something never done in the open. If one applies through normal process one will never get the opportunity but if someone applies through back door, he will get it. There are two many problems to be ironed out. The consumers are forced to pay a huge amount of money without receipt and should buy a gas stove sold by the distributor. If one says no then one will never get a new connection. We sometimes wonder if the Petroleum and Natural Gas Minister Veerapa Moily is aware of the problem. Moily had already stated that the decisions on the issue is not a political one, it is an administrative move. Government had raised the price of heavily subsidised diesel to rein in its fiscal deficit and counter the threat of becoming the first of the big emerging economies to be downgraded to junk.
It also decided to limit the number of subsidised cooking gas cylinders per household to six per year, a move seen as hitting the poor hard. Any cylinder bought over this ceiling will be at market rates, which could almost double the price. Whatever be the politics behind the system at least ensure that whatever is doled out reaches the beneficiaries.

Born on December 15, 1949 at Kwakeithel Moirangpurel, he became the managing director of MFDC. He was awarded best actor award in Shanmbal Wangmada and was the music director and singer of different Manipuri film. He was the playback singers of Lamja Parsuram (1974), Shaphabee (1975) Olang Thagee Wangmadasu (1980), Kombirei (1989), Shambal Wangma (1993), Meichak Meichak (1991), Aroiba Bidai (2000), Nongju Ahing (2002) and Krishna Allah Jesus.
He was awarded best music director in the Manipur film festival 1984 organised by MFDC.

Imphal, Nov 3 : A 40 year old man from Manipur was reported missing while going to Amritsar from Manipur by train. The Kakching Police Official has immediately responded to take up the matter after Manipur Branch NE Helpline appealed.
Naorem Joy Singh S/o (L) N. Chandraja Singh of Kakching Turel Wangma Mantop Pareng, Manipur went missing in Jaunpur Railway Station, Uttra Pradesh. Wife of the missing person went to Kakching Police station but could not get help from the police and then approached North East Support Centre and Helpline, Manipur Branch Office. According to the information reaching to Helpline Centre of Manipur Branch, Joy left home on 22 October, took Dibrugarh – Amritsar Train from Dimapur on 23rd October morning along with A Premkumar alias Tona.
When train stopped at Jaunpur railway station in Uttra Pradesh at around 11 PM on 24th October, he went to fetch water in a bottle. The train left and he could not board it.
One local man at Jaunpur railway station, took him to railway police station and the police officials arranged for him to board on Doon Express on 25th October at 11.45 AM with the instruction to go up to Lucknow and then catch the train going to Amritsar. Thereafter, he went missing.
North East Support Centre and Helpline has appealed to Manipur Police to take up the matter with counter-part police department of Uttra Pradesh. The Spokesperson of North East Support Centre and Helpline, Madhu Chandra has spoken to UP Police official and also appealed in written to Mr. Robin Hibul, Deputy Commission Police of Delhi, who is appointed as an special official to look after the issues faced by the people from North East India living in Delhi and NCR. Joy is fair complexion, 4 feet and 11 inches high. He wore black colour trousers, cream colour half shirt and canvas shoes.

Manipur Mail is 32 years old today. This paper run entirely by members of a family has seen too many ups and downs in its 31 years of service to the state. This paper had witnessed too many incidents of great importance. This paper like other leading papers took its share of presenting facts and figures to the readers to judge by themselves merits and demerits of all that had happened. This paper believes in presenting only the facts and also in telling the truth.
It upholds the true principle of journalism and throughout its three decade long service to the people it fought against odds to tell what is happening under the sun. We believe no newspaper should attempt to play two roles one fire starter and another fire extinguisher. Manipur Mail played a role in analysing the situation prevailing in the state and it attempted to find ways out of impasse. There had been jubilant moments and the moments of sad also.
All these have remained now as a part of the history. Just two days before the inclusion of Manipuri language in the eighth schedule of the Indian constitution two fine gentlemen came to the office of the Manipur Mail and demanded that the paper play a pro active role to get the demand. We were in a fix and we could not know what the two gentlemen meant by pro active role. N. Tombi Raj former executive editor of the paper was with me. He said it is time we start thinking about what we should do after the inclusion of the language in the eighth schedule instead of fighting for a place of the language in eighth schedule. He told the two gentlemen that the language would find the place it deserved during the current session ofPparliament. Only two days were left for the session to conclude. There was a bet between the two gentlemen and our executive editor.
The rest is for all to know. Such types of threats do occur and it happens in the offices of all the newspapers. Scribes are expected to play the role of both social activist and reporter. Readers complain newspapers have not focussed on the areas, which they consider is paramount. In reply we tell them to write in details mentioning what they want the newspapers to do and send it in the form of letters to the editor. Lazy as they are nothing came out of it. But writing makes a man perfect. What you see, what you hear will all go to waste if you don’t note down on a piece of paper describing in detail all that you hear and see. But a businessman cannot be expected to waste precious morning time pondering over what is happening around them. Theirs is a different world.
Hence the division of labour. Manipuri Mail closely observed performance of the top ranking personalities. Sensationalism was not part of the growth of this paper. From the time since this paper was launched on November 3, 1980 print media had seen a drastic change. From one single leaf to this stage of newspaper, it could not have been possible at all unless there is cooperation from the readers. Appreciation goes to the readers, who have inculcated the habit of reading newspapers regularly.
