IMPHAL, April 11: The proscribed Revolutionary People’s Front (RPF) in a statement made available to the media signed by its Secretary Publicity, Roben Khuman; has greeted the people of Manipur who have been a victim of colonial oppression. The Front along with its military wing, PLA recall the incident of Kodompokpi April 13, 1982 in which heroic sacrificed was made by the cadres of the Front fighting against the colonial forces; the statement said the day would remain as a historic day in the freedom struggle of Manipur. The front pays tribute to those heroes who have made indomitable sacrifice as ‘Athoubasinggi Ningsing Numit’, on April 13.

The statement asserted that the incident of Kodompokpi embodies the principled stand of the Front, of not surrendering oneself to the powerful might of the enemy. In the particular incident, the cadres of the Front got surrounded by the Indian army from all four directions. Moreover, heavy attacked was carried out from above the ground by using helicopter. The cadres fought tooth and nail till their last breath.

The Front has further appealed to all sections of the people to take out time from their busy schedule to pay tribute to the heroes who have sacrificed their lives for the motherland. Like every year the tribute will be held at the memorial site of Cheiraoching. On the same day of the evening people are appealed to offer torch at their gates. Any kind of celebrations other than those related with religious ceremonies should not be taken out, requested the statement.

She was speaking at her flag hoisting ceremony at her Pishumthong Oinam Leikai residence.

Reacting to a statement of the state deputy chief minister that Meinya could be inducted in the Union ministry if he is elected for the third time, she said how can someone who is not even fit of contesting the MP election be inducted in the Union ministry.

The only woman candidate for the seat who was denied a party ticket by the BJP said the BJP president, Th Chaoba had forgotten that she was the only one who contested against chief minister Okram Ibobi Singh. She said she will show the BJP president what a woman can do. Chaoba is destroying his party, she said before adding that a blind person cannot identify pure milk. Speaking about her objectives, she said she will fight for unemployment, AFSPA, women empowerment, corruption.

Swar Thounaojam, winner of many awards, who writes, performs and directs plays; IFP had a quick chat with the woman who seeks her own feminism as separate from the ‘mainland’ feminism. She works under the banner of Fewer Emergencies.

IFP: Do tell us about how you came to be in theatre and performance? What propelled you into this?

Swar: I was very interested in Shumang Lila when I grew up but you know how educated middle class in Imphal thinks about such art. I was not allowed to watch such performance, I use to go in secret or tag along with aunts. During my graduation when I was in Hindu College I was active in Street theatre. After my Masters I wanted to do MPhil but I didn’t, the teachers in the department were not inspiring enough. At that period I applied to Arundhati Nag’s Rangashankara theatre in Bangalore. I write to her stating that I wanted a hands-on training. She didn’t promise me anything but I just boarded the train and went to Bangalore. In the interview or rather the interaction we had she straightaway said “Why don’t you join today?” This was in the month of September 2004. This move proved lucky for me. I was a part of the one month festival and since this was a very prestigious project I got to know a lot of people in the theatre circuit. I was a part of Rangashankara for a year. We did everything from sweeping the floor to coordinating to everything. After I left Rangashankara, I free lanced for a while.

IFP: When did you begin writing plays?

Swar: My life as a playwright began with Writers Bloc a collaboration of Rage theatre and British Council, Royal Court theatre. I sent in a play. This was a turning point. I was selected; I went to Bombay and was in the Jindal farmhouse as a part of the residency. As a part of it I wrote a new play to be a part of the festival. What began in 2006 was performed in 2007. Sunil S directed the play. I was lucky because he is a well-known theatre director. Turel, was the play. I was 25 years old then. However, I was thought of as a cultural ambassador. “As an artist do I want to work within this confine?” was a question I began to ask myself. I wanted to be a playwright but had to figure out what kind of playwright I wanted to be. It is very important for me to write in my own terms.

In 2006, after my marriage I told my husband that I wanted to leave India for a while. We were in Munich for two years. This time was very important to me because in Munich I could be anonymous. During this time I read a lot of plays, looked up the work of various playwright. I was a part of an Experimental Theatre. I did a lot of learning by watching.

