JIRIBAM, December 17: An awareness campaign on crime against women was held today at the Jiribam Town Hall, jointly organized by HRO, WAD and UNM-M.

The programme was attended by different social organizational members, women sympathizers and resource persons.

Th Ibomcha Singh, Zilla Parishad , Jiribam; W Basanta Singh, advocate; Sobita Mangsatabam, secretary WAD; L Pishak Singh, secretary NLF and chairperson WWC, Bishnupur district; R Boinu Koireng, co-ordinator UNM-M; Jina Devi, proprietor Rest House, Khurai shared the dais as chief guest and presidium members of the campaign.

Addressing the key-note, Ranita Devi appreciated the women for organizing such an awareness campaign at Jiribam, where many domestic violence and crime against women goes unnoticed.

L Pishak Singh secretary NLF and chairperson WWC, Bishnupur district said that there are many women who have faced domestic violence, sexual harassment and molestation but at most times, the victims have remained silent fearful of the outcome of exposing the crimes.

He further appealed to the women against hiding such crimes; and further expressed that if kept hidden, such crimes will only increase.

He said that the society is ours, and we need to fight for its welfare and development.

Jina Devi proprietor Rest House, Khurai said that such crimes and violence are not isolated cases but it occurs and happens at almost everywhere, be it in a public place or a private residence, however, most victims continue to remain silent and fail to overcome the stigma attached with the harassment.

She said instead of disheartening it is better to challenge such criminal.

She further called upon all women to be united to show their united strength to the world.

IMPHAL, Dec 17: The 6th session of the 10th Manipur Legislative Assembly will commence from 11 am of Wednesday. The House will have an obituary reference to be moved by the Speaker in regard to the demise of LS John and W Komol, who were former members of the Manipur Legislative Assembly.

IMPHAL, December 12: The Joint Committee on Inner Line Permit System (JCILPS) today renewed its agitation demanding implementation of the Inner Line Permit in the state by staging a sit in protest.

The demonstration was held at Keishampat Lairembi Community Hall, lamenting the government’s inaction and silence on the issue even after several discussions in the state cabinet and assembly sessions.

Speaking to media persons, convenor, JCILPS, Ibotombi Khuman said that the state government had on three counts passed resolutions to urge the centre regarding the implementation of the ILPS or a similar Act- during a state cabinet meeting on July 12, 2012 and during two Assembly sessions held on July 13, 2012 and June 13, 2013.

He appealed to the government to initiate steps to urge the Centre for the implementation of the ILP or relevant Act under the Indian Constitution article 19 (5) or to enact a suitable law under section 2 of the State List, Item number 18.

The government has to reaffirm in the upcoming state Assembly which will be held on December 18-19, 20013 and adopt a resolution to enact a law to check the influx of non-locals, he said.

He further continued that the steps taken up to pressurise the government to enforce a related Act is in the interest of the indigenous people; which is the need of the hour before the influx of non-locals into the state gets out of hand, he continued.

He further said that the government and people of the state are yet to receive any positive response and decision regarding the matter from the Union Government even after a lapse of six months.

He further continued that the JCILPS has been performing an Awakening Program of the ILPS in the state.

He further assured that in case the government fails to take any initiative or positive response, the JCILPS will only intensify the agitation.  

He lastly said that there could be no problem in the implementation of the ILP in the state or any other relevant Act because it is a legitimate Act, with Arunachal Pradesh, Nagaland and Mizoram enjoying the status.

The Joint Committee on Inner Line Permit System’s, students’ wing and women’s wing also participated in the protest.

It is heartening to hear that the Manipur government has finally eased the procedures for seeking an appointment with the iconic human rights activist Irom Sharmila. Though the source is unofficial, Sharmila who is currently lodged at a special security ward at JNIMS Hospital would now be accessible as any other undertrials. The major shift in the state’s government policy has reportedly been necessitated in observance of the recommendation by the National Human Rights Commission to remove the restrictions on access to Irom Sharmila. The commission had remarked that the solitary detention of Sharmila was a way for the state government ‘trying to break her spirit through this enforced isolation, for which there is no judicial mandate’ and had directed the state government to immediately remove the restrictions. Many suspect the doggedness and authority of the NHRC, but we can rejoice that it had served the visitors of Sharmila, who was earlier compelled to go through the official rigmarole to gain the green signal from the state home department.

The four-member team from Amnesty International, India was one of the first beneficiaries of the new policy on meeting Sharmila. According to its press statement, during their swiftly accomplished meeting on December 16, the delegates led by national chief executive G Ananthapadmanabhan shared details of its ‘Free Sharmila Campaign’ with her. Admittedly, even with its vast network spreading to every nook and corner of the globe, the Nobel Prize winning organisation knows fairly well its limitation in rooting out the draconian AFSPA, which Sharmila’s struggle is about, not only from Manipur but every inch of land in India where it is applied. For the political heads and top echelons of state bureaucrats, the meeting with the Amnesty team was a fairly routine boardroom affair where they have to merely sit through. Not for the first time, the power that be in the state repeated why AFSPA is in the national interest and dreadful consequences of freeing Sharmila to a visiting team.

