IMPHAL, Dec 21: Manipur police have seized large haul of explosive materials meant for the banned People’s Revolutionary Party of Kangleipak (PREPAK) from a house in Khurai Chingangbam Leikai, Imphal East in the wee hours of Friday, a police official said.
Briefing the media at the Imphal West commando complex, S Ibomcha, Deputy Superintendent of Police, Imphal West said the seized items include three 1.5 ft long finished bombs, four 1 ft long explosive cakes (labeled as Charge Demolition M112), three transistors, two detonators with wires, eight batteries, one Bajaj Super without registration number suspected to be used to fit explosives and two demand letters of PREPAK, addressed to Dr Bilashini (Rs 10 lakh) and Dr Landhoni Rs 5 lakh).
At about 3 am today, based on a specific input, a combined team of commandos, Imphal West and Imphal East led by Inspector P John, Officer-in-charge, commando, Imphal West conducted cordon and search at the house of one Haorongbam Sharatchandra, 58, of Khurai Chingabam Leikai and recovered the above explosive materials, the DSP said.
However, the main accused namely, Haorongbam Shanker, 23, son of H Sharatchandra of Khurai Chingabam Leikai was not found at his residence, he said, adding the father of the accused, Sharatchandra was apprehended along with the explosive materials.
Sharatchandra revealed that the explosive items were brought and kept by his son and associates four days back, the DSP further said, adding the arrested also disclosed that the two bombs which exploded on December 19 near Panchayat Bhawan, Porompat was taken away from his house. The seized scooter was procured by his son recently to use in nefarious activities, Ibomcha said.
A criminal case has been registered at Porompat Police Station in connection with the seizure of the explosive items and started investigation into it, he added.

GUWAHATI, Dec 21 NNN: The move of New Delhi on Telengana issue has stirred up the Bodo statehood demand issue today. The All Bodo Students Union (ABSU) is all set to re-launched its statehood demand movement from January 1, 2013. The proposed December 28 all-party meet on Telengana issue has prompted Bodo students’ body to re-launch its movement in ten days’ time.
ABSU chief Pramod Boro claimed that the demand for creation of separate Bodoland state is 25 years old. He said New Delhi should not ignore the aspiration of different communities on the issue of creation of new states.
“If the governmenmt of India can convene an all party meet on Telengana issue, why can’t it hold the same on Bodoland state issue?,” Pramod Bodo asked.
Few days ago, Union Home minister Sushilkumar Shinde had stated that he would formally invite all parties for the meet on Telengana issue.
Following this development, ABSU organized a mammoth public rally at Rawta, 150 km from state capital in Udalguri district under BTC (Bodoland Territorial Council) in the state. In the rally, ABSU announced that it would start new Bodoland movement from January 1 next.
The ABSU president said that it was nothing wrong for any community to live with dignity, to raise voice for political rights and to protect their own language and culture. “We have to get our political rights. We are ready to sacrifice our blood for the cause of Bodoland state again”, said Boro.
The ABSU chief alleged that for political benefit, the government of India pays more attention to Telengana state demand and ignore demands of creation of a separate state in other parts of India.
Pramod Boro said New Delhi should institute State Reorganisation Commission to look into the matter of demands for creation of new states across the country.
Apart from ABSU, Joint Action Committee for Bodoland movement, a conglomerate of 52 organizations have already announced economic blockade on NH 37 from January 1 next. The entry point to Assam from mainland Indian states is at Sri-rampur in Kokrajhar district under BTC.
From Rowta, ABSU started Bodoland statehood movement in 1987. The Bodo statehood movement in Assam claimed lives of 1135 Bodos. During the Bodo movement in Assam, thousand were homeless, three major clashes between Bodos and non Bodos (with Adivasis, immigrant Muslim and Assamese speaking communities).
Mention may be made here that the government of India had inked two accords with Bodo separate statehood movement leaders for solution of the Bodo movement. The first accord was signed in the year 1993 with creation of Bodoland Autonomous Council and second in 2003 with creation of BTC ( Bodoland Territorial Council). The Assam districts of Kokrajhar , Chirang , Baska and Udalguri comprised the BTC.