After I came back to Bangalore I got the Charles Wallace India Trust Scholarship and got a residency in London, Royal Court Theatre. My first directorial venture is Fake Palindrome. It consists of seven pieces. We rehearsed through 2010 and it was performed in 2011. As a playwright my worldview is affected by what is happening around me and also by the fact of being a woman and as a person of north east India residing in Bangalore. From 2011 -2014 I tried different collaborations to see what kind of directorial venture I could think of. I’ve also resumed performing and have been doing so for the past two years.

I am seeking my own feminism as separate from the “mainland” feminism. The perpetual question is –What is my narrative? I am also very interested in Ima Keithel. It is my first project here. After my work here in Ima keithel I went to London and saw the Paula Rego Retrospective exhibition. Her series called Dog Woman inspired me to look at Ima keithel anew.

Lucky Lobster, 2011 is a satire. Bogeyman, 2013 is based on the stories of Churanthaba, Tapta, Lai Khusangbi etc. but with the idea of policing being central to it. I am looking at policing through the lens of terrorism, space and the body. Bogeyman is an investigation into this.

IFP: Tell us about your Future Projects?

Great Game East grew from my experience of the incident of exodus especially from Bangalore. My dissatisfaction was also with the fact that one rarely gets to see on stage the North East body. Other than theatre groups coming from the states of North East India there is no performer from here in the so-called mainstream plays. I started thinking of the possible way to initiate and thought of photography as the medium to begin with. This project is as of now self-financed. We go to neighbourhoods in Bangalore. The subject necessarily a person from the north-east holds a mirror, others -sights and people of the city peeps into the mirror out of curiosity. I also take videos around it. This would entail three different medium – photography, video and performance.

TAMENGLONG, April 11 (NNN) : Zeliangrong United Front (ZUF) has claimed today four Naga militants from other underground organisations have joined the former outfit.

Solomom Phaomei, 38, `Khapur` of NSCN-IM, 1997 batch,  son of Kaningdai Phaomei from Luangrang (Nungnang) village, Nungba sub-division, Tamenglong district; Richard Thiumai, 26, `Corporal` of NSCN-IM, son of Khamba Thiumai from Mantripukhuri, Imphal; Adai Kamei, 28, `Sergeant` of United People Party of Kangleipak (UPPK), son of Meiganlung Kamei from Mahabali, Imphal and GD Adin, 36 of UNPC/MNPF,  son of GD Angam from Makhuam (Marangching), Tamenglong district have joined the ZUF.

According to A Dangmei, information secretary of ZUF said the outfit felicitated the `home-coming of Zeliangrong comrades` on April 10 at its general headquarters or `Dilung`.

“The Zeliangrong United Front (ZUF) welcomes Zeliangrong comrades who have been working in different factions in the Northeast. This transition is indeed a great moment for the Zeliangrong to reaffirm our unity under one umbrella,” the ZUF said.

According to A Dangmei, during the programme, Khapur Solomon Phaomei, leader of the four cadres, said that NSCN-IM discriminated the Zeliangrong brethren and they are mere hand packed under the `dominated community`.

“In the 17 years of my service under the NSCN-IM, I experienced many provocative orders from higher authority on the Zeliangrong cadres to combat against our own brothers,” Solomon Pahaomei was quoted as saying. According to the ZUF leader, Solomon also mentioned that the NSCN-IM neither faithfully works for sovereignty nor for the integration of the Nagas.

“The endorsement to United Naga Council (UNC)`s Alternative Arrangement for only Nagas of Manipur is an open secret of how they speak one thing and do another. At the same time, the NSCN-IM is always keen to participate in the petty politics and spoil the peaceful environment in the area of Zeliangrong and kin tribes. The recent involvement in the Parliamentary election has caused me to leave the NSCN-IM. There are also many Zeliangrong cadres in NSCN-IM who are grinding their teeth seeing the unsatisfactory policies. This home-coming is to reaffirm ourselves and start working for the Zeliangrong and kin tribes` unity and prosperity,” Solomon Phaomei was quoted by the ZUF.

The ZUF then warmly greeted the four `home-comers` who have `committed` themselves to work for the cause of Zeliangrong and kin tribes.

According to ZUF leader A Dangmei, the `RTO Makuilongdi and GHQ Commanding Officer (CO)` chaired the felicitation programme yesterday and the oath was taken under the command of `Commanding Officer`. The ZUF lauds the `home-comers` for taking a right decision to work together for the Zeliangrong and kin tribes.

