ZUF claims worsting NSCN-IM at Taosang Khunou

IMPHAL, March 31: The Zeliangrong United Front (ZUF) has stated that on March 30 a fierce gun fight broke out between the Front and NSCN-IM at Taosang Khunou in Tamenglong.

According to a release of the ZUF, the showdown hitched up when the cadres of Front met NSCN-IM during regular round of patrolling in the area. On the shoot out one NSCN-IM cadre, Joshua Thangal was killed and the deceased body was attended by the villagers of Taosang Khunou.

It said several others of NSCN-IM cadres were also injured in the fight.

The NSCN-IM men were sharing the temporary camp of Gurkha Regiment which is station at Taosang in recent past to cordon the influence of the front, it claimed.

The Indian security forces continue to join hands with NSCN-IM in hunting the cadres of the Front, it said. The infiltration of NSCN-IM and frisking of Gurkha Regiment has brought immense inconveniences to the villagers. In one instance, village authority, Bamsuang Kamei s/o Lt. Gaigengpou Kamei was beaten black and blue by the Gurkha Regiment falsely charging him of supplying food to cadres of the Front and now undergoing treatment at RIMS, it said.

The NSCN-IM cadres continued to forcefully use the villagers as sentry, shamelessly drag away and loot villagers`™ rations and livestock of Soubunglong, Taosang, Lungrang and the vicinity villages at gun point, which trespassed the right to livelihood and demean the customary laws, the release charged.

They also brutalized the villagers under the pretext of Naga Nationalism, the release said.

The villagers could not go to field because of large presence of Gurkha Regiment and NSCN-IM both in village and surrounding jungles. Many villagers of surrounding areas have fled their villages, particularly Taosang looks deserted as the village is being occupied by Gurkha Regiment and NSCN-IM sharing camp. The Gurkha Regiment, security forces for national security joining hand with NSCN-IM who fight for succession from India is another seditious measures vying to the powers of some vested politicians and their higher-up, it said.

In the recent past the Zeliangrong area has unexpectedly created chaos and insecurity. Hence the ZUF is closely monitoring the situation and the involvement of local politicians is narrowly watching over. The Front will deal to whosoever without any hesitation if they don`™t refrain from their evil ways. For any untoward circumstances in the future the NSCN-IM and the politicians shall be held responsible, it said.

On the occasion, he reiterated his government`™s pursuance of Visa on Arrival at Imphal and Moreh and upgradation of Imphal airport to an operational international airport.

`All necessary facilities, infrastructure and human resource are already in place, we are only awaiting the positive response from both the Ministry of Home & Ministry of External Affairs,` he stated at the Inaugural function of Passport Seva Kendra at Imphal Hotel.

`This has been such a cherished dream for all of us. It is indeed a historic moment for us after a long anticipatory wait. We can finally avail citizen passport at our doorstep in a convenient manner and need not travel to Guwahati anymore,` Deputy Chief Minister Gaikhangam added.

The state officials has been extremely supportive in attaining such expeditious progress of setting up a PSK in Imphal within a year. The issuance of passport is one of the major and most visible citizen centric service render by the Ministry of External Affairs. The government`™s passport network comprises of 37 Passport Offices and 77 Passport Seva Kendras till June 2012. It is a very expansive passport service network, supported by 183 embassies and consulates abroad. Presently we are working on 18 additional PSK in several parts of the country and Manipur is one of them. The ministry is committed to provide closer and better Passport services to our fellow citizens in NE. Hence PSK centres are newly set up in Aizawl, Shillong and it is in full swing for the other four states as well.

Presently India is the third largest country in terms of passport services globally next to China and USA. About six crores Indian citizens hold valid passports. In 2014 more than one crore passports applications were serviced. In the NE about 85,000 passport applications were serviced for the eight states. With the upcoming PSKs we hope to increase this figure.

IT driven citizen centric Passport Seva Project is implemented by the Ministry of External Affairs as part of the national e-governance plan. It has comprehensively over-hauled the passport delivery system in the country. All the processes are online and streamline towards transparency and accountability in the delivery of government service. Verification of documents and granting is done in the presence of citizens to ensure transparency. The IT network connects Speedpost Centre India Post, India Security Press Nashik, Immigration Check Post and Embassies abroad. We plan to integrate with CCTNS to create a seamless IT enabled platform which can be easily accessible by all citizens.

Citizens can also access service from national call centre available for 24/7, for further assistance. Passport portal also provides comprehensive information about how to summit application and procedure for payment of passport fees on line.

PSK is a cashless operation hence there is no exchange of money at the PSK to promote complete transparency. CCTV are installed to ensure that citizens are not harass for some undue payments. We envisage that 400 Common Service Centres in rural hinterland of Manipur, can provide affordable internet service for filing applications on line and seeking appointments.

