IMPHAL, November 14: Denouncing the murder of H Manisana, vice-president of Manipur People’s Party (MPP) and demanding the arrest of culprits involved in the brutal killing at the earliest, the Joint Action Committee formed against the killing has announced a 24-hour state wide bandh with effect from 5 am tomorrow.

While making the announcement it also appealed to civil society organisations and meira paibi of the state to support and extend full co-operation in making the bandh effective.

Meanwhile, well wishers, party workers and leaders of other political parties, paid rich floral tribute to the late MPP leader at the party office near Mapal Kangjeibung led by the party President N Sobhakiran. A one minute silence was also observed in honour of the late VP.  The body was brought there after post mortem examinations at Regional Institute of Medical Sciences (RIMS).

Besides MPP members other who were present during the floral tribute included Th Chaoba former MP, and President of BJP.  

From there the lifeless body of Manisana was taken to his native place for performing his last rites by the family members along with members of the JAC.

Speaking to the media persons after the floral tribute N Sobhakiran President of MPP said that the party strongly condemn the killing in broad daylight under high security zone.

He opined that the state security force have failed to protect the lives and property of innocent civilians. What the senior police officer does is just rush to the incident spot only after the incident to show their ‘nameshake’ concerned but nothing remarkable is done he alleged

He continued that the State Police department especially in Imphal area need to be rearranged adding that the Joint Action committee formed against the brutal killing of H Manisana, vice president (Administration), announced the 24-hour state wide bandh effect from tomorrow morning 5 am to next morning 5 am.

IMPHAL, November 14: The All Tribal Students’ Union Manipur (ATSUM) under the leadership of Emboi Serto will impose an indefinite hill districts bandh from the midnight of November 19, 2013, if the state government fails to rectify their order regarding the appointment of chowkidar-cum-peons for the Autonomous District Councils (ADC).

In a press release jointly issued by its president Emboi Serto and general secretary Marahang Ngiimai, ATSUM stated that it is very much concerned by the government order wherein recruitment or appointment of Grade III & IV posts under District Council were to follow after obtaining approval from the Tribal Affairs & Hills Department, Government of Manipur and imposing of 200 point rooster as per the reservation policy of the state government.

Government is talking about devolution of powers to the ADC but does this restriction, resolutions and orders really devolution of power or centralization of powers, said the press release.

It further added that if at all the government insists on conducting the DPC by strictly following the 200 point rooster than what is the use of having the Manipur Hills Area District Council Act.  The government must also understand that ADC is an autonomous body not a government department which has its own Act and rules, added the release.

In this regards, ATSUM has already submitted a memorandum to the government. If the Government still insist on its earlier order than ATSUM will be compelled to go for an indefinite hill district bandh and will not compromise on the issue until and unless the government rectifies the orders, stated the press release.

Another press release signed by ATSUM general secretary, Marahang Ngiimai, informed that ATSUM has nominated two new members as executives namely Shimthar Jajo as Secretary Rights & Reservation and Ch Shangreipam as Secretary External Affairs.

Their oath taking and installation was administrated by Adani David Mao, Speaker of ATSUM at its office at New Lambulane added the press release.

ATSUM has intensified its stir on halting construction work of railways after calling an indefinite agitation in the Hill districts head quarters of the state from November 17 midnight, said spokesperson of ATSUM Majabung Gangmei.

In the press meet at its Nagaram Head Office of the ATSUM under the president of Muan Tombing, the Spokesperson added that ATSUM had a meeting with CM O Ibobi in his chamber this evening.

But instead of discussion with CM O Ibobi, they were asked to talk first with the ministers, MLAs and Hill area committees members of their motive beforehand. The ATSUM walked out from the CM Chamber and the meet was not convened, said Majabung.

He added that they have been already halting the railway construction works from mid night of November 11, 2013. In the continuation of the agitation ATSUM will intensify suspended agitations in hill districts of Manipur from mid night of November 17 2013.

He said that this agitation could take any form or happen anywhere, without sticking to particular activities, said Majabung Gangmei.

He added that ATSUM is not delighted at launching agitations but the government has been ignoring the demand for development of hills people parallel to the rest of the state.

ATSUM strongly condemns the Ministers, MLAs and Hill Area Development committee member representing the hills for not voicing their grievances of the hill people and issues of the tribals.

Recently, in the DPC conducted for the recruitment of Peon-cum-Chawkidar for the ADC , the ADC Act 1971 Section 32 rule 45 was violated, said Majabung.

The recent government order for 200 point of Roster policy is against the spirit of the autonomous council and devolution of power to the councils.

