North-East Forum for International Solidarity had been running a campaign against the compulsory imposition of Hindi in Delhi University, on the students from the ‘North-East’. A large number of students held several protest demonstration both at Delhi University and outside the ministry of HRD. After the protests, both the University of Delhi and the HRD ministry had assured that the clause of compulsory imposition of Hindi would be removed. The protests had been peaceful and democratic in its tenor. But today, on 27.6.2013 three activists of NEFIS were picked up by the police on the basis of an FIR framed on 1.4.2013 and slapped with non-bail able sections. The police have acted, in what we consider, extremely vindictive and conspiratorial manner, sensing that if they had arrested these activists while the campaign was on, there would surely have been strident protests from the students. They deliberately waited till the summer vacations, when most of the students have gone back home, to make the arrests, so that protests do not happen. We unequivocally condemn this atrocious act. NEFIS calls upon all the people of the North-East to rally around the arrested activists and intensify their struggle against the Indian state for their democratic rights.

Hello everyone! My name is Dr. Ngangbam Shantikumar Meetei, Senior Mr. Asia No. 1. Some of you might have heard about me and some of you haven’t yet. I have settled in Taipei, Taiwan as a Taiwanese citizen and been working as an English Professor for the last sixteen years. Besides my full time job, taking care of four kids I have competed and won many Taiwan nationals, East Asian (competed 3 times) and Asian Championships (competed six times). Not only these, I have also competed two times in Asian Games and six times in Mr. Universe.

Unfortunately, except the Mr. Sub Junior Manipur and Imphal West where I got first and second placings respectively, all the other championships I competed for JNU, Delhi, or Taiwan. Every time I won I was happy, excited and proud of myself. But deep inside my heart I was not really happy. Every time I won a contest I always asked this question in my heart, “Nahakkipoknapham, lairajarabi, wajarabi, kappatanamapunsikemlaba, mitlupirangkangbakhangjadraba, neihatpirabaEemaKangleipakkidikadai?” This question always tormented my heart. I have been thinking how I can compete, at least once for my home land Kangleipak, Manipur. I like to pay back something in my own capacity. But I never got the chance as I was always in Taiwan team. But this time I took the courage to be away from Taiwan Bodybuilding Federation and not to compete in the IFBB. And I am also free from Indian Federations. I have nothing to do with the Indian federations (2 Federations now). Instead, I chose to sponsor myself all the expenditure and compete for my long cherished dream – to compete for my beloved Mother, Kangleipak. I am ready to face any consequences I may face from Indian or Taiwan Federations. I also know, I will get nothing from the Government of Manipur or India, or Taiwan. It’s okay. I don’t expect either. As long as I can go for my long cherished dream, to go for my homeland Kangleipak and show to the whole world, that there is one tiny place called Manipur, whose people could defeat the Mainland Indians as well as the whole world in many fields, especially in sports, it is worth doing. I love my homeland, Kangleipak, Manipur.

The reason for choosing to compete in the INBA’s Mr. World in Greece is that this is the right one for a natural bodybuilder like me. I belong here, and I wish many aspiring young bodybuilders from my homeland, Manipur as well as from Taiwan follow me in their venture to the top. I like them to see their bright future, as champions, not as sick bodybuilders who look big and strong but sick inside and disappear in a few years. For me bodybuilding is not just a sport to win some titles but it is part of my healthy and happy lifestyle. Of course, I love to compete, challenge and win to improve myself, and show I am somebody. But I don’t believe in winning, sacrificing my own health, my life and my family. That is why I love to compete in the INBA’s natural competitions. This is what I did before, and I will follow the same.

I have been training as best as I could for the last one year or so and have few days to go for the coming Mr. World Championship which will be held at Zakynthos, Greece from 5th to 7th July, 2013. I am not sure what position is stored for me in the championship. I may win with all your prayer and support, or may not. Winning and losing is part of the game. But I am already very happy and excited to represent my homeland, Kangleipak. I feel really proud to be the son of Manipur.

