Terrorism is a world wide phenomenon. Once it affects or can affect the entire world as the shooting of the Malaysian Airlines testifies. then everything becomes anarchic and regressive. The other countries offer condolences, but it can affect any country. Years ago Bertrand Russell the philosopher talked about a single world government. Today we talk about the world as a global village. Russell rued the fact that nuclear arsenals might destroy the world, and man would revert to atavistic settings. No one of course paid much attention to him and his book ” Has Man A Future”. Today I think we must seriously ruminate on this- does man have future? Yes technology emeshed culture has enamoured us, technology consciousness is what life is all about, but as Russell once said it takes only two or three to destroy and many to love and create. Obviously one Mothe Teresa is or was not enough.

Even as governments talk about the dangers of terrorism and militancy we forget that eradicating this in today’s context is the first step towards development. What is development- isn’t it a situation where there is first peace, then equity? Any form of equity becomes redundant if there is no peace. Russell feared that there would be a third world war, and then a fourth, these have not happened in numerical terms, but there is a war everyday whether in Ukraine or the Middle East. The race towards armaments, only raises the bogey of disarmament. In India things are no better. internal insurrections in different parts of the country hinder growth and development. It is no point of talking about investments or technological process when a threat to the integrity of the country is ubiquitous, or external agression in the shape of abetting terrorism is a real danger. But now globally there is this lurking threat, sometimes hidden. sometimes open. The Super Powers in the nam,e of restoring peace are egregiously interfering in the internal matters of other countries, thereby leading to a situation where terrorism surfaces and the fight is between some of the super powers and terrorists whow swear either by religion. or express animosity towards the powers that be in the world. Paradoxically enough it is the ambition of countries like India to raise status to a super power. And all this, when people cannot eat, live in inhospitable and hostile conditions, when bedraggled children ominously stalk streets, they could be the future terrorists, or even the unemployed youth. Glitzy buildings punctuated in miserable conditions is no solution. So what about the future of mankind? If there is opulence on the one hand, there is the spectre of militancy and terrorism. And if we allow underdevelopment to perpetuate, then there is the added fear of unrest. Mind you the Naxalite movement did not die, it has come back with vengeance. In fact from West Bengal it has spread to other parts of the country. Its sympathizers and supporters are also from the intelligentsia. We have not learnt our lessons.

After British imperialism, today it is the imperialism of the US. Mouthing platitudes about peace and saving democracy the country unabashedly has created war zones first in Vietnam, then in Iran, Iraq, Egypt etc. And the entire worild laps up its specious logic and untruth. The world, why blame India alone is leading towards self destruction and dismemberment. Travelling is a risk, tourism is a risk, being wealthy is a greater risk, being a celebrity is a risk.

Russell the prophet, Russell the savant knew it. He might have been imprisoned for heretical beliefs but he forewarned impending disaster for humanity. And of course the world laughed at him. It is a travesty of history that we laugh at prophets and humanists. We laugh at people who love the world as one place, but we deify pseudo philanthropists, and those power mongers who in the name of peace, perpetrate vicious beliefs and atrocities, where children and women are the worst sufferers. Will Durrant said of Russell: ” There were two Bertrand Russells, one who died during the war and the other who rose out of it, an almost mystic Communist born out of the ashes of a mathematical logician ”.

What about our scientists and writers? We have one writer who won a prestigious international award, shunned because she dared to question. She asked, why, why, why. Why is this happening. This is what we fail to ask, we fail to question Why. If the people of North East India feel alienated, we do not go back to history and draw parallels with it. Russell by the way, was a staunch advocate of history and understanding the past, not so much as a chronicler of events, but the why.

A former Union Minister, known for his oratorical skills, once said in a lecture that every time he sees a computer he has a gripping fear that out of it in the screen will be a monster aiming to kill. This is a metaphorical assertion of the fear of terrorism, violence, killing and genocide. This he said in a lecture in the premises of a Central University. I heard it. We all laughed, but inside I wept. That might happen.

So when we talk about development in our country or elsewhere let us think about how to end violence. Living in the shadows of violence is a sign of retrogression. Has Man really a future?

Coming back to Russell I quote Durant once again : ” … the great madness… and the world was shocked to find that this thin and anemic looking professor was a man of infinite courage and a passionate lover of humanity.”. The ” Great Madness ” was an allusion to the First World War. If that was ” madness” , today we are in an abject condition of lunacy!

Really, does man have a future?

While the upgrading of Sanjenthong Bridge, work for which is currently underway, has been long overdue, the manner in which this project was conceived and executed, betrays the impulsive and ad hoc thinking of the government. It is sometimes difficult not to believe the Manipur government is bothered about, or else capable of, vision farther than the immediate, and this project has only strengthened this doubt. So very often, witnessing these developments, the analogy that strikes is that of the high school classroom lesson in which poet Kalidas as a boy learns a lesson the hard way when he was given the job of chopping down the branch of a tree, and he did so sitting on it. The Sanjenthong Bridge on the Imphal River, by is far the most important link between Imphal West and Imphal East, and there is unlikely to be anybody who is not happy at the thought this bridge is being upgraded and widened. Because of the ever increasing volume of traffic, this link point between the two bustling districts of the capital city, sharing between them many major government and private institutions, was becoming a traffic bottleneck trying everybody’s patience practically all through the day, every day, round the year. While the intended public good of the project is beyond doubt, it is in its execution a lot is left to be desired.

