By Paonam Thoibi

Q1. I don’t know whether my question is going to be too general. I have been thinking about this for quite some time, and I feel I can ask this one since we have observed International day against drug abuse and the like recently. My question is, is there a viable explanation from a psychologist’s point of view on why our state, particularly the youngsters are prone to drug abuse? Meena, Naoremthong, Imphal

Ans: Dear Meena, you are asking one of the most relevant questions about one of the issues our people are facing- i.e., drug use and abuse. It is true that many people, especially our youngsters are prone to getting into substance use habit. As a psychologist, I lay much emphasis on co-existing factors like mental stress, anxiety and depression as one of the many reasons. People resort to taking drugs- an unhealthy coping mechanism, to take a break from nagging thoughts, beliefs and disturbing memories. Getting ‘high’ is one of the ways to escape from realities which is not tolerant to them. Teenagers are susceptible as they are faced with many conflicting situations at their age both at home and outside. It is also the time of ‘experimentation’ about the new things they have come across in the media. The environment which exposes them to ill treatment, abuse and neglect by others, especially parents or dysfunctional relationships in the family also lead to drug use behaviors. Peer pressure and the need to ‘belong’ to groups and communities which uses drugs for pastime and recreation is another factor. Research studies also pointed out evidences of genetic factor in drug use. A drug use parent leaves their children susceptible to high risk of substance use.

The observance of international events like the ones you have mentioned is one of the many ways to sensitise people on the issues of drug dependency. Various other factors causing drug dependency- which includes accessibility, availability, social systems and dysfunctions like conflict situation, political systems, cultural practices, etc., in isolation or in combination, should be understood and policy and framework mechanisms to fight against it and how to stay at bay from drugs should be implemented.

Q2. I have heard about something called ‘habitual liar’, what is it? I have a friend, who narrates so many made up stories about himself, about his family. I mean, some of us as his common friend know that he is lying. But we pretend to believe him. How do we correct him without hurting him? We study in the same college. Binny, Poana Bazar.

Ans: Dear Binny, there has been debates going on whether to categorize habitual lying as a distinct mental condition or just a common symptom of several other mental conditions and illness. It is difficult to recognise if one is showing the characteristics of pathological lying- wherein they feel no guilt or remorse and lie without control regardless of how it affects them or others; or lying for several other reasons like out of fear, to conceal something etc.

I feel rather than concluding that your friend is habitually lying, a more understanding approach and confrontation will be more beneficial for your friend and also your friendship. If need be, your friend can be encouraged to meet a counselor so that he can also open up to other underlying issues or problems he may be facing due to which he distorts facts quite a lot of time.

Q3. Madam, this is about a question which you answered it so beautifully regarding about the choice of subject for the young students who have just passed 12 standards. I agree, there has been too many pressure from the parents, or rather expectation from their children. I agree with you madam, we should give ample freedom to our children while making a career choice. My kids are still in viii and ix standards, and we have decided not to force them into what we want. The problem is we cannot educate all the parents on this matter. I wish, you could write more on this, say as an article on this paper, you can still continue with the same column also, Bijaya, Palace Compound, Imphal

Ans: Dear Bijaya, it’s quite motivating to be encouraged to write on more on the issues of children and their freedom of making choice. I am also happy to know how you have decided not to force on your children in their decision of career. Here, I believe you also understood that it’s not totally leaving the children alone in their choice of career when they have reached the stage and the age to take up or pursue a career. Parenting involves making helping the children at an early age to shape up their opinions and encourage them to their sense of decision.

I hope I’ll be able to write more on this very soon as it is impossible right now while responding on the overwhelming number of queries each week. Thank you for the interest.

Readers are requested to send in their queries at mindmifp@gmail.com

Fire tenders for Imphal East

The devastating incident of a gas cylinder bursting into a blazing fire injuring people and destroying properties in one of the most congested neighbourhood in the heart of the city

The devastating incident of a gas cylinder bursting into a blazing fire injuring people and destroying properties in one of the most congested neighbourhood in the heart of the city at Majorkhul has flung open the door to many a debates. The devastating fire had roared on for more than a few hours before it could be controlled, subdued by the fire tenders from the Fire Service headquarter with help arriving from other neighbouring districts. Many have pointed fingers against the fire department’s failure to identify the urgency to respond to the emergency and arriving late for the devastating consequences of the fire. Voices of dissent after such calamities like the June 24 inferno are but expected. However, what is perhaps less immediately striking and more interesting in the present scenario is the Chief Minister and the other heads of the State acknowledging the lack of manpower in the State fire department just before leaving the scene of devastation as was reported in most local dailies. Does this mean that the State heads were unaware of the lack of manpower in one of the most crucial and important department as the Fire Service until devastation struck? Or was it lack of communication between the Fire Service and the government, or did the latter’s authorities failed to inform the government of the lack of manpower? Whatever the reason was, a fire broke out in the middle of the city barely a kilometre away from the Manipur Fire Service headquarter and roared on for three hours, devastating homes and families in its wake. Someone needs to provide answers. The government owes an answer to its public.

