The location of armed forces personnel serving in forward areas is invariably classified. While mobile and internet may be the preferred means of communication for most today, this facility is not necessary available to the soldiers serving in borders of our nation. So how do family members and friends of soldiers communicate with them?
They simply write on an envelope or on an inland letter the soldier’s name, his unit details and mail it “Care of” (C/O) 56 or 99 APO, depending on whether he is serving in the western or eastern sector. Whether standing vigil in a forlorn forward post or elsewhere where even eagles do not soar, Army Postal Service (APS) through their Army Post Office (APO) and subsidiary network of multitudes of Field Post Offices (FPO) ensures its timely delivery.
56 and 99 APO, incidentally are the two Central Base Post Office (CBPO) mail sorting hubs operating out of New Delhi (No. 1 CBPO) and Kolkata (No. 2 CBPO), respectively. Between them the entire postal needs of the armed forces and few other ancillary paramilitary organisations get taken care of within India.
The origins of these two famous forwarding mail hubs of APS has an interesting history. Subsequent to the victory over Japan by allied forces in August 1945, the ‘Indian Army Postal Service’ as it was then known, began the process of disbanding all its existing 137 FPOs.
56 FPO, which was raised in Secunderabad on June 30, 1941, was the last FPO left awaiting disbandment. Having just returned from Iwakuni, the British Commonwealth Occupation Force Air Base in Japan, it was however, left unscathed.
Redesignated on October 24, 1947, with a new coded security address “C/O 56 APO”, it began as the new base sorting office in New Delhi to serve the postal needs of troops at Punjab and J&K, as a consequence of the Pakistani raiders invasion on October 20, 1947.
Today, there are more than 350 FPOs under 1 CBPO that take care of mails addressed “C/O 56 APO”, encompassing operations across the entire spectrum of our country except the eastern sector.
Meanwhile, “C/O 99 APO” came into being as the coded security address for all in the eastern sector including all the eight north-eastern states, West Bengal and the Andaman group of islands with the raising of 2 CBPO on April 1, 1964. It addresses all its postal operations through its network of nearly 130 FPOs.
The APS Corps celebrated its 41st ‘Corps Day’ on March 1, 2013. However, its origins go back as early as 1856 when APS was first conceived as a wartime organisation integral to the expeditionary forces that headed to Bushire in the Persian Gulf, and several other such missions elsewhere, later.
Till 1947, APS was a part of the ‘Indian General Service’, which was then disbanded. It was then affiliated to the ‘Army Service Corps’ as its postal branch until establishing itself as an independent Corps from March 1, 1972 onwards with a defined role. It includes, ensuring security by use of security address and by assisting censorship, implementing postal concessions and providing postal facilities to troops in operational areas.
It also adopted the ‘flying swan’, the mythical carrier of messages in several Indian epics, including the Mahabharata, as its emblem with the motto “Mel Milap” (in Hindi) meaning ‘union through mail’. Swan is a graceful bird known for its strength, courage, speed and ability to reach inaccessible places, an appropriate symbol of what APS stands for.
For the benefit of the troops, APS provides all the services that ‘India Post’ – National Postal Network – offers to its client base. These include, besides routine postal service, services such as Speed Post, Express Parcel Post, Postal Life Insurance, E-Post, Post Office Savings Bank, Public Provident Fund among others. It is set to introduce several ‘core banking solutions’ and ‘value-added services’ relieving soldiers of their anxiety while serving in forward areas.
Contrary to perceptions that cellular connectivity and internet must be denting the mail volume in present times, statistics indicate that it has, infact, steadily risen. Brigadier (APS) at Eastern Command, B Chandrasekhar, ascribes this phenomena to the rise in the volume of official and business mail offsetting imbalances, if any.
Amplifying further, Col Akhilesh Pandey, Commandant No. 2 CBPO says, “The mails from various service providers such as financial institutions including banks, insurance and investment companies, towards their business transactions is on the rise. The services also extensively use the ‘Scheduled Despatch Services’ (SDS) for despatch of all their secure official mail.”
But the organisation that is manned by volunteer officers drawn from the Indian Postal Service on deputation, together with three-fourth of its personnel drawn from the Postal Department, does not easily sit on its laurels. They are constantly evolving newer ‘value-added services’ to retain their trusted clientele base, the Indian soldier, who knows that his ‘flying swan’ comrades will always keep him connected with his family and friends, irrespective of his remote or classified location.
Perhaps one of the best depiction of the emotions of soldiers when they receive their mail from their near and dear ones was enacted in the JP Dutta film “Border” with the iconic chartbuster song “Sandeshe aate hain, hamei tadpaate hain, to chithi aati hai..” That really is what the caring flying swans do, bring smiles and draw emotions.

