IMPHAL, June 9 (NNN): Even as the 5th Session of the 10th Manipur Legislative Assembly is all set to begin from June 10, the movement to implement the Inner Line Permit System in Manipur is hotting up in the state with agitation on the issue is fast spreading.

Today, women folks of Khwairamband Keithel halted their business and carried out sit-in-protest in the heart of Imphal demanding the implementation of Inner Line Permit system in the state.

Under the banner of the Joint Committee on Inner Line Permit System (JCILPS), agitation has been going on carried out by various groups since June 1. The agitation was planned till June 10 but on Saturday it had been extended till June 15.

From June 1 till June 5, volunteers of JCILPS barred non-locals ( people from mainland India) were barred entering Manipur and from June 6, the non-locals have been restricted from selling goods in the localities in Imphal.

Several volunteers involving in the agitation were picked up by police only to be set free yesterday.

It is speculated that the coming assembly session will be dominated by the issue of Inner Line Permit issue.

Since June 1, the state government has been on high alert keeping up tight and strict security measures to thwart any untoward incident arising out of the ongoing agitation.

With the dateline of the ultimatum given to Manipur Government to clear its stance on introduction of Inner Line Permit system in the state had ended last month, JCILPS had on May 30 decided to go on with its earlier decision to stop visiting of non-locals to the state from June 1-5 and disallow outsiders to enter into the lanes and localities of the state from June 6-10.

Meanwhile, in a seperate press conference, The All manipur Students’ Guardians’ Organisation has also announced its support to the ILP demand agitation.

The All Manipur Students’ Guardians’ Organisation (AMSGO) has stated that the arrest of “25 students of the student wing of Joint Committee on Inner Line Permit System (JCILPS)” by the government would not bring a solution to the movement of the student wing demanding to implement ILP system in the state.

Speaking at a press conference at its office today, S Sumati, secretary AMSGO said the students are launching movements from June 5 to 15, 2013 demanding the implementation of ILP as the government has suppressed the issue for so long. Recently the government has stated that it also want the ILP implementation and informed the same to the central government by passing a resolution in the Assembly session last year.

Neither the movement of the students’ wing is anti-social nor have the volunteers mistreated any non-locals, she said.

They are only asking for a permit for their entry and exit into the state with proper identity, she said and added it is wrong when the government says the movement is anti-social, she added.

She appealed the government to attend to the state issues in time.

The student wings’ demand is not for personal gains but for the welfare of the state, its indigenous people and also the government, she continued.

AMSGO appealed the government to resolve the ILP issue in the very first day of the Assembly Session which is scheduled to be held from tomorrow and implement the same like it is in Mizoram by amending the Bengal Eastern Frontier Regulation Act 1873.

The government should produce a white paper publicly and ascertain a fix time for ILP implementation in the state, she demanded.

It should discussed in detail the demands of JCILPS and its students wing and take a big responsibility by bringing up the issue in the coming Assembly session to bring an amicable solution, she appealed and said AMSGO will support the democratic movements of the students wing.

IMPHAL, June 9: A PRO IGAR (S) press statement has said that Major General Rajeev Chopra has taken over as the Inspector General Assam Rifles (South) from Major General UK Gurung, AVSM, YSM on June 9, 2013.

It said, “Major General Rajeev Chopra arrived from New Delhi on June 6”.

“The General Officer is alumnus of the prestigious National Defence Academy, Khadakvasala and a graduate of the National Defence College. He has commanded an operational Brigade Headquarter in West Bengal and has held many distinguished command and staff appointments at all levels of the Indian Army”.

IMPHAL, June 9: The 5th session of the 10th Manipur Legislative Assembly will commence from tomorrow at 11 am at the new Manipur Assembly building at Chingmeirong, Imphal.

A full rehearsal of security personnel to be deployed in and around the complex so as to prevent any disruptions during the Assembly session from June 10 to July 1 was also successfully held today.

Officers and security personnel who will discharge duties at the galleries, other gates of the Assembly, all the entrance to the building including the main gate of the Assembly attended the rehearsal.

