IMPHAL, June 28: The All Manipur Working Journalists Union in collaboration with the Palliative Care Society, Manipur organised a one day awareness programme on Palliative Care in Manipur today at the Manipur Press Club.

AMWJU president W Shamjai, Palliative Care Society president Dr Kh Pallin and Palliative Care Society general secretary Dr Jugindro S attended the programme as presidium members.

Speaking on palliative care, Dr Jugindro said palliative care relieves suffering and improves the quality of life of people living with chronic and incurable illness.

He said it also improves the quantity of life for cancer sufferers, patients dying to chronic diseases, the terminally ill elders and people living with HIV/AIDS.

He further said that the palliative care responds to physical, psychological, social and spiritual needs and extends if necessary to support in bereavement. The palliative care is a patient centred treatment and not a disease-focused one.

There are 377 individuals in every lakh population who require palliative care and there are around 10,000 patients in Manipur requiring palliative care, he explained further.

Dr Jugindro added that the way of providing palliative care was introduced by Cicely Saunders in the 1970s in UK by establishing the first hospice centre called St Cristopher`™s Hospice in London.

Now USA has over 1500 hospice centres as it understand the value of palliative care, he continued.

The system is very costly and patients do not prefer to stay in hospice centres, he said.

However, Kerala took an initiative some 23 years ago by starting home visit based palliative care he said.

He continued that more than one thousand palliative care centres has been established in Kerala alone and large numbers of students of colleges, schools, nurses and medical students forms the basic support of their programme.

In Manipur since June 2014 more than 100 members have been trained in the basics of palliative care. A society called the Palliative Care Society, Imphal with the trainees as members was formed on April 16 2015 he added.

He further said that the society decided to adopt Thangmeiband constituency to start pilot project regarding Palliative care. As well as in month of November 19 and 20 a national conference on Palliative Care will be organised in the State.

IMPHAL, June 28: BJP Manipur Pradesh president Th Chaoba today clarified that the BJP will stick to its previous declaration that it will not form any alliance with other parties and sit in the opposition benches in all ADCs.

Speaking to media persons today at his party office, he said he has no information about successful BJP candidates forming an alliance with the NPF.

If any successful candidate of the party has joined the NPF or left the party, struct disciplinary action will follow, he continued

Further speaking on the issue of ADC election process, he said the delay in issuing a gazette notification regarding the formation of the 6th Autonomous District Council by the Congress government seems to be deliberate and intentional.

He said officially the whole process for the 6th ADC election was to be complete by June 17 and now it is already June 28, but the government is yet to declare the date of oath taking for the elected members.

He said the delay may be because the Congress is trying to buy some elected members as it has managed to achieve absolute majority in only Sadar Hills out of the six.

Chaoba also commented that a team of the State BJP had been to the national capital on a weeklong trip and already apprised the Central government and national leaders of the party on the various issues confronting the State at the moment.

Chaoba said during their weeklong trip, the nine-member State BJP team led by himself had met BJP national president Amit Shah, Home Minister Rajnath Singh, MoS Home Ministry Kiren Rijiju, BJP, national general secretary and in charge of NE and J&K Ram Madhav, Road Transport and Surface Minister Nitin Gadkari, Tribal Development Minister Jual Oram to discuss the issues confronting the State.

During the meeting with Tribal Development Minister, the State team submitted a proposal for inclusive development of the tribal people of the State, he said.

He continued, the Minister not only noted the proposal seriously but also assured to attend a seminar for the development of the hills and chalk out a mechanism for the same likely in the month of August.

In separate meetings with Rajnath Singh and Kiren Rijiju, the State BJP team discussed the issues of border and law and order, he said.

When the team asked the Union Home Minister to interfere in the present Dzuko Valley dispute with Nagaland, the team was informed that the State government has not informed the Union Home Minister about the issue, he said.

Chaoba said the team proposed upgrading the Jiribam-Tipaimukh road as an alternative life-line for Manipur to Nitin Gadkari, which was duly noted.

Further the secretary of Transport, Vijay Chhiber assured that the Malom-CCpur road will be developed into a four lane soon and will be included in the State`™s budget.

IMPHAL, June 28: In what could be a case of food poisoning, an 18 year old boy was hospitalised at the the Rajmedicity, North AOC after consuming packaged soft drink.

The victim has been identified as Gangmei Gaikhalong, 18, son of G Pantilung of Ragailong Imphal East, a class XI student of Maria Montessori.

According to family members, he was taken to the hospital late in the evening following relentless vomiting.

They also said that the incident occurred around 5 pm about half an hour after the victim consumed Frooti (a mango drink).

It is further learnt that prior to consuming Frooti, the boy had reportedly had sunflower seeds and Appy another packaged soft drink (apple fruit drink).