UnderJananiShishuSurakshaKaryakram (JSSK),institutional deliveries have seen a quantum jump, leading to unprecedented increase in the institutional deliveries from 7.00 lakhs in 2005-06 to nearly one crore and ten lakhs (10.9 million) in the past two years. To cater to the increased demand, 100, 70 or 50 bedded MCH Wings have been sanctioned. More than 25,000 additional beds have been sanctioned across 415 facilities in 11 States. There has been tremendous improvement in the referral transport and out-reach services through over 18,000 Mobile Medical Units and Ambulances. A name, address and telephone based Mother and Child Tracking System (MCTS) has been put in place to reach out to every pregnant woman for proper care during pregnancy and to every child for proper vaccination. Data of more than 3.9crore (39 million) women and 3.2crore(32 million) children has been captured as of March, 2013.

PentavalentVaccine containing DPT, Hepatitis-B and Hib vaccines was started in two states of Kerala and Tamil Nadu from December 2011.Six more states i.e., Haryana, Goa, J&K, Karnataka, Gujarat and Puducherry were included in December, 2012 for expansion of the programme. A latest initiative is the “RashtriyaBalSwasthyaKaryakram”, which was launched on 6th February, 2013 from a tribal block of Thane District in Maharashtra by Chairperson, UPA Smt. Sonia Gandhi. This national programme is for Universal Screening of Children for Disorders, Diseases, Deficiencies and Disabilities from birth up to 18 years. The programme will cover almost 27 crore across the country, including 17 crore school going children. Efforts to control anaemia would encompass adolescent boys and girls in addition to children and pregnant and lactating mothers for which a nation-wide strengthened programme of weekly supplementation of iron and folic acid has been launched in January, 2013 to cover 130 million adolescents.

The two constructions reveal the state of affairs happening in every Leikai. We remain engrossed thinking about death and feast only. Where there used to be foot ball or hockey ground has been occupied by community hall and crematorium. But death occurs rarely once or twice in a year. The place occupied by crematorium remains deserted as young children do not want to enter the area. The population in Delhi is 10 times larger than Manipur. But no crematorium is to be seen as is being seen here in Manipur. Something needs to be done to change the mindset of the people, who compete in the construction of crematorium. Amazingly youngsters talk proudly when his Leikai possesses a crematorium. Those not having one have felt depression. Long before Local area development fund of the MLAs were nonexistent there used to be lots of play grounds for the children. If the local area development fund would be used in building the two useless constructions it is time the fund is abolished. Our MLAs must not allow the fund to be used in doing useless things. Instead of constructing crematoriums in every Leikai the state Government must think of constructing electronic crematorium where family members can bring the mortal remains of their near and dear ones for consecration to the fire. When that is done all these crematoriums can be dismantled and the space available can be restored to their original position. How many of these children can go to Khuman Lampak or SAI complex to test their talents. Manipur may lose the prestigious sports power house title when these young children for want of space stop playing. The sports stars of the state have many stories to tell about how they could reach their present status. Football legend Maradona was spotted by his coach when as a child he kicked empty cans with left foot hitting the target of his choice. When he played with the empty cans he would not have known he would one day become the greatest footballer on the earth. Similarly our boxers, cyclists, weightlifters would not have reached their present status if they did not play. Stop worrying about crematorium and community halls. These crematoriums are dark spot. Funny things happen in some areas crematorium is developed like a garden. Who will dare enter such place until the death calls you. Let us think for the future generation. We need to preserve lots of space for the young children, where they can play leisurely. Show the responsibility of serving all the people including the young children.

