The Red Shield Division and its units have motivated and prepared young women of the region for competitive examinations for Military Nursing Service (MNS). About 306 candidates from North East India appeared for the MNS competitive examinations at Guwahati on 03 Feb 2013. 93 candidates have been trained by the units of Red Shield Division deployed in Senapati and Tamenglong districts.
15 candidates from Senapati and Tamenglong districts have successfully cleared the written examinations and have been called for MNS interview, which will be held in Military Nursing Services School, Lucknow on 22 April 2013.
Successful candidates will undergo courses of training in BSc Nursing for duration of four years at various Army Institutions situated at Delhi, Pune, Kolkata, Lucknow and Bengaluru. On successful completion of training, they will be inducted as MNS Officers with bright career prospects to rise up to the rank of Maj Gen. They are also entitled free Medical cover to their dependents, CSD facilities, and other perks and privileges that are applicable to the defence forces.

IMPHAL, April 9 MNS/Agencies: Manipur police Tuesday claimed to have cracked the sensational murder case of Ningombam Satyabama following the arrest of three culprits, including the lover of the late Junior Research Fellow of DBT, Pathology at Regional Institute of Medical Sciences (RIMS), Imphal. Meanwhile, thousands of irate people have stormed the houses of the culprits, destroying and burning them down at three different places and a fourth one was also torched for keeping and hiding the properties of one of the culprits. Manipur Director General of Police (DGP) Y Joykumar while addressing the media at the Imphal West District Police Station, said taking serious note of the murder of Satyabama, who was found dead in an open field at Bashikhong Loumanbi Loukol in Imphal East on April 5, a Special Investigation Team (SIT) was set up and started investigation into the killing since that day. Suspected mobile phone numbers on the victim’s phone were examined and traced them and then pulled up two suspects namely Irilbung bazaar resident Kshetrimayum Biju alias Holendro, 28, son of Ksh Ibochou and Thoudam Jeevan, 27, son of late Th Thoiba, a resident of Irilbung Machahal Mayai Leikai, the DGP said. The police also seized one two-wheeler, a maroon Mahindra Rodeo bearing registration number MN-01-6310 from Biju and another Maruti car bearing registration number AS 01-0397 from Jeevan, he added. According to the statements given by the duo during interrogation, Satyabama had love affair with one Toijam Thesis alias Aboi alias James, 27, son of T Jugindro, a resident of Thambalkhong Sabal Leikai about four months back. Satyabama and James had sexual relationship on March 15 and after that James proposed her to elope but she declined, the DGP quoted the duo as saying. However, the love affair turned sour after Biju told Satyabama using James’ mobile phone that the later was a married man but she insisted to meet him. On April 3, Biju called her out from home, the police chief said. Biju told the police that James and Jeevan later drove in a car along with Satyabama after they met her at Singjamei bazaar the same day and then she was killed inside the car soon after she had a quarrel with James. Flanked by Imphal West Superintendent of Police, Imphal East SP, IG (LO), DIG Range-1, father of Satyabama and members of the Satyabama Joint Action Committee, the DGP further disclosed that James surrenedered to the police on Tuesday at Purum Likli in Sagolmang. He said James was not involved in the murder case but his friend Biju confessed that he murdered Satyabama and that he also narrated the police on how he committed the crime. On March 3, Biju told Satyabama that he would take her to the house of James after calling her out from home. Afterwards they came on a two-wheeler brought by Biju. On the way, Biju started to molest her but she was annoyed and somehow jumped down from the vehicle protesting the vulgarity of Biju. A squabble occurred between the two and then Biju killed her after choking the neck with the shawl she wore near a bus stand at Bashikhong. Biju then brought the lifeless body on the vehicle and dumped it in the Loumanbi Loukol field. Meanwhile, the trio involved in the Satyabama murder case has been remanded to police custody till April 15. In the meantime, thousands of angry people in several trucks, vans and two-wheelers stormed the house of the culprits and burnt them down as the news of their arrest spread today. Another house which allegedly hid properties of one of the culprits was also burnt down. The police fired several rounds of tear gas shells to control and quell them. The protesters also blocked National Highway-2 (Imphal-Dimapur raod) at Kakwa and Canchipur. UNA adds James and Jibon waited at Singjamei Super market in the Maruti 800 car. Later the four of them went together in the car in which a quarrel was erupted between James and the decease woman who insisted for eloping. James, who have already married and has a child, strangulated Satyabhama to dead by using her Chuni. The story was, however, turned out to be made up one after James @ Aboi who was called up the Imphal West District SP through the Huiyen Lanpao daily. James contradicted the story narrated by Biju saying that he was not involved in the murder of the girl even though he had affairs with her. Later after repeated interrogation Biju has confessed that the girl was murdered by him alone. As according to what he had stated to the police, the deceased lady Ningombam Satyabha was called out on the evening of April 3 by making her believed that her boyfriend was waiting for her. Biju tried to convince Satyabhama that it would not be good for her to make life partner with James as he had already married with a child and tried to assault sexually. When Satyabhama refused Biju murdered her by strangulating with her chuni, the DGP asserted. All the three accused have been produced in a local court and took remand for 15 days to the police custody for further investigation into the case, Joykumar. Soon after the names of the accused were made known, involved, angry locals and member of the JAC stormed the houses of the alleged accused and dismantled their houses before the police intervened to stop them. The house of Biju was later set a fire by the mob.