IMPHAL, Dec 21NNN: The Chandel Naga People’s Organisation (CNPO), Chandel NagaWomen Union (CNWU) and Naga Peoples Movement for Human Rights (NPMHR) have strongly condemned the incident of the Maha Union Higher Secondary School ground, Chandel where Manipuri film actress Momoko among other artists was molested and assaulted by NSCN-IM cadre Livingstone. CNPO said it condemned the incident in the strongest term and said that such incident should never be repeated again. However, the CNPO said the organisations should not politicalise the matter. “It is done by an individual so let the law of the land takes its own course to deliver justice,” said the CNPO. The apex Naga body of Chandel district also said that an act of one individual should not be brought to the fore of the ethnic lines. CNWU and NPMHR said the incident was very unfortunate and regret on behalf of the organizers and the artist that such very high profile programme was staged without security arrangement in the remote district head quarters of Manipur. “We request all right thinking people to refrain from actions that could trigger communal tension or create fear psychosis (both valley and hills) in this already trouble torn state of Manipur,” the CNWU and NPMHR added. Both the organisations appeal the state and the non state actors to respect human rights and uphold the Universal Declaration of Human Rights in the process of delivering justice in the larger interest of communal harmony and the sanctity of the Christmas season. “May Peace and Joy of Christmas prevail, amen,” they added.

IMPHAL, December 21: With Christmas and New Year celebrations ahead, the demand for cakes has soared up in the state aided partly by new age bakers who have stepped in with their baking skills and innovative cake designs.Theme based cakes as per choice and cakes with edible photographs of cartoon characters and real persons are now the order of the day. IFP talks to one such baker in Imphal who started cake baking for friends and family and ended up starting a popular `dial a cake` service.

Michelle Salam of Moirangkhom Sougaijam Leirak in Imphal, earlier a home-maker and a mother of two now wears one more hat of being a self made entrepreneur. Michelle`s cake business named “Michelle’s Sweet Temptations” is operated from her home and earlier thrived on the basis of a strong word of mouth practice amongst satisfied customers and has now grown into a unique customer interactive service thanks to social networking site Facebook.

In an interaction with IFP Michelle, an economics graduate from Sophia’s College, Mumbai said,”I ventured into this whole cake baking enterprise by sheer chance without any specialized knowledge of baking cakes.” It was her husband who motivated her into the art of baking. “13 years back I baked my first cake at home and presented it to my husband. To my utter surprise, he not only relished the cake but asked me to prepare more of them!” she said. Soon, Michelle began to bake cakes for family and friends for special occasions like birthdays and anniversaries at leisure. Thereafter, she began to receive orders from acquaintances.

Now, she maintains a Facebook page titled “Michelle’s Sweet Temptations” where she regularly uploads photos of her home-baked cakes of different designs and flavors. Her clients are mostly from the Facebook who make special orders for birthdays, anniversaries and other festive occasions with marriage season bringing in busy hours shaping cakes and designing as per customer needs and personal choices. “Thanks to the internet and Facebook specially, many of the Manipuri diaspora and those living within the country are able to reach me, choose designs and themes and even ask for their own designs,” says Michelle who has made use of another online mechanism of taking payment for orders for cakes via PayPal. An avid interest in fine arts and drawing aided in Michelle`s cake making and a look at Michelle`s Sweet Temptations page on Facebook gives evidence of the appreciation for her near perfect decoration and finishing touches.

Started from the confines of her house, Michelle`s Sweet Temptations engages a team of five other bakers currently working in the cake shop. Michelle hopes to expand her shop and cater to her clients` demands with a wide range of delicious cakes all occasions.

And while cakes engraved with the images of popular cartoon characters like Chota Bheem and Ben-10 are popular among children and parents for birthday orders, the festive season theme is what is keeping Michelle busy with Santa Claus being a huge favourite.

TAMENGLONG, Dec 21(Newmai News Network): The unfortunate incident occurred on the night of December 18 at the entrance gate of Orange Festival venue wherein one Boudiyang Panmei was shot dead while assisting his wife who happened to be one of the owners of a stall, according to Zeliangrong Youth Front ZYF) and Zeliangrong Students Union Manipur (ZSUM). Boudiyang was killed during the festival in the midst of security forces, government officials and the public by unidentified gunmen, alleged the ZYF and ZSUM while strongly condemning it.

ZYF and ZSUM said today that they are very seriously observing the way and manner the State government is dealing over the issue regarding the incident and expected that the issue would be discussed during the Assembly session.

The ZYF and ZSUM lamented that the state assembly ignored the Tamenglong killing incident while much attention has been given to the Chandel molestation incident. They said the degree of crime between dead case and that of molestation has been a big gap.

The ZSUM and ZYF also expressed unhappy the way and manner of the news coverage on the issue both by the print media and other electronic media. “Both the local and outside media persons with necessary equipments were present at the Orange Festival but the reportage has been biased,” alleged the ZYF and ZSUM. Both the Zeliangrong organisations then urged the media fraternity to abide by the journalism ethics while reporting such a sensitive issue. “Investigation into the incident and finding out the culprits involved in the case at the earliest possible should be the priority of the government to prove that it is against such incident,” asserted the ZYF and ZSUM.

