IMPHAL, Nov 7 NNN: The Manipur Science and Technology Council (MASTEC) is eying on mass production of ornamental fish in the State for the reason that the demand on different species of indigenous ornamental fishes of Manipur rises especially from Travancore Aquapets, a firm based at Cochin in Kerala, said an official of Manipur Science Aquarium on Wednesday.
Travancore Aquapets, which is demanding ornamental fish from Manipur, is a firm recognized by Ornamental Fish International (OFI) and that it also exports variety of ornamental fishes available across India under Marine Product Export Development Authority, Laishram Nabakumar, Fishery officer, Manipur Science Aquarium, told NNN.
Proprietor of Travancore Aquapets has demanded ornamental fish from the State for export after Manipur Science Aquarium recently sent some samples of Manipuri fish to the firm that can be used as ornate fish, Nabakumar said.
The indigenous ornamental fish demanded for export by the firm includes sarengkhoibi (Botia species), ngakijou (Loach species), ngawa (Barilius species), belun paibi (Esomus species), phabounga (Funtius species), ngawa Thangong (Raimas species), Meitei ngamu (Chana species), ngaten (Ompok species) nagpemma/pheatin (Colisa species) and ngarang (Batasio species).
On top of the above fish kind in demand, there are a lot of other species scattering in the hill streams which are difficult to identify, Nabakumar informed. However, he expressed dissatisfaction over inability to supply the fish demanded from outside because of non-availability in large number.
According to a book published by Marine Product Export Development Authority, 85 percent of ornamental fish exported by India are from the Northeast, he said. A survey will be conducted soon so as to take steps to increase the number of indigenous ornamental fish of Manipur by breeding process, he added.
The survey will be conducted by MASTEC under the funding of Department of Science and technology, Government of India, the Fishery Officer, Manipur Science Aquarium further explained.
The main objective of the survey will base on documentation of different ornamental fish found in the State and culture them besides propagation.
The survey will take about one year and the next step will be eyed on breeding of fish at every place where such fish are found. The breeding process will be handled by local entrepreneurs only.
He also informed that he has already started contacting some firms which are rearing ornamental fish for buying their products.
Bothering over market for the indigenous ornamental fish available in the State is not necessary now, Nabakumar stressed and appealed to all the entrepreneurs to focus their mind on production of such fish as it would become a lucrative business before long.

Everybody can hope. One has the right to hope. Hope is different from day dreaming. Day dreaming is done by lazy men, who want everything without doing anything. Even then not all hopes can be spoken out. If the hope turns out to be diametric to the popular belief of the masses it should be eliminated. Because there are listeners, who will scoff at if the hope appears to be inclining towards day dreaming. One must think several times before opening mouth. Wise leaders do not speak the ills of others. If they speak openly their leadership quality will be questioned. Do not expose yourself by speaking something, which will never materialise. Naga integration is beautiful, one can hope for achieving it. But integration of all Naga inhabited areas and keeping it under one administrative unit will be impossible. If one hopes for achieving it he or she will be treated as day dreamer. There are areas in Bangladesh where Meiteis are residing and also vast areas of land at Mandalay are inhabited by Meiteis. Can all these land come under one administrative unit? American English, Australian English, Hong Kong English, they all have maintained separate identity. Their separation had become history. Now they do want to live under one umbrella. Even the small family had been divided into nuclear family. But there can be emotional integration. Emotional integration binds all and a nation is kept alive when all the people live peacefully sharing concerns. Nagas living in Manipur can love Nagas in Nagaland. That requires exchange of love and expression of solidarity. What more can you do when even brothers do not cooperate with brothers. There are individual aspiration and ambition that stand in the way of all brothers living under the same roof. Nevertheless brothers love brothers. Living separately does not mean they quarrel. Therefore NSCN supremo is advised to eschew false hope of bringing all Naga inhabited areas under one administrative unit. It is time he realises that not all hopes can be fulfilled. After all what does one gain by causing social restlessness and keeping the states in turmoil with irresponsible demand? Moreover the affected states had pledged not to part away even an inch of land from their respective territories. Decisions of all the political parties of the country to protect territorial integrity also cannot be taken lightly. A party ruling both at the centre and the state cannot not do anything wrong to harm the interest of the people ruled by the same party. Any attempt to bifurcate the states in NE region on communal line will cause colossal loss. This is not a plaything. A toy can be repaired when it is broken. Moreover Manipur is not a creation of the Government at the centre. Manipur is different from other states in NE region, which were carved out of Assam. Future generation will not pardon the present generation if they cannot protect the territory of the state, which was handed down to us by forefathers. This feeling had been sown in the blood of the entire people living in the state. Therefore NSCN is warned against demanding amalgamation of Naga inhabited areas from Manipur into Nagaland.

