as we exult over an Indian
accomplishment that never was truthful.
An outcome of more money flowing
in today`s materialistic globalization.
Among many of the consequences
hardly any self worth remains.
What we have done in the bargain
is deliver the first blow at
the roots of a great nation,
which nation, many Indian`s feel
is not worth it without
extensive money making avenues.
For all the trouble in
accumulating wealth and assets
the Indian persona has no
true classical riches left
and his worth is measured
in an ordinary scale,
where classics are not given
any value, but money is.
Why the compulsion from the
leadership to acquire foreign tastes.
Water from the well kindles
the fire of life in wayfarers
but offering a bottle of cold drink
hardly brings two souls nearer.
Cola doesn`t do so much
as a pitcher of cool water
from the well does.
Deceived – people in
hardship live a low life.
One in hardship doesn`t
feel cold, others think.
Cold feet shrunken in the wintry chill.
Too thin the clothes she wears
on her bony frame,
unprotected from the weather.
The sketches acquire
coherent lines and shades;
figures begin to question
from the canvas` on entirely
different subject matters,
showing this indifference
to the poor is widespread
and now showing clearly
in all parts of life.
Tell tale signs occur everywhere
when the poor are forced to
live under these conditions.
A surrender to the line of duty
– the military, always there
in times of need.
Me as a grown up finds
so difficult now to believe
that a soldier could cheat.
Truth is – most of the system
is corrupt and
cannot be much of an inspiration.
So don`t let the rules
entangle you in them.
Self elevation – coming forth slowly
from thoughts beyond the mundane,
to lighten the burden
of the mundane.
And knowledge? Assigning a
monetary value to it silences all.
And money – what about it?
By the time they reach
that level of earning
that kind of money
they would also be as sensuous
as their counterparts in
other richer nations from
whom they learn – unavoidable!
The outcome – wine, women and wealth
are set into motion automatically
and inescapably, leaving no room
for chastity of body and mind.
Globalization on these lines
is undesirable.
So think law, logic, philosophy,
freedom – anything but money.
For instance, the slow breeze
caught in the neem tree;
flutter like my joyous heart
the leaves of the tree.
Likewise, there, a death`s calling.
Too much speed, can`t understand,
death is near and instantaneous.
Why the roaring hurry then,
the villagers try to figure out
from their calm surroundings.
And housing – a total failure;
set them up, markets and homes,
for social welfare;
not for hiking the land price
or rent hundreds of times.
Selfishness is a lower quality
as you are aware.
`Cause there are those
who are jolted out of day dreaming
by the sight of a labyrinth of sewers.
He asks, “Is this the world you and
your knowledge and money have
created for me.
O! What a godforsaken place;
what a sharp smell, stinging
like a poisonous insect.
What a life the government has
designed for me. How am I supposed
to work and live in these
miserable conditions?
So at least try to come out
of this slavery to money;
in phases, gradually.
Don`t make life difficult for others,
mainly the poorest.
Stop contemplating that money
will get them out of their misery.
No. All by itself, it can`t.

Future of Manipur is very bright, says Chief Secretary PC Lawmkunga

KANGPOKPI, May 9: The Government of Manipur is working wholeheartedly with dedication while burning the proverbial midnight oil to bring about over all development and now we have seen lots of changes in the last few years in the field of education, tourism, power supply, industries and commerce and other areas, asserted Chief Secretary P.C. Lawmkunga and said that the future of student community and the people of Manipur is very bright.

The state Chief Secretary was speaking at the valedictory cum prize distribution function of District Inter School Sports Meet under the theme `Play for Change` organized by Senapati District Students`™ Association with the District Administration today at Mini Stadium, Senapati DHQ.

He maintained that Government of Manipur has been trying its best to promote quality education under RTE by way of providing infrastructures and improving academic circle before adding that if the people of the state work hard with commitment and a feeling of oneness, unity and integrity will be able to achieve new stature.

The Chief Secretary further said that the students`™ organizations in Manipur have a vast role towards the welfare of the people like the government do while adding that the government as well as the students`™ organizations, NGOs and other civil organizations are working for the welfare of the people.

However, the little difference between the government and others organizations is that the latter have been working something like a pressure group demanding something from the government and also sometime harassing and creating problem to the government officials employees, lamented the IAS Officer.

The Chief Secretary stated that creating problem in the government works, staging strike, graving government workers, attacking offices and making thing easier said than done will not give us any credit in future while adding that the government is aware of the needs of the people in terms of quality education, good academic environment, teaching aids, teachers and others.

He also said that the students`™ organizations and the people should also understand that Manipur is a poor state having limited resource mobilization and what the government can do and what it cannot do also.

Stating that the government has been trying to provide everything at its best but it has its own limitation in terms of funds and man power, the Chief Secretary added that the people should bear with the government for sometime but assured that the better day of the state is not far away.

Speaking at the occasion P. Vaiphei, IAS, Commissioner (Hr. & Tech. Edu/SCERT), Government of Manipur said that the absence of Higher Secondary School and Government College in the district is a matter of concerned particularly for the Education Department while announcing that the government is establishing a totally new higher secondary school in Senapati and the approval has already been given by the Cabinet a few days back.

Process of consulting with the Finance Department is on and the order in this regard will be coming very soon, he added.

He also said that qualified applicants who are eligible for lecturer in Higher Secondary School from the district will be given preference when the new Higher Secondary School is established.

The Commissioner (Hr. & Tech. Edu/SCERT) also sought cooperation from the people for the successful establishment of the college.

Besides N. Ashok Kumar, IAS, Secretary to CM & Director YAS, Government of Manipur who attended the occasion as guest of honour, the function was also graced by C. Arthur, IAS, Director of Hr. Education and Chairman of COHSEM; Kabib K. IPS, SP Senapati and Ng. Bhogendra Meetei, ASPD/SSA as special guests and Jacintha Lazarus, IAS, DC Senapati as host guest.