IMPHAL, November 14: The Manipur State Co-operative Employees Association has set December 4, 2013 as the deadline for launching indefinite cease work strike if the demand for appointment of an own officer who fulfils the criteria prescribed by RBI as the MSCB chief executive officer is not fulfilled.

The employees of the MSCB today staged a sit- in-protest in front of its head office at Old Assembly road in the continuation of its ongoing agitation launched since October 22, 2013 on the same demand. Employees of MSCB in other districts head quarter also staged sit in protest demonstrations today.

Speaking to media persons at the spot general secretary of the association, N Randhir Singh stated that as a part of the agitation the association have decided to observe a two-day cease work strike on November 21 and 22. If the demand was not fulfilled by then, they will launch an indefinite cease work strike till the demand is achieved.

He pointed out that the commissioner (Cooperation) of the state invited the representatives of the association for discussion with the officials of the state in his office chambers on October 12, 2013 and during the course of the discussion the officials apprised the representatives about the steps being initiated by the state government for resolving the issue and made an appeal for suspending their planned agitation.

The association appreciated the initiatives of the state government and further requested an assurance in writing to the association to the effect that the demand will be considered favourably, he said and he added that the state government stated that the final decision will be taken only at the higher level but the representative of the association have not given any assurance to the state government for calling off its ongoing strikes.

He continued that association convened an emergency meeting on November 13 and after discussing the issue, it was decided to continued the earlier programme of agitation to reiterate its earlier demand of appointing an own officer as Manipur Co-operative Bank (MSCB) chief executive officer for facilitating the implementation of government of India’s Package for Revival of Short Term Co-operative Credit Structure (STCCS) in the state comprising of 208 PACS in the state and MSCB Ltd.

He further stated that this process will enable the central government to release its recapitalization assistance amounting to Rs 41.62 crore to the state in the form of grand for regeneration, revitalization and resurgence of the 208 PACS in the state and the MSCB.

The event was attended by Health and Family Welfare, Minister, Phungzathang Tonsing, as chief guest while Dr Suhel Akhtar, IAS principal secretary, Health and Family Welfare, Commission and Dr Okram Ibomcha Singh as function president and guest of honour.

In his chief guest speech, Phungzathang Tonsing, divulged that plans are under pipeline to establish maternity and child hospital at the MSRTC campus under the 14th Finance Commission.

He said that to create a healthy society, we must ensure to keep the children healthy which is the responsibility of every parents.

The Minister pointed out that Manipur and Goa not only has the less maternity related death but also known for less infant death rate in the country.

In the category of 6 to 11 months Okram Pisho daughter Bembe of Thoubal Okram bagged the first position of the health baby competition, Namchunglung R Pamei, daughter of Guiring R Pamei of Tamenglong in the category of 1-2 years and Niteshwar Nongthongbam son of N Rameshore of Thoubal Sabal Tongba Mayai Leikai in 2-3 years category.

IMPHAL, November 14: Minister of Social Welfare, Ak Mirabai has called on the employees of her concerned department to work with unity and transparency. She said that the department is concerned with human development which is far more different and important than developing roads and laying pipelines.

She was speaking as the chief guest at the state-level Children’s Day observation held at Bal Bhawan at Khuman Lampak today.

Mirabai added that the department has been suffering from financial crunches and the salaries of Anganwadi workers and helpers have remained unpaid for some time. “However, with the help of principal secretary, Varun Mittra, we have received Rs 31 crores from the ministry and another Rs 9 crore is in the pipeline,” she stated adding that day by day the problems are decreasing.

The minister also mentioned that the ICDS schemes will be investigated and works will also be scrutinized. “Action will be taken up against non-functioning Anganwadi centres, we will begin a verification for ICDS workers also,” The minister said that the funds will be checked to see whether they are going to the real beneficiaries, she said.

Voicing her satisfaction on the cultural show by the Bal Bhawan children, she said that the talents of the children need to be developed so as to become productive members of society and for a progressive nation. “Change can be brought and will be, by the children. They are the hope of tomorrow,” she said. She accepted that the Bal Bhawan needs to be upgraded and promise her participation in procuring the needed funds for development.

She was however irked by participation of fewer numbers of the concerned officers of the department and made vocal her resent by notifying that irresponsible officers will be reprimanded.

A painting competition was also organized today at Bal Bhawan and the dignitaries inclusive of principal secretary, Varun Mittra who attended as the guest of honor and gave away the prizes to the winners. Director of the department, L Ibobi was the president of the function.

IMPHAL, November 14: Condemnations have poured in from many political parties and other organizations regarding the killing of Manipur People’s Party vice –president Haobijam Manisana.
