Is the state ministry of forests and environment still sleeping under the heat ?

Manipur faces almost all the human problems the world has ever seen. In every sector, the state encounters one or the other crisis. Now the issue of climate change has started to hit the state physically. Besides the manual laborers, the most affected lots due to extreme weather conditions in Manipur are the street vendor women and the school going kids. Imphal city witnesses hundreds of neglected street vendors who have been left without even a shed. The rising temperature adds to the anguish of innumerable number of women vegetable sellers of the city. School going kids are among the worst affected lots due to the extreme weather, as many private schools do not provide properly-ventilated classrooms, comfortable transport system and child-friendly school environment. In the face of the rising temperature, the State Education Department may direct the private schools to relax the rigid school uniforms in favour of casual comfortable dress to suit the hot weather. Instead of formal uniforms, kids may be allowed to wear casual shorts, chapals and T-shirts till the end of August this year. Sufficient clean drinking water be provided in schools, and classrooms may be properly ventilated. Weight of school bags may be reduced to below 10% of the bodyweight of students. Such immediate regulations are highly required for school going kids in response of extreme weather conditions.

Climate change has become a reality in Manipur. But the government seems unmoved amid the changing weather conditions. Deaths due to hot weather have been reported from the neighboring Assam, while the temperature in Manipur reached the highest ever 34.1 Celsius degree during the past few days. The north eastern states, which were once untouched by global warming, have started feeling the effects of climate change. Guwahati, Dribugarh, Itanagar, Aizawl and Imphal cities recorded temperatures as high as around 35 degree Celsius. Normal life has been greatly affected. Flash floods, drought, extreme coldness and other natural calamities may be foretold as the outcome of global warming. It has been a gradual and slow process that the people of north east embrace the global phenomenon of climate change. If left unattended, extreme weather may kill its inhabitants in a few years from today.

Facing the challenges of global warming is not an easy task. Climate change can not be halted overnight. It takes a hundred year to balance the ecology and to be back to nature. It is rather late for the government and the people to focus attention towards saving its environment. Unfortunately, the government seems adamant on global warming issues. The ongoing state legislative assembly may adopt an effective and practical strategy to fight the impending effects of climate change in Manipur. Extra-efforts need to be put on the part of the state Forest and Environment Ministry, which has long been napping amid the increasing extreme heat and coldness.
Forest conservation is the only effective means to save the fast rate of environmental degradation. Forest can help in absorption of the enormous carbon emitted by the industries of the world. According to the State of Forest Report 2003, the forest cover of Manipur is 17,219 Sq. kms. which is 77.12 % of the total geographical area of the State. Although Manipur has sufficient forest area, uninterrupted destruction of the same for one or the other purposes particularly in the hills has invited the phenomenon of climate change. In the valley areas, trees are indiscriminately cut even in forests reserved areas. Recently, an exclusive report appeared in the Hueiyen Lanpao Daily unfolded the felling of trees in Langol forest reserved areas in Imphal. The inactive forests department of the state is obviously responsible for the occurrence of extreme weather in the state. Discussion, interaction, awareness and actions on forestation and tree plantation are very much lacking in Manipur during the past few decades. Tree plantation is only ceremonial in Manipur. As the highest law making body, the state assembly needs to interact on the burning issue of global warming, its short-term and long term strategies to chalk out an effective strategy.

IMPHAL, June 18: A statement of the Regional Provident Fund, Commissioner II has said that Dr A Mahendra Raju, Additional Central Provident Fund Commissioner (Kolkata Zone) who is in charge of West Bengal, Sikim, Andaman and Nicobar Islands, Jharkhand and all North Eastern States visited Imphal to discuss to different stakeholders like employers, employees, trade unions and State Government Officials on providing Social Security Benefits under the Employees Provident Fund And Miscellaneous Provisions Act 1952 to the employees in Manipur.

It said a discussion was held at the Classic Hotel Imphal on June 14 participated by around 42 representatives from the employers and employees.

“During the discussion, Dr Raju stressed the need for providing social security benefits to all employees. He informed the participants that bringing one employees under the ambit of the Act goes beyond deduction of P.F. Contributions and depositing it; it actually bring security to the wife/husband, children and dependent parents. The security given by the Act is unparalleled. If an employee is made a member of Provident Fund and expires after working for a few days his/her wife/husband, children or Dependent Parent (if there is no wife/children) is assured of Pension”, it said.

“Further Eligible wife/husband/dependent parent will get lifelong pension, he said and further informed that it is necessary to ensure forced saving provided under the Act for every employee so as to provide security in their old age”, it said.

Dr Raju also met the Chief Secretary and the Secretary cum labour Commissioner, Government of Manipur on June 17 to discuss the extension of Social Security benefits to the employees of 1) District Rural Development Agency 2) Manipur Rural Road Development Corporation 3) Manipur Tribal Development Corporation and 3) Teachers under Sarva Shiksha Abhiyan. He also discussed opening of a Sub Regional Office at Imphal to cater to the need for immediate redressal of grievances and also to bring more employees under the Social Security net. The Chief Secretary and the Secretary cum Labour Commissioner, Government of Manipur assured that concrete action shall be taken to bring the employees of the State Undertakings under the ambit of the Act and also agreed to examine the issue of opening a Sub Regional office at Imphal for taking it up with the Central Government”, it said.