Since linking the two districts is vital, even while the plan for upgrading the Sanjenthong Bridge was being prepared, the government ought to have thought of ensuring other link roads were at least in usable condition. What we see now instead is yet another instance of the public being taken for granted. Like the boy realizing cutting the branch he was sitting on would be ultimately to his peril, the government too, after blocking off the arterial Sanjenthong Road, suddenly  seems to have woken up to the reality, trying its best only now to make the little used Moirangkhom Bridge road worthy. As expected, the narrow, single-lane, dirt roads which lead to the bridge from either end, now are in perpetual traffic congestions for most time of the day all days. When it rains, the mud slush the traffic ploughs through is a horror, and when it is not raining, the dust cloud the traffic kicks up is not only an ugly sight, but would surely be a major health hazard for those living along this stretch of road. Like this one, there are a number of other bridges linking the two Imphal districts, they all should have been first made traffic worthy before shutting off the Sanjenthong Bridge. Sadly, with perhaps the exception of Minuthong Bridge almost all the other bridges, or their approach roads are still not in any shape to handle an increased volume of traffic.

Beyond mere inconveniences of commuters, shutting off main thoroughfares without adequate preparations have other long term damages which may not be noticeable immediately. If the shutdown is for an extended period, it can spell the death knell for many marginal businesses along the road. Owners of Photostat shops, photo studios, car workshops, grocery stores, vegetable vendors and many more running small businesses at the Palace Gate market will vouch this enthusiastically. Many of them are already agonisingly feeling the slow strangulation. It needs no reminder, in an employment avenue starved State, this is extremely bad news. But what has been done cannot be undone, and there is nothing much more to do than empathise with those adversely affected. Every good thing has a price, but it is unfortunate only they have to bear the major brunt of a project undertaken for the benefit of all. The chief minister, Okram Ibobi, has pledged the new Bridge would be complete by the end of the year, before the popular annual Sangai Festival. Though past records of such government promises would likely make many sceptical, we do hope the government does everything in its power to ensure timely completion and reopening of this vital road.

Meanwhile, the government must also pay serious heed to the Imphal traffic, which was rarely ever well managed. Even before the blocking off of the Sanjenthong road, this chaos was bad, but now it seems irredeemably out of control. Our roads shamelessly are ill made and unable to last out a single monsoon, most of them are without pedestrian walkways, almost all of them have no cycle lanes although cycles still remain an important mode of transport for many, passenger vehicles park wherever a putative passenger waves at them, no vehicle user seems to understand or else care following traffic norms or etiquettes, and at their whims squeeze their way through jams, worsening the chaos in the process, designated parking areas are few and far between… Why can’t the authorities see all these are important factors in determining the quality of everybody’s life in the capital city? Or is it another clichéd case of Emperor Nero playing the fiddle while Rome burned.

MU students find refuge at community hall as university suddenly closes door

IMPHAL, August 6: At least seven students including three girls were injured in police action this morning in front of the Manipur University administration block.

The incident was the fallout of the sudden closure of the Manipur University without any clear explanation. 

The University was closed until further notice following an order issued by the Registrar, N Lokendra Singh yesterday. 

As per the order, the ongoing classes including practical examinations of PG courses have been suspended with immediate effect until further notice besides asking the hostellers to vacate their respective hostels by 4pm of August 6.

Following the order, the hostellers started vacating since yesterday however a handful of hostellers in defiance stayed behind. 

According to information culled from the spot, it has been learnt that disappointed by the short notice to vacate their hostel rooms, the students who stayed behind proceeded towards the administration block today with the intention to meet the Vice Chancellor and the Registrar.

However, they were denied permission. 

Perturbed with the denial, the students went on a rampage and started attacking the block which resorted, the police to use force against them.

To disperse the mob police baton charged and fired mock bombs, injuring the students. However, no serious injury is reported.

Some of the hostellers are reportedly taking shelter at Khuman Lampak Youth hostel while others are taking refuge at the Heijigang Bazaar community hall (opposite to the university). 

Speaking to IFP this evening, a student stationed at the Haijigang community hall expressed his disappointment over the sudden move of the MU. 

“How can one expect to vacate the hostel within such a short notice? Some of the hostellers are from the remote corners of the State. We condemned and demand the MU to revoked the order”, he continued.

Meanwhile, official sources told IFP that the order was issued with an intention to prevent any untoward incidents in the wake of the disturbed atmosphere within the campus following the confrontation of two groups with regards to reservation issue.

It may be recalled, students belonging to OBC and SC are objecting to a newly issued Central government directive to alter the reservation norms which weighed the balance against them. The new norms, if implemented, would come in favour of ST students, and therefore the university authorities anticipate violent confrontations, therefore the order for closing the university “till further notice.”

The teachers’ body was reacting to the university authority asking the hostellers to immediately vacate their hostels. 

In a press statement, MUTA said, “Regarding the present impasse out of the sudden imposition of the admission policy which has further been escalated by the whimsical action of the university authority asking the hostellers to immediately vacate their hostel rooms before 4 pm of August 6, 2014 and suspension of all ongoing classes including the practical classes of PG courses, MUTA condemns, in the strongest term, the unwarranted brutal action onto the agitating students who have been protesting peacefully against the University Authority.” 

“In the process, the present Vice-Chancellor has created a history, for the wrong cause though, of firing the first salvo of tear-gas shells in the University Campus.” 

“It shows the administrative failure of the vice-chancellor in bringing an amicable solution.” 

MUTA said it had already asked for the VC’s resignation for failing miserably to improve the academic standard and streamlining the functioning of the university. 

“There has also been breach of agreements with MUTA signed on February 10, 2014, as none of the MUTA’s demands have been fulfilled so far,” it said.
