Manas Maisnam, whose cartoons are featured at KanglaOnline under the byline “On the Skew” has won Special Prize at the National Level Cartoon Competition on the theme “Stop Food Waste”, organized by Raipur based cartoon magazine Cartoonwatch and Chhattisgarh Environment Conservation Board. The competition was organized in connection with “World Environment Day”, 2013. The prize carried a cash award of Rs. 1000/- and a certificate.
Mention may be made here that Manas Maisnam had won a similar prize in last year’s edition of the same competition. He also received Special Jury Appreciation Award at Maya Kamath Memorial Cartoon Competition last year, for his cartoon featured in this portal.

IMPHAL, June 5: Prof S Sekharjit, Director of RIMS today inaugurated a 3-day training on HIV care for the resident doctors of ART team of Medical colleges in Manipur at the conference hall of the medicine department of the hospital in which doctors from RIMS and JNIMS took part, said a press release.

According to the statement, the training is being organised by the Department of Medicine, ART centre and Centre of Excellence. RIMS is one of the 10 centres of excellence in India.

It said, “Prof Sekharjit said that other doctors will also be accommodated in the training programme  in future in a phased manner. He said that 21 new doctors in RIMS will be given a chance in the training soon. HIV patients should be attended to without discrimination”.

Further according to the statement, he had also stressed on the socio-economic aspects of the problem since the patients who are usually from the lower income group should be given some sort of source of income. He also said that the participants should do self-assessment after the training. Such trainings shall go a long way  in training the doctors in the management of HIV patients, it continued.

It has also mentioned that the ART centre in RIMS was opened in 2004 and so far over 5000 persons had been screened. Prof Arunkumar, Medical Superintendent urged the MACS Director Dr SK Chourasia, to make medicine and non-medicianl items available in the ART centre. Prof S. Bhagyabati, head of Medicine department said that the training is for the benefit of the HIV patients, it concluded.

A report entitled ‘Manipur: Memorandum on Extrajudicial Summary or Arbitrary Executions’ collated and later, submitted by the Civil Society Coalition on Human Rights in Manipur and the UN to the UN Special Rapporteur on Extrajudicial Summary or Arbitrary Executions, Christof Heyns during his visit to India mentioned that altogether 1528 people, including 31 women and 98 children were killed in fake encounters by security forces in Manipur between 1979 and May, 2012. Of these, 419 were killed by the Assam Rifles, while 481 were killed by combined teams of Manipur Police and central security forces, according to the report. The Armed Forces (Special Powers) Act, 1958 enacted as a short-term measure to allow the deployment of the army in India’s northeastern Naga Hills has been in existence for five decades over the entire North Eastern States of the country and Jammu & Kashmir and the violations on human lives and security. The impunity that the AFSPA has given to central security forces, what it has meant for the people in the state of Manipur and other states have been well documented: both in numbers and in terms of testimonies. In Manipur, it was the people of the hills of this small state that first bore the burnt of AFSPA. Later on, the valley would also suffer. But what the figures don’t reveal is that most of the men who were killed were in the prime of their lives and left behind widows and children.

What the figures of those killed or ‘disappeared” under the Armed Forces Special Powers Act don’t say is that combing operations, questioning, threats and harassment under cover of the Act leaves a fragile sense of security and has a bearing on the freedom of people to move around. While women are affected while setting out of their homes in search of livelihoods, the children of this state have grown up without knowing what security and safety is, without access to basic health and education facilities following the threat from the hugely militarized environment around them with even security forces occupying educational institutions in certain cases. In Manipur, women in both the hills and plains have come out in response to the excesses committed under the Act and  to protest against the excesses committed by security personnel. Through their own women collectives, they come out on the streets in times of public protests and take up night patrols besides also picketing army camps to verify whether those picked up are civilians and at times, not budging from their positions till the surety is given that those picked up are not tortured. Often, women groups stay up late into the nights after taking care of their household and other social obligations, going without proper sleep or rest. The story of the children of Manipur, are told in the many instances of sit in protests taken out by children: the same children who should ideally be in classes or in the safe confines of their home and playgrounds. Young children grow up under the shadow of guns and violence around them while the older ones take part in various protests, thereby severely putting them in conflict with security personnel and triggering off a sense of alienation and distrust.

The PIL to the Supreme Court, filed jointly by Extra-judicial Execution Victim Families’ Association Manipur (EEVFAM), a body of widows and mothers of those killed by police and security forces and Human Rights Alert pleaded for investigations into 63 cases of alleged extra-judicial killings between 2007 and 2012 and another 1,528 cases documented by the Civil Society Coalition on Human Rights in Manipur and the United Nations is just the beginning of efforts from various civil society groups and Human Rights defenders to put the spotlight on the excesses committed under the Act. Following the PIL, the Supreme Court constituted a three member enquiry commission with former Supreme Court judge, Justice N. Santosh Hegde, as the Chairman which in its report to the Apex Court has already made its observation that the 6 cases it was given to hear out were all fake. The Supreme Court had given the Manipur state Government a duration of four weeks to make its responses following the report of the Inquiry Commission and with the date coming nearer, it will be yet another step towards the long wait for justice and yet another strong validation of just how much the Act impacts the lives of countless women and children in the state.

IMPHAL, June 5: A Chinese hand grenade was today around 10:30am from a paddy field near a brick-field owned by one M Inaocha Singh located at Pangei “Waiton” under Lamlai police station Imphal east district.