ZYF and ZSUM then wondered as to how and why the dead body was accepted by some individuals without executing any written agreement or condition with the government. “This has only weakened the Zeliangrong society as a whole by depicting it as a headless society therefore, any responsible person of Zeliangrong society should first discard his or her individual interest if we have to uphold the custom, belief and tradition of the society especially in such an issue,” they added.  ZYF and ZSUM said they will not remain silent spectators in this issue and appealed all sensible persons to cooperate with them in the fight for justice.

DIMAPUR, Dec 21: NSCN (IM) chairman Isak Chishi Swu and general secretary Th Muivah, have once again expressed optimism that an early solution to the Indo-Naga political issue is on the anvil.

“Both the Government of India and the Nagas are serious on finding an acceptable solution to the Naga issue and so we expect the dialogue to move in a more positive way from now on,” the top leadership of the NSCN (IM) told media persons on arrival in Dimapur from Delhi for the Christmas holidays.

However, the timeframe to the realisation of the much anticipated solution is one thing the top NSCN leaders say they cannot commit.

On being asked if a solution could be expected before the State general election in February-March next year, Muivah refused to attach a timeframe on when the solution would likely come about. “In politics of this kind, to have timeframe is not possible,” he maintained.

Despite the uncertainty on the ‘when’, Muivah, however, espoused confidence that an early solution is on the threshold as both sides are very determined to get the issue resolved.

“Both sides are serious. There is no doubt about it. We’ll do the best we can and the Government of India are doing the same thing. But it is very hard to say more than that now.”

On the assurance factor, the NSCN (IM) leader admitted they cannot give any assurance on the issue, other than to do the best for an early solution. “Of course, we cannot assure anything. But from our side, we are doing the best we could and can, and will continue to do that,” Muivah stated.

The NSCN IM leaders also said they will be happy to meet NGOs or any group of Naga people for consultation while maintaining that it is always essential and indispensable to have concrete and objective understanding among Nagas.

“We are subjects of the people,” Muivah said, while asserting that the NSCN is not above the people and that the people have the final say.

On celebrating Christmas in Nagaland, he said, “We’re purposefully coming this time because as we all know Nagaland is for Christ. And this is the season of the birth of our saviour Jesus Christ, and we’ll be happy, the happiest, if we can meet our people and worship and praise together.”

The NSCN (IM) collective leaderships also conveyed Christmas greetings to all Nagas and people of Nagaland. They were later escorted to the Council HQ Camp Hebron by Dimapur police and NSCN functionaries.

UKHRUL, Dec 21: The biggest Church in Ukhrul District, the Halang Baptist Church (HBC)`s new building that took almost 22 years to complete, was dedicated on Thursday at a grand function in the presence of thousands of Christian faith believers from across the district.

The new Church building measures 168’X72’ including a length of 24’ as its main verandah. Initially started in the year 1990, it is now considered as the biggest Church building in the district so far.

The monolith was unveiled by the local Pastor Silas Keishing during the Dedication function began at the Church`s overcrowded campus filled with melodious Gospel sang in unison along with the Church Dedication Choir followed by opening the New Church door by the Dedicatory Minister, Elijah Chamroy.

Soon after, thousands of villagers entered the new Church building for the dedication service. Participants at the ceremony included Pastors, Deacons and Women Societies from different Churches, various Associations’/Conventions’ leaders, Mission workers, villagers and invitees.

About 300 women from Halang village, married to outsiders (also known as YORLA in Tangkhul dialect) had a wonderful morning Gospel message preached by one of the speakers Rev E Shaiza, general secretary, Tangkhul Naga Baptist Convention (TNBC).

The main sources for the new Church building construction were collected through financial drives from local contributions, faith promise, houses grade shares, roofing share, Offerings, free-will contribution, employees share, Hens (har) share, men powers, women contribution, CYS contribution and various donations from Officers who donated 110 GI sheets and Iron-rods.

The function was attended by Prof H Nandakumar Sharma, Vice-Chancellor, MU, Dr M Sureshkumar Singh, coordinator, CHRDE, MU, Prof N Lokendra Singh, Registrar, MU, and L Kailun Kom, IPS, IGP, Law & Order-1, Government of Manipur as chief guest, president, and guests of honour respectively.

Addressing the function as chief guest, Prof H Nandakumar said that education played an important role in ensuring that people enjoy rights in a proper way. He also stressed that human rights class should be provided during the police training programme.

IMPHAL, December 21: The Students’ union of Indira Gandhi National Tribal University, Regional Campus, Manipur staged a sit-in protest against the alleged shortage of teaching and non teaching staff, and infrastructure, non-availability of the prescribed study materials in the library and Xerox machine.

