IMPHAL, February 23: The Manipur State Cooperative Union organised a one-day seminar on the theme `Co-operative Movement can bring about Unity and National Integrity`™ under the sponsorship of National Cooperative Union of India, New Delhi today at Gandhi Memorial Hall.

In the inaugural function, Principal Secretary (Co-op) K Moses Chalai, Manipur State Cooperative Union president L Tompishak Singh and retired Additional Registrar of Cooperative Society, Th Manao Singh attended as the chief guest, president and guest of honour respectively.

In his speech as the chief guest, K Moses Chalai said the co-operative movement is in a negligible State in Manipur when compared with the other States of India.

He further said that the State needs to improve the strength of the co-operative movement and it can be improved only when the movement is grounded in the economy because when the economy improves the cooperative movement will also automatically develop.

`Our State is small but we have proven to other States that we have a huge potential in the field of sports. Likewise, we have to show how cooperative movements are also growing in our State`, he said.

After the inaugural function, Th Manao Singh and Kh Tomba Singh presented papers on two topics which were `The crisis of national integrity can be solved when there is good co-operative movement` and `Cooperative can develop under the supervision and guidance of a regular state level cooperative promotion committee in the State`.

AMCTA reaffirms stand to continue cease work strike until demands are met

IMPHAL, February 23: The All Manipur College Teachers`™ Association (AMCTA) has once again reaffirmed its stand to continue with the cease work strike until their demands are met.

A press release of AMCTA said that under the banner of AMCTA, college teachers have been undergoing cease work strike since February 18 and it has been successfully enforced in all unit colleges.

However, during an inspection by a team of AMCTA this morning at around 11, one Dr Rehejuddin Sheikh was found giving lecture by collecting some students at Manipur College with the aim to discourage the cease work strike, it said.

It said Dr Rehejuddin Sheikh was recently appointed as principal in a controversial manner and AMCTA`™s charter of demand includes his removal from the post.

It further said that the AMCTA team interrupted the lecture.

AMCTA while condemning the incident said the cease work strike launched by them is not in any individual`™s interest but making demands to the government in the interest of all the college teachers.

Meanwhile, in a separate press release, the Thoubal College Teachers`™ Association (TCTA) has said it is a unit of All Manipur College Teachers`™ Association (AMCTA) and not of any other organizations. This being so, teachers of Thoubal College are undergoing the cease work strike under the banner of AMCTA since February 18 and will follow all the steps taken by the AMCTA.

TCTA also appealed to the State government to arrive at an early resolution in regard to the undergoing cease work strike in the larger interest of the higher education of the State.

Churachandpur gets its first recreational park

LAMKA, February 23: A recreational park named after General Tunkhopum, a Zomi revolutionary general, was inaugurated at Panglian village which is 15 km off the Lamka town today. This is the first of its kind recreational park in the district.

The Zogam Salpha Tunkhopum historical park was inaugurated today by the president of Zomi Reunification Organisation, Thanglianpau at the place where the mortal remains of the Zomi leader, exhumed by his followers from a grave in Mizoram last year, were buried.

The park is the brainchild of the lone-female member of the Churachandpur ADC, Grace Zamnu.

Grace Zamnu said her vision for the future is to turn the park into a place for recreational activities, adding `a great statue of the late Pu Tunkhopum, president of the Chin Liberation Army will be installed here, thus making it a place of paying obeisance to Zomi Leaders by also constructing a huge building where the photos and brief descriptions of the brave warriors and leaders of the Zosuan will be kept.`

Grace, the ADC member from the Muallum constituency where the park is located, further stated that the hillock is where the mortal remains of Pu Tunkhopum were buried.

It may be recalled here that the famed children park located at Tuibuang district headquarters colony has turned into a vegetable garden, from a year now, with the vegetation concealing almost everything in the park.