Later, the bomb was disposed by a team of Manipur Bomb squad in the near safe area.

The grenade was first noticed by local passers-by in the paddy field, who informed the police. A team of Lamlai police along with a bomb squad arrived at the scene and detonated the bomb in a nearby safe area.

IMPHAL, June 5: Muslim Students’ Organisation, Sangaiyumpham organised today the fourth award giving ceremony at the Sangaiyumpham community hall for the position holder and area toppers, including the 18th position holder Md Sohrab Jubeir of Cherapur part II in the HSLC examination at a function which was presided over by Md Fakuruddin, pradhan of the Sangaiyumpham part II gram panchayat while Md Zanab Khan, Sangaiyumpham ZP nominee and Md Azad Khan, social worker were the chief guest and guest of honour respectively.

It is worth mentioning that the total numbers of student for the awards are thirty seven students including 15 girl students while eleven students of the BOSEM, fourteen of the COHSEM, twelve of the CBSE respectively.

IMPHAL, June 5: The economic census training programme 2013 of Chandel district will be held on 7 and 10 of June 2012 for the officers in charge, supervisors, and enumerators at the office complex of the Deputy Commissioner of the district for which an official order is hereby made to attend the training programme by the selected official without fail.

It is worth mentioning in this regard that the selected supervisors and enumerators are from the ICDS and Anganwadi workers whereas some supervisors are chosen from the line department in order to meet the manpower shortage. IMPHAL, June 5: District Fishery Officer, Bidhnupur has notified that closed season is declared at the experimental fish farm, Takmu for a period of three months w.e.f. June 1 to August 31 as a part of conservation and stock management of fish to protect breeders, to give them the chance for breeding freely in their breeding season and to protect the young ones till they attained fingerling size/self defendable stage.

During the closed season, any kind of fishing by anyone in the farm is totally prohibited, it added.

New Delhi, 5 June 2013: On 29th of May 2013, Ms A.S. Reingamphi alias A.S. Solam from Ukhrul district of Manipur was found dead under suspicious circumstances in her rented accommodation, House no. 424/B , Ground Floor, Chirag Delhi, New Delhi -110017 under Malviya Nagar Police Station in India’s capital Delhi. There were signs of brutal mutilation on her nose ,face and her legs .Her eyelids were scratched, eyes were bleeding and there was a pool of blood where she was found lying.

POLICE REFUSES TO FILE AN FIR

The deceased’s relatives submitted a complaint letter to the SHO, Malviya Nagar Police Station on 29th May 2013. They charged the landlord and his brother-in-law of sexually assaulting and murdering Ms Reingamphi. They informed the police that the brother-in-law of the landlord was stalking and harassing Ms Reingamphi and specifically over this weekend , 25-26th May, the landlord called her repeatedly. The SHO of the Police Station Malviya Nagar refused to file an FIR.

REFUSAL TO FILE FIR AS PER THE COMPLAINANT’S REQUEST

After 3 days of sustained pressure on 31 May, the Malviya Nagar Police finally lodged an FIR under Section 306, which is abetment to suicide. This is in complete disregard of the preliminary post-mortem report, which does not mention the cause of her death and against the wishes of the family.

On 1 June 2013 the Minister for Women and Child Development Dr Kiran Walia, arrived at the Malviya Nagar Police Station, where protests went on and intervened, saying that the case will be transferred to the Crime Branch and asked for a fresh post-mortem investigation.

THREATS FROM THE LOCAL COMMUNITY

A humble candle light vigil was organized near the house of the deceased in Chirag Dilli on 1st June, 2013.At the site of the vigil , the locals threatened the participants that if any of the local boys were investigated/picked up by the police then those from the North East living in that area would face consequences.

OUR DEMANDS

We, the civil society and women’s groups from all over Northeast region , Delhi and India condemn the killing of Ms A.S. Reingamphi alias A.S. Solam and call upon Govt of Delhi, Govt of India to ensure justice is done. We have been protesting over last several days to ensure justice is done and will continue our struggle to ensure peace to family of late Ms A.S. Reingamphi.
The present FIR done unilaterally by Malviya Nagar Police Station Delhi without taking into consideration the complainants’ letter be retracted and a fresh FIR be filed alleging sections 302(Murder) and 304(Culpable Homicide not amounting to murder) of the Indian Penal Code. Malviya Nagar Police Station had filed FIR under IPC Section 306 ( abetment to suicide ) which has been rejected by family members.
Serious attention must be paid to the discrepancies between the first and the second Post Mortem reports.
The suspects– the landlord and his brother-in-law– should be arrested and thoroughly questioned.
All the institutions involved speed up the process of investigation and justice be delivered. In this regard, the viscera report should come out as soon as possible.
Action to be taken against the Police officials of the Malviya Nagar Police Station for refusing to file an FIR which is the right of all the citizens.
Action to be taken against the residents of Chirag Dilli who said on 1st June 2013 at a candle light vigil held in memory of the deceased that if any of their men were investigated, they will take ‘action’ and thus threatened the relatives and supporters of the deceased and people of Northeast
Request Crime Branch Delhi to look into “pamphlet” circulated in hindi by Chirag Dilli men folk regarding the death and threats given to friends of the deceased on 3 June 2013 and ensure all protection be given to them.
Ensure the safety, security of all the people from North Eastern who are living, working and studying in Delhi be treated equally without any discrimination and ensure justice is done.
