IMPHAL, November 14: The Public Work Department has taken up works for repair of roads ahead of the mega tourism event, the Manipur Sangai Festival 2013. The renovation has been accelerated with the target of completing it before the inauguration day of the festival, said Works Minister Kh Ratankumar.

In a press meet held at his official chamber at Old Secretariat this afternoon, Kh Ratankumar said regarding the Sangai Festival 2013 the PWD of Imphal east, Imphal West and Highway South has taken up repair of the roads. Blacktopping works is continuing round the clock. We admitted that public are facing inconveniences during their commutation, often resulting in mishaps, specially along the Airport road, he stated.

As per the instructions of the Chief Minister O Ibobi, the PWD has given special attention on some place where foreign delegation or special tourist like the Chief Ministers of Myanmar, Sagang region of China, Mandalay Excellency, Bangladesh High Commissioner with their ministers and official are scheduled to visit, Ratan said.

Special attention has been given to Tulihal Airport, Airport Road, and Palace Compound Gate near the venue of the festival.

Mapal Kangjeibung, Govindaji Temple approach roads are almost finished, and those along Sanjenthong through New Lambulane, Thangapat will take two-three days for black topping to be completed. The internal road etc where the cultural progamme will be performed will also be completed soon said the minister.

In the Imphal East district PWD is repairing JNIMS road, Babina Clinic road and in Imphal West the road upto Shija Hospital through RIMS road is a prime target in view of the Myanamar delegate’s taking more interest in the health sector in Manipur.

Painting along the road median and side is being done from Manipur University gate up to Head office of Post Office, Babupara.

The Bishnupur side road from Imphal Airpot to Sendra, Moirang has partially been completed with black topping and explained that on 21 or 22 of November the State Government is planning a visit at Sendra Tourist spot and Loktak Lake and INA complex for the foreign delegations.

Now the workers are on their duty round the clock and the PWD official are supervising the execution, said the Minister.

Kh Ratankumar stated that government know that due to the emphasis on renovation works for the festival, the roads have been blocked at many points. He appealed to the public to move with care in those places where works is continuing, so that no unwanted incident mishaps happen.

On the other hand Ratankumar said that the Transport department has conducted a meeting with the police department from the traffic and security view points. For the Sangai festival the government has arranged 70 buses for ferrying visitors. The JNURM buses and private buses will operate with pick up points in various directions with stoppages att Andro parking. Visitors will enter the festival campus through approach road of Govindaji temple to main gate of festival.

That pick up point will be at Heijingang ground and at Kakwa Police Station point, Chinga crossing, Moirangkhom and enter Andro, the pick up point on Tera side that it start from Tera Bazar, than Sagolband, khongnang Hogaibi, then via BT road and reach Andro parking. On the Uripok road that the pick-up point will be at RIMS gate via Uripok road to BT road and reach Andro parking.

Pishumthong as pick up point and through Mayai Lambi, and Keishampat than via Governor road and reach Andro Parking. Mantipukhri as pick up point and Khongnang ani karak  via North AOC and Andro parking. Lamlong Soibam Leikai via Raja Dhumbara and reach Andro parking. Kongba as pick up point and pass Wangkei road and reached Andro parking, said the Minister.

Traffic will be allowed to pass through the festival area but no private vehicle is allowed to park in areas surrounding the festival venue. This is to minimize the crowd conjunction for the Sangai Festival, he added.

IMPHAL, November 14: A team of Royal Riders, Manipur  left for Tamenglong today as part of the awareness program of the upcoming Sangai festival. They were flagged off from Hotel Imphal by additional chief secretary, RR Rashmi.

The program is sponsored by the department of tourism and the Royal Riders are on a schedule to visit all nine districts of the state to sensitize the public about the events and scheduled of the Sangai festival which is to commence from November 21.

The flagging off was attended by tourism director, Chitra Devi and deputy director, Velentina Arambam.

IMPHAL, November 14: Police fired tear gas shells and mock bombs at Khoyathong at 11.30 am today to disperse a massive protest rally organised with the objective of showing resentment against the brutal killing Wahengbam Thembung at Ragailong yesterday.    

Meanwhile, police sources stated that five persons have been arrested in connection with the murder. Four of them were booked yesterday while another one was picked up today.

Angry residents of Thangmeiband Leirenhanjaba Leikai, where the deceased belonged to, and nearby areas congregated in the locality this morning and held a meeting. After the meeting, large number of people poured out into the main street and start moving toward Khoyathong. The protestors used loudspeakers to highlight their demands for the arrest of the individuals involved in the killing and meting out of prompt and befitting punishment to them. But, the procession could not continue beyond Khoyathong due to a strong presence of security personnel.     

A police team led by Deputy SP, Imphal West District CDO, used barricades to prevent the protestors from moving further. Tension escalated as a heated confrontation ensued between the security force and the enraged people. In order to control the situation, reinforcement of police led by SP K Jayanta himself was rushed to Khoyathong.  

During the heated argument reinforcement police of the District Police rushed to the Khouyathong traffic point lead by the K Jayenta Imphal west SP

The security personnel directed the protestors to head towards Khoyathong Pukhri Achouba Leirak and diverted the route of vehicles coming from Kanglapat towards Khoyathong to an alternative route. After unflinching protestors attempted to force their way towards Nagamapal by overrunning the barricades, the police resorted to firing teargas shells and mock bombs as counteractive measures. Large numbers of police personnel were deployed at strategic locations in the area as pre-emptive action. Shops and other establishment downed their shutters today.     

During the melee, two women protestors were injured. They were identified as Wahengbam ongbi Ganeshori, 36, wife of Luwangngamba of Thangmeiband Leirenhanjaba Leikai, who received injury on her right side of head, and Karam ongbi Loitang, 48, wife of Lakhaman of Thangmeiband Yumnam Leikai who received minor injury on her right hand. Ganeshori was admitted to RIMS Hospital for treatment.