The announcement of life imprisonment as the quantum of punishment for the four accused in the gang rape of a woman trading in chillies has been met with much appreciation and hope from various quarters in the state. The appreciation factor stems from manner in which the case was taken up and handled with while the hope expressed is that the case would set a precedent in the state in terms of the manner in which investigations were carried out and the legal processes that followed. More hope hinges on the belief that such sentences would deter more rapes from happening. The truth is more complex here as is evident from other states where rape cases have been taken up and rigorous sentences meted out, including death too but still more cases of rapes happen with more regularity and more brutality. This is not to say that cases of rape should be taken lightly but to point out that along with mechanisms for punishment, there needs to be ways and means to prevent rapes from happening in the first place. The most integral aspect in the context of rape cases and others cases of sexual violence against women is to change mindsets for the majority of society including people in the law enforcement agencies and police and other community stakeholders take on the ‘blame the victim’ stand. There have been many instances where the reasons for rape has been given as arising out of what clothes women wear, where they are going, who they were/are with and ‘their behaviour’. One political leader went so far as to say that eating chowmein encouraged men to rape women while another likeminded enlightened one held the belief that women should not go out of their homes after sunset. In Manipur, a political leader who is described as an astute statesman and someone who is aware of the finer details of legal systems went on record to say that women should carry sharp scissors to ward off men who would try to violate their modesty. He went so far as to distribute the scissors to some women and in so doing like many others like him, putting the sole responsibility upon women to take care that they are not sexually attacked or violated. It is this attitude of women being foisted upon the sole responsibility of taking care of their own safety and being the recipient of the blame game on the behavior and morality of women that indirectly contributes in a very major way towards men getting the leeway in the circumstances. Reading between the lines of what decision makers have to say on the matter of rape, the inference is that men will be men and that women will have to stay ‘within their limits’ to ensure that they stay safe.

Historically too, rape has been used in the aftermath of war in almost all parts of the world. In recognition of this serious after effect, the United Nations has gone on record that rape is war crime. Rape as a tool to demean a particular society or community or nation defeated in war is a reality since women are still seen as the custodian of a society’s honour and self esteem. The stigma that is attached to rape and sexual violence is such that there have been many instances where families of affected women have looked at the option of rapists marrying the victims. One other common complaint is that police are not pro-active when it comes to taking action on cases of rape and sexual violence, starting from delay in taking down complaints. Validating this is the findings that emerged from an investigation by a National news magazine, which found that prejudice against rape victims is alarmingly common among policemen in Delhi. The report linked this unhelpful attitude of the police to the low rate of conviction in rape cases in the city (34.6%) . The alleged highhandedness of the police personnel of Mayang Imphal police station who were approached by two women to lodge a case of gang rape is proof that many still lack the sensitivity and pro-activeness that is needed to take up cases of sexual violence.  Meanwhile, a not so touched upon aspect of sexual violence is that though it is rare, men also face rape and other forms of sexual violence. Another reality is that transgenders are vulnerable to be raped but fear to call attention to what happens with them since their very existence in society is filled with stigma.

IMPHAL, June 27: The Executive Director, Manipur State Rastriya Swasthiya Bima Yojna Society, a government of Manipur undertaking, has invited applications to fill up the various vacancies in its office on contract basis and further said to meet the vacancy assistance of the Imphal East Employment Exchange on June 28, 2013, according to a press release of the directorate of information of public relation (DIPR).

The contractual vacancies are one (1) project officer, one (1) accountant, one(1) technical officer (data analysis), one (1) technical assistance (computer operator), two (2) peons and one (1) driver respectively while further mentioning that the applicants must have necessary certificates and below the age 35 years.

On the other hand, there are also vacancies at the department of agriculture which will also be filled up on contract basis for which the interested persons are required to meet vacancy assistance of the Imphal East district Employment Exchange on July 4 and 5, 2013.

The contractual vacancies are three (3) computer operators, one (1) accountant cum clerk, twenty one (21) block technology manager (BTM) and eighty three (83) subject matter specialists (SMS); and further added that the applicants must have necessary certificates and below the age 45 years, it said.