“Let this home-coming be a shining example for other cadres who are working in different organizations too,” the ZUF added.

District Election Officer Jason A Shimray along with other officials inspected the Council Hall and Strong Room, it said and added that final randomisation for Polling Personnel will be held on April 15 at 11 am with the 1st and 2nd randomisation already being held on April 4, it said.

The air gets warmer as spring sets in. So is the smell of the mounting garbage that has become a landmark of Imphal, the capital of Manipur. There is no other capital like Imphal where garbage mingles together with its people. Garbage at the market, garbage at the roadside, garbage in the office, garbage in public and private institution, garbage in the locality – omnipresent garbage, the people dwells with it for three hundred sixty days in a year. There was traditional ways of managing the garbage. Every household used to have their own garbage disposal pit at the backyard of their houses. The excretory products were also deposited at a separate pit.  Now the population has increased manifold. The highest density is in Imphal. In the process the spaces which were demarcated for managing garbage in the household have given way for modern concrete structures to accommodate growing number of population in the family.  All kind of wastages are directly made to be flown into the drainages which are never maintained properly. At the most the drainage system gets the attention of the public and the government authority during the rainy seasons when the stagnant rain water would refuse to flow. Forget about the rivers getting overflown. A half an hour deluge can hold the capital under siege by the stagnant water. Most of the important offices in the town get inundated. This is almost in all offices that are situated at Babupara area. Those offices which are located in wetland area like Lamphel faces the worst scenario. And this is the best time when the piled up garbage gets blended with the rain water and greet us at our door steps, right under our nose. Even before the rains the Nambul River and the Naga River are flowing with dark pungent sewers, with all kinds of waste dump into it. Nambul River water is a potable source till Mayang Langjing area of Imphal West district. The water of this river started to get a different colour from the Eroishemba area. And it becomes an abominable concoction of liquid when it reaches the capital.  We have cited just two rivers that flow through the Capital. All other rivers which pass through Imphal area have the same fate of carrying the awful loads. Finally it gets deposited in the middle of the Loktak Lake which is the pride of the state, a picture postcard for promoting tourism. It is said that rivers are the index of health and hygiene of a city or a town. Just look at our rivers before thinking about tourism or Look East Policy. Smell the filth that flows with it before wearing clean clothes.

Well, are there any planners of policy makers, social workers or legislators who is talking about the garbage or doing something about garbage which they also produced from morning till night. What has happened to the hyped Zero Garbage Campaign that took off in 2010 with much fanfare? The kind of exaggerated hope the authorities once projected to the people during its campaign has now been lost in oblivion. We know, and this is for true, if the authorities happen to read this column: they would have enough excuses to defend themselves. They might even point fingers to the people saying that they lack civic sense and they do not cooperate as good citizens. Are they even aware of how the people of Langol are reeling under the piles of garbage that are dumped near their homes on a daily basis? The makeshift management which is carried out by private waste collector in the town is at a lost in finding a proper place for disposal.  The solid waste management plant being constructed at Lamdeng is taking more time than expected. Will it be able to solve the problem after its completion? We are doubtful with the current abysmal state of planning and execution; and above all with the sickening sense of laxity of stakeholders of any name.

The showroom is located at Chingmeirong under Lamphel police station. Unidentified underground group is suspected to have lobbed the grenade. However, there is no report of human casualty except for some minor damages of properties.

It may be mentioned that a similar blast had occurred at the same business establishment earlier this year.

A few days back, the Governor Vinod Kumar Duggal had formally opened a two day long eco-tourism conclave in the state capital. The Governor was accompanied by a host of personalities – authority on the subject – who had come from all over the country to help the state market itself as a tourist destination before the world and to become a tourist friendly destination. The conclave was opened on an ambitious note, as the Governor himself put it, it is hoped that the topics and issues discussed during the Conclave would help the state become better equipped to handle the difficulties and hardships faced in the efforts to promote the kind of tourism, which is environment friendly, sustainable and preserve the natural serenity and beauty of a place like Manipur. Although the conclave was designed to be specifically focused on eco-tourism, the delegates nevertheless touch on diverse aspects to develop tourism.