Meanwhile, Senapati District Students`™ Association and Private Schools`™ Association submitted a memorandum to the Chief Secretary demanding release of funds for construction of a multi-purpose hall in the district.

A march-pass parade by students from 23 schools in the district and prize distribution marked the event.

Apart from students, many CSOs leaders were also present during the function.

Around 2015,human nature changed, and when there is a change in human nature there will also be a change in ambition ,outlook and perspective.

PROLOGUE

The WORLD YOUTH SUMMIT 2015 which was held from 29 March -3rd APRIL, was definitely a life changing experience for me. FOR a third time ,I decide to change my aim!I even thought of adding a middle name `FERN`;One of hotel staffs of classic GRANDE where I was put up for the summit called and uttered, `Is this Jacquelyn fern`¦?`.I REPLIED in a Brit accent , ` This is Jacquelyn Nameirakpam and not a Jacquelyn Fernandez `.I FELT Sorry for the caller, how much did he wish that the occupant of room no.2002 was the Miss Srilanka ,the bombshell and not the simple localite Jacquelyn. I WISH Jacquelyn Fernandez comes to Imphal and stays in the Grande like a Priyanka Chopra who surprised the people by landing her foot on the Manipuri soil!!Regarding the change of aim, first I wanted to pursue television journalism, even having had wild wild dreams of becoming the first Manipuri lady to be in the BBC ,always watching BBC news ,often reading news for the School Assembly aping the BBC anchors .Though I never became one ,nor will I become one, it immensely helped in my oratoral skills.Thanks to mother ,MRS MEENI SINAM who introduced me to the world of phonetics and the lingaphones of DANIEL JOHNES in my sixth standard though I could barely understand the signs of phonetics. I would also watch documentaries of the BBC and CNN and National Geographic Channel before even a TLC came to existence. AND yes I m making my debut documentary, ON THE BATTLE OF MOIRANG-THE ROLE PLAYED BY MANIPUR AS AN INDEPENDENT PRINCELY STATE IN THE INDIAN FREEDOM STRUGGLE !! The documentary will be scripted,narrated and presented by me and noted award winning film maker oja Romi meitei will be directing it. I have begun research for it collecting books ,going for field surveys and others .

And regarding the second aim, I was given a certificate of honour by the CENTRAL BOARD OF SECONDARY EDUCATION ,NEW DELHI 2008, which read `This is to certify that Miss Jacquelyn nameirakpad/O Shri N.Shantabir of MANIPUR PUBLIC SCHOOL has been awarded a certificate of merit for her outstsanding academic performance, for being among the top 0.1 highest scorers of the country and for securing highest highest mark in political sc at the all INDIA LEVEL`.THIS led me to gatecrash into Lady Shri RAM COLLEGE,a college I have dreamt to a part of since my fifth standard ,since my icon AUNG SAN SUU KYI is also an alumnus and also going by india today`™s best college survey. I got through all the colleges of Delhi university excepting Stephens in my first cut off list.IN LSR ITSELF I got through all the subjects that I applied, and for a moment I was the male contender Of the reality show BACHELORS OF STAR WORLD too confused whom to select from all the eligible babes before him!!!.My teachers in Lsr and Delhi University really inspired me to take up the noble profession and that is when my obsession with passing net began.AND yes I have passed my North East Slet Exam held in nov 2014 in ENGLISH LITERATURE and placed in the 13 th rank for the entire north east With a whooping score of 65.14 pc!!

I realize for the first time that there is life much beyond the philosophical world of a Sartre ,a Kafka .a Camus ,a Nitzche ,a Foucault ,an Ibsen ,a Rushdie and the list goes on .Being a voracious reader, no use of the word bookworm please, it has become a cliche and has negative cannotations too,..people would ask me why do you read so much?. Some people would even say `BRAIN FATABA MIDI LAIRIK YAM PABANI` !!.NO way should I be angry with them as they still belong to the Stone Age!!

So pissed off I was, I even thought of making a video `WHY DO I READ` like an ORHAN PAMUK, Nobel Laureate in Literature 2005 who gave his Nobel Prize Acceptance Speech titled `WHY DO I WRITE`, which is one of the best acceptance speech I have watched ..short and to the point!!.I Jacquelyn ,who dreamt of wearing Fab india and Wangkei fee sarees and walking down the isle of English department MANIPUR UNIVERSITY though weary of an informal inner line permit system in the University, finally realize that it is high time I learn to be practical ;`You should grow up and get a little increment in your personal freedom ` my conscience said! AND my presentation titled `MADAM WHICH COUNTRY ARE YOU FROM? RACISM AND THE POLITICS OF THE OTHER` made all the difference. I become more confident and it was an epiphanic moment which led to take up a different career option. And most importantly my presentation played its own part as Cupid`™s Arrow too!!!
Youth for global empowerment was the theme of the Summit and what I learnt was that you need to change yourself first before you point your fingers to others to change their attitude. Empowering the youths of the World is very much the need of the hour people. AND SPECIALLY IN THE CONTEXT OF THE COUNTRY INDIA WHERE THE average age is 28 .Being the largest democracy , with the second highest population in the world ,India has definitely an edge over the rest of her compititors. IT IS said that by 2020 ,the average age of Japan will be 47,40 in the case of China ,46 in the case of EUROPE ,40 IN THE US AND IN OUR COUNTRY IT WILL ONLY BE 29,BLOODY 29!!!According to ILO Survey India will have 160 million working force when our number one competitor china will have 94 million working force. In terms of figures India `s potential is great but how do we harness the potential of the youthful population is another big question !!! The World has become a global village with the introduction of the internet .Thanks to the efforts of the US Military, the realm of the knowledge sector has also expanded too which means that I Jacquelyn , though born in a corner of North East India can access to what a Shasha Obama gets in the US with the click of a button if at all I am interested In learning new stuffs!!

