Manipur and its neighbor Assam have suffered for decades under a bandh culture that had brought about unmentionable sufferings to the common man and incurred losses worth thousand crores of rupees to the states. Over the last few years, the two states have been forced to contemplate strong legislations in order to pre-empt bandhs which political parties, students’ groups and other organizations imposed without impunity.

After a series of debilitating bandhs and blockades from 2004 to 2007 that robbed the state exchequer of roughly Rs 1200 crores,  Manipur government decided to ban bandh and even went a step ahead by filing suits against the some organizers of bandhs in order to recover the losses suffered to the state. However, the whole plan crumbled like a house of cards as the administration was too weak to efficiently execute it. Moreover, a huge deficiency in manpower resources and logistic support were noticed. So far, any serious attempt for rectification of the shortcomings is not within sight. Moreover, despite several arrest warrants there was no record of any persons being actually booked. The end result is any Tom, Dick and Harry can called for bandh on petty issues without any hindrance and bring the state to a grinding halt as there is apparently none to take steps to defy the imposition. The organizers can count on the public to stay at home, shops to close and buses and passenger vehicles to stay off the road.

In light of the unfortunate situation in Manipur, the draft law prepared by the Assam Government, The Assam Prevention of Unconstitutional Bandh Act, making bandhs an offence inviting punitive action and fines, ought to be welcome with warm embrace. According to the draft, violators invite two years imprisonment and a fine of Rs 10,000 per day. Blockades, causing partial closure of economic activities, are liable to punishment of one year in jail and fine of Rs 5,000.

However, two issues which are unlikely to be resolved soon have surfaced before the Assam government. The first is directed from journalist and media workers’ bodies of the state who has termed Act as censoring media or curbing the freedom of expression in the name of controlling the bandh culture asserting that it will affect the democratic structure of the society. Moreover, the draft is also silent on how the government intends to tackle bandhs called by militant groups, a common occurrence in the state. Unfortunately, many people will be caught between militant strike calls and the government’s law against bandh.

IMPHAL, November 26: The proscribed outfit United National Liberation Front has claimed that the IED blast at Keishampat on November 25 evening was carried out by a small demolition squad of the MPA’s urban guerrilla war-fare team.

The outfit has released a press statement claiming that the act was carried out targeting the Assam Rifles for its acts of extra judicial killing of the general public in the name of fighting the revolutionary movement and as part of the outfit’s freedom movement.

The statement further claimed that the blast could have been powerful enough to kill more than three AR personnel, the intensity of the blast was minimised considering the possibilities of collateral damages.

Several hardships were faced while trying to minimise collateral damages while carrying out the blast due to the presence of civilians in the proximity of the security forces, it said.

The UNLF/MPA always consider the safety of the general public and their properties while attacking the security forces, the statement said while appealing to the general public to distance themselves from the security forces, the UNLF statement said.

IMPHAL, November 26: The reception of 36 children from the state who were rescued from Bangaluru was held this evening at a function which was attended by Minister of Social Welfare Ak Mirabai, Naoriya Pakhanglakpa MLA RK Anand, principal secretary Varun Mitra, director of Social Welfare, N Rupachandra and joint secretary N Rupachandra.

An official while giving a brief report on how the children were rescued said, on September 2 last, the Child Welfare Committee officials from Bangaluru informed them about the news that some children from Manipur were rescued in a drive conducted by a local CWC team and Bangaluru Police. After failing to receive a reply to its request for a detailed report on the incident, a state team went to the South Indian city and met the children originally lodged at Mission Centre and Grace Home located at the city, he said.  

After necessary verification of the children and completing the official process, they were brought back to Imphal this morning with the help of security provided by the state home department, he stated.

Mitra said the participation of civil society organizations, to complement the efforts of the state government and the concerned department, is crucial in checking child trafficking to other states on the pretext of providing of better education and employment for the innocent children, he said.