The waste management problem in Manipur has become acute. While this problem is universal and has become the bane of practically every society on the globe, it is a fact that some eco systems are more fragile than others. It should not be difficult to imagine why Manipur with its central valley surrounded by several ranges of mountains, would fall in the latter category. Just as denuded hills would be unliveable the central valley silted and contaminated by toxic, non-degradable sediments would equally be non supportive of life. People tend to take the bounties of nature too much for granted, and nobody ever thinks how serious the threat to life would be if the forests, rivers and lakes the state is blessed with were one day to fade away. Indeed, despite being so poor monetarily, poverty is not so harsh nutritionally in the state precisely because of the state`™s bountiful natural resources. Income-less sections of the population who still constitute quite a big percentage are spared the humiliation of absolute poverty and starvation because of this fact. If the degradation of the region`™s ecology continues the way it is at the moment, the day this invaluable shield against poverty and misery vanishes cannot be too far off.

There are too many factors behind eco degradation worldwide, but as the adage goes, think global act local. Even within the state, the issue is diverse, but on a very local canvas, one of the most immediate threats is plastic. This threat is most urgently and visibly felt in Imphal city. It is painful therefore to see in the dry seasons when the water levels in our rivers are low, plastic sediments literally clogging and choking them. Since almost all our rivers flow into the Loktak Lake, it is imaginable Loktak also becoming similarly throttled by plastic, destroying its complex, life supporting eco system in the near future.

It is no point simply lamenting. The way to go as concerned citizens is to also act. The urgent question then is, how do we tackle the plastic menace we are faced with? While practically everything we use today has plastic components, starting from our mobile phones and computers to our ordinary everyday office and household conveniences, it must be said the biggest plastic pollutants today are cheap, disposable plastic shopping bags and plastic water bottles. This being the case, a good starting point in the campaign would be to discover ways to control the use of these two. As only to be expected, this campaign has to be carried forward by the ordinary citizens and government together. While the government must fight the problem at the structural level, ordinary citizens must make the effort to sensitize themselves on the issue and be ready to change lifestyles. For a start, as is done to discourage people from smoking, the government must tax plastic bags heavily so shopkeepers do not willingly give them away free as wrappers to customers. If these bags come at a cost, customers will also begin thinking in terms of using sturdy, reusable shopping bags, and thereby dispense these use-and-dispose plastic bags.

In the case of bottled water, the government role is bigger. First of all, it is its fundamental responsibility to make safe drinking water available free, or at a nominal cost. Once this is ensured, the problem will end automatically for it is because our tap water is not safe that people buy bottled water. This is however something the government cannot do overnight so until such a time it is able to do this, it should install heavy duty water purifiers at different locations where people can go refill their water bottles, thereby forego packed water. These filters can be in small booths similar to ATM booths, where people can go have a drink or fill bottles, but not where they can take their buckets or bathe. Philanthropic organisations and clubs, such as Lions Club and Rotary Club, can actually be made partners in such projects. In clean Indian cities such as Shimla, these water booths exist, and this is what Manipur`™s cities and towns can emulate.

IMPHAL, Feb 23: A State cabinet meeting held today discussed thoroughly the bill to implement a law to safeguard the indigenous people of Manipur, which will be tabled in the ensuing Assembly session.

The cabinet meeting was held today at 3 pm at the Chief Minister`™s Secretariat chaired by CM O Ibobi Singh.

Government spokesperson Moirangthem Okendro, who also holds the Education, CAF & PD portfolios, said that the State government seriously considers the people`™s emotion as well as the demand by the Joint Committee on Inner Line Permit System to enact a law in order to safeguard the indigenous population.

The government also clearly understands the need for it, he added.

He further said the government is planning to table `The Manipur regulation of visitors and tenants bill, 2015` in the ensuing Assembly session, considering the people`™s demand.

However, even if we want to enact a law as quickly as possible in order to safeguard the indigenous population, things cannot be done hastily as we need to consider whether the said law will create problem from other communities, the spokesperson said.

In order to make the bill to be tabled in the Assembly session more complete and fulfilling, we need to consult constitutional experts as well as other experts, he informed.

It may be mentioned here that the committee of All Political Party on ILP System had submitted a report containing 280 pages to the State government regarding the matter after investigation for five months on December 10 last.

The Assembly session which will commence on February 25 is a short duration session. In this session current financial year 2014-15 revised estimate and next financial year 2015-16 budget estimate will be tabled for voice vote.