MAIN BODY

ME,N Jacquelyn and my younger brother ALBERT ,who were part of the young Indian delegates were given a grand reception at THE classic GRANDE. Both of us were very elated even imagining the experience of travelling to a foreign country representing India .WE were assigned room no.2002 and explored around the thotel quite impressed by the interiors of the hotel ,the Khamen Chatpa wall paper at the reception, the carpet of the corridors which has the same design as that of a wakhei fee ,the khamba thoibi painting in the lounge of the second floor and of course not to forget the hospitality of hotel staffs;On the second day I had severe headache after dancing too much and called for the room service at 3 am requesting for vicks oinment and to my surprise they arranged some how at that odd hour for the ointment. HOW thank ful I was and uttered `Thank you so much sir,thank you so much`.The experiences of staying at the Grande made me contemplate, `WHAT IF MOTHER MANIPUR HAS AT LEAST TEN DR DABALLIS AS HER SONS ,
THE CHAMLING LED SIKKIM WOULD NOT BE MUCH BETTER`!!!

My sister in law DR SALINITA came to my room and informed me of a MEGA HEALTH MELA AT IRENGBAND.SHE suggested me that I interact with the people while she diagnoses patients. Dad drove us till the venue of the MEGA HEALTH CAMP ,giving his signature advice `Athanba chafudi makhol thokte` It was an enjoyable long drive and seeing the paddy fields and the beautiful scenery around, for a moment I felt like a female LUKE NGUYEN OF THE LUKE NGUYEN AND THE GREATER MEKONG SERIES.Travelling along the Indo Burma Road made even remember the last chapter of Than mint yu`™s book, ` From china to india/Burma and the cross roads of Asia`.It made me contemplate on the strategic importance of Manipur in the upcoming Look East Policy!!

I REACH the venue of the Mela with villagers eagerly waiting their doctors from Imphal to arrive .MY SISTER IN LAW DR SALINITA AND DR AMBICA were assigned the medicine department but as I was interested in the issues of women and children, I hurried myself to gynae and padea depts..I see a group of women sitting on a bench waiting for their turn. I SMILE and introduce myself .I slowly start fixing my eyes on their tummies .For a moment I was like a Julian Morle of the MISS WORLD ORG too confused whom to select as the new Miss World!!And I choose the woman sitting in the corner whose heavily pregnant AND HER NAME IS PAKPI MAYENGBAM.THEN I shift my base and land my foot on the padaetrics dept and interview ABEM MAIBAM AND HAMIDA KHULEMBAM.

P:Im pakpi, 32 years of age with three kids in 3rd, 2nd and 1st standard respectively.

J:So you are pregnant with your fourth child. What are your reasons for conceiving for the fourth time?

P:I want a son

J:Echema may you give birth to a son. Even if you give birth to a girl child again, please do not be disheartened. Echema you are very much a female as I am. In this modern world there should not be any difference between a male and a female. Please do tell me about your diet .Do you take iron folic tablets?

P:Im given proper diet like fish and other nutritious stuffs. Yes I do take iron folics.. it s given for free by the government.

J(smiles I think you know a lot of stuffs given for free). Are you given proper diet because your husband wants a boy child?

P:THAT is not the case, I was given proper diet in previous pregnancies too..

J:till what class did you study?And what does your husband do?

A:I studied till my third standard.He is a driver .He earms around 20 thousand and gives me hundred rupees as pocket money every day

J:That`™s great .How nice of him.Please tell me more about your family?

A:Apart from my husband who is soft spoken and does whatever I tell(I don`™t mean in a negative sense),my in laws are also very supportive .THEY are very concerned of the education of my kids .Though I live in a kutcha house ,I am happily married.

J:HOW lucky are you. MONEY IS NOT EVERYTHING. See we are of the same age and you are already so advanced with life ,happily married with two kids.(smiles) Eta you should also give your best from your side too to your family (it is not an advice just a suggestion)

Eta even if you are educated only till your 3rd grade, that should not deter you from giving your kids the best education. THERE is no rule that your kids cannot be an IAS,A DOCTOR OR AN ENGINEER.(SHE BECOMES EMOTIONAL AND TRY HER BEST TO CONTROL HER TEARS)

J:Do you have any idea about SSA, RMSA AND RUSA?

A:A little bit of SSA

J:((EXPLAINS all the schemes including the upcoming RUSA)Do you know DM COLLEGE?It is going to be converted into a University ,there is also a Sangai university and a Sports university coming up too .Please spread the word to your neighbours and people you know

The government does lots for the people . For MANIPUR to develop ,development has to come in from every nook and corner of MANIPUR AND NOT JUST THE IMPHAL AREA!! Let us all work together hand in hand for a better Manipur .With all these schemes ,there is no way your kids will escape from being educated!!

H:YES to some extent BUT WE are debt ridden.. around one lakh

ANALYSIS

The object of my research was to find out whether these people from Irengband area have the right kind of motivation and environment to give their kids the best education. THE study is an indicative one and not a representational one. I found out that these women would love to give their kids the best education but do not know the ways and means .All the women that I have interviewed are said to live considerably peaceful lives with no case of domestic violence.

WHY DO I ENQUIRE IF THE WOMEN`™S HUSBAND DRINK OR HAVE AN ILLICIT AFFAIR?