Minister Mirabai said around 300 children from the state have been brought back from various parts of the country since 2008 and identified child trafficking as a major problem being encountered by the state. Most of the unfortunate victims hailed from remote parts of hill districts, particularly Ukhrul, she said. Out of the 36 children, 11 were from Ukhrul district, 15 from Senapati, two from Bishnupur and eight from Churachandpur, she informed.

She announced that all the children will be handed over to the CWC at their respective district head quarters for their rehabilitation. They will be given free education and proper medical examinations will be done to ascertain their health conditions, she added.

She appealed to the general public to be observant of persons who entice innocent children to follow them outside Manipur by sowing hopes of good education and employment. They must make it mandatory to check the real identities of the recruiters and whether the institutions have gained recognition from the respective state governments, she said.    

As part of its preparation for prevention of child trafficking, the department is working to fill up the vacant posts at State Protection of Child Rights and ICDS.

Mirabai apologized on behalf of her department to journalists for the misbehavior by officials of Takyel Observation Centre who tried to manhandle them when they arrived there in the morning to collect news about the 36 children rescued from children homes in Bangaluru, Karnataka. The minister, while speaking during the reception function later in the evening, said the unceremonious treatment meted out to the media persons will not be repeated and she will give stern instructions to the concerned officials in this regards.

IMPHAL, November 26: Justice Laxmikanta Mohapatra Chief Justice (Acting) along with Justice N Kotiswar Singh accompanied by S Serto, registrar general, Th Saimon Singh, registrar, Rameschandra, secretary (law) and Alek Muivah, principal secretary to Chief Justice, High Court of Manipur visited the Chief Judicial Magistrate’s Court complex at Churachandpur, for inspection and identifying the site for establishment of the Court of District & Sessions Judge at Churachandpur District.

The Chief Justice (Acting) along with the Deputy Commissioner, Jacintha Lazarus have identified the building of PMSY Executive Engineer’s office which is just adjacent to CJM Court for renovating the same to begin the Court of District & Session Judge. Further the Chief Justice also directed the Executive Engineer, Churachandpur to complete the ongoing compound wall construction at the earliest. He also inspected the CJM and JMIC quarters and stressed the need to renovate the same. The District & Sessions Court at Senapati is stated to be inaugurated in the month of December, 2013.

A press release from SP of the district conveyed that the PREPAK cadre who was identified as self styled 2nd Lt Sougrakpak Ibotombi alias Sudon, 36, son of H Khema of Mongsangei Maning Leikai was nabbed near his home at 10:24 pm and the UNLF who was identified as Thounaojam Bachan Singh alias Achouba, 30, son of (L) Th Loken of Heirangoithong was also arrested near his home.

One 7.11 mm piston with one magazine, one live ammunition and one mobile phone were seized from the possession of Ibotombi; and on Chinese hand grenade was also seized from the possession of Thounaojam Bachan, it said.

IMPHAL, November 26: A team of the Manipur Cycle Club was flagged off for Keibul Lamjao from Hotel Imphal today as part of the ongoing Sangai Festival by Tourism Director Chitra Devi.

Around 20 cyclists left for Keibul Lamjao national park carrying the message of a greener environment and promoting cycling.

Among the cyclist was Sougaijam Bidyalaksmi, a member of MCC and who had recently concluded a northeast tour with the objective of spreading awareness on crimes against women and children. She along with the riders were accorded a warm welcome at Bishnupur bazar by chairperson of Bishnupur Municipal Council, Laishram Lolindro and other staff members.

Further at Moirang, a team led by M Shivaraj, M Sarat, K Charanjit and team of Blooming Moirang organized a reception during which the cyclists were given an opportunity to water the flowers at Ima Keithel at Moirang Bazar.

One may also note that this is the only event during this festival where one gets a tour of the home of the Sangai deer. The cyclist participating in the tour will cycle around the Loktak area for the next two days.

MCC has been participating in the festival for the last three years to drive home the message that cycle tourism is a possibility in the state and that with cycles one can travel either to the hills or in the valley with very little cost and impact. On November 30, MCC will again conduct a city tour where participants will be able to visit culturally and historically significant sites in Imphal.