Imphal Apr 9 UNA : Irom Sharmila Chanu was Tuesday produced in the court of Judicial Magistrate, First Class in-charge Imphal East Y Rother around 12 pm under the FIR no.60(3), 13, the case registered against her for attempting to commit suicide.
Not like the previous ones, the court allowed her to express her opinion for 20 minutes to the media persons present at the court room during the hearing.
Talking to media persons, she reacted to the comments which were published in the national and international media on her recent visit to Delhi for a court hearing on the charge of attempt to commit suicide.
Reacting strongly to an article by Babu Moshay from Mumbai published in The Times of India, she said if such peoples know our sentiments I am ready to give up my ongoing fasting demanding repeal of the Armed Forces (Special) Power Act.
Why they are not flexing their arms in support of our genuine struggle instead of mocking and arguing? I am still stick to my own decision without any temptation and will carry on, she commented.
To a question on Supreme Court’s panel reports on alleged six cases on fake encounter she said, Till today in Manipur no one is sentenced for their crime committed whereas in outside Manipur we have heard of life imprisonment and capital punishment against perpetrators.
She said she was not supporting awarding capital punishment to a culprit but by awarding such verdict to the person found guilty would minimize from commission of heinous crimes.

Speaking at the induction programme of NPF divisional units of Manipur state today at Hotel Imphal, Soso Lorho said NPF stands for communal harmony. “We will fight head-on with the communal forces,” affirmed Soso Lorho adding, “NPF is for social justice and peaceful co-existence of all the communities.” The NPF, Manipur State unit president then said his party will contest in the next Lok Sabha election in the Manipur Outer Parliamentary constituency and said NPF will be the strongest party in Manipur hills. Soso Lorho then rues that when comes to development front in the hill districts of Manipur it is totally in a very poor shape. “Development in the hill districts is done only on paper,” Soso Lorho criticised. The NPF chief then said lawlessness, killings, corruption and chaos have become the order of the day in Manipur. Soso Lorho strongly lambasted the state government for the ails in the state. Four NPF legislators including A;exander Pao, Samuel Risom, Victor Nunglung and L Dikho also attended the programme. Meanwhile, pulling up its loin while preparing for the next Lok Sabha election, the Manipur State unit of NPF has started penetrating into the grassroot level and started inducting unit presidents and office bearers. T.S Molarshing has been inducted as the president of Chandel divisional unit of the NPF while RV Shirang as been inducted as president for Senapati district. LK Chongloi is the president of the NPF for Sadar Hills and Churachandpur divisional unit while Paul Muinao is for Ukhrul district. For the Tamenglong district divisional unit Ningtang Kamei has been inducted as president. Along with these presidents, office beaerers for all the divisional units have also been inducted.