YES there is a logic behind such a question .In order to give your children the best education ,you need to create a cordial academic atmosphere .WHEN A husband returns late in the night drunk or after having an illicit affair, fight will naturally erupt .Do you think children of such families will get the best from their parents? For women of such families teaching and educating the kids will be given secondary priority .THE first priority will be to tame the wild ,wild ways of the husband. There is also a difference between a husband who drinks and a husband who is into illicit affair, the later being worse. THE trauma that the wife and children of men who are into illicit affair undergo is undescribable; the embarresment of the legally wed husband with a different woman, of the father with a different woman who is not their biological mother. Unlike that of a dipsomaniac, the scar that a womanizer leaves is difficult to heal!!!The legally wed wife is often labeled a nymphomaniac, if only ,if only he changes. SHE becomes a grass widow when her husband was very much alive! Sometimes she curses the good lord that gave life to a SUNNY LEONE,A RAKHI SAWANT,A MALIKA SHERAWAT AND THE LIST GOES ON ;`HAIL TOO THEE LORD THOU DATS GIVE THEE LIFE`.W hat was the difference between them and she? They were professionals and she an amateur!!!An amateur cannot compete with a professional any day and that was her fate!! Reader SUNNY LEONE has topped the list of the most google searched Indian ,followed by our own SHRI NARENDRA MODI JI.This could be asked in the upcoming MPSC EXAM,if not on Sunny Leone, the question setters too scared of a possible furor from the moral police from our state. May be a question `THE second most googled searched Indian is?`,GS questions are always underpredictable ,you never know !!!

WHY DO I STRESS ON THE IMPORTANCE OF THE EDUCATION OF THE GIRL CHILD?

Yes ,education of the girl child is very important .Today she will be a girl,then a lady and a mother one day. MARY WOOLSTONE CRAFT`™s 1792 essay `VINDICATION OF THE RIGHTS OF WOMEN` ,a seminal feminist work of the eighteenth century influenced by EUROPEAN ENLIGHTENMENT , was written in response to a French report that argued that women should be given only domestic education and attatcks sexual double standards and posits that women should be given an education commensurate with their position in society .Attacking male thinkers like ROUSSEAU who argued against women`™s education, WOOLSTONECRAFT emphasized the social and communal benefits of educating women. The essay talks of how educated wives make better companions to their husbands and will be able to bring up their children in a better way. Being empowered by reason and rationality would also help them from being susceptible to excessive emotion and sensibility!! The development index of a society can be known from the status of women I feel. Take the example of Japan for instance. In the second world war a Japenese lady pilot is said to have dropped a bomb in and around Chingambam Mandap at Chingmeirong. My late maternal grandmother would recount `Matamduda eikhoi leisabi pukak fare,eikhoina fanek khongdai setlingeida Japan nupidi uruplane dei bomb thadrakhrabani. Lairik tamba chatmina ningai leitabagi school kakhide, matamduda nupi na lairik tamba chatpase yam afaobini hainei` .SO IN order to make a better society ,education of the girl child should be encouraged!!

WHY IS THERE SO MUCH OBSESSION WITH THE BOY CHILD?

Of the three women that I have interviewed, two are said to have a desire to undergo multiple pregnancies ,risking their health and of course their lives just for a boy child!!Manipuri society being patrilineal and patrilocal if not staunchly patriarchal ,leads them to risk their lives .THE FEAR OF THEIR HUSBANDS BRINGING IN ANOTHER WIFE if they do not give birth to a male child runs strong on their blood. Being able to conceive and give a new life is the most wonderful thing that can happen to a woman. But the wonderful thing should not happen every year .WOMEN should be respected since they have a very important role to play- that of giving new lives .Women look best when pregnant. Sometimes I would indulge myself in surreal dreams of how I would look like when I conceive my first baby,of the books that I would read with ROBERT KANIGAL`™S THE MAN WHO KNEW INFINITY :A LIFE OF THE GENIUS RAMANUJUN on top of my reading list!!!Being a bhuddhist and a believer of an afterlife, i imagine the after lives of men who harass ,beat their wives or are in to illicit affairs with multiple women after all the troubles a woman has to undergo, right from the stomach ache from teenage to the morning sickness and everything and the pain of child delivery.

But atleast I m happy ,these guys of the rural areas who are not even formally educated , at least know how to take proper care of their wives and children and in the case of an ABEM who is given RS 100 as pocket money everyday ,of a pakpi who is given a proper diet even in her fourth pregnancy,and that of a Hamida Begum `s husband who inspite of a debt of 1 lakh is courageous enough to send all his five kids to school.

EPILOGUE

DEAD tired I was ,but I was mentally satisfied ,at least I was able to give a ray of hope to these villagers. It was also an epiphanic moment ,that I need to work really ,really hard to serve the society .ON the way I come across Pupul village,something new to me.. .My mother asks me how the day was and hands me over a hot water bag.She further tells me `EBEMA NGAIHAK POTHARO ,ECHANA HAONA THONGBA NGA DO CHADA KUIRE ,AMUKTA CHASI` .AS the saying goes , `A hungry man is an angry man`,I reply..Ema ei Ngasidi leave lourage chak thongbadei ei sathina ware ..My mother further adds `Social work ti toue bu,yum dadi ekan kanadabei maong ama touri` to which I pretend that I did not hear!!!!

However, it has been alleged that the highly legitimate affidavit is forged by the agencies. It may also be mention that at any given environment subsidies LPG cylinders are always available at black market, in fact it was cheaper before the launching of BDTL.

While in a queue for the quota of LPG, a consumer said `Where have all the gas gone?` Showing his blue book said that there were only four cylinders made available for the year 2014, the consumers showed its frustration and helplessness.

It is also learnt that the explosive license are given according to the photos submitted by the concern agencies at Guwahati office where most of the photos are `photoshoped`™ or done cosmetic accordingly to the regulations.