Manipur who were rescued on March 12 from Grace Home, The Father’s Children Home and two others who were rescued from Pastor Jacob John’s house on March 25.
According to Tangkhul Shanao Long Delhi, the government of Rajasthan besides bearing the flight expenses of all the children hailing from Manipur, has also extended monetary
support of Rs 10,000 each to the children through the Social Welfare Department and CWC of Manipur. TSLD was given the assurance by the state representatives that a bank account for each child would be made and the money deposited.
The children, especially the girls have withstood a very difficult and traumatic phase in their lives and TSLD said it would like to ask of the government of Manipur and its concerned authorities to be sensitive especially while interacting with the media.
“The statement from the chief minister of Manipur that some children were sent with the knowledge of parents due to their poverty is a proof that the state government and its officials are so disconnected from the grim reality of life in the different districts where people are struggling not just with poverty but is also grappling with want for very basic quality education and health service,” TSLD said.
“The statement also smacks of blame game that seems to suggest that the parents are responsible for it. Parents of these children were lured, deceived,
lied and coerced into believing that their children were going to be provided with quality education and good living. However, they were exploited and abused in various forms. This
is a Human Trafficking crime committed by Pastor Jacob John and his associates who helped recruit these many children from our districts. It does not however absolve the
Government of Manipur from its responsibilities to ensure that every child is entitled to Right to Education which constitutionally guaranteed under Article 21-A. Had these programmes and policies been effective children would not be sent away from home to seek education,” TSLD clarified.
Moreover, the parents did not send their children to be exploited and robbed of their childhood and innocence.
It is worth taking note that the identities of all the children were changed. It is also worthwhile to note that as many as 8 children were found with severe leg deformity that requires medical surgery. “They used to be brutally beaten up and often starved. They were shown a picture of a school but were never sent to one. They were never allowed to go out but 29 girls kept cooped up in a room without electricity and a broken toilet. They were not allowed contact their families without supervision-the most heinous act of all is that pastor Jacob John sexually abused the girls, most of them below 13 years of age for years altogether,” the Tangkhul Shanao Long Delhi further said.
TSLD demanded that the government should not deal with this case in an abrupt and adhoc manner like in the past but should work on a well planned long term rehabilitation support that includes professional counseling and good school education so that they will not be re-trafficked.
TSLD said it has every reason to believe that there are many more children who have been trafficked and the government and its subsidiaries should track every child and ensure that they are safely brought home.

Imphal Apr 2 MNS UNA : A 12-member Myanmar’s delegation led by a member of the Parliament of Union of Myanmar Tuesday arrived at Imphal to hold a meeting with the authority of the Shija Hospital and Research Center of Manipur, a private healthcare centre planning to extend healthcare service provider to the neighbouring country (Myanmar).
The delegation led by MP U Khin Muang Shwe who is also a member of Bill Committee arrived at Moreh, the border town at the international border with Myanmar this morning and proceeded to Imphal this afternoon.
The delegation was received by the government representative led by Ksh Shanta, OSD Export and Import promotion cell of the Department of Commerce and Industries at Moreh.
As soon as they arrived at Imphal, held a meeting with the managing director of the Shija Hospital and Research Institute Dr Kh Palin and discussed about the health care services of the state.
The meeting discussed for enhancing the proposal for extending the Smile Train project, being implementing by the private healthcare centre with the support from the Smile Train USA in the state of Manipur, to Sagaing region of Myanmar.
The Myanmar delegation has proposed to conduct a camp of the Smile Train Project in their country in association with the Mongya Hospital of the country.
The Shija Hospital and Research Center of Manipur was all set to create history by becoming the first ever country’s private health service provider to the neighbouring country Myanmar after a proposal for extending the Smile Train Project to the country was accepted by the Myanmar government.
For extending the project, the private healthcare centre has reportedly sought a final clearance from the Manipur government and New Delhi to hold a free treatment camp at Saigang division of Myanmar.
Smile Train Shija Project had already extended to Nagaland and Tripura where it was successfully implemented, and the authority of the Smile Train USA has agreed to the extension of the project to the neigbouring country Myanmar, managing director Dr Palin had earlier informed.
After meeting with the authority of the Shija Hospital and Research Institute, the delegation further met with the authority of other private health service provider including Babina Clinic.
Led by MP U Khin Muang Shwe, other members of the delegation included U kyaw Win, Power Minister Sagaing Region, U Htan Lian Nar, member of
Sagaing Region Parliament, U Khin Maung Zaw, Township administrator, General Administration department Tamu Sagaing Region, U Tin Maung Win, Director of Electric Power Division, U Myo Nyunt, District
Manager of Electricity, Tamu District and U Hla Maung President of Border Trade Chamber of Commerce, Union of Myanmar.
The delegation is scheduled to leave Imphal for Tamu on April 6.
During their camping at the state capital, the delegation would meet with state chief minister Okram Ibobi Singh and power minister to discuss about the electric power plants in and around Imphal.
The delegation is further planning to meet with state commerce and industries minister K Govindas to discuss on the improvement of the cross border trade activities between Moreh and Tamu.
Meanwhile a statement from Shija said During the interaction, the Managing Director of the hospital Dr. Kh Palin proposed the following to the authorities of both India and Myanmar;