All the personnel including female personnel who will carry out duties will be led by a Superintendent of Police and Addl SP Police personnel in plains cloth led by a Sub-Divisional Police Officer (SDPO) each will be deployed at the visitors’ gate including the main gate.

On the other hand, tomorrow’s Assembly session will have the morning session only, there will be no evening session.

The session which will start from 11 am tomorrow will begin with questions and answers for a short time which is followed by budget and excess budget presentation and wind up with obituary reference.

The motion of thank of the address made by state Governor Gurbachan Jagat in the previous session in the house will be discussed on June 12.

KANGPOKPI, June 9: For the past month, Sadar Hills has witnessed the slaying of more than hundreds of dogs despite the anti-rabies vaccination programs being held at various places within the areas under the initiatives of the Deputy Director, Vety Sub-Divisional Kangpokpi to avert casualty due to rabies.

While, the Vety Department has suggested “Anti-Rabies Vaccination”, the option chosen by the general public of Sadar Hills as the best precautionary measure and method to avert casualties due to dog bites has become the act of slaying dogs.

A resident of Motbung on conditions of anonymity to disclose his identity told this correspondent, “Though I love my domestic pet and want to save it, I have no other option other than killing it since rabies infection is  dangerous not only for one individual but the society as a whole”.

Another resident added, “When death cases have been witnessed due to dog bites, we have no confidence in the vaccine”.

“The best thing is to kill them,” he pointed out.

Mention may be made that after the death of a school going student at Motbung, the Village Authority as well as the youth clubs ordered for the dog owners in the vicinity to kill their dogs within a short period of time.

The order also said that, a sum of Rs.5,000/- as fine will be imposed on anyone who does not comply with the order.

The order further said it would impose a fine of Rs. 2 lakh to the dog owner, in case their pet animal bites anyone while a sum of Rs.10 lakh would be imposed as fine or compensation in case a person dies due to the pet.

Recently, just after the vaccination of anti-rabies was conducted at Kangpokpi, the town committee informed and ordered all dog owners to slay their dogs in the town.

In case any unwanted incident has been caused by the pet animal the concerned owner will bear all responsibilities, said the town committee order.

The order for slaying the domestic pet has also been witnessed at Keithelmanbi areas, Tujang areas, Sapormeina areas, Kalapahar areas as well as Changoubung, Mayangkhang and even Taphou Kuki village and its neighbouring villages.

More than 200 dogs has been slayed in Motbung alone while more than a 100 has been killed so far in Kangpokpi and is still going on.

For the past one month, dog meat has been available everywhere within Sadar Hills at a very cheap price.

IMPHAL, June 9: Vehicles should not be allowed to park along the bazaar area roads and instead the spaces should be provided to the street vendors to sell their wares, said L Binoy Singh, president Senior Citizen for Society, Manipur during a discussion on “Problems and Prospects of Street Vendors” held at the Shri Shri Radha Govindaji Mandop, Uripok Tourangbam Liekai today.

He pointed out that the street vendors are not allowed to sit on the side of the street in the bazaar areas whereas the vehicles are allowed to park.

In other parts of the country, the street vendors are not ill-treated like in Manipur, he lamented before adding that the vehicle parking area should be shifted to a more appropriate area outside the bazaar area and free the some space for the street vendors.

The street vendors are facing lots of problems from the police who chase them away like animals and confiscate and destroy their products, he continued.

He said the issue of street vendors should be discussed during the upcoming Assembly session.

KT Rahaman, president, All Manipur United Clubs Organization (AMUCO) alleged that the police collect money from the street vendors for allowing them to sell their products.

He appealed to the street vendors to note the names of such police personnel who illegally collect money and then complain about them to the concern officers to take action.

He said such police action of collecting money from the poor street vendors and providing them with space is an offence punishable under the law.

He further said the street vendors have helped in the development of the state and participated in all the social issues.

The end of the discussion recommended to discuss the issues of the street vendors; to call for the provision of social security; to issue the identity card for the vendors by the Imphal Municipal Council and to urge for street vendors to be provided space at the top of the three markets.

