IMPHAL, December 4: In protest against the prolonged silence of RIMS in connection with the death of Devjani Devi and the unkept assurances for departmental inquiry, all roads leading to FCS godown including Tera Lukram Leirak will be indefinitely blocked with effect from December 9, 2013.

In this regard, the JAC formed in connection with the death of Keithellakpam (o) Devjani Devi has today conveyed in a press release that the dead body was cremated on November 23 following the order of the inquiry committee to inquire into the death which was notified by medical superintendent of RIMS, Prof Ch Arunkumar Singh on November 22 last.

Now, the shardha of the late Devjani was held today, although there has been no communication from the side of RIMS which shows the delaying tactics of the RIMS authority assuming that the memory of the JAC and family members would fade away soon, it said.

The press release further conveyed that Devjani died because she belonged to a poor family.

Her family failed to take her to a private hospital, where despite of the high medical bills, there is seldom any negligence on the part of the hospital authorities, it claimed.

It is further said that such act of negligence on part of the hospital staff and doctors is nothing but amounting to encouraging private clinics and hospitals.

The JAC further expressed through the press release that the non practising allowance enjoying doctors are working in the private hospitals and clinics to earn extra money by neglecting their valued patients at RIMS.

IMPHAL, December 4: Women Action for Development, secretary Sobita Mangsatabam today charged that the state police personnel have been scattering the wares of the street vendors and been collecting money from the vendors in the Imphal bazar areas on a daily basis.

She was addressing a discussion on the ‘Rights of Street Vendors in manipur’ as part of the International Fortnight Observation Protesting Violence Against Women at the Manipur Press Club today.

Today’s discussion was organized by the WAD in collaboration with Khwairamband Keithel Lambi-Mataida Potpham Phambi Lup (KKLMPPL); United Mission Manipur (UNM-M); Women Action for Development (WAD); New Life Foundation (NLF); People Platform Secretariat (PPS); Self Support Group (SSG); Conflict Window Forum, CoWF; Village Women Co-ordinating Committee, VWCOC and North East People`s Forum, NEPF.

Continuing on her speech, she said due to the negligence of the state government, police have been harassing the street vendors.

Further alleging that there are certain individuals who have been taking money from the street vendors assuring a vending space, she said it needs to be checked and at the same time provide the free space available at the Ima Keithel complexes to the street vendors at the earliest.

Meanwhile, advocate, L Sevananda while speaking on the topic “Right of the Street Vendors with Special Reference to the Supreme Court of India’s Verdicts” said that the Supreme Court of India had declared that street vendors have the right to sell their wares which is legal business and it is acceptable by the Constitution of India.  

Meanwhile, several street vendors also recounted their experiences of harassment meted out by personnel of traffic police and VDF.

JIRIBAM, Nov 4: Volunteers of the four students’ bodies of Jiribam – AMSU, district committee; MSF special branch; DESAM local council and KSA, Jiribam unit have locked offices in Jiribam today in protest against government inaction in meeting their demands.

The Zonal Education Office (ZEO), Jiribam, DIC, BDO, PWD, ICDS, FCI and Jiribam Municipal Council offices were shut down by the students’ groups.

It may be reminded that on October 25 last, representatives of four student bodies of Jiribam met authorities of the education department in the office chamber of the concerned minister, M Okendro wherein the students were assured by the minister himself to look into their demands.

Later on November 18, after a series of agitation from the students’ bodies, the department of Education (s) released an official notification regarding order of posting for 31 teachers in the sub-division.

Meanwhile, only two of the 31 teachers have joined their respective posting places at Jiribam till date, resulting in the students bodies renewing their series of agitation.

The students bodies had some days back announced that unless the teachers of the newly posted in the sub-division turn up at their respective posting places by December 3, the students bodies will resume their agitation from Wednesday.

IMPHAL, Dec 4 (NNN): The NSCN (K) said it has withdrawn its deputy secretary L Tuccu from the post of Revenue, Trade and Commerce (southern Nagaland) with immediate effect.