Most importantly we expect state government to finish police verifications in 21 days, then we can certainly give passport to citizens in 30 days. So if police verification is improved and fast track here, it will significantly speed up the process.

Some states have shown commendable progress on this front. For instance, Delhi police is able to finish verification in 12 days. Likewise Andhra Pradesh, Goa and Haryana in 17 days, Chandigarh in 18 days and Telengana in 19 days.

In all 600 out of 725 police districts in the country are integrated with passport systems online, this facilitates instant transfer of forms/files. Manipur have completed some of the requisite procedure for integration so that the police authority can receive and submit online. Such procedure will save time and ensure complete accountability of each application form unlike cases of misplacement in the hitherto manual system. With this online system the state home department will also have access to the dashboard and can monitor directly and extend support towards speedy verification.

The historic function was attended by Members of Parliament, Ministers, MLAs and Chief Secretary, Principal Secretaries and various other officials of the state.

According to a release of the Director, candidates who have cleared IMU`™s Common Entrance Test and native of 8 North Eastern States 9Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura) or domiciled in these regions for at least 5 years will be eligible for the reservation, it said.

Mark our words. Today the people are in a panic fearing the worst if the heavens do not open up soon and send rains to quench the anxiety of this parched landscape. Tomorrow they could very well be looking to the heavens again to pray the rains be stopped lest everything goes underwater. It is true rainfall patterns have changed in the past few decades because of global warming. But Manipur`™s tragedy is not just the vagaries of the climate. It is also about the institutional lethargy to try and understand its own living environment, not to speak of any credible effort to prepare for possible catastrophic consequences of climate change. This change can be even more dangerous for fragile habitats, and it is our intuition that Manipur would fall in this category. The hints for this we are witnessing today. Just a little shift in the annual rainfall pattern and the place, the hills as well as the valley, can easily lose it capacity to support even its current population. Even though it has been less than a month after the seasonal winter showers (or Wakching-gi Nong in Manipuri) ceased, the state is suffering from an acute shortage of potable water. If not for the precious foresights of rulers of a past era who envisioned the importance of water preservation and dug huge community ponds and moats at vantage points, probably we would already be visited by annual disasters of drought and flood deaths. But the old aqua regulation infrastructures are proving inadequate to support the increased population and changed climatic conditions, and if the current generation of leaders continue to be in their complacent rentier mindset, enriching themselves without sparing any thoughts to ensuring future survival security of the place, these disaster can still become a reality. The crisis can even become an existential threat. To picture what such a scenario would be, imagine the current dry spell extended for another five or six months. There would be an exodus of people fleeing the state. Let nobody be certain such a scenario is impossible. Human history of the last 12,000 years, after the last Ice Age receded, has many accounts of societies which once flourished but disappeared because of their unpreparedness to meet the challenges of the climate. Anthropologist and popular science writer, Jared M Diamond`™s 2005 book, `Collapse: How Societies Choose to Fall or Succeed`, has very convincing accounts of such societies which perished because of their environmental short-sightedness and others which outlived the worst odds. Interestingly, one of the shared attributes of all societies which perished, is a self absorbed elite, more interested in accumulating personal wealth than taking the lead role in building a common future.

Two vital lessons from history are: One, societies do go extinct. Two, leadership do matter a lot and in this, the society`™s elite have a big responsibility to shoulder. Manipur is, in this sense, in a precarious situation. The entire society is so myopically content living for the immediate. Few seem to have ambition that go beyond getting rich quick, building a house, buying expensive cars. Quite naturally, corruption becomes the rule of this game. Nobody thinks of giving back to the larger society, never realising if the ship sinks, everybody, including them would sink. Take Imphal city. In the last few decades alone, the elaborate traditional networks of drainage system that we know as `khongban`, again the product of the vision of planners from a past era, have all but disappeared because of land encroachment by ordinary residents. Wetlands that once served as flood regulatory natural water reservoirs, such as Lamphel-pat, Porom-pat, Thanga-pat, Takyel-pat, etc, have also all been land-filled and reclaimed to build government infrastructures and residential colonies. Deforestation have robbed the hill soils of moisture retention capacity so that within a month or so of the monsoon ending, all water drains away, leaving both the hills first and then the valley below, parched ahead of time. Why has there been no effort to evolve a grand plan to tackle this issue? Do our political leadership not consider this important? The state also has a huge legion of engineers. Where is the evidence of their presence in terms of such a plan? If at the first spell of showers ending the current drought-like situation, the people are again left to face floods, that should be a governance failure enough to occasion ministries falling. In medieval Japan those at the helm probably would have acutely felt the shame of failure and committed hara-kiri. Indeed, in Jared Diamond`™s book, Japan, the extremely vulnerable Island nation, is one of those societies which tamed its hostile environment to survive through the ages despite extreme adversities.