The damage is already done, and we have learnt a lesson. With the Chief Minister and his deputy already acknowledging the lack of manpower in the department, which perhaps is the first acknowledgement of responsibility for the incident, it is understood as well as expected that the government would work on it at the earliest. Now what is also expected of the State is a clear cut vision to annihilate any inadequacy which could provide room for similar devastations. And the sooner it gets done, the better it will facilitate in reinforcing and restoring the public’s trust in the State. The government has already made the assurances, but at the same time it has a notorious reputation of failing to turn assurances into actions. What the people could expect is assurance accompanied by action that the State is ready for any such eventuality. When a gas explosion barely a kilometre away from the headquarter of the State Fire Service could be so disastrous, it is anybody’s guess as to what could be the consequence, if any such eventuality were to happen on the eastern side of the Imphal River. Now, Imphal East has no fire service of its own, and ever since Sanjenthong has been closed down to give way to a newer version, connectivity between the two twin districts of Imphal East and Imphal West has been utterly chaotic. In such a scenario the best option could be installation of a few fire tenders in the district. The government is already under much criticism as it is, therefore proceeding along the people’s line of expectation on the present issue could help it garner a brownie point or two.

IMPHAL, June 27: Governor VK Duggal today led a host of other imminent officials including Commonwealth War Grave Commission Barry Murphy, First Secretary (Defences), Australian High Commissioner to India Jane Spicer, Military Attache Embassy of United States Colonel Larry J Redmon and British Deputy High Commissioner to India Scott Furssedonn Wood in offering floral tribute to the heroes who sacrificed their lives during the 1944 World War II Battle of Inphal, today.

Floral tributes were paid at both the Imphal Indian War Cemetry, Hatta and Imphal War Cemetry, Dewlahland in connection with the 70th anniversary of the Battle of Imphal.

The dignitaries were also accompanied by State deputy Chief Minister Gaikhangam and major general BM Bali, GOC, 57th Mountain Division.

Hugo Slim, grandson of field marshal William Slim, commander of the British 14th Army during the war was also present during the ceremony.

Soldiers of the Bihar Regiment gave salute during the ceremony.

Speaking at the function during the two memorial service, director, Commonwealth War Grave Commission Barry Murphy said that there are around 153 cemeteries maintained around the world, however, the two in Manipur are quiet unique.

He said the graveyards are to educate the future generations about the WWII.

The names of the heroes who lost their lives in the battle of Imphal are important and not mere memorial stones, he said while thanking the government for maintaining the cemetery with excellence.

Organising Committee member Yumnam Rajeshwor said that with the support of Manipur Government, 2nd World War Imphal Campaign Foundation and Manipur Tourism Forum the 70th Anniversary Battle of Imphal was kicked off on March 23 of this year.

Throughout India, 62666 commonwealth soldiers and non commonwealth soldiers are remembered at various cemeteries and memorial sites, he said.

In the two cemeteries in Imphal, 3299 soldiers are commemorated, however the maximum number of soldiers who died in Imphal are commemorated at the Rangoon memorial, he said.

In both cemeteries of Imphal 3299 soldiers are commemorates but much more soldiers who died in Imphal are commemorated at the Rangoon Memorial. Unfortunately not many of these soldiers have the known graves, he said.

Jane Spicer, the First Secretary (Defence), Australian High Commission to India also shared the memories of Australian solders’ contribution in the World War II.

Military Attache, Embassy of United States Col. Larry J Redmon said that the epic battle and those who contributed their soul for their services are not to be forgotten.

Scott Furssedonn Wood the British Deputy High Commissioner to India said that in the months of March to July of 1944 World War II lots of soldiers died and 17 and half thousands became causalities.

He also said that the British government awarded gallantry awards and five Victoria Crosses to soldiers who sacrificed in the battle.

The importance of the observation is to remember them in front of their graveyard and today is the finenest day because it is the 70th year of the battle, he added.

Deputy CM of Manipur Gaikhangam said that his state likes to pay respect to the all the soldiers of different nationalities who were buried in these cemeteries.

They had come from different parts of the world during the Second World War and fell down fighting in Manipur, he said.

He also said that his government is highly pleased to work with the Commonwealth War Graves Commission.