It is pertaining to note that in connection with the LPG issue desperate consumers has resorted to forming many associations to counter such menace.

Meanwhile, LPG may be scarcely available but the commercial LPGs are hard to sale from the agency side.

Anyone would be put to the thorn if upper capping of 12 subsidised LPG is made available legitimately or it one big question to all concern with IOCL `where have all the gas have gone?`™

IMPHAL, May 9: As a part of the nation-wide launch of the three social security schemes by Prime Minister Narendra Modi today in Kolkata today, the schemes were as also launched by Chief Minister Okram Ibobi Singh, today at the Chandrikiti Auditorium, Palace compound, Imphal.

The three schemes included Pradhan Mantri Suraksha Bima Yojana (PMSBY), Atal Pension Yojana (APY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).

Chief Secretary of Manipur, PC Lamkungna; Principal Security (Finance) Dr J Suresh Babu also attended the function.

Spelling out the primary objective of the scheme, the Chief Minister further said that it is to provide universal social security system for all Indians ensuring that no Indian citizen will have to worry about illness, accidents or penury in old age.

He continued, `We still have 27 Blocks without banks in remote areas of the state. Hence all the financial institutions should extend maximum cooperation to the government to launch these schemes beyond the accessible urban areas.`

PMSBY offers accidental death cum disability cover of Rs 2 lakh to all savings bank account holders in the age group of 18-70 years at a premium of just Re 1 per month while PMJJBY offers a life insurance cover of Rs 2 lakh for an annual premium of Rs 330 for all bank account holders between 18-50 years.

APY is eligible for all bank account holders between 18-40 years. The pension scheme will focus on the unorganised sector and provide subscribers a fixed minimum pension of Rs 1000, 2000, 3000, 4000 or Rs 5000 per month to benefit from the age of 60 years post retirement, depending on the contribution option exercised on entering at an age between 18 and 40 years.

The fixed minimum pension is guaranteed and the Central Government would also co-contribute 50 per cent of the total contribution for a period of 5 years for those joining the scheme before December 31, 2015 for those who are not members of any statutory social security scheme and are not income tax payers.

Continuing his speech the Chief Minister said that it is a very good opportunity to various groups associated with State Government programmes, like MGNREGA workers, Aanganwadi workers, Self Help Groups, farmers, Vidya Volunteers/Para- teachers, industrial workers, government employees at all levels across departments etc. to subscribe to these schemes through their bank accounts, added the Chief Minister.

Further elaborating on the schemes, he said that in case of person in the age group of 18 to 50 years opt to join Surakhsa Bima Yojana and Jeevan Jyothi Bima Yojana, such persons will get significant insurance cover of upto Rs. 4 lakh (in the event of accidental death) from both the two schemes subscribed to together, at a very reasonable premium of Rs.330/- for PMJJBY and Rs. 12/- for PMSBY per annum.

This would enhance the level of insurance penetration in the country and would serve the cause of extending critical insurance cover at a very affordable cost through a systematic bank account based platform, he asserted.

Under these schemes, all the eligible family members who hold bank accounts in their names could enroll and ensure social security, said the Chief Minister adding that he appealed to all the eligible people to utilize this opportunity and get enrolled in the schemes.

The Chief Minister also urged the Chairmen/CMDs/MDs of Banks to ensure that the entire banking network down to the last branch/Business Correspondents is mobilized to take up an outreach and awareness building initiative through all means including distribution of pamphlets etc to create awareness of the proposed enrolment drive.

Pointed out that in Manipur, e-payment in the government sector has been introduced since 2011, he said that all government payments including payment of salaries and all beneficiary related schemes have been made mandatory through e-payment except for a small number of identified payments. Revealing that the state Government is seriously pushing for direct cash transfers to beneficiaries through their bank accounts, the Chief Minister said that there are still bottlenecks in opening of bank accounts. However, all these efforts require an efficient and affordable banking system that can reach out to all, he said.

Stating that both the Central and State Governments are committed for financial inclusion and expanding banking network, but for successful implementation of this major initiative, the co-operation of the banks is most essential, he further said.

Exuding his confidence, the Chief Minister said that the launch today will give a new and meaningful direction to the insurance and pension sectors and pave way for the financially excluded citizens to access the benefits of the Schemes.

During the launching session, live telecast of the address of Prime Minster from Kolkata was also screened besides the Chief Minister also distributed Certificates of Insurance/ Passbooks to 10 subscribers.

While applauding the initiative Dr J. Suresh Babu, IAS, Principal Secy. (Finance) said, `It is a historic beginning of social security schemes in this country. I appeal to all to access such a benevolent scheme.`

He continued saying that aspiring candidates are threatened and for the reason CPI Manipur State Council would not sacrifice any of their comrades in the ongoing cutthroat electoral system and added that election today means money and power.

In the current ADC election, no one from the CPI will participate, and this will continue until the electoral system if reformed, he added.

He said that CPI Manipur State Council, has about 500 party members in the hill districts and further lauded their comrades saying that not a single CPI member have ditched the party for the sake of the election.

Later he said that on May 14, a nationwide agitation will be held to oppose the BJP led NDA Government`™s plan for introducing the infamous `land acquisition bill`™.

IMPHAL, May 8: Annoyed at the failure of the authority concerned to fill up vacant posts of teachers in Ithai Khunou Government High School, a large number of students of the school thronged the office of Education Minister at New Secretariat today and threw their uniforms, rice for mid-day meal scheme and textbooks.

The enraged students who came on three buses got down at Nupi Lal Memorial Complex and marched towards the Minister`™s office. They also shouted slogans demanding to fill up the vacant posts at the earliest.

