IMPHAL, Nov 22: The misadministration of RIMS is indicated in recent failures like the collapse of ceiling and the unfortunate post partum death of a Devjani of Lukram Leirak.
In a press release, the People’s Action for National Democratic Movement (PANDM) has made the statement today. PANDM had alerted the people of Manipur on the misappropriation of funds and other misdeeds of RIMS hospitals, it said.
In this regard of the recent case of dying Devjani, PANDM urged RIMS authority how the roster duty of the doctors and nurses were arranged and further questioning that is there any responsible regular doctors other then the irresponsible PG students, it said.

IMPHAL, November 22: The 24-hour general strike called by the Kangleipak Communist Party (KCP) Maoist starting from midnight November 21 affected normal life in the state capital as all inter-state and inter-district passengers service remained off the road. All shops in the main commercial areas and other business establishments, schools and colleges were closed.
The two main market places of the state capital – Paona Bazar and Thangal Bazar and three Ima Keithel witnessed no activities. Attendance at government offices was also very low.
KCP Maoist had called the 24-hour general strike as the first step of the people’s resistances for the native land. The effect of the strike was also seen in the Manipur Sangai Festival as the number of visitors there remained low.

IMPHAL, November 22: Union Minister of State (independent charge) DoNER Paban Singh Ghatowar , Chief Minister O Ibobi along with the two chief ministers of Saigang Region and Mandalay Region from Mayanmar who arrived yesterday as part of a delegation for the Manipur Sangai Festival left for Guwahati today in a special helicopter from the Imphal to attend the three-day Northeast State Business Summit at Dibrugarh, Assam starting from today. The summit is being jointly organised by the Union Ministry of Development of Northeastern Region and the Indian Chamber of Commerce (ICC).
The northeast business summit is expected to be attended by more than 500 delegate comprising of investors, businessmen, exporters and policy makers from different part of the country and abroad.
Ghatowar, Union Commerce and Industries Minister Anand Sharma, Planning commission member B K Chaturvedi, chief ministers and ministers of northeastern states will be present as well.
“More than 500 delegates comprising investors, businessmen, exporters and policy makers from different parts of India and abroad would attend the summit,” an official of the Tripura industries and commerce department told IANS.
“The chief ministers of Myanmar`s Sagaing and Mandalay regions and some other foreign dignitaries would attend the summit and share their perspectives on trade and economic exchanges between northeast India and Myanmar.
“Participation of the two Myanmar chief ministers is extremely important as Myanmar is India`s true gateway to the ASEAN (Association of South East Asian Nations) markets, and that it has opened up its economy to Asia and the world,” the official said.
“Mineral, forest and human resource still remain untouched in northeast India. Tourism, health care, handloom and handicraft, agriculture, horticulture, agro and food processing and infrastructure and energy development are also high potential investment sectors in the region,” Tripura Industries and Commerce Minister Jitendra Chowdhury, told an agency.
Investment and development of information technology, infrastructure, energy, tourism, education and border trade in the region will also be highlighted during the summit, to be held at Dibrugarh University Nov 22 to 24.
The region is adjacent to China, Myanmar, Bhutan and Bangladesh, which Chowdhury said was “an advantage for attracting foreign investment”.
During the summit, seminars, one-to-one meetings and exhibitions highlighting the scope for industries and resources offered by the region would be held.
“The central and state governments are providing several incentives, subsidies and tax holidays for ventures in the northeastern region,” said the Tripura minister.
The central government`s incentive package scheme, first implemented in December 1997, was re-introduced as the North East Industrial and Investment Promotion Policy in April 2007.
So far, the Ministry of DoNER has organised eight North East Business summits in various parts of the country.
The ICC has also organised mega trade and investment shows on the northeast India abroad, particularly in South and South-East Asian countries having potential to be natural trade partners of the northeast region because of its strategic location and proximity to these countries.

IMPHAL, November 22: The Myanmar delegates along with the Chief Minister of Manipur O Ibobi Singh visited Moirang including INA Complex during a sightseeing tour as a part of the ongoing Manipur Sangai Festival which will be celebrated up to November 30, 2013.
The team first landed to Moirang Kangla and the replica of INA Moirang and due respect was paid to the statue of Subhaschandra Bose there by offering floral tributes. The team then viewed the INA War Museums.
The team then went to Sendra where they experienced the scenic view of the Loktak Lake and its surrounding lake landscape. The Myanmar delegates also enjoyed motor boating on the famous Loktak Lake, the only fresh water lake in the entire North East India.

