IMPHAL, November 16: Manipur stands top in the legal field in the entire North Eastern states of India said Deputy Chief Minister who also holds the post of Home Department of Manipur Gaikhangam.

He was speaking at the function organised by the High Court Bar Association of Manipur today to celebrate its 25th foundation day at the auditorium of the High Court of Manipur, Mantripukhri, Imphal.

The celebration was attended by Deputy Chief Minister of Manipur Gaikhangam, President High Court Bar Association of Manipur L Shyamkishwor Singh, Minister PHED I Hemochandra Singh, Advocate General of Manipur Th Ibohal Singh, Former Gauhati High Court Chief Justice RK Manisana Singh, Former Gauhati High Court Judge H Kaminikumar Singh, former Gauhati High Court Judge Maibam Binoykumar Singh, former Gauhati High Court Judge Mutum Binoykumar Singh, former Gauhati High Court Judge Asok Potsangbam, MLA Uripok A/c L Nandakumar Singh, MLA Keisamthong A/c L Ibomcha Singh and MLA Sagolband A/c RK Imo Singh.

Gaikhangam as Chief Guest of the function said that Legal awareness must be given to every citizen of the State. He said to be a complete citizen of a State a person must have legal awareness. “Human quality measures up to those who possess legal awareness” he added.

Deputy CM said Hill people attend the courts less as they are more bonded with their customary laws. He said legal awareness needs to spread to the hill areas much more.

He lauded the State bar members for extending their duty to render legal services.

Taking a jibe at the demand for dismemberment of Manipur by certain section, he said that the demand for Greater Nagaland by NSCN-IM shows lack of legal awareness. He continued that territorial boundaries are a legal matter of the modern kind and therefore the ongoing territory conflict in the State rose from a clash between this modern notion of boundary with those the traditional notion of boundary held by many communities.

Gaikhangam urged every citizen to have basic knowledge of law, so disputes are settled in just as well as scientific manner.