Governor of Manipur VK Duggal said, “We have gathered here today to remember and pay our homage to those who died in the Manipur theatre of the Second World War.”

“Both sides lost heavily and thousands were killed during those few months in what is recorded as the biggest land battle of the Second World War in Imphal.”

He said while a numbers of the soldiers were interred and their names etched in the cemetery, a large number were neither remembered nor properly buried or cremated.

We are praying today for those who laid down their life far away from their homes in these places, which most of them never knew exist before they were sent here for the battle he said.

He further said that several countries made the supreme sacrifice here and he compliment the distinguished representatives from various countries whose citizen had died here for the trouble they have taken to take part in the memorial service and 70th years back the country people have not forgotten them.

There is no victory at war in the true sense, as both sides suffer tremendous losses and the loss is not only in the terms of human life but also in terms of damages to environment and disruption of political, social, culture and economics systems he added.

KOHIMA, Jun 26 (NEPS): The news of the formal merger of three NCP MLAs, Dr TM Lotha, Imtilemba Sangtam and Mmhonlumo Kikon, with the BJP in Nagaland, which was done on June 16, 2014, refuse to die down as the NCP National Party continues to mislead the general public on the “merger” with the BJP in Nagaland.

Reacting to a news item appeared in section of local dailies that “NCP National president Sarad Pawar, angered over the second such defection of NCP legislators in the State, has issued suspension orders against the three – ex-president Imtilemba Sangtam, Dr TM Lotha and Mmhonlumo Kikon,” Dr Lotha wondered as to how they would issue such orders on June 17, 2014 in the “post-merger” development.
“Because the three NCP MLAs including myself with our supporters have formally merged with the BJP in Nagaland on June 16, 2014 and all the constitutionally relevant papers to this effect have also been officially submitted to the Honourable Speaker of Nagaland Legislative Assembly on the same day at 3:00 PM,” he asserted. He further termed as “ridiculous and misleading” the so-called “suspension orders” issued by the NCP National Party on June 17, 2014 in the post-merger of the three NCP MLAs.
“I want to further make it very clear that when the three MLAs formally merged with the BJP, they had become bonafide members of that party (BJP), and then the NCP president has no locus standi to suspend another national political party which does not belong to their party,” he said.
Dr Lotha, who was first BJP Home Minister in the DAN-I Ministry, categorically stated that there was nothing wrong for them as elected members of a political party to merge with another political party as such exercise is permitted as per the “10th Schedule of the Anti-Defection Law” of the Constitution of India.

Asked why he had to leave the NCP in Nagaland, Dr Lotha said there was no future for NCP in Nagaland and they could not afford remaining as NCP MLAs when there was no future. “So after thorough deliberations, we have resolved to formally merge along with our supporters with the BJP in Nagaland for the larger interest of the people of Nagaland and the BJP,” he stated.

Asked his comment on the delay of issuing any notification to their merger claim by the Speaker, he said after submission of all the relevant documents with regard to their three NCP MLAs’ merger claim with the BJP in Nagaland to him (Speaker) on June 16, 2014, they had also provided some more additional documents as desired by him. Besides that the former NCP Office Bearers led by Imtilemba Sangtam appeared before him on June 24, 2014 to validate their credentials. “I think the ball is in his court,” he added.

Nagaland: Either maintain status quo or review portfolios – Zunheboto NPF

KOHIMA, June 25 (NEPS): The fragile TR Zeliang Ministry continues to face blitzkrieg from various NPF District Divisions for what they called his failure to maintain “status quo” of the previous ministry or “discrimination” in portfolio allocations to Zunheboto district, etc.
In a representation submitted to Chief Minister TR Zeliang, NPF Zunheboto Division, while demanding for reviewing of entire portfolios of NPF legislators of the district (Zunheboto) or maintaining status quo, disclosed that only the “sick and improvised portfolios” had been allocated to their legislators. “These portfolios cannot cater to the needs of the people of Zunheboto district,” the NPF Zunheboto Division stated.
Terming as “discrimination” the Chief Minister’s allocation of portfolios to the NPF legislators of the Zunheboto district, the representation further regretted that even the “portfolios of Home, Soil & Water Conservation, and Women Development” had been “snatched away.” Because of this development, schism of opinions had been created among the various party (NPF) loyal men and women in the district, it added.
The Zunheboto NPF Division demanded the Chief Minister either to maintain the “Status Quo” of the previous ministry or review and complete overhaul the entire process of portfolio allocations of the present ministry on or before the next Nagaland Assembly Session for “equal justification.”
It further warned that the entire NPF establishment of the Zunheboto District would remain as “Animated Suspension” if the Chief Minister failed to redress to their demands.