New Delhi, April 9 : The Union of India soughed four weeks time as the report of the Commission is being discussed at the highest level of the Government in the Home Ministry, Defense Ministry and the Army Head Quarters considering the sensitivity of the matter. The counsel also stated in the Court the Union of India do not consider the matter as an adverse litigation but would also like to ensure that all the guidelines issued by the authorities are implemented on the ground but to work out this mechanism it will take some time. Court granted 4 weeks for the same.
The Defence Ministry had also come in as a party to the case, as their interest in also affected.
The counsel of the petitioners Colin Gonsalves stated that consultations in the government is not going to make any difference, the only way to change the situation in Manipur by instituting an SIT for at least those cases where the prima facie case of fake encounter is established by judicial inquiries and start prosecution of the perpetrators. In this connection the petitioner have submitted a list of 33 such cases. Please find the full text of the submission from the side of the petitioners attached here.
SC has asked the Manipur government to furnish the copies of the report of the Commission of Inquires conducted under the Commission of Inquiry Act, 1952 which are not yet made public.
SC has also asked the NHRC Chairman to visit Manipur as take action on the very serious Human Rights situation in the State.Meanwhile NDTV reports that the Supreme Court today reiterated its concern over the alleged fake encounters in Manipur. A Public Interest Litigation, which says more than 1,500 fake encounters have taken place in Manipur in the last three decades, had asked for a Special Investigation Team (SIT) to probe the encounter killings in the state.
“We can’t tell you how sorrowful we are. What is the use of sitting here? Everything appears meaningless,” the Supreme Court said today. The Supreme Court in January had appointed a three-member committee headed by former Supreme Court judge Justice Santosh Hegde to examine six cases of encounter killings that took place between 2009 and 2010. The committee in its report had said that the encounters, which resulted in killing of seven people, were fake and the victims did not have any criminal background. The committee also reportedly recommended withdrawal of the Armed Forces Special Powers Act in the state.
The Supreme Court has sought responses from the National Human Rights Council (NHRC) and the Centre. The NHRC had asked the Supreme Court to prosecute those responsible for these killings. The court had asked an NHRC team to visit Manipur.
The Centre today told the Supreme court that Justice Hegde commission’s report will be placed before the Cabinet committee on security, headed by the PM. The Centre also assured the court it will come up with a list of Dos and Don’ts for the security forces deployed in Manipur. It has asked for four weeks’ time to submit its reply.
The Manipur government had asked the Supreme Court to lay down guidelines in the case. The Supreme Court slammed the demand, saying, “How many times has this court laid down guidelines? Tragedy is guidelines are not followed. We want to proceed further and these things should not happen in future. These deaths reveal a pattern of carelessness.
There is no respect for human lives.”
The Centre had earlier opposed the formation of a commission to probe the alleged fake encounters and had pitched for an investigation by the Central Bureau of Investigation. The Supreme Court had rejected the appeal.

SHILLONG, April 9 NNN: Meghalaya Chief Minister Dr Mukul Sangma today has sought for more time to study on the implementation of the Inner Line pPrmit (ILP) recommended by the government’s constituted High Level Committee on Influx to check the unabated influx in Meghalaya.
The chief minister has sought for time after a delegation from various NGOs including KSU, FKJGP, HNYF, CSWO, KWAADA, JYF, AJYWO, JSU, GSU, SSSS, and RBYF met him here to pressure the government to implement recommendations submitted by Committee last year on the issue.
“He (CM) has sought for more time in order to study the recommendations including ILP made by the Committee and assured that he would get back to us after the Assembly session is over which is on April 18,” FKJGP president, Joe Marwein told reporters after the meeting.
According to them, Mukul has also informed the delegation apart from the ILP, the government is also intending to come up with more effective mechanisms such as introducing tenancy law strengthening labour laws and setting up of anti-infiltration directorate will be put in place to effectively address the issue of Influx.
While deciding to give more time to the government, Khasi Students Union (KSU) president, Daniel Khyriem however said that the NGOs would take a decision only after the meeting proposed to be held after the Assembly session.O n the other hand, the NGOs however made their stand clear on the urgent need to implement the ILP while welcoming the decision of the government to introduce the other mechanisms.
“We demanded that ILP should be introduces and that these proposed mechanisms should be implemented as supplementary steps towards tackling the problems of influx,” HNYF general secretary, S Blah stateMentionably, the High Level Committee on Influx in its report submitted to the state government last year has recommended for the implementation of ILP.

A student’s life after 12th standard is full of choices when it comes to building a career, thus stranded in a crossroad they are full of dilemma. Which course or which college to choose is one of the toughest decisions one had to take. Again, lucrativeness of the career and job prospects also plays an important role in decision making. This crucial phase affects their life many years down the line. Therefore, with the vast increase in the number of career options available nowadays, students need to figure out what all are the courses available, which colleges provide which courses, which field suits them the best among all the fields they are good at, how much it all cost, what about the future prospects, etc. Students need to evaluate their interests, skills, strengths, potentials, advantages and weaknesses. IMPHAL,April 8: There are new developments that Satyabhama may have been gang raped and finally done to death.