Speaking to media persons, vice president of Democratic Students Alliance of Manipur (DESAM), Arambam Thoithoi demanded the government to take strict action against the six teachers of the school for failing to attend the school in defiance of the government`™s order passed earlier.

He appealed to the concerned teachers to discharge their duty well so that the students do not choose other way of life rather than education.

According to the students, the Ithai Khunou Government High School having around 690 students is facing shortage of teachers for Manipuri, English, Hindi and Sanskrit subject, thereby affecting normal conduct of class in the school.

The government had already been urged to appoint the required teachers but the clarion call of the students has been neglected which is unacceptable, they lamented.

Under RMSA, six teachers were posted at the school which has up to Class X in 2011. Since then the remaining vacant posts of teachers has not been filled. The local club had also appealed to the concerned authorities to fill up the posts but has went in vain, the irate students said.

`We do not host any designated camp of NSCN-IM in Manipur nor does the State recognize any noted camp that belongs to them. We shall also continue to insist on the Government of India to respect our position` the Minister said.

Home Minister Gaikhangam said this while flagging off the Youth Disaster Response Team, Manipur`™s initiative to provide relief materials for earthquake affected people in Kathmandu, Nepal from Kangla Uttra Shanglen Courtyard today.

A 30 member team from the Northeast including 11 from Manipur and others from other Northeastern states will head for Kathmandu by road.

Speaking at the function the Minister said, `We appreciate this noble gesture to show our solidarity and concern to Nepal. Nepal is not merely our neighbouring country but we share a good rapport and sustain healthy political relationship with them. The state government is also initiating assistance for the victims,` he added.

The team has started pooling relief immediately after Nepal was hit by a massive earthquake measuring 7.9 on the Richter Scale on April 25, said K. Kanarjit Singh, chief-de-mission.

Regarding the state`™s preparedness, Jason A Shimray, IAS, Secretary Relief and Disaster Management, GoM said, our state has 10 Team Operational Centres and have 35 trained personnel and has been conducting mock drills across the State.

Manipur being a seismic zone we should be mindful of our architecture and follow the government`™s guidelines in building structures, he suggested, speaking to IFP at the sideline.

IMPHAL, May 8: A two-day National Seminar on Transforming Higher Education in North East India being organized by Thoubal College in collaboration with YK College, Wangjing and Federation of Government College Teachers`™ Association (FEGOCTA) Manipur began today at the Multipurpose Hall of Thoubal College in Thoubal district.

The inaugural function was graced by CAF & PD and Education Minister M Okendro as chief guest; principal of Thoubal College O Chaoba Devi as president; Dean, School of Social Sciences, Manipur University Prof E Binoykumar Singh; Head, Department of Higher and Professional Education, National University of Educational Planning & Administration, New Delhi Prof Sudhanshu Bhushan; principal of YK College, Wangjing Dr S Birahari Singh and president of FEGOCTA L Randhoni Devi as guests of honour.

Speaking on the occasion, Minister Okendro stated that the union Budget 2015-16 indicates a shift in focus to higher education but slight increase in allocation in budget will not address the problem facing education especially higher education in the Northeast region.

He said that public spending on education would need to be raised to 6 percent of GDP which is currently around 3.2 to 3.5 percent.

Noting that increase in budget allocation to the required extent has to be matched with educational reforms; the Minister asserted that the curricula in the state with the emphasis on content and the neglect of higher order thinking skills do not help students become creative and critical thinkers.

The rich natural resources and also human resources of the north east are to be re-invented and taped out properly so that the region could play a pivotal role in `look east`™ or `act east`™ ventures, he said.

Okendro informed that the Governor has given assent for the Sangai International University to be come up in Churachandpur district and notification has been issued by the state government on May 5 last.

The assent of the Governor for DM University Bill is awaited. The Project Approval Board of RUSA had already approved the proposed DM University for funding under RUSA with an initial project cost of Rs 55 crores. Two Community Collges, one based at DM College and the other at Churachandpur College have been started functioning very well, the Minister said.

Announcing that recruitment of 285 Assistant Professors for improvement of quality of higher education has been started by MPSC as per UGC norms, he said that the government has already initiated works on setting up of eight new Government Polytechnics after obtaining sanctions from Ministry of HRD, Government of India.

Six polytechnics will be set up in Thoubal, Chandel (Moreh), Ukhrul, Tamenglong, Imphal East and Churachandpur in addition to the earlier sanctions obtained for two polytechnics in Bishnupur and Senapati, he elaborated.

Maintaining that the government is setting up the first Government Engineering College of the state at Heirok, Thoubal with funding from Ministry of HRD under RUSA, Okendro said that process of consultation for a New Education Policy has already been started.

The Minister appealed to the public, student and teaching community in particular to give innovative and genuine suggestions to the framing of the policy.

Last rites of Pallel firing victim performed, general strike lifted temporarily

IMPHAL, May 8: The dead body of Morangthem Gopal, 43 who was killed when unidentified persons opened fire indiscriminately on a crowd while taking out Lai Lamthokpa for Lai Haraoba at Pallel on May 5 night, has been accepted by the deceased`™s family and JAC formed against the killing today.

Upon accepting the dead body after post mortem analysis at JNIMS morgue, the mortal remains was brought to the office of Umang Lai Kanba Apunba Lup (UKAL) where people paid floral tributes.

The deceased has been given the title `Umang Laigi Athouba Mapari`™ as a mark of respect. The last rites of the deceased, was performed at his home town at Pallel.

Subsequently, the indefinite curfew imposed under CrPc 144 by District Magistrate in the aftermath of the firing incident has been also relaxed temporarily.

It may be mentioned that the dead body was accepted following an agreement reached during the second round of talk held between the JAC representatives, Chief Minister, MLA D Korungthang and several other top police officials on May 7.