MNS:- The Union Minister for Health and Family Welfare Shri Ghulam Nabi Azad has urged to bridge the gaps in the emerging spectrum of dual burden of diseases in health care with inherent strengths, holistic approach and wide range of remedies of AYUSH. He said this in New Delhi today while chairing the meeting of Consultative Committee of Parliament attached to the Ministry of Health and Family Welfare.
He said that Global trends indicate that the natural medicine is going to be preferred resort of health care for chronic lifestyle and geriatric disorders and Indian Systems of Medicine can play a significant role in tackling emerging health problems.
Pointing out that the allocation for AYUSH has grown significantly over the Five Year Plans, many new initiatives are proposed in the 12th Five-year Plan, to shape the development of AYUSH including flexi-funding for mainstreaming of AYUSH activities in the states like collocation of AYUSH facilities in PHCs, CHCs and District Hospitals.
Shri Azad announced that three more institutes, namely All India Institute of Ayurveda, North Eastern Institute of Ayurveda & Homeopathy and North Eastern Institute of Folk Medicine are coming up and are expected to be made functional in the current year.
With regard to improving the standards of education and regulation of drugs, the Minister said, in the last two years, some unprecedented steps have been taken to enforce the quality education norms and prevent mushroom growth of substandard colleges. For the first time, Minimum Standard Requirements of Ayurveda colleges & attached hospitals have been notified and relaxation given in certain eligibility conditions to facilitate objective inspection and reporting of college infrastructure and quality of teaching-training facilities.
Shri Azad informed the members that the Department has also been strategic in bringing regulatory & quality control reforms and a proposal for creation of posts has been moved to the Department of Expenditure to set up AYUSH Drug Controller at central level.
Regarding taking the Indian system of medicines to International forums, the Minister said, AYUSH Information Cells have already been set up in Malaysia, Trinidad & Tobago and Mexico for awareness building about AYUSH. International cooperation with China, Malaysia, Trinidad & Tobago, and South Africa has been initiated and is also under consideration with Nepal, Sri Lanka, Serbia and Mexico. Recently, Department has approached WHO headquarters to extend its support and undertake collaborative activities for the development of traditional medicine with focused outcomes, the Minister added.
Secretary, AYUSH Shri Anil Kumar illustrated various activities and achievements of AYUSH through a presentation to the members.
Some of the members shared their personal experiences in mitigating various ailments through Ayurveda and Naturopathy.

Hamid Ansari has said that Sardar Vallabhbhai Patel was an iconic personality, a close associate of Gandhiji, a leader in the freedom struggle, a person who along with Jawaharlal Nehru was at the helm of affairs in the early years of our existence as a free country. Delivering the Annual Sardar Patel Memorial Lecture on ‘Physical Integration and Emotional Inconsonance’ organized by All India Radio (AIR) here today, he said that his contributions were manifold; above all, history and generations of Indians will remember him as the man who presided over the process that resulted in the integration of the Indian States following the end of British rule and the termination of the “vague and undefined” relationship that princely States (together constituting 40 percent of the Indian land mass) had with the United Kingdom as the paramount power.
He said that the process of integrating 554 large and miniscule States was complex. It involved intricate negotiations on political, administrative and financial matters as also those relating to the armed forces of these units. It was almost completed by the time the Constitution of India came into force on January 26, 1950. The passage of time was to show that this integration of the minds, not only by the residents of the erstwhile princely states but by citizens on the national scale was to be a longer process, at times torturous, and covered all regions and all segments of population in our vast land. Nor was this unanticipated; as early as 1902, Rabindranath Tagore had observed that ‘unity cannot be brought about by enacting a law that all shall be one.’
The Vice President said that the size and diversity of the Indian landscape adds to the difficulty of finding solutions. A population of 1.25 billion dispersed over 4,635 communities 78 percent of whom are not only linguistic and cultural but social categories. The human diversities are both hierarchical and spatial. ‘The de jure WE, the sovereign people is in reality a fragmented ‘we’, divided by yawning gaps that remain to be bridged.’ Around 30 per cent of our people live below the official poverty line and the health and education indicators, for the population as a whole, despite recent correctives, leave much to be desired. There are, in addition, problems arising out of Naxalism and insurgency in some areas where the writ of the State runs in name only, demands for a better deal for the States of the Union, as also for tribes, dalits and most of the minorities within them. Each of these also relates to the requirements of fraternity and the achievement of national integration.
He said that hard issues agitating the public mind in different regions have come to the fore and seek acceptable solutions. B. G. Verghese has rightly observed that ‘as India’s multitudinous but hitherto dormant diversities come to life, identities are asserted and jostle for a place in the sun.’ He lists among these issues of majority and minority, centre and periphery, great and little traditions, rural and urban values, tradition and modernity and concludes that ‘this management of diversity within multiple transitions is a delicate and complex process aggravated by inexorable population growth.’
