The disagreement between the Centre and pro-ILP agitators in Manipur on the re-implementation of the ILP system has arisen largely due to the former`s refusal to look into the issue from the local perspective. The stiffness with which the Union government has stood against the demand could well be an influencing factor for uniformed citizens in other parts of India to easily misconstrue the ongoing campaign as a disturbance to national unity and communal harmony. Hence, the people of the state and the JCILPS in particular should spare some efforts in creating awareness that ILP system does not tantamount to the deprivation of Constitutional rights of other citizens of India. It is a just another security provision to regulate movement of outsiders which is of great significance in a state like Manipur due to the perilously small population of many of the indigenous tribes and gradually increasing influx of non-locals.    

The Inner Line Permit is an official travel document issued by the Government to allow inward travel of Indian citizens into protected/restricted areas for a limited period. In states like Nagaland, Mizoram and Arunachal Pradesh, it is obligatory for Indian citizens from outside those states to obtain this permit from the check gates at the inter-state border. There is no undemocratic or unconstitutional tone assigned to the procedures being followed in those states.  

It is the double standard policy of the Union Government to deny the system in Manipur while the need for its enforcement has been felt in our neighboring states. It will also be a total miscarriage of justice if the crusaders of the ILP system are recognized as racist or a threat to the other Indian. The risks posed by the burgeoning numbers of non-Manipuris to the pattern of land settlement and social make-up of Manipur as well as the anxiety caused to concerned citizens due to their rapidly rising population is legitimate as political repercussion of the existing situation is just a matter of time. The issues of invasion by illegal migrant have reached such magnitude that law enforcement was forced to carry out frequent drives for their identification. It was the activism of civil society organizations that helped in detection of bogus non-Manipuris in the electoral rolls and their involvement in fraudulent practices.

The right approach will be to treat the agitators for implementation of ILP system as responsible activists. Their campaigns have hardly been violent and caution to target only the unlawful migrants were observed. The Centre should engage the agitators in a fair discussion on the re-introduction of ILP system in Manipur.

MOREH, November 19: The Meitei Education Society, Moreh today organized the 10th Foundation day of the Eastern Shine School at the school’s playground.

The function was attended by D Korungthang MLA Tengoupal as the chief guest; Lunkhosei Zou, chairman ADC and DRDA Chandel as the functional president; and Bijoy Koijam president Manipur Olympic Association; Lamboi Gante member ADC Chandel; M THoiba president MCM; Th Ibungo chairman Meetei Education Society, Moreh as guests of honour.

As part of the function, the students of the school performed a cultural show.

Parents of students, members and volunteers of Kha-Nongpok Apunba Nupi Lup, Moreh and other officials also attended the function.

Speaking at the function research persons echoed that the function was not only to commemorate the 10 years existence of the school, but also to savour the taste of producing good students from the efforts of the society.

The staff and teachers of the school were also handed simple gifts and commemorative books were also distributed to the dignitaries.

IMPHAL, Nov 19: The condition of the father-daughter duo who were injured in the bomb attack at Harkhui, Ukhrul road yesterday is said to have deteriorated today.

Both Sonia Aind, 7, and her father Pusa, 31, son of (L) Naku of Jharkhand were hospitalized at Ukhrul Distict Hospital on Tuesday following the IED blast.

Pusa who lost her left leg in the blast also suffered from severe lost of blood and had to undergo surgery. She was also under strict watch of doctors at the hospital.

However, after conditions of both Pusa and her father who also sustained splinter injuries deteriorated, they were later referred to RIMS for specialized medical attention.

Meanwhile, following the blast, police have beefed up security at Ukhrul.

However, there has been no arrest on the blast till now.

The state government is yet to announce ex-gratia to the injured victims.

IMPHAL, November 19: Accusing a 27 year old of raping a minor at Kwakta, the All Manipur Muslim Organization (AMMO) has appealed the state Home department to take up appropriate action against the accused at the earliest.

Addressing media persons, the AMMO president MD Farid Khan charged one Ephamayum Ibomcha, 27 son of Md Abdul Manab of ward number 4, Kwakta Khuman of raping a 15 year old girl at Kwakta Khuman on November 15 an later threatening to kill her if she informed anyone.

He continued that the accuse Ephamayum Ibomcha has been already arrested by Moirang police on November 16 and is presently in their custody.

He said in case the concern authorities continue to remain silent the AMMO in collaboration with several other civil society organizations will take out various forms of agitation.

IMPHAL, Nov 19: The state cabinet has approved the selection of MBBS/BDS candidates from the all India Pre-Medical Test conducted by the CBSE from next year onwards.

Government spokesperson, M Okendro said that the approval of the cabinet will also be forwarded to the CBSE soon.

The meeting chaired by the Chief Minister at his secretariat also dwelled on the issue of empowering the Autonomous District Council.

According to CAF and PD minister, M Okendro, the different departments which need to be strengthened will be identified so as to provide better administration through the ADC.

The minister had stated that according to the Supreme Court decision, the schedule for pre medical and pre dental all India entrance test for the academic session of 2014-15 has already been announced. Consents have also been sought from the different states in the regard by November 15, he said.

The other agendas taken up at the cabinet are to rename Manipur IT Project Development Company (MIPDCO) as IT SEZ Development Company. TO re-designate SO-I (Electrical ) as SO-I (IT).

SK.Hegin from Kangpokpi is one amongst the sixteen candidates selected out of one lakh twenty five thousand candidates who appeared the examination of Direct Recruitment of Postal Assistant and Sorting Assistant of North Eastern Circle for the year 2011 and 2012. CHANDEL, November 19: Agitating Chiefs and student leaders of The All Tribal Students’ Union Manipur (ATSUM) under Muan Tombing has locked the Office of the Deputy Commissioner Chandel along with DRDA and Autonomous District Council Monsang Pantha today.

The agitating students along with the Chiefs arrived at Chandel DC Complex toady at around 2:00 pm of the day and proceeded towards the DC Chamber and locked it. Deputy Commissioner Th Chittaranjan Singh IAS was not present at the time when the incident happened.

Agitators then moved towards the DRDA Office where in the ADC Chandel Luckyson Kashung was in meeting with his officials.  Giving explanations on the step being taken up asked the ADC and the officials in meeting to vacate the room. After arriving on an understanding, ADC and the officials vacate the room after which agitators locked the office before moving to ADC office at Monsang Pantha.

IMPHAL, November 19: In a bizarre incident police picked a mini truck driver on finding a toy grenade inside his truck yesterday around 11 am at the entrance of Manipur Sangai Festival.

The truck was reportedly hired by Sharma Arts and Craft, Khongman opposite UNACCO School, currently engaged in beautification work of Sangai Festival, for transportation of building materials.

The man whose identity could not be established, was released today by the police.