“Dr Raju also requested the Chief Secretary for formation of a Regional Committee with the Secretary cum Labour Commissioner, Government of Manipur as Chairman, Regional Provident Fund Commissioner-I, North East as Secretary and representatives of State Government, Trade Unions and Employers as members. This committee will discuss policy issues for effective compliance and service delivery of EPF Act and Scheme provisions”, it said.

Altogether around 100 vehicles coming from other states to Manipur were left standard including four passenger buses, 10 wingers and different goods carrying Tata trucks at the spot.

Speaking over phone, to Imphal Free Press, the sorganisation secretary of the Manipur Drivers’ Union said that the distribution of free eatable items and drinking waters were taken up jointly by the Manipur Drivers’ Union and Surface Transport Eco-Environment Society to extend some help to the passengers and the truck drivers coming from other state toward who were left stranded at Khuzuma due to the 48 hour bandh.

This was stated by opposition leader MLA Dr I Ibohanbi Singh raising the motion for Disapproval of Policy Cut when the Chief Minister who is also in charge of power tabled Rs 666, 83, 96, 000 for demand No. 23: power to be passed on the floor of House.

He said that it is already 40 years since Manipur had attained statehood in 1978 but the power supply remains a lot to be improved.

No works of Loktak downstream and Tipaimukh multipurpose project have not been taken up to date, he said and added there is no transmission line and heavy fuel power project at Laimakhong remains useless.

MLA Dr. I Ibohanbi Singh further said that there is no transformer of good quality installed in the state and infact there are transformers which broke down as soon as it is installed.

Public complaints for repairing of transformers remains useless, until the public contribute money and pay it to the concern authorities, he said.

He went on to say that the power department cannot replace and repair when the transformer coil breaks down and fuel is required.

So it is useless when the transformer is brought to be installed to provide power supply, he said.

Pointing out that all the electric posts with high tension (HT) wire are in an unsteady position, he asked what plans the government has taken up to replace the said posts. Like health services and National Rural Health Mission (NRHM), he expressed his desire about the power department to take up actions so as to generate public awareness.

He further said that the department has not been found taking up such actions while pointing out that as the power department has not filled up the vacant posts of retired staff, there are only eight staff in the complaint room of the head office at Keishampat though there were 24 staff in the room in the past.

Four staff each are on duty for 12 hours out of 24 hours, he said.

Manipur is no stranger to food wastage. Given the practice of feasting and festivities prevalent in every community in the state, the resulting waste of food would be on a major scale. Wastage of food can happen at various stages through the gamut of its production, processing, storage, transportation and consumption. In Manipur, the poor transport and communication systems leads to large scale wastage while the lack of adequate storage and processing facilities render agricultural products that are part of food components useless besides robbing the state of potential finances in return for its export and sale. A 2009 UNEP study states that India loses yearly 23 million tonnes of food cereals, 12 million tonnes of fruits, and 21 million tonnes of vegetables in various stages of food production to consumption. Though there is no comprehensive study that can give a conclusive picture for the state, it would not be wrong to draw parallels with what a recent study by the Indian Institute of Public Administration had to say about the wastage of food during social gatherings in Delhi. The study shows that rising economic prosperity makes people indulge in extravagance during social events and people do not mind throwing away food. For Manipur, the practice of major community feasting practiced by different sections of the population cutting across communities but specifically, the regular practice of ushops presents a huge scope for huge food wastage. The Meitei social eating practice is yet to adapt to the buffet system while the traditional ushop with its code of food servings involving pre seated food items on the plate/meal sitting contributes to a major portion being wasted by one person with the practice of having numerous dishes as the norm in community feasting adding to the burden of waste. While some enterprising people who rear pigs do have an arrangement of collecting food wasted during ushops and other community feasting, the amount of waste of items that go towards preparing the food is not taken into account.

Experts in the sector looking at food production make the point how a practice like wasting of food which can be controlled and addressed go on to add to another major issue confronting the country: that of hunger and malnourishment. The 2012 Global Hunger Index in fact put India in the 15th place from the bottom with the country reporting nearly one-fifth of the country’s total population and 43.5 per cent of under-five children as malnourished. It is obvious from the figures that the amount of food that is wasted can go a long way in stemming the hunger pangs in the country. On the national level, the state of Government run granaries and food godowns leave much to be desired with media reports showing time and again how food grains are rotting away, eaten up by rodents or simply vanishing into the pockets of people involved in the process of public distribution systems of food grains. The same scenario is true at the State level too but also impacted by the regular bout of bands and blockades that impact the delivery of food items. While Government machineries would have to step up its act in terms of plugging in the gaps that exist at the stages of food processing, storage and its transportation, the common man can also step in to plug in and stop food from being wasted at the stage of consumption. This can be done through simple mechanisms or rather practices, starting from cutting down on the number of dishes being served during occasions of community feasting and cutting down on the portion size of servings since additional helpings can always be called for. The older generation may still be unprepared for the more western style of buffet style eating but even with the younger generation, there would need to be some more etiquette lessons required since it is not proper to pile up one’s plates by taking advantage of being ahead in the buffet line. For those not ready to take ownership of the food wastage vis a vis hunger issue, it would bode well to recall the call given by the Food and Agriculture Organization, the U.N. food agency to fight off the demands of food production and growing hunger in the world by including edible insects like grasshoppers, ants and other members of the insect world is most interesting. Those willing to go in for gastronomical experiments are better off but those not so willing to go that far must surely think of the easier way of plugging in the food waste that is taking place.