According to the NSCN-K, with this development, all ties regarding financial matter relating with Revenue, Trade and Commerce with him come to halt.

“Instead deputy secretary S Giveson will take in charge of the said vacant post (deputy secy Revenue, Trade and Commerce) (Southern Nagaland) with immediate effect,” it added.

Meanwhile, the NSCN-K said warned all the transporters, goods carriers, truck owners, truck drivers to clear all their annual tax of 2013-2014 failing which the outfit will take up stringent action against those plying between NH-37 (Imphal-Jiri road) and NH-2 (Imphal-Dimapur road).

“All unwanted incidents arising due to non-clearance of taxes will be borne by the respective transporters, owners drivers etc. All financial matter relating with Revenue, Trade and Commerce (Southern Nagaland) and can be contact through deputy secretary S. IMPHAL, December 4: Co-operative and Social Welfare Minister Ak Mirabai while appealing to the agitating members of the employees association of Manipur State Co-operative Bank to resume their normal works from 10 am tomorrow, has warned that the employees will become applicable for dies non in case they ignore her appeal.

Speaking to media persons at her office chamber this afternoon, minister Mirabai said that the government will take action against MSCB staffs who failed to resume their duties on the set deadline.

Updating the steps taken up by the government for fulfilling the demands of the association, Mirabai informed that the government has considered the request for appointment of a Chief Executive Officer of the bank and the process is currently underway. At the moment, the file is with the Chief Minister office, she said. On the other hand, regarding the package of Rs 46.24 crore meant for the MSCB and 208 Primary Agriculture Co-operative Society, the minister stated that her office is waiting for ratification from the chief minister, after which the state will be submitting a formal written application to the Reserve Bank of India and Ministry of Finance.

The minister denied that government is playing delaying tactics on the appointment of the CEO of MSCB. She clarified that the problem was in finding a suitable candidate for the post satisfying all the criteria prescribed by the RBI. She reminded that the government had invited tenders of advertisement three times in local and national newspapers.

Mirabai said recently in November 22, 2013 the commissioner of Cooperative met senior official of Finance Minister in Delhi and pursuing the matter of renewal of STCCS Offer very hard. But the state official was told that the Centre has no plan for reviving the scheme as result of the critical economic situation. She further said that the scheme had expired in June, 2011 many states including Manipur have not availed the opportunity due to non-fulfillment of the benchmarks. So, the allegation of the MSCB employees that the fund was not sanctioned because of the absence of a CEO is wrong, she said. She added that there is no possibility of the scheme being extended before the coming Lok Sabha Election likely in early part of 2014.

She cautioned that employees who do not heed to her appeal for resumption of duties from tomorrow will be subjected to the no work no pay policy. Harsher punishment like legal action could follow suit and the leaders of the association should bear the responsibilities for all consequences, she stated.

Mirabai announced that from today the government will begin scrutiny of the functioning of the PACS and their functioning. Actions will be taken up if the operation of any unit is found to be below par or not complying to the criteria of a cooperative.

Submitting his opinion on the appointment process of the CEO, Register of Cooperative Th Manao claimed that the RBI had given strong warnings that states who appoint CEO outside the norms of RBI will be liable to penalty.

Earlier, the employees of the bank had threatened to call a 48-hour general strike from 6 pm of December 7 to 9 pm of December 9 demanding immediate appointment of CEO of the bank. The employees Association has already launched cease work strike from today.

CHANDEL, December 4: Chandel chiefs have alleged chairman of the district Rural Development Agency Sesei Zou of violating guidelines while implementing Central Sponsored Schemes (CSS) in the district.

General secretary of Naga Chief Association Chandel Kl Lovejoy while speaking to media alleged the chairman of DRDA Chandel Sesei Zou of being ‘impartial’ when he said that CSS which is supposed to be implemented block-wise and on basis of population has been totally ignored and added that the chairman has implemented 70-80 percent of the said scheme in his area only.