The dead body was brought through Singjamei, Canchipur, Lilong, Thoubal, Wangjing, Khongjom, Kakching Khunou, Kakching Lamkhai, Kuraopokpi and Leimangai Chingjin before reaching his home town.

The mortal remains, was also brought to the Pallel Public Ground where a two-minute silence was observed as a mark of respect to the departed soul. There, a large number of people who gathered shouted slogan `Moirangthem Gopalgi Thawaina Yaiphare, Umanglaigi Athoiba Maparina Yaiphare`™.

According to M Jiban who is a member of the JAC, the last rites of Gopal was performed following assurance given by the government to the demands made by the JAC in connection with the killing.

He announced that the indefinite general strike called by the JAC has been also lifted temporarily considering inconveniences caused to the public.

However, the ongoing different forms of democratic agitation will continue until the perpetrators involved in the killing of Gopal are nabbed and award stringent punishment.

Bannister`™s keen rivalry with Australian John Landy, another mile runner, also the most romantic. Bannister ran the mile for the first time in human history under four minutes, a barrier many at the time thought was the absolute limit of human capability. Bannister had an able competitor in another young man, John Landy in chasing this record thought to be unbreakable. When everybody had come to believe they were fighting for a lost cause, it happened at Oxford. Aided by two pace setters, Bannister crossed the finish line in 3 minutes 59.4 seconds, just one sixth of a second short of four minutes. It was a moment for the world to celebrate. A barrier that none believed any human could cross was breached. If the event itself triggered euphoria, what followed was even more amazing. Nearly halfway around the world, just six weeks after Bannister did it, John Landy also accomplished the feat, completing the distance in 3 minutes 57.9 seconds, chipping off 1.5 seconds more from the record set by Bannister.

What made Landy suddenly able to do it after hearing of Bannister`™s achievement is the interesting question. Unlike Bannister, he did not need any pace setters to achieve the feat. In today`™s extremely competitive environment, using a pace setter would have put a cloud on records thus broken. Pace setters are fellow runners who are not in the competition for the top spot but who merely run ahead of the man meant to break the record for some time to make him chase them and then drop out. Bannister`™s record, although great, was still in the strict sense of the world, a team effort of three runners in which he took the lead role. All the same, nobody can deny the greatness of his feat. Moreover, Bannister beat Landy in a meet in Vancouver in August 1954 in which both ran sub-four-minute miles. The moot point is, the breach created by Bannister and later by Landy, ultimately resulted in a dam burst with runners after runners, from Steve Ovett to Sebastian Coe to Steve Cram to Noureddine Morceli to a whole stable of the finest mile runners, either emulating the record or else bettering it. Today the mile record stands at an incredible 3 minutes 43.13 seconds set in Rome in 1999 by Moroccan Hicham El Guerrouj. American Steve Scott has also created a record of his own, having run the mile under four minutes 136 times in his career. They too have a lot to thank Bannister for opening up the road ahead of them. The Bannister story has subsequently been repeated in many other disciplines where human limit had seemed to have been reached. To name just two, the incredible long jump record by Bob Beamon, the sub 10 second 100 meters sprint by Jim Hines, both set at the 1968 Mexico Olympics, have all been relegated to history.

The obvious inference is, many of the hurdles and barriers before human goals, although may appear to be physical and insurmountable, often turn out to be more psychological. Just the knowledge and conviction that a goal is achievable can transform human endurance, approach and indeed capability. Which is perhaps why pioneers have a great role in charting the course for any society. The issue comes to mind in the event of some candidates from the state making it through the UPSC conducted recruitment test for the top Central government services, including the IAS and the IPS. For a middle class society like Manipur, the middle class dream of getting into the government services remains predominant and no dream has been as big as getting into the IAS. Although there have been some major consolations that some in the reserved categories have been entering these services, amongst the state`™s general category candidates, there still seems to be a mind block preventing them from going the extra distance and achieve the goal. Few now and then have made it, but they have been exceptions rather than rule. Our prayer and hope is, a breach has been created in the psychological barrier that had prevented candidates, many of them brilliant, from making it into these services. And just as Bannister and Landy did, we do hope the breach results in a dam burst, so that the place can actually begin dreaming beyond this middle class dream and reach for the sky without a sense of `sour grapes`.

IMPHAL, May 8: The BJP`™s State Election Management Committee meeting regarding the June 1 ADC election will be held tomorrow at the party`™s State unit office. The party will also open its Election Control Room on May 11 which will be functioning 24×7.

This was stated by the party`™s new State secretary Salam Joy during an interaction with media persons today.

With the party gaining in strength on a daily basis the responsibilities of its leaders are also getting bigger, he said asserting that he will work to his best capabilities to ensure that the party gets clear majority in the upcoming ADC election.

Soon after the end of the ongoing Parliament session, BJP national leaders like Union minster of Tribal Welfare Jual Oram, the party`™s national spokesperson Nirmala Sitharaman, Union minister DoNER Dr Jitendra, Union minister of Culture and Tourism Dr Mahesh Sharma, Ministry of power and Energy Piyush Goal, Minister of State Home and Affairs Kiran Rejiju and others will be visiting the State he said.

According to the party`™s State general secretary administration M Asnikumar, the party`™s final strategy for the ADC election will be finalised during tomorrow`™s meeting.

The meeting which will commence from 10 am will be attended by the president State president, three former presidents, three general secretaries and other senior and tribal leaders of the party, he said.

The meeting will minutely discuss the conduct of three public meetings each in all ADC constituencies, and the opening of the control room, he continued.

BJP is confident of winning a clear majority if the election is conducted in a free and fair manner, he said.

Development has failed to reach the hills under the present ruling party, he said.

