IMPHAL, July 11: The 4th Foundation Day of Extrajudicial Execution Victims Families Association (EEVFAM), Manipur was held at Nupee Lal Memorial Complex today.
Speaking at the function, Babloo Loitongbam of Human Rights Alert (HRA) said that 1528 fake encounters have been witnessed in the state, however none of the culprits have been punished till now even after the Supreme Court appointed commission has investigated into the cases.
He further raised questions on the failure of report of the Supreme Court appointed commission on its investigation into the seven cases, which was supposed to be released by July 4, 2013.
He said, proper investigations of the Commission on the cases had started at the Hotel Classic on march 3, 2013 which was continued at New Delhi from March 13 to 21 had confirmed six cases to be fake encounters for which the reports have already been submitted to the Supreme Court.
He said in Gujarat, four accused of fake encounters have been punished with help from the government and the media within a short period of time, however, even though there are 1528 alleged fake encounter cases in the state, both the state and central governments have failed to take up the cases.
He further alleged that the governments have failed to take initiatives to punish all those involved in fake encounters.
Recalling on a decision of the Jeevan Reedy commission on AFSPA, he said that the commission had said that the Armed Forces Special Power Act should be repealed as it is a draconian Act, however the government has failed to take any initiative towards this end.
He further continued that the EEVFAM will further approach the United Nations in case the Supreme Court fails to take action.
Irom Singhajit brother of Irom Sharmila said that Sharmila has been struggling 12 years to repeal AFSPA but there has been no response from the state and central government.
The government has failed to listen to the government’s voices, he said.
He further said that the Inner Line Permit System has to be implemented in the state.
Renu Takhellambam, president, EEVFAM said the EEVFAM was established in the year 2009 by young widows whose husbands were killed in fake encounter.
The widows have overcome several untoward incidents, biased and discrimination from the locality and kept apart after their husbands were killed on charges of having nexus with unlawful elements, she said.
She further alleged that the state home department could not punish all the culprits who are involved in fake encounters.
She continued that in the state, the number of individuals killed by security forces is more than those killed by UG groups.