IMPHAL, June 27: The Manipur MBBS/BDS 2013 Entrance Examination Parents/Guardians Association has today released a press statement saying that North East Indira Gandhi Regional Institute of Medical & Health Sciences (NEIGRIMHS), Shillong has uploaded online submission forms on June 25, 2013 for conducting MBBS/BDS entrance test on August 11, 2013 by revoking its previous decision to select its MBBS/BDS seats from the NEET merit list.

IMPHAL, June 27: State Chief Minister, Okram Ibobi Singh who is also the leader of the House, has tabled three different motions for discussion which necessitated electing seven  members each in the morning session of the ongoing 5th session of the 10th Manipur Assembly today.

The committees which necessitated electing its members are Committee on Public Account, Committee on Estimates and Committee on Public Undertakings respectively. The Chief Minister further mentioned in his motion that the necessary elections for these committees are scheduled to be held on the July 1, 2013 and added that these election be held in pursuance of the rule 233 (1) of the Rules of Procedure and Conduct of Business in the Manipur Legislative Assembly.

The members of the House have passed the three motions which were tabled by the leader of the House.

IMPHAL, June 27: Imphal West district police have arrested one active member of the PREPAK (Pro) on June 26 at 11:30 am, identified as Gurumayum Milan Sharma (30), son of G Joy Sharma of Bamom Leikai Brahmapur Nahabam Guru Leirak, Imphal from Yumnam Leikai near Thumbuthong Bridge, said a press release issued by the Superintendent of Police, Imphal West District.

IMPHAL, June 27: The Tribal Students Union DM College of Arts and Commerce students will start its agitation with the help of the All Tribal Students Union Manipur (ATSUM) if the concerned authorities failed to provide scholarship to the students within June 30, 2013 to the tribal students of DM college arts and commerce.

This was said by HM Schungh Kom, a member of the student union during a press conference at Manipur Press Club today.

He continued that most of the government colleges have already distributed the scholarship for all the streams and even the DM Colleges of Science have done so.

The tribal students of DM College of Arts and Commerce are facing lots of problem due to failure of the distribution of the scholarship, he said and added that the union has approached the Tribal Development office and Secretariat SBI to distribute the scholarship at the earliest two three times but to no avail, he said.

If the authorities concerned continues to ignore the demands for the distribution of scholarship, the tribal students of the DM College of Arts and Commerce will initiate agitations, he added.

DIMAPUR, June 27 (NNN): A Nagaland minister has earned the wrath of NSCN-IM for having said that Nagaland is an integral part of India.

“It is a matter of discomfort to follow the speech of Merentoshi Jamir, Minister for Youth Resources and Sports who said this on the occasion of NCC Special Integration Camp at Patkai Christian College, Dimapur,” said the NSCN-IM today.

According to the NSCN-IM, Merentoshi had `naively` appealed to the students to spread the message that Nagaland is an integral part of India.

“Forgetting that Nagas have its history and its customary law and therefore we have our own political identity. And it is clearly declared that, during the Indo-Naga Political talks the government of India has also come to acknowledge the history of the Nagas as per Amsterdam Joint Communiqué on July 11, 2002. In a vulnerable position and novice in politics as the youngest minister he should have stayed away from touching sensitive political issue. The occasion and his position as minister must have carried him away but history is a living testimony that Nagaland was never an integral part of India,” the NSCN-IM stated today.

LAMKA, June 27: A Tata Magic bearing regd no MN O4 A 7338 and its driver MD Bahadur of  Thoubal Moijing, plying from Imphal and Thoubal had been allegedly kidnap by four persons  yesterday from Kaparang about 4kms from CCpur Police Station, informed a source.

It is also said that the alleged kidnappers have demanded the Tata Magic owner to deliver Rs 5 lakhs as the vehicle had met with an accident.

Three of the four alleged kidnappers including the mastermind have already been arrested from the place where they had demanded that the money to be delivered, said a reliable source.

The source has identified the mastermind as one Jamson Lungdim alias James Lhungdim son of Ngulkhohen Lungdim of Zion veng Tuibuang, CCpur, who is said to be a former UTLA  member who had been reportedly expelled by the group on 10-11-2012 for his involvement in another such act.

He was apprehended by a police team led by SDPO Ccpur David from New Bazar, Lamka. The vehicle use for the act is now at the police station of CCpur, informed the source.