The students’ union alleged that the Centre sanctioned Rs 23 crores, out of which, around Rs 40 lakhs were spent. The university has only 105 students in two departments i.e. MA in Political Science and Master in Social Work.

Demanding the Vice Chancellor’s resignation from his post, the students’ union said that the University’s authorities should be held responsible for the students’ agitation and issues of discontent in the University.

During the agitation, the Students’ union burnt effigies of VC, Prof CD Singh and Director, IGNTU – RCM, Prof Valalgnghak and pelted stones at the sign board of the University.

IMPHAL, Dec 21: The police have refuted on a reported news item on local dallies which claims that four electricity staffs including a Section officer has been abducted by suspected KNA cadres on the intervening night of December 18 and 19.

According to the police, the four were on duty at Moreh and later they were fixing the electric wires between Tengnoupal and Sita and returned back on December 19 at around 7:30 pm.

IMPHAL, Dec 21: The recent case of a false allegation of elopement of a student leading to the expulsion of a student of class 8 from RK Sanatombi school by the School principal has been `investigated` by the Manipur Students Federation (MSF). Aheibam Boynao Vice President of MSF said that during their investigation, they found that the girl was innocent. He further said that it is the failure of the school administration that this case has come up in the public domain. He stated that the negligence of teachers and principal has led to the emotional harassment of the 14 year old student and for this, the school management and authority must act and punish the concerned teachers and principal accordingly. MSF VP Boynao further said that the student body will also take up harsh action against the teacher and the school must comply with it.

During the function, a sewing machine was handed to Tippum Maring, a victim of IED blast, while computers were also given to Chingdomgpok Junior High School.

During the function, a presentation was given about the program being conducted by BSF for the people of Manipur on pre-recruitment drives, adoption of the school Aids awareness program etc. A cultural programme was also organized by BSF in honour of ex-BSF personnel.

SENAPATI, Dec 21 (NNN): One NSCN-IM Tatar (member of Parliament) was killed by 43 Assam Rifles in Sadar Hills of Senapati district today.

The deceased has been identified as Apao Kipgen who was the younger brother of former MLA Haokholet Kipgen.

There have been contradictory stories coming in regarding the cirscumstances that led to the killing of the NSCN-IM Tatar.

The Assam Rifles source said Apao Kipgen was killed in an encounter but the family members said otherwise.

According to Apao Kipgen`s family members, personnel of 43 Assam Rifles picked up Apao Kipgen (53) from his house at Henbung and killed him near Tasar Farm between T.Khullen and Chungoubung, Sadar Hills area under Senapati district. The police found the dead body of Apao Kipgen at around 1:30 pm.

Assam Rifles source said an SLR and a 9 mm pistol were recovered from Apao Kipgen.

Eye witnesses said bullet marks were seen all over Apao Kipgen`s body.

MNS:- An online system of booking for tours of Rashtrapati Bhavan was launched by Secretary to the President Smt. Omita Paul on December 21, 2012. Beginning January 1, 2013 Rashtrapati Bhavan will also be opened for public viewing on Sundays and for increased hours.
The days Rashtrapati Bhavan would be open for visitors are Friday, Saturday and Sunday from 0900 hrs to 1600 hrs without any lunch break.
Two routes for such visits have been created and visitors can choose between them. The first route will cover Forecourt, Reception, Lutyen’s Gallery, Marble Hall, Kitchen Museum, Children’s Gallery, Gift Museum, Durbar Hall, Library, Long Drawing Room, North Drawing Room, Ashoka Hall, Loggia and Banquet Hall. Brief details of each of these places are on the Rashtrapati Bhavan website. The second will include all the above places and Mughal Gardens.
Guides will be provided. Entry is free.
Interested persons can log on to website www.presidentofindia.nic.in from December 21, 2012 and register themselves in the ‘online booking’ system for visits post January 1. Visits can be booked upto 30 days in advance. On-line Booking provides time-slot options starting from 0900 hrs to 1600 hrs and also indicates the available days for visit to Rashtrapati Bhavan. Each time-slot will be available for up to 50 visitors. In case of school children visits/group visits, this restriction will not apply.
After on-line booking, within 2 working days, confirmation will be sent by email. The status of the booking can be checked on-line using the Registration No. and Date of Birth. In case of cancellation of tours due to other official engagements in Rashtrapati Bhavan, information will be sent by email to those who have booked tours.
The system will operate on first come-first serve basis. Those who do not have email facility or access to the Internet can continue to follow the existing system of writing to Deputy Military Secretary, Rashtrapati Bhavan.
Online booking system will cut down on paper communication and is environment-friendly. It will make management of visitors more efficient and provide visitors with a wide option of time-slots. The system has a tour guide management module, which will also be functional from January 1, 2013, using which guides will be allocated to each group of 50 visitors.