Throwing out AFSPA will not be easy task, understands the Amnesty team too. But the battlefield cannot be abandoned due to the size or prowess of its enemies. In all rationality, and more so after the spiritless discussions during the last couple of days, the team is clear of the disinterest the state has in freeing Sharmila or making any commitment on extending the repeal of the draconian Act to the rest of the state. The only way to destroy the Act is not to wait for a miracle but for everyone to contribute its bits. Just as the directive from the NHRC did. The Amnesty India International can promise to use its international presence and brand popularity to highlight the cause of Sharmila and the evilness of parts of the Act. The fight for removal of AFSPA is Himalayan and let us have no doubt about it. The support for scraping of the Act had come from the mouths of Union ministers, the law makers and the judiciary. Yet, all had succumbed to the might of the wishes of the Indian Army. We are all trying to mow down a mountain with tooth-picks in our hands and a nauseating sense of impotence. But, in the words of Amnesty founder Peter Benenson ‘Yet if these feelings of disgust could be united into common action, something effective could be done.’

KANGPOKPI, December 17: To get admission in a reputed college in the country one has to be very well qualified and obtain the best percentage in the HSLC and secondary level exam, said DK Thangboi Haokip, addl deputy commissioner Kangpokpi before adding that the Central Board of Secondary Education provides the students with opportunities to secure the highest percentage in the examination.

DK Thangboi Haokip was speaking at the Result Declaration and Prizes Distribution Program of the JN Public School, Kangpokpi, only educational institution affiliated to CBSE within Sadar Hills so far.

The program was attended by DK Thangboi Haokip and Haokholun Chongloi, secretary Kangpokpi Town Committee as chief guest and guest of honour respectively.

The ADC Kangpokpi continued that Kangpokpi was once well known for producing good scholars, educationists, top government officers like IAS, IPS etc.; but the number of such students have drastically come down now, he added.

This is mainly because of the non-availability of good educational institutions in the town, added DK Thangboi.

“Learning is a life-long process and education is not only the text book that students study in their schools but it is everything the child learns from their birth to death”, asserted DK Thangboi while adding that parents need to give attention to their wards from the first day of their school to the last day to keep in touch with the teachers as well as the child’s development.

Haokholun Chongloi while lauding the managing committee of JNPS said that having CBSE affiliated educational institution in Kangpokpi is a right time, right opportunity and a right track to a right education.

Secretary JNPS Doulet Khongsai said competition makes a man develop in every field before adding that JNPS with the coming of new-year will changes the education system totally with the new syllabus and structure of CBSE under various new teaching techniques.

The school Annual Sports prizes distribution and declaration of toppers in all classes for the year 2013 followed by distributing prizes to the toppers as well as declaration of Best Student of the year marked the function.

Green house has been declared over-all champion in the School Annual Sports Meet while Miss Christina of Class VI has been conferred Best Student of the year 2013.

IMPHAL, December 17: As announced earlier, N Ranjit chairman of the JAC formed in connection with the killing of Manisana has informed IFP that a series of violent agitations will be launched at the soonest to decry the ineffectiveness of the home department in particular in the case.

He said regarding the broad day-light killing of vice-president, administration of the Manipur People Party, Haobijam Manisana in the morning of November 13 last at Tiddim road, the MPP on November 16 had submitted a memorandum to the Chief Minister to expedite the investigation and for swift justice to be administered.

However, there has been no positive response and another reminder was tendered to the same on November 20, resulting in the same effect.

It may be mentioned that there has been no positive breakthrough in the case still.

On December 9, the MPP organized a mass rally and submitted a memorandum to the Governor, this also failed to get the necessary response from the authorities.

On the said date, the JAC which was formed in connection with the killing had organized a press conference stating that if the government is unable to produce the culprits by December 15, it will resort to other forms of agitation.

SENAPATI, Dec 17 (NNN): The United Naga Council said today that it acknowledges the cooperation and solidarity of the general public in the observation of the 48 hours total bandh on NH 37 from the midnight of December 12.

According to the UNC, the protest against the disrespect for the democratic process of tripartite talk of the Government of India, Government of Manipur and the UNC on alternative arrangement outside Government of Manipur and willful refusal to take the same to its logical conclusion has been clearly reiterated. The Government of Manipur continues to make sweet talks that all issues and grievances can be dialogued.

“We are for all round development and opportunities for our people. This can truly come only through political empowerment which is the core issue of the tripartite talk,” it added.

This is the message that has been conveyed through the 48 hours bandh on NH 37 and we congratulate the tribe apex bodies and frontal organizations for effective and peaceful observation of the same, the Naga body said.

“The bandh may have inconvenienced many and dislocated scheduled programmes. Such are not losses but are valuable contributions to the people’s movement. We shall continue to count on and look forward to the cooperation of the public as we proceed with the endeavour to secure the rights of our people,” the UNC said.