The chief also held responsible the chairman for the failure on the part of the DRDA Chandel to delay the release of pending wages for 20 days under MG-NREGS 2012-13.

Kl Loveson further accused the Chief Executive Officer of ADC Chandel of being irregular attending his office at Monsang Pantha in Chandel and said that his absence has paralyzed the normal functioning of the head office.

Maybe it is time to appraise the worth of a promise made by the state government, say on matters related to alleviation of the day to day sufferings of the public. New problems continue to crop up on a daily basis asking for fitting solutions. But with perplexing consistency, the administration has been engaged in a policy of temporarily appeasement to get rid of the complaining parties only to follow it up with slackness and reluctance in carrying out their promises. Many times this lackadaisical attitude of the government has been the major factors for the growth of disenchantment and chagrin among social organizations and people from both hills and valley districts. When these people approach the government to apprise their grievances and suggestions they bring along hope that the latter will pursue their problems in earnest. Initial satisfaction at the assurances and commitment given by the ministers leads to gradual draining of trust, disillusionment and ultimately enragement, driving the affected parties to tread destructive paths like calling bandhs. We cannot support bandhs and blockades or other forms of agitations that disturb our daily routines. But the moot question is whether government’s apathy is partly to be blamed for many of them.

Since the middle part of this year, the Jiribam units of AMSU, MSF, DESAM and KSA called for the intervention of the government in filling up the shortages of teachers at the schools in the subdivision. After getting satisfied with the assurance from the Education minister O Okendra and officials of the education department, the first round of agitation was scrapped. However, following the inaction of the administration the stir was re-launched leading to a second round of talks in middle November. As the fallout, on November 18, 2013, the department of education (s) posted 31 new teachers for the schools at Jiribam. The matter could have drawn to a close here but for the heartbreaking turnaround when just two teachers signed up for their new postings. Until the end of the month the rest of the teachers have shown no interest to take up their new jobs. Apparently, the government never took up fitting actions to compel the recalcitrant teachers to turn up and allay the fears of the agitating students. Yet again, the abject failure of the government to tackle a normal local situation has led to its escalation sending waves of fear to the rest of the state. The stir has begun mildly on Wednesday and was concentrated on locking up of government institutions in the sub-division. However, there is no guarantee that tempo of the stir will not be turned up in the following days. In the last two instances, the agitation spilled to the national highways. Many vehicles were damaged and the route was closed, at once affecting the flow of essential commodities towards Imphal. We appeal to the government to satisfy the legitimate demands for filling up the protracted vacancies of teachers in the sub-division and in the meantime enter into negotiation with the students to convince the latter to restrain themselves from taking up harsh measures while both parties identify new routes for sorting out the problem amicably.

We have the tendency to await charismatic & messianic authority figures to solve all our complicated problems. When our leaders aren’t able to meet these expectations we are disappointed. So disappointed, either we become cynical and completely give up, or we resign to our current situation and tend to focus on the failure of our current leadership. Rarely do we modify, manage, or redefine the model of leadership we hold as ideal. Yes, we do need leaders with integrity, of quality, and of moral strength. But we don’t need to place them near godliness. Instead, we also need to engage in public reflection and responsibility.

 

A surgeon does diagnosis, prognosis, & treatment. They solve the problems for us. But the solutions to the most complicated problems in a community lies only with the people, not one godlike figure. The ideal leadership model, thus, should be more like the work of a psychiatrist; they help people see the problem at its root, and then suggest organic solutions through lasting inner transformations. In other words, its about the people, not the leaders per se (Heifetz).

 

Therefore, perhaps we could start expecting leaders to be more human: one who communicates more honestly with the public, educates, facilitates a more inclusive dialogue for mutual understanding of the challenges, unites more effectively, and then share the responsibility of implementing policies that address major issues in our community. I think the people are inherently smart enough to start accepting humans as leaders. Not messiah.