Deputy Chief Minister Gaikhangam has claimed that the law and order situation in the hills is quite vulnerable, which is quite contrary to his other claim that the law and order situation in the State has improved considerably in the last 13 years, he said.

This can only mean that the Congress government has failed to look after the hills, he said.

Clarifying on the issue of discontentment witnessed in the party during the allotment of party tickets for the ADC election, former president of the party, Meinam Bhorot said the chapter is now closed and the party has only genuine candidates.

People need to let go of such small misunderstandings and it is time for the BJP family to stand united, he said.

KANGPOKPI, May 8: The KSO Sadar Hills 24 hr total bandh imposed against the alleged life attempt of Lalhoiphai village chief and a van driver who was grievously beaten at Moidangpok on May 2 and land allotment for Cultural University at L. Tangnaum village has completely cut off the state capital along National Highway 2 today.

Normal life along the Trans Asian Highway No.1 or the NH-2 between Taphou Kuki and Gamgiphai has been drastically affected due to the strike of the student body since all business establishments, educational institutions has been completely closed for the day apart from complete halt of traffic flows.

A large numbers of volunteers are seen blocking the highway at Taphou Kuki and Gamgiphai while various numbers of loaded trucks have been stranded at Hengbung Taxation Check Post along with some passenger vehicles. All business establishment and educational institutions have been closed at Kangpokpi and even local private vehicles were put-off the road although the Government offices hoisted up the national flag, no staffs have been witnessed to attend office due to the bandh.

Similar situation has also been witnessed at Taphou Kuki, Kalapahar, Keithelmanbi, Sapormeina, Motbung and Gamgiphai along the highway.

However, there have been no untoward incidents reported during the bandh till filing of this report.

Meanwhile, the executive body meeting of the KSO Sadar Hills along with Kuki Inpi Sadar Hills and other CSOs within Sadar Hills decided to give three days time for the Government to address their charter of demand while resolving to launch indefinite economic blockade from midnight of May 11.

Thangminlen Kipgen alleged that some immature Meetei civil bodies has imposed counter bandh today along New Keithelmanbi area against their protest while adding that such unused activity will not solve the problem but rather ignite unsolicited relation among the two communities. He also said that the alleged communal Manipur Government is all responsible for the incident and termed the state Government ill-equipped and not capable of governing the people while signifying the centre Government to impose President Rule in the state.

The association will give the state Government another three days time to address the charters of demand and if the Government fail to come up constructively, indefinite economic blockade will be followed from midnight of May 11 warned KSO Sadar Hills president.

The student body charter of demands included arrest of culprits involved in Moidangpok incident on May 2 who attempted to murder the innocent van driver, Terminations of those police personnel along with the in-charge commander who forcefully asked the innocent van driver to leave Lalhoiphai village by giving false promise to escort him safely but later handed over to the mob to be killed, to compensate the torched van with a new one and to compensate the medical expenses for the innocent van driver who struggled for life and to shift the proposed site for Cultural University from L.Tangnaum or propose the site through proper channel if desirous.

KOHIMA, May 8 (NEPS): Chief Minister of Nagaland TR Zeliang has created history of sort by inducting main Opposition Congress lawmakers into his Council of Ministers fulfilling his repeated assurances that he would have an “Opposition-less government” in Nagaland.
It is also another history that for the first time, a major tribe Chakhesang did not find a Ministerial berth in Zeliang Ministry, for the fact that all the Chakhesang legislators from Phek district are from ruling NPF. The resentment of the Chakhesang legislators could be seen today as they, except, Azo, did not attend today’s “Swearing-in ceremonies.” They were reported to have expressed their displeasure at the manner in which they were neglected this time. In fact, the very vacant Cabinet post was caused after Azo was dropped.
But Chief Minister, when asked by press people, opined that the Speaker post went to Chakhesang and even an Adviser to the Chief Minister with a Cabinet status also went to Chakhasang. The Speaker was often invited in most of the Cabinet Meetings as a special invitee, he pointed out telling that one should not look at tribal line but the people who could deliver for the welfare of the people should also be appointed.
Governor of Nagaland PB Acharya had administered the “oath taking ceremony” to the newly appointed three Ministers at Kohima Raj Bhavan today. Tokheho Yepthomi, leader of the Congress Legislature Party (CLP), was sworn-in as Cabinet Minister, while Parliamentary Secretaries Y Vikheho Swu and Yitachu have also been elevated to Cabinet Ministers.
Congress has eight MLAs and their participation in the NPF-led DAN government in Nagaland was doing the round ever since they voted in favor of “Confidence Motion” moved by Chief Minister TR Zeliang on February 5 last. Since then Zeliang had been telling that he would have an “Opposition-less government” in Nagaland while CLP leader Yepthomi also hinted their participating in the NPF-led DAN government in Nagaland.
BJP, a key ally of the NPF-led DAN government, has been vocal that they would not go together with the Congress explaining that they had different political ideologies. Prime Minister Narendra Modi runs the BJP-led NDA government at the Center where the Congress functions as main Opposition. Even BJP President Amit Shah while visiting Nagaland declared that BJP could never go together with the Congress.
Asked about his stand on taking Opposition Congress in his DAN Ministry, Zeliang said it was a dream of the Naga people that they would now have an Opposition-less government in Nagaland. All political parties had a common agenda incorporated in their “election manifestoes” that was for the solution to the protracted Naga political issue. Therefore, when they all had come together by participating in the government was only strengthening that “common” struggle for solution to their problem, he explained.
Asked whether the BJP, an ally of ruling DAN, would walk away as the Opposition Congress became part of DAN, the Chief Minister said he did not know what they would take their stand following the induction of Congress lawmakers in DAN. But they should reconsider such thinking because they all were with the same political mission and for the welfare of the people of Nagaland, he added.