Enemies may become friends and friends may become enemies, they say that there is nothing permanent like change. And what we need today is change for the better.
We as Manipuris have seen a fair share of irrationality and vexing issues since attainment of Statehood back in ‘72. Before that, the historical background also is replete with war mongering and dispute amongst the royal lineage or rather-we have a ‘bad history’. Some problems still continue to persist in one way or other till date and someone or something always have always taken advantage of that disunity.
We as a public who are still living in the shadow of the AFSPA, had suffered enough, have sacrificed enough and still hear the lament of the children and women. Would we ,who have borne ethnic clashes, suffered month long economic blockades, suffered atrocities from both state and non-state actors , thwarted the greater Nagalim agenda with blood, and putting aside corruption and AIDS, are really concerned about a border fencing issue or an Inner Line Permit system for real! Would the daily wage earner and the underprivileged majority worry about a border pillar or are they more concerned on getting the money for paying the admission fees of their child?
The answer though depends on the individual capacity and experienced wisdom of those carrying a movement forward. But, it was the farmer, the daily bread earner or the simple man who took to the streets when Manorama was raped. It was ordinary women and not the ministers or officers who had the courage to shed their clothes in front of Kangla gate; saying enough is enough and shaming the Assam Rifles to hand over the key of Kangla to the public.
Things change continually and who would have thought that the Ava raiders who decimated Manipur back in 1819 and responsible for the ‘Seven Year Devastation’ and viewed as arch enemies of Manipur at some point of time, are now welcomed as full-fledged guests of State. If one was to still hold a grudge for what happened then, would we be called progressive? It is not the identity of a sound mind to dwell on the ‘ill history’ but to rather bring developmental change and in another way of putting it- ‘Looking East.’
It is the iron-willed woman who cries out now on television, that people want her to be martyred and to not live a normal life. She laments of not wanting the AFSPA issue to be her ‘sole responsibility’ alone, but rather to be a collective effort to purge the draconian act.
Well! It is within her own right to stop fasting as she has starved enough for those, those who at a rumor run helter-skelter to buy up salt stock. Imagine, nose feeding for a dozen years and we are worried about salt procurement! It is high time that we let her do what she wish and we as a public, take her place at the fasting table instead. To negate this is to say that AFSPA is not ours to protest, but is Sharmila’s lone fight.
What opportune time then for the rallies and strikes to be held en masse with banners of “Remove AFSPA” when Manipur has opened its doors to the world and the so called first international flight has landed?
A true revolution is always needed to rectify the ills affecting a society, though the revolution may come in myriad forms and the revolutionary may be dressed a rickshaw driver, a clerk sitting at a desk, a teacher with his chalk and not reserved solely for armed men. A revolutionary may be the aged man telling moral stories to the grandchildren to imbue the children with honesty, love for his fellow human beings and to fight for the truth, thus paving the ground for an ethical generation.
For a revolution seeking to overthrow an oppressive regime, it is known that without the support of the masses, there has been no successful revolution yet. More, it would not be practical for the revolutionary to think for the people, but he should rather think with the people. Otherwise, the revolution may be termed as one carried out by the revolutionaries, for the revolution- but only for a few leaders. The point is that a collective effort, physically and mentally from the masses is needed for bringing about change. And to seek co-operation from the public, the revolutionary should make himself be loved and epitomized by the masses rather than eliciting the hate and fear exuded by pseudo-revolutionaries. If the pulse of the public is not felt by the revolutionaries, then factually, the revolution will not march forward and become an emasculated one.
Conclusively, whether it be workings of an oppressive government, Irom Sharmila’s hunger strike, peace talks, ILP, ethnic demands of homeland, Look East policy and revolutionary movement, ultimately we must have change. But for change, we have to be truthful and also be unafraid to voice it unitedly.
The hope to bring about more smiles in people’s faces tomorrow if unable today, is not a vain wish and working towards it without fear is the ‘raison d’être’ or one’s reason for existence. It is time for the mute Kangla-sha to roar and for the public to wake from the zombic state and let loose a feral howl.

