It is time the service of a psychologist is used to understand how a killer, who is elusive, behaves in front of friends and family members. It is a matter of time one day even if he escapes from the clutches of law enforcing agencies will surely disclose boastfully what he can do to prove his machismo. However waiting for the criminals themselves to come out and surrender before the court will be like waiting for the go dot, something that will never happen. Therefore the drive to track down the killer must intensify. Public anger can be subsided by telling the breakthrough it has achieved in establishing the identity of the killer. Even if it cannot do not anything to arrest the killer it should be spoken out. That way the public confidence will be won and the general public will think of extending cooperation to the law enforcing agencies to nab the killer. It is said the killer used a mobile phone for once and then switched off. Even the dreaded killer will not think of keeping a mobile shim-card purely for performing the crime of killing a person of his target. The number used in calling out Satyabhama must be disclosed. He might have used that in the past and someone might be having that number. There is a story of how a mother could establish her son’s killer. She published an ad in a newspaper asking the killer how he killed her son. Next year the killer who called himself a serial killer replied in the same newspaper he shot twice till he died on the spot in a jungle not far off. Someone, who had the habit of reading advertisements published in newspapers, found the man in his neighbour adopted the same technique used in killing the young man when he killed chicken. He informed the police and the neighbour turned out to be killer of young man. The killer of Satyabhama must be trembling every morning if he is not a serial killer. He might be having sleepless nights. He might want to live all alone without talking to anyone. If anyone of you find your friend or relative behaving abnormally why not he might turn out to be the killer. But the killer must be someone who frequents the area. The place where Satyabhama was abandoned is deserted. Victim’s family members have said that. We are confident the killer will be arrested in the very near future. That must happen without delay. Only then the wounded hearts will be healed. A single killer should be not expected to outwit the entire masses. The common masses too have a role to play in tracking down the killer.

Troops of 15 Assam Rifles of 9 Sector AR under HQ IGAR (South) detected a Remote Controlled IED near Khangbok, Dist Thoubal at 4:45 am on 08 April 2013. The Patrol team was on its regular task of clearing and sanitising the road for safe passage of the convoy when they sighted a suspicious looking object near the road. The team immediately cordoned the suspected area and stopped the traffic to avert any mishap. The Explosive Detector Dog was brought into action and it confirmed the presence of explosives. Army Bomb Disposal Squad was called who recovered the IED, which was around 2.0 Kg in weight. Remote control circuit and battery were recovered along with explosive.

Imphal, April 8 : 20 Assam Rifles under the aegis of 26 Sector AR & HQ IGAR (South) organised a ‘Village Chief’s Conclave’ at its Headquarters location in Chandel District. More than a hundred Village Chief’s of various villages of the district, irrespective of their caste, creed, religion and ethnicity, came together for the first time ever in the history of Manipur.
The conclave was chaired by Brig Rajiv Mankotia, VSM, Cdr 26 Sector Assam Rifles who not only heard to the views and problems of the various Village Chief’s but also suggested them ways & means to pave the way towards peace & overall development in the district. He promised unstinted support of Assam Rifles towards the locals and Ex-Servicemen and mentioned that the Ex-Servicemen formed a very important part of the society and were a via media who brought the Security Forces and locals closer to each. He lauded the good work done by the Ex-Servicemen of Chandel district and added that the district was special.

IMPHAL, Apr 8 NNN: The indefinite Manipur bandh enforced by the Joint Action Committee seeking justice for the killing of Dr Ningombam Satyabama, who was found dead on April 5, has been suspended from Monday evening following the JAC and Manipur Government reaching an agreement. Announcing this to the media, the JAC convenor, Laishram Kiran said though the strike has been suspended, rallies and protest dharnas will continue to organise against the killing of Satyabama, a Junior Research Fellow of DBT Project, Pathology at Regional Institute of Sciences (RIMS), Imphal. Satyabama was found dead in a trench drain in Bashikhong Wangkhei Laoumanbi field in Imphal East district on April 5. A 10-member team comprising members of the JAC and leaders of other NGOs met with Chief Minister O Ibobi at his office here in the late afternoon. The Government side was also represented by DGP Y Joykumar and other top police officials. In the meeting, the state Government side assured the JAC side that there was a possibility that the culprits would be held within 24 hours, he said. On the word of the Government, the JAC decided to suspend the strike, he said. The Government side also told the JAC that the case is being investigated by a police team led by an Additional Superintendent of Police. Meanwhile, on the third day of the indefinite bandh call given by the Satyabam JAC, normal life in the state was paralyzed. Hundreds of bandh supporters burnt tyres to block traffic along National Highway-2 at Singajamei and Kakwa bazaar. However, untoward incident was reported during the course of the strike today. A large number of people, mostly women demonstrated at places like Singjamei Chingamathak, Thongam Leikai, Khetri Leikai, Ningom Thongjao and Nongmeibung in Imphal protesting against the killing of JRF Satyabama. A mammoth public meeting was also organized at the locality of the victim wherein representatives of 37 different social organizations such as All Manipur United Clubs? Organisation (AMUCO), Women Action Development (WAD) and Manipur Women?s Rights Commission (MWRC) attended it. A rally was further taken out by participants of the public meeting, but it was stopped by police in front of Super Market in Singjamei.Later on, Thongju constituency MLA Th Bishwarjit arrived at the scene and negotiated with the leaders of the protesters. Then the MLA and the police selected 10 persons and allowed them to submit a memorandum to the Chief Minister.