WAD also extends gratitude to concerned department and CWC members for the commitment and struggle in bringing back the children to Manipur. “It is our deep concerns to respond positively under the leadership of the chief minister and the Social Welfare Minister. WAD and its counterpart NGOs, CBOs and POs of Manipur warmly welcome the timely support of our chief minister to visit the place personally and looked into the issue of child trafficking with serious concerns. Poverty stricken, uneducated and the armed conflicts victimized parents are the targets of children trafficking as they can be easily lured by the traffickers with false promises and opportunities, WAD stated. It then said the government must take various precautionary measures, reaching all the territorial limits to prevent it. The chief minister’s assurance to establish a free residential school in each districts of Manipur under SSA especially for under-privileged and victimized children is highly recommended as it will also upkeep the process of rehabilitation and reintegration though, WAD said. Providing free medical assistance and balanced nutrition with free transportation to the rescued victims as a part of rehabilitation protocol is also highly greeted by the WAD. Apart from this, there are many prior areas that need to be developed by the state government and implemented so as to check the rising crimes against children and for the welfare of the victimized children specially child, it added. Meamnwhile WAD appeals the state government to check the condition of the family of those trafficked child and their relationship with the children prior to reintegration with the family. It also appeals the government to deliver proper counseling and rehabilitation to the repatriated children followed by the community reintegration. It further appeals to give befitting punishment to the traffickers according to the law as early as possible and to crack down the trafficking nexus. WAD also appeals the state government to build up a strong co-ordination and collaboration with the state government and the concerned departments (Social welfare department, law enforcing department, health department, labour department, education department) in order to protect and promote the child rights. It finally appeals the government to carry out urgent survey in all the nine districts to check the number of children that are being trafficked from the state and to set up special mechanism to check such heinous crimes.

IMPHAL, Apr 2 NNN: Claiming that the de-recognition of Manipur’s regional party Manipur People’s Party (MPP) by the Election Commission of India was according to rules, the party’s president said that such step would not bother the functioning of the party.
MPP president N Sobhakiran while addressing the media at the party’s office here on Tuesday said such de-recognition is done on the basis of guidelines of regional parties, but such step will not affect the functioning of the party.
The ECI de-recognised MPP on March 20, 2013.
He said as per the ECI guidelines, a regional party is de-recognised if it fails to succeed at least two MLAs in election or it must obtain 6 percent of the total votes.
MPP has been derecognized by ECI as it got only 4.02 percent votes in the last 10th Manipur Legislative Assembly elections, he noted.
He said it is not the first time that the ECI has de-recognized this party on the same ground, adding that the ECI in 1977 also de-recognised it but that it revived after several candidates turned out to be victorious in general elections.
Sobhakiran further claimed that now MPP is continuously becoming a strong party, saying that Md Jalauddin Shah, who fought the last general elections on NCP ticket joined the party yesterday.
The MPP president also said the party will hold its Central Committee meeting on April 7 and soon after that the party’s working president, youth wing, Chanura wing and kishan wing will be assigned with their respective tasks.