IMPHAL, Nov 22: Timely action by the Manipur Fire Service personnel prevented major damage after a fire broke out in a shop located in the alley between Hotel Rajdhani and Usha Cinema Hall at Paona Bazar under City Police Station at around 2 pm.
According to information from the Manipur Fire Service department the incident happened today at the shop from a suspected electric short circuit in a refrigerator inside the shop. The refrigerator and other articles were burned completely. As the shop was located in a highly congested area and if it had spread to other areas the devastation could have been huge, the source added.

IMPHAL, November 22: A Join Action Committee (JAC) was today formed against the unnatural death of Keithelakpam Ongbi Devjani due to negligence of the doctors of RIMS immediately after the delivery of her second child.
Interacting with the media persons at the premises of Lukram Lairak Youth Club, Soibam ongbi Nelima, secretary of the Citizen Welfare Rural Development Organization mentioned that the unnatural death of Devjani was a sorrowful incident, adding that the incident occurred due to habitual negligence of the doctors and nurses of the RIMS hospital.
She further continued that a JAC was formed in this connection, adding that the attitude of the doctors and nurses is condemnable by one and all. She demanded the concerned doctors and nurses to give befitting punishment as soon as possible.
During the press briefing, a family member of the victim said that they did not believe the doctors of the RIMS hospital, so they referred the dead body to JNIMS for necessary postmortem.
Later on, five resolutions were adopted during the meeting of the JAC which reads as firstly, to collect the death body after having post mortem examination; secondly, to organize dharna everyday even though the last rites of Devjani was performed; thirdly, to appeal the people of Lukram Leirak to kindly participate in the dharna; fourthly to demand for immediate resignation of the RIMS director on moral ground and fifthly, to demand for immediate dismissal of Dr Jitendra and his staffs.
Later on, the JAC along with the family members have collected the dead body of Devjani after necessary post mortem examination was conducted at JNIMS morgue.

The exhibition is co-managed by Neo Gene. A goup of artiste of the visiting team of Myanmar comprising of six artistes are participating in art exhibition along with its chief minister of Mandalay and Sagain region.

IMPHAL, November 22 (NNN): The agitating All Tribal Students Union, Manipur (ATSUM-Muan Tombing) has threatened to intensify its movement by imposing indefinite economic blockade.
“How can the government of Manipur busy courting the south east Asian countries while the state is sick,” said the ATSUM(T).
According to ATSUM(T), students in the hills are writing their promotion examiniations without science and mathematics teachers. “We have been demanding the postings of regular teachers in the hill schools,” stated the tribal student body.
“Our constitutional rights should be with us. Unless the government address to our demands the fight for our rights will continue,” said ATSUM(T), adding, “Students are facing hardships because the anti-tribal education policy of the state government.”
The All Tribal Students Union, Manipur (ATSUM) under the `leadership` of its president Muan Tombing is in its second phase agitation under the code name `Reckoning of the Other` (ROTO) from midnight of November 11 banning all the national projects in Manipur including the ongoing railway line construction in Tamenglong district.
ATSUM`s demands are that the condition of educational atmosphere in the hill districts is improved by appontmenting or recruitmenting adequate teaching and non-teaching staff and necessary infrastructure for schools in the hill areas. In this regard, ATSUM also demands for the setting up of B. ed centres in the hill districts. It then demanded for the early solution to the Indira Gandhi National Tribal University (IGNTU) crises.
Another demand of ATSUM is the improvement of healthcare in the hill districts by makeing all PHSC, PHC, CHC and DHC functional. It demanded that proper equipments with required specislist doctors and nurses in the district hospitals of the hills be posted.
One prime demand of ATSUM has been to establish a separate state Commission for Scheduled Tribe (ST) in Manipur.
ATSUM also said ST reservation norms as per the latest roster be adhered.
It further demanded for encouraging equitable development through special economic package for the hill areas of Manipur.
Effective governance of the hill areas also another key demand of the tribal student body.
According to ATSUM, to have effective governance there are certain areas that should be revamped.
Securing the proper functioning of the Hill Area Committee (HAC) and requiring the Governor of Manipur to discharge his special responsibilities under 371-C of the Constitution on India is one area. To bring the present Autonomous District Councils (ADCs) in Manipur at par with other ADCs in the North-Eastern states of India is also one of the areas.
ATSUM also said re-organisation (Delimitation) of assembly seats on the basis of the latest population census and sharing 30/30 seats between the hills and the valley is one area that should be done for the effective governance.
Lastly, ATSUM demands for the protection of tribal rights on land and natural resource.