IMPHAL, April 8 MNS NNN: The 27th North East Games 2013 kickstarted with pomp and grandeur on Monday at the Khuman Lampak Main Stadium in Imphal.
The 3-day event was opened by Manipur Chief Minister O Ibobi Singh.
Manipur PHED minister I Hemochandra Singh and Principal Secretary, Youth Affairs & Sports M Prithiviraj Singh were also present at the occasion.
Speaking on the inaugural ceremony of the games, Ibobi said he welcomed the sports warriors from NE states to the land of Manipur to participate in the 27th North East Games.
He said the North East Games, earlier known as North East Sports Festival was introduced for promoting games and sports in the NE region and the first edition of the festival was held in Imphal in 1986-87.
The Chief Minister said the National Sports Academy established by the state Government in 2007 with the objective to produce more international players/Olympians from Manipur and North East states, is started showing results.
He also said special efforts have been made to enroll the talented children at earliest from all the NE states and that a team is being deputed every year from the academy to visit all NE states to select and admit the children in the academy.
At present, the academy has 50 national level players in different sports disciplines including one who has won bronze medal at the Asian Judo Championship held in Taiwan, the Chief Minister said.
Ibobi further said in the last 26 editions of NE games held, Manipur became winner for 21 times, four times as runners up.
“I wish to all the participants all the very best and grand success to the North east Games 2013,” the Chief Minister added.
Notably, Assam is taking part at the event with 223 players, including officials, Arunachal with 142 players, Manipur 223, Meghalaya 167, Mizoram 208, Nagaland 148, Sikkim 59 and Tripura 136.

SHILLONG, April 8: In order to solve various issues pertaining to the development of the state, Meghalaya Chief Minsiter, Dr Mukul Sangma on Monday while inaugurating of the UN Mock Assembly and United Nations Resource Centre (UNRC), Meghalaya Chapter at the Institute of Hotel Management (IHM) said that convergence of different institution is a must in order to solve such problems. Speaking on the occasion as the Chief Guest at the inaugural ceremony, Dr Sangma said that there is a need for convergence with various institutions in order to solve the different problems our state and also in return learn from them. “Health, poverty and diseases are some of the major hurdles and with active involvement with the United Nations we can bring a change and development in the state,” Dr Sangma said adding “Which in return bring peace and harmony in the state.” He also added that this collaboration with UNRC will provide plenty of job opportunities and also improve ties with each other. Dr Sangma also assured that the government will provide the needed and better infrastructure in this field to ensure that there is an enabling environment. He also added that the government has also sanction land for the UNRC to set properly in the state. Meanwhile, Director of UN Information Centre (UNIC) KM Kerpelman said, “United Nations from the first are trying to reach out to the young people of different countries and state and seek their views and suggestions on various issues and bring about development in the state.” “It is the youth who can bring a change and development,” She said adding “UN have a set of 8 goals which included maternal and infant care, poverty, gender equality, education, to achieve zero tolerance in diseases like malaria and tuberculosis.” She also said that UN aims to achieve the target of attending the problems by 2015.