Book Review : Amanba Yum by Dr Th.Munindro Singh, Director Planning, Govt. Of Manipur.
I have been reading Dr Th. Munindro’s ‘Amanba Yum’, his own collection of Poems, for some months now. May be I am not an anthologist or a poet myself, but I do have a taste for poems that provoke my heart and soul; that awaken me; that reminds me of things that is sleeping into oblivion. To confess, I am not a mad fan of poems and have never collected them regularly except when I am recommended and referred to. But, one reason I like to read poems is to understand the ‘cause’ of the poem that turns me on as I just said earlier .
Yes, the cause of the poem! In 19 century, Victor Hugo’s cause for his poem was mostly ‘freedom’ e.g. The Grave and the Rose; W.B.Yeats about ‘Irish Nationalism’ e.g. A Dream of Deaths; and Rabindranath Tagor for ‘freedom and liberty, Indian nationalism’, e.g. The Geetanjali. Among the contemporary international poets, Billy Collins poems in ‘Candle Hat’ are interesting for his random thoughts, plain and simplicity. Not to forget to mention is Elizabeth Alexander’s poems, Autumn Passage that bristle with irresistible quality of a world seen fresh. Last but not the least I also like the poems written by Dr Daisaku Ikeda of Japan, ‘Like the Sun rising’ and Dr Robert Schuler of USA, ‘God Always Answers Prayers’, for their works that uplift my entire being completely to a different state.
Due to my work and life situation, I have not had the good fortune of reading and absorbing many of colourful Manipuri poems, both classical and contemporary. But, solely on my own reflection and experience of few that I had read long ago, I found this own collections of poems by Dr Munindro a fascinating manifestation of his own perspective of life; ‘the cause of a life’ in essence. To read with understanding, the peculiar personal, historical and philosophical contexts of Dr Munindro and Manipur are essential for a greater appreciation of the poems. His poems was born out when the left brain meets the right brain: Dr Munindro, a mathematician, the incumbent planning director of Manipur, wrote his heart out in a creative poem, ‘Amanba Yum’, in his own self reflection about the ‘life’ our society , our people and our environment.
The poet ooze out his heart against the defilement of what he saw as culturally and socially vital, and which came to form a vision of personal dissonance with the characters of his time. Dr Munindro’s poem shows the evolution, underneath the surface of Manipur’s society, that is loosening the fabrics of our culture and the bonds that should be, all for the cause of ‘harmonious’ society, environment and life everyone is entitled to. Manipur, a harmonious state, is what we need now. The poet, solemnly, yet very indirectly cries for this cause with great mild intensity and passion. To some readers, this may sound un-spirited, dull or lifeless, but to me the very cause of the collection is to say what it is, at the least it captures my imagination this way.
The poet, perhaps, felt very little about the need to use conventional rules of writing a poem as his instinct was to go uninterrupted, undisturbed and say simply what he wanted to say. Breaking the law of classical rules for poetry writing, Dr Munindro has presented his sublime thoughts in a most unconventional but kind of contemporary form. Every poem lovers must try this collection for a different taste of unconventional, contemporary poetries; there is a unique music in it still: a fusion of logic and creativity.

IMPHAL, April 2: The proscribed outfit RPF has said in a statement that the outfit and its armed wing PLA is not related in any manner with Md Raja Udin son of Md Isuf Ali, of Yairipok Heitroipokpi who was reportedly arrested by a team of the 24th AR on March 24 along with PLA corporal Wahengbam Rex alias Abungo, 17, son of Kumar of Hiyanglam Lai Pangalba and lance corporal Karim Khan alias Achouba, 17, son of Khomdon of Keirao Mayai Leikai from whom, one AK rifle, a magazine, 16 rounds, one 9mm pistol, one magazine and four rounds were recovered.
It has also said that Karim Khan alias Achouba and Wahengbam Rex alias Abungo had joined the PLA camp on Feb 15 and 16, 2013 respectively and had left the camp after realising that they cannot stay under the outfit’s training guideline even before their training started.
It continued the two were not assigned any rank and were not given any arms and ammunition. It further informed that the outfit and its armed wing PLA is not related to Ningthoujam Lairenjao, 45 son of (L) N Ahongjao Singh who was arrested during the intervening night of March 23 and 24 by 10th AR.
It said, Lairenjao a rickshaw driver was sleeping with his child when he was arrested by the AR.