From credible sources and investigation by IFP, it is learnt that post the press meet convened by the DGP and other senior police officials today, the irate JAC members and public razed the three houses belonging to the named culprits to the ground.

In one incident, when the mob had started to burn the house of the main accused Ksh Biju at Irilbung bazaar today afternoon, an aged woman who was Biju’s neighbor had run out to inquire about the commotion. The youths explained that Biju was Shatyabhama’s killer and they had come to torch his place.

She told the youths that she had overheard cries of a woman emerging from Biju’s residence at around 2 am in the morning on April 3.

She heard the scream, “Eigei thawaidadi kanbiyu, eigei thawaidadi kanbiyu” (please spare my life).

Later, she heard a car drive in and after some time, it drove out. Afterwards, the screams emerging from the house ceased, she mentioned.

The irate youths on hearing the woman’s revelation thrashed up the woman as to why she did not reveal the fact earlier. Her explanation was that she was old and scared to go out and inquire into the matter.

This fact points that Shatyabhama was brought to Biju’s house on April 3, where she may have been physically abused by more than one person and later strangulated at the house. Her body was in all possibility loaded into the car and dumped at Bashikhong Wangkhei Loumanbi Loukon in the early hours of April 3.

It may be mentioned that police had seized a golden metallic Maruti car,  (AS/01-0397) from Thoudam Jibon (27), s/o late Thoiba of Irilbung Machahal Mayai Leikai.

IFP will continue with its investigation on Shatyabhama’s murder.

IMPHAL, April 9: Despite the police headway in solving the murder case of Satyabhama, there are some obvious gaps in the case story investigation as per the version given by DGP, Y Joykumar. 

According to the DGP, the two arrested namely Ksh Biju alias Holendro, 28, son of Ibochou of Irilbung bazar and Thoudam Jibon, 27, son of (L) Thoiba of Irilbung Machahal Mayai Leikai were hauled up yesterday.

They were nabbed by tracing the phone call records of the late Satyabhama.

The DGP had said that as per Biju`s confession, he had called out Satyabhama from her home and they came in a Maruti car with the boyfriend Toijam Thesus alias Aboi alias James. The couple had a fight inside the car and later she tried to get down from the vehicle. In the tussle, James allegedly caught hold of Satyabhama`s scarf and this resulted in an accidental death.

This version was rejected by the police sleuths saying that it was a far-fetched one and not very convincing as mentioned by the DGP.

The actual version as said by the DGP was that, post the surrender of Thesus alias James today, it came to be known that Biju who was already in police custody was the one who had murdered Satyabhama. James had revealed this to the police today after surrendering. Later questioning of Biju by the police led to him ultimately owning up the crime. He had confessed that he went to the deceased`s home and took her on his two wheeler in the wee hours of April 3. He tried to molest her twice, and finally murdered her by strangling her with the scarf she wore at a waiting shed. Then, her corpse was loaded on the scooter and finally dumped at Bashikhong Wangkei Loumanbi Loukon.

IFP investigations into the police statement contradicts the version of Biju as narrated by the DGP. It is found unlikely that a young however naive would leave her house past midnight with a friend of James on a two wheeler all by herself. The statement that Biju tried to molest the deceased while driving and then later at a waiting shed cannot hold water given that a person who is driving a two wheeler would not be able to molest someone who is pillion riding. There are inconsistencies in the statement that even after Biju made an advance on Satyabhama, she would still follow him and then tend to her wounds at the waiting shed instead of trying to flee from the place. If Biju had indeed murdered her by himself at the shed, his immediate reaction would be to flee from the scene of crime and not go to the trouble of  loading the dead body of a 5 ft 6 inch tall person on his small rodeo scooter and take the risk of carrying the body with a scarf still attached to her neck then drive about 3 kilometres to the
spot where the body was ultimately found.

It may be mentioned that one police official at the press conference today mentioned that Shatyabhama was bundled up like a ‘gas cylinder’ in front of the scooter ,which is hard to imagine.

It is also evident from police statements that Toijam James was the one who told police about the crime committed by his friend Biju but this raises questions over a phone call that he is said to have made to a media house saying that he was not involvement in the case. 

It is also unclear why James who is reportedly innocent was taking shelter along with his family at Purum Likli and give himself up rather then helping the police nab Biju by telling the truth earlier. It is also unclear why he would send his friend to  Satyabhama`s house  on a two wheeler.

These areas contradict the statements allegedly given by the arrested persons and reiterated by the DGP.