IMPHAL, June 9: Balancing demography in a state is the responsibility of the state government so as to maintain social order without which social disorder is bound to occur, said a press release issued today by the Manipur Peoples’ Party.

The ongoing ILP movement by the civil society attempting to maintain the demographic balance of the state by restoring Inner Line Permit system which was previously imposed in Manipur has alerted the law makers thereby passing a resolution to put into operation ILP again in the state of Manipur and consequent forwarding of it to Central government for necessary legal process, it reminded.

The press release termed CM O Ibobi Singh irresponsible for inviting CSO to go together to Delhi for meeting PM and Home minister so as to have a dialogue on this issue while it further demanded that CM should take responsibility instead of assigning responsibility to JCILPS and students organisations.

In the meantime, Communist Party of India (Marxist Leninist) CPI (ML) has also issued today a press release on this crucial issue of ILP which has attracted time and energy of the masses that the outsiders will soon outnumber the indigenous population thereby destroying economy, culture and religion of the land. In view of it, the Manipur Legislative Assembly had passed a private member resolution on July 13, 2012 but Manipur government is demonstrating their tyranny by way of verbal threat and bullying those leaders who are accelerating ILP movement in support of the July 13 Manipur Assembly resolution. Such irresponsible action will bring no solution but it only invites an adverse course of action.

IMPHAL, June 9: Newly appointed executives of Pangal Students’ Organisation (PSO), Manipur, an apex body of Muslim students took oath in the presence of Janab Moulana Sayeed Ahmed, Oath Commissioner and President Jamiatul Ulama Manipur, Imam Jame Masjid Babupara, Imphal at the oath taking function held at Manipur Press Club here today.

Speaking at the function, Dr Dhanabir Laishram, Social Scientist said the role of Meitei Pangal is very large in attaining the present situation of Manipur. One should not be happy with the term minority as it is a plot of the Indian government.

IMPHAL, June 9: The 3rd Thangmeiband Kendra Meritorious Award Distribution function was held at the Majorkhul community hall today organised by the Thangmeiband Kendra Development Organisation.

Local MLA K Joykishan who attended as the chief guest announced an award of Rs 50 thousand to any student of Thangmeiband Kendra among the first top ten in both the class X and XII examinations both under Manipur board and central board.

He further handed a cash award of Rs 50 thousand to the 1st position holder in the class X HSLC examination of this year Mongbijam Miranda from Thangmeiband Kendra.

The meritorious award distribution function was also attended by Dr Chingtham Chandramani Retd Director Health Service Manipur, Thambaljao Phaomei vice chairperson Imphal Municipal Council and M Rajendro president Thangmeiband Kendra Development Organisation (TAKDO) as the guests of honour and president respectively.

He further said that parents and guardian take a major role in producing a meritorious student and also fell proud that the student who secured 1st position in the HSLC examination result is from his constituency and announced to give 50 thousand cash award to the student who secured rank from 1 to 10 in the examination.

All together 426 student were awarded today, 104 students from HSLC, 100 students of Class XII exam conducted by COHSEM, 120 student from class X CBSE board and 138 student from class XII CBSE board.

The truck bearing Regd No AS01-BC/4395 was heading towards Imphal when it met with the accident.The driver of the ill-fated truck identified as Theophil Narzary (23), son of Sobirol of Sonitpur Assam and his handyman escaped with minor injuries, according to source available at Senapati PS.

Steering failure is suspected to be the main reason that caused the accident, further added the source.

IMPHAL, June 9: A man was found hanging in his room at Thangmeiband Meisnam Leikai opposite DM College gate at around 5pm today.

The man has been identified as one Bigyaneshor Sanglakpam, 46 son of Dejamani.

His wife Phurailakpam (n) Tamphasana (37) has been staying at her parental home and had never return back to her home since the last two months according to neighbors.

Bigyaneshor had reprtedly gone to call his wife back home but returned alone in a foul mood and tried to beat his son. The son fled from their house and hid in a neighbour’s house.

When he returned, he found his father hanging from the ceiling fan in his room, the source said.