DIMAPUR, April 8 NNN: After cancelling their trip to New Delhi in the first week of January NSCN-IM leaders Isak Chisi Swu and Thuingaleng Muivah continue to confine at their base Hebron off Dimapur for the last three months or so. Isak Swu however, had gone for a brief period on personal assignment to Delhi in the month of February.
Both the NSCN-IM leaders had come to Nagaland for Christmas on December 18 amid fueling speculations that they had placed their complete proposal to the government of India which could be materialised by the early part of 2013. However, with staunch silence maintained by both the government of India and the NSCN-IM on the issue, the general Naga public are speculating with the nerve of negavity as to what might have happened to the Naga peace process.
Well placed sources from the NSCN-IM informed NNN today that both Isak Swu and Th Muivah have no immediate plan to go to New Delhi at the moment. “They will not leave Nagaland now. Swu and Muivah will be here for a longer period,” the sources said.
A high level 5-member team is studying the proposed papers of the NSCN-IM and when it gets completed New Delhi will invite the NSCN-IM leaders.
Sources from the NSCN-IM said things are doing fine “but at the moment we do not want to comment on the issue.

Imphal, April 8 : Th Bilabati of Uripok Tourangbam Leikai has submitted a representation to Principal Secretary ( Health) demanding disciplinary action against Dr. W. Ibochouba Singh, Medical Officer of the District Hospital, Thoubal Government of Manipur for administering anaesthesia to her son on 23 Dec 2012 in a private hospital, CMC hospital .
Anaesthesia was administered to Thangjam Dayananda Singh by the said doctor and he expired on 30/11/2012 at the RIMS hospital, Imphal.
Dayananda was admitted at the Catholic Medical Centre (CMC) Hospital on 23/11/2012 for a Surgical Operation to remove a steel plate implanted on his left shoulder.
While he was in the operation theatre and after giving Anesthesia, certain complicacies arose and his health condition became deteriorated. He suffered from respiratory and cardiac arrest, even at that stage also, none of the staffs of the said Hospital informed the family members about his health condition. Only after her daughter in law enquired about his condition to the Medical Superintendent of that Hospital, they informed that he has been suffering from Respiratory and Cardiac Arrest.
Dayananda was discharged from the Catholic Medical Centre Hospital on 26/11/2012 in a serious condition at our own request for further treatment at the RIMS Hospital, Imphal just to save his life. And he was admitted at the RIMS hospital

on the same day i.e. on 26-11-2012. After struggling for his life for about 4(four) days, my son expired at the RIMS Hospital on 30/11/2012 due to cerebral hypoxia.
Due to suspicion about giving of overdose anesthesia information was sought from the CMC Hospital and the hospital informed on 17/01/2013 that Dr. W. Ibochouba Singh, MD (Anesthesia) had given anesthesia . Dr. W. Ibochouba Singh, MD (Anesthesia) is serving at the Thoubal District Hospital, Government of Manipur as Medical Officer. Dr. W. Ibochouba Singh) advised for conducting Medical Test of 1. Urine CIS, 2. Tracheal Suction C/S, 3. Blood ABG and 4. Procalcitonin by using official paper/note-pad of the C.M.C. Hospital, Koirengei on 26-11-2012 because of his health complicacies.
Th. Praveen brother of the deceased submitted an application under section 6 of the Right To Information Act, 2005 to the State Public Information Officer, Department of Health, Govt. of Manipur on 2-2-2013 thereby requesting to furnish him a copy of the monthly pay structure of the above said Doctor including the N.P.A. and other allowances.
It was found that the doctor has been allowed to enjoy non-practising allowances(N.PA) at the rate of Rs. 9,990 per month. Such Non-practicing allowance(N.PA) is given to the Govt. Doctors for not doing private practice and also not to do private practice besides his official duty/practice.
Despite enjoying the non-practicing allowances the said doctor is doing the private practices at the C.M.C. Hospital, Koirengei thereby giving Anesthesia to Late. Th. Dayananda Singh) on 24-11-2012 by participating in the Major Surgical Operation inside the Operation Theatre of the said Hospital. Government Doctors are not permitted to take private practice by attending at the Private Hospitals/Institutions for their personal benefits as they are taking/giving non-practicing allowances given by the Government. However, in the present case, the above said Doctor is doing private practice despite enjoying non-practicing allowance. Therefore, his action is highly illegal and it amounts to a serious professional misconduct i.e. also in the field of Medical profession which is regarded as one of the most respected profession.
It was a serious act of professional misconduct and dereliction to his official duty and he is liable to be punished by holding a full fledged departmental enquiry against him for his above said act of misconduct it was stated.An enquiry was demanded into the matter.