IMPHAL, April 2: The Women Action for Development (WAD) in a press release, has expressed its appreciation and acknowledgement of the Chief Minister Okram Ibobi Singh and Social Welfare Minister AK Mirabai for their gracious support in taking responsibility to protect and promote the rights of the children who have been rescued by visiting the observation home at Takyel, Imphal to monitor the situation and condition of 23 rescued children who were repatriated from Jaipur, Rajasthan.
In the release, Sobita Mangsatabam secretary WAD also extended gratitude to the concerned department and Child Welfare Committee members for their commitment and struggle in bringing back the trafficked children to Manipur. “WAD and its counterpart NGOs, Community Based Organizations and People based Organizations of Manipur warmly welcome the timely support of our CM through his personal visit and looking into the issue of child trafficking with serious concern. We look forward for the continuation of support to the cause of women and children,” it said.
It continued that the home-coming of the 23 rescued children after the initiatives taken up by the concerned department will give a ray of hope to the rescued children and pointed out that poverty stricken, uneducated parents who are impacted by the armed conflict in the state are the targets of child trafficking as they can be easily lured with false promises and opportunities.
Asserting that the government must take various precautionary measures, the release further said that the assurance of the CM to establish a free residential school in each district of Manipur under the SSA, especially for under-privileged and victimized children is highly recommended as it will also aid the process of rehabilitation and reintegration. “Providing free medical assistance and balanced nutrition with free transportation to the rescued victims as a part of rehabilitation protocol is also highly greeted by the WAD,” the release went on to say while adding that there are many priority areas that need to be developed by the state government and implemented so as to check the rising crimes against children and for the welfare of the victimized children.

IMPHAL, April 2: According to reliable sources, Sub-Deputy Collector (Probationers) in the Revenue department have been recommended for participation in a three month training on “Survey & Land Record Keeping” at the Indian Institute of Surveying and Mapping, Hyderabad in two batches.
It is learnt that the training for the first batch will be held in between April 1 to June 28, 2013 while the second batch will be held from July 1 to September 27, 2013.
The recommended officers are Subinson Sapam, Yumnam Nelson, Pangambam Yaitongba Singh, Sorokhaibam, Imoshana Meitei, Takhellambam Millikan Singh, Ningthoujam Suraj Singh, Samson Huidrom, Karam Uma Devi, Md Yasser Ahmed Khan, Khumukcham Renuka, Syed Samir Ahamad, Thungjaomayum Indraraj, Abujam Romen Singh, Chirom Somorendro Singh, Mayengbam Ingocha Singh, Yendrembam Sher Singh, Bhungba Maibam Khuman, Lunminthang Haokip, P Duna Duo, K Themreingam Rainam, Salam Padmapati and Md Ziaur Rahaman.

IMPHAL, April 2: A press release issued by the Superintendent of Police, Thoubal District, Manipur has said that commandos of Thoubal district police carried out frisking and checking at Pallel near the police check post on March 27 and arrested a cadre of UNLF namely Ayekpam Leishemba alias Mayokngamba alias Khaphei, 26, son of (L) A Dumbeshor Singh of Iroisemba Amukhong Leirak Mayai Leikai at about 1:30 pm.
On questioning, the arrested UNLF cadre revealed that he was an active member of UNLF and underwent his basic military training at Burma and his army is No. Is 2105 of the 32nd batch .
The press release continued that a combined team of CDO Thoubal and 15 AR conducted search operations at Nobrang area and arrested a KYKL cadre namely Mutum Dinesh Singh, 32, son of M Rabei Singh of Nongbrang Makha Leikai at about 2.05 a.m. On questioning, the arrested KYKL cadre revealed that he is an active member of KYKL and working under the command of Merajao of the said organization and that he was also involved in collection of money from Saw Mill owners and Tata Truck owners in Yairipok area.