He opined that one obvious reason for this is the ripening and deepening of the democratic process in the country, the awareness generated by it, and the terms and shape of the dialogue propelled by it. Another is the failure of the State to comprehend the dimensions of change and the resultant failure to respond appropriately, without undue procrastination, and adapt existing mechanisms to newer requirements. As a result, the immediate has taken precedence over the remote; the obvious over the less obvious. There has been a shift of focus, perhaps a narrowing of the vision, with the national receding behind the regional or local. This is also evident in the domain of foreign policy where complex questions of national interest are involved and should not be impinged upon by transitory considerations.
The Vice President suggested that a beginning can, and must, be made with the loadstar of our national destiny, the Constitution. Experience shows that its provisions have been used creatively to expand the area of rights, to redress grievances, to allow greater space for federal units in specific areas. The need of the hour is to reinvigorate this process, to explore and make better use of existing constitutional provisions; above all, to ensure better delivery. Prescriptions of despair, unwise or impracticable, do not help the process.

MNS:- The first ASEAN-India Ministerial Meeting on cooperation in Renewable Energy was held in the capital today. Dr. Farooq Abdullah, Minister of New and Renewable Energy while inaugurating the meeting said that this meeting is a unique opportunity to catalize the India-ASEAN Renewable Energy family. He underlined the importance of Renewable Energy in India’s energy security, for achieving its goal of providing reliable energy supply and access through a diverse and sustainable energy mix. He stated that ASEAN member countries and India have several commonalities in their quest for targeting renewable energy. Globally, renewable energy has started making a positive impact on energy supply. The Global Renewable Energy Status Report 2012 reveals that renewable energy has grown to supply 16.7 per cent of the global energy consumption.
Dr. Farooq Abdullah stated that today India stands among the top five countries of the world in terms of renewable energy installed capacity and at present renewable power, with over 26 GW installed capacity, represents about 12.5 percent of the total installed power generation capacity in India. He further said that India aims to achieve about 55 GW of renewable power by 2017. Our renewable energy programme is primarily private sector driven and offers significant investment and business opportunities, he added. The Minister informed that the investment in renewable energy in India has now exceeded US $ 10 billion per year.
This meeting is a beginning to explore new horizons, new pathways to cooperation and new solutions to existing challenges. It aims to foster greater dialogue, greater sharing and increased interactions at institutional as well as industry levels among ASEAN countries and India. Dr. Abdullah, envisioned that every citizen of ASEAN-India region should have access to clean, reliable and affordable energy.
It may be recalled that ASEAN-India partnership has completed 20 years of existance. To celebrate this successful partnership, the Government of India hosted this meeting of the Ministers of Renewable Energy of ASEAN countries and India. The meeting deliberated and discussed the policy and regulatory framework for promotion of renewable energy in ASEAN member countries and India. The issues of financing of renewable energy, cooperation in research and development, technology transfer were some of the issues that came up for discussion.
The meeting was attended by H.E. Shri Pehin Dato Mohammad Yasmin Umar, Minister of Energy, Brunei Darussalam, H.E Shri Dato’ Sri Peter Chin Fah Kui, Minister of Energy, Green Technology & Water, Malaysia and H.E. Mr. Tran Quoc Khanh, Wice Minister of MOIT, Vietnam. The other delegations were headed by respective Ambassadors and High Commissioners. The Ministers of ASEAN member countries presented the present status of renewable energy utilization in their respective countries and all of them reiterated the need for augmenting renewable energy applications in view of ensuing needs and also to curb emission of Green House Gases. Many ASEAN countries sought cooperation in Solar, Wind, Biomass, Small Hydro Technologies including capacity building from India. At the end, the Chairman’s Statement on joint cooperation for renewable energy applications was adopted by the Ministers and Heads of Delegations of ASEAN country and India.
Prior to this meeting, the Ministry of New and Renewable Energy (MNRE), organized an ‘ASEAN-India Workshop on Cooperation in Renewable Energy’ of experts and policy planners from ASEAN countries and India on 5-6 November 2012 at Vigyan Bhavan New Delhi. The workshop aimed at sharing of experience among participating countries on development and deployment of renewable energy and to identify the institutions for establishing long term cooperation between institutions in India and ASEAN countries. The workshop was attended by 17 participants from 8 ASEAN member countries with over 170 delegates from all over India and from different streams of renewable energy. Over 30 experts made their presentations on the subjects of Wind, Solar photovoltaic, Solar thermal, Bio-energy, Renewable Energy Resource Assessment Techniques, Off-grid Applications and Micro-grid for Rural Electrification. The major areas of cooperation that emerged in the workshop included Experience sharing in Renewable Energy Resource Assessment using GIS and remote sensing technologies, Sharing of Renewable Energy equipment calibration and testing facilities, protocol and evaluation methods, standards and certification procedures, off-shore power supply and transmission technology utilizing wind and ocean technologies, regional network on R&D on Renewable Energy Technology facilitating sharing of best practices and lessons learnt, exchange of ideas for providing energy access to rural population through promotion of micro-grids/off-grids based on renewable technologies and sharing of experience in financing of renewable energy projects.