It is apparent that the State is gearing up to harness the potential of tourism in the state to give development a boost. And with the Governor’s announcement, the bugle has been sounded and now it is up to the government and the people that the efforts become fruitful and do not meet an abrupt end. Much has been said and a lot more written about the state’s potential in tourism and how much we can gain by endorsing tourism. For all the potential that the state has in tourism, it is also important to note that branding of a product is as important as what is inside the product. The beauty of the state lies not only in its scenic beauty, but is also augmented by the myriad of tribes and others inhabiting together in the hills and the plains with its unique diversity. Development of infrastructures alone cannot attract tourists into the state. The cultures, traditions of the many communities, the rustic lifestyle all pull in to make Manipur the land that it is. And this is how the state needs to be branded.

In his speech during the opening of the conclave, the Governor had also highlighted that the State Tourism Department is working in a sustained and systematic manner for harnessing the tourism potential of Manipur. If the government is really keen in developing tourism in the state, then there are certain things that need to be looked at. The state is confronted with several issues as of now, with many of them recognised as detriments to not only tourism but also to any form of development. However, the one issue that has caused much annoyance in the state and which everyone has not shied away from blaming is the law and order situation. Almost every problem confronting the state is either law and order problem or is indirectly linked to it. Once the government can prove before the world that the law and order situation in the state has improved considerably, tourist inflow would eventually grow. And once the issue of portraying a peaceful Manipur is accomplished, the government can add to it by improving accessibility to the state by improving communication and transportation avenues in the state. However, all of these need participation of the local populace. This is for both the government and people to understand that nothing is possible without active participation of the people.

UKHRUL, April 10: In what could be construed as a backlash over the recent spate of militant attacks on Assam Rifles patrolling personnel, troops of the 44 Assam Rifles stormed into Kongkan village under Kamjong sub division in Ukhrul district early morning on Thursday and detained the village headman along with other villagers for hours after beating them up indiscriminately. The villagers were later released following intervention from the civil society organizations of the district.

Reports reaching here said that troops of the 44 AR suddenly entered Kongkan Village today morning around 6 am and began to conduct a massive combing operation in the village which lasted till 9 am.

Without any provocation, the AR men began to manhandle and assault the villagers including the headman identified as Shine and other village authority members, sources said while adding that in the ensuing anger-venting exercise, two villagers were badly injured while another VA member was allegedly stripped and beaten in front of the gathering public.

Sources further revealed that as though that did not suffice, the troops went ahead and detained the villagers for several hours without any reason.

Meanwhile, on learning of the unfortunate incident the Tangkhul frontal organizations immediately convened an emergency meeting today and later approached the Brigadier of 10 Sector Assam Rifles posted at Somsai. Following this, the villagers were sent back to their home at around 12 noon, sources added.

It may be recalled that troops of 44 AR had been twice ambushed by suspected UG cadres at Chahong village areas in Kamjong during the last couple of days just ahead of the recently concluded 16th Outer MPC elections in Ukhrul. A rifleman Indarlal Singh had been killed in the second ambush laid by suspected militant outfit on Tuesday last.

Man caught red-handed while robbing gymnasium

IMPHAL, April 10: Locals of Heingang Mayai Leikai caught an individual red-handed while trying to steal iron weight plates from a gym from the premises of the local club today

IMPHAL, April 10: Locals of Heingang Mayai Leikai caught an individual red-handed while trying to steal iron weight plates from a gym from the premises of the local club today around 7am.

Following his disclosure, locals rounded up his accomplice.

Both the persons, identified as Shanglakpam Hera Sharma, 27, son of Sh Somorendro Sharma of Heingang Mayai Leikai and Mutum Jiten Singh, 28, son of (L) M Gulapi of Heingang Panthoibi Lampak have been handed over to the Heingang police around 8am.

According to Pradhan, Heingang gram panchayat Likmabam Manihar the two were caught from inside the ESCHO Club, while they were trying to put iron weight pates in a camouflage shirt this morning.

On being questioned by the mob, S Hera Sharma admitted that the shirt was his and that he was trying to lift the plates, the pradhan said.

Manihar continued, that Hera had also admitted that he had stolen iron rods from the same club premise someday back, following which, the iron rods were later recovered from his residence.

Hera had also admitted that he was not alone in his endeavours, but was aided by another person identified as Mutum Jiten.

Following the disclosure, Mutum Jiten was also rounded up by the locals, the Pradhan said.

The two are both drug abusers, he said.