KANGPOKPI, March 31: The Kuki Nation Front (Nehlun) has reportedly awarded capital punishment to one Thanglallen alais Abi Vaiphei of Sarampatong village in Ukhrul District today in connection with the abduction case of three workers of ABCI on January 23.

The outfit`™s information and publicity officer Gogou Vaiphei claimed that Thanglallen alias Abi Vaiphei, a self-styled gangster was involved in the reported abduction of three workers of ABCI Infrastructures Private Limited on January 23.

He further said that after nearly two month of investigation by a committee of the outfit in the abduction case of ABCI workers engaged in the ADB funded road construction work from Thoubal to Kasom Khullen in Ukhrul district, it was finally known that the abduction was a handiwork of a self-style gangster identified as Thanglallen alias Abi Vaiphei of Sarampatong.

He said two 303 rifles were seized from his possession.

Mentioned may be made that, KNF (N) was blamed for the abduction of the three workers on which the outfit categorically denied and warned of taking befitting punishment if they happen to net the culprits involved in the abduction.

IMPHAL, March 31: A convoy of 44 Assam Rifles came under attack from suspected PLA cadres this early morning at around 6 at Konkan Thana in Kamjong Sub-Division of Ukhrul District which is under the jurisdiction of Chasad Police Station.

A brief gunfight broke out between the two groups leaving two Assam Rifles personnel killed and one injured. One UG cadre was also reportedly killed in the gunfight.

According to information received by IFP from the Police, a team of 44 Assam Rifles of Kamjong post who were heading towards Kashom Khullen in two vehicles were ambushed by suspected PLA cadres who were already waiting hiding in the bushes at a place which is about 5 km away towards the east direction from Chasad Police Station.

An improvised explosive device (IED) was first triggered followed by heavy firing using powerful automatic guns towards the AR team from two directions by the suspected PLA cadres.

The AR personnel also retaliated by firing towards the UG cadres and a brief gunfight broke out between the two groups.

But after some time the UG cadres left the place and vanished into the jungle.

The two AR personnel who were killed in the ambush have been identified as Havildar NK Doli (‘F’ Coy) and Havildar BN Chhetri (‘B’ Coy). The injured AR personnel have been identified as Rifleman RV Shastra.

He was rushed to Military Hospital at Leimakhong using a Helicopter.

Later, Police along with AR personnel conducted a thorough search of the incident site and recovered the lifeless bodies of the two AR personnel along with the lifeless body of a suspected PLA cadre.

The bodies have been deposited at Chasad Police Station and it will be taken to RIMS morgue tomorrow for post mortem examination.

The identity of the deceased suspected PLA cadre could not be ascertained till the filing of this report. He was wearing combat dress, has pierced ears, 5’2” tall and seems to be between 30 to 35 years of age. No document was recovered from his body to ascertain his true identify.

Two live IEDs were also detected during the search, however as there was no bomb expert in search team, a bomb disposal team from Imphal have been arranged to assist them in disposing the bombs.

Ashok Nagar police refused to file a case citing jurisdictional issues. When Chingmi saw that the police were not going to be of any help, he asked them to drop him home. He had already had to walk from Austin Town to Ashok Nagar police station around midnight.

However, with the matter being brought to the attention of senior police officials, a case has now been registered in Ashok Nagar station and two teams have been formed under an ACP of Halasuru Gate to nab the attackers.

But Chingmi, from Manipur, is doubtful whether they will ever get caught.

“I can’t even describe them. All I have is one slipper and I know that one guy was tall and the other short. It all happened too fast and it was 11.30 pm,” he said.

Chingmi was out with his friends on Saturday night and was walking with two other friends, Alum and Thot. They were going to drop Alum home and then go to their PG in Austin Town itself. They were walking a little apart from each other with Chingmi right in front and Alum and Thot together.

Suddenly, two men approached them and snatched away the hat that Alum was wearing. Shocked, Thot confronted them but was punched on his mouth.

“I had not realised what was happening as I was distracted with my phone. Suddenly, one of them punched me as well. I began chasing them and screaming at them. One of them managed to leave his slipper behind. Hearing our cries, neighbours rushed out but the two men had escaped by then,” Chingmi said.

With the slipper in hand, Chingmi first went to Ashok Nagar traffic police station. He was shooed away from there. The police’s response to his ordeal was ‘Hogalley’.

After the matter was brought to the attention of senior police officials, a case was registered at Ashok Nagar station. Two teams have also been formed to identify and nab the accused.