With the victim`™s health deteriorating, he was initially taken to a local doctor who administered first aid and later advised him to be taken to a hospital, the family said.

Subsequently, he was taken to Rajmedicity and administrated with life saving drugs. There his blood sample was also taken by the hospital authority.

Meanwhile, reacting to the incident, Gangmei Pouhemlung, eldest brother of the victim, drew the attention of the government to take initiative to ensure that all the packaged foods, drinks etc are checked in the wake of reports of health hazard created by packaged foods.

He further appealed the government to act very swiftly considering the health of the public at mass and before things gets out of hands.

IMPHAL, June 28: The Police Department of Manipur has officially released the account leading to the arrest of Universal Mother Organisation UMO president M Sarojini Leima.

A statement issued by PRO Police of Manipur, RK Tutusana said, on receipt of a reliable information about the presence of some active members of KCP (Mangal) faction in and around Singjamei parking with a view to commit prejudicial activities like extortion of money from various sector, a team of Imphal West district police commando conducted frisking and checking at the said area on June 25.

During the process the team arrested a cadre of KCP (Mangal) identified as one Yumnam Budhi Meitei, 55, son of (L) Y Mangi Meitei of Pallel Leima-ngai Chingjin village, Thoubal district, it said.

Further investigation revealed that he had concealed one Chinese hand grenade along with detonator and three numbers of demand letters in the kitchen of his house, it asserted.

It continued that thereafter the team in co-ordination with commando Thoubal raided the residence of the arrested cadre at Pallel and seized the same mentioned above.

The PRO further disclosed that further investigation revealed that Budhi revealed that he had handed over 14 numbers of letters head KCP to Moirangthem (N) Sorojini Leima, 60, d/o (L) M Mangi Singh of Kangpokpi IT road and her associate s namely, Hidangmayum (O) Premila Devi, 39, w/o (L) H Bige Sharma of Utlou Awang Lekai, Bishnupur district at present residing at the office of UMO, Tampha Yumpham, Lamboi Khongnangkhong, Imphal West which is a frontal organisation of KCP-Mangal faction.

The district police commandos Imphal West team then along with women police arrested the two active members of KCP-Mangal as above. M Sarojini Leimai is the president of UMO organisation. Some incriminating articles were seized from her possession.

It said H Premila Devi another active worker of KCP-Mangal faction who used o come to the office of UMO to draft and print demand letters for the outfit, namely Arambam Sajan Meitei, 27, son of (L) A Kulamani K Meiti of Lei-Ingkhol, Chingmeirong was also arrested.

Meanwhile, the statement further said that a combined team of Bishnupur district police commando and 2/5 G arrested a cadre of Zeliangrong United Front (ZUF) the same day identified as Lanchunglung Kamei alias Achum, 42, son of (L) Kameidun of Ngarian.

It said that he was arrested while conducting search operation adding that a High explosive hand grenade (.36) and two demand letters from him.

LAMKA, June 28: A legal awareness campaign on social and legal aspect was held today at New Bolzang Village, Churachandpur organised by the Churachandpur Reporters`™ Association which is a group of Lamka based electronic and print media persons in collaboration with the Chief Judicial Magistrate, Churachandpur.

The programme was attended by District Council member Khaipau Haokip as chief guest and Kuki Khanglai Lompi general headquarter president Kamthang Haokip as guest of honour.

MDC CT Lian Guite and advocate Goulen Haokip spoke as resource persons.

Lian Guite said people should not make random friends on the internet or believe claims of gifts and winning lotteries made over the phone from unknown persons, mobile numbers or email addresses.

He said it is easy to become a cyber crime victim people should be careful.

Stressing further on the importance of proper use of technology, he said it could even lead to loss of lives.

Goulen said people should not be afraid of approaching the law enforcing agencies so that actions could be taken in case of any crime being committed.

Today`™s programme was attended by around 200 locals who were mostly youngsters.

CRA chairman Biak TOnsing said the campaign was organised in collaboration with the office of the Chief Judicial Magistrate Churachandpur and with support from the DC and 7 AR.

IMPHAL, June 28: Due to the 24-hour bandh called by KCP (Poirei Meitei Lup) that started from the midnight of June 27 has affected normal life in the state particularly in the four valley districts.

The call of the bandh was conveyed in a statement signed by Malemnganba Meitei, Publicity Secretary of KCP (Porei Meitei Lup) through the media on June 26.

Inter-state and inter-district passenger service stayed off the road owing to the bandh. However, few auto-rickshaw passenger vehicles were seen plying in Imphal East and Imphal West.

Since it was Sunday, educational institutes, business establishments and offices were closed making the bandh appeared total. The busy Khwairamband Keithel also bore a deserted look.

Movement of vehicles and commuters on the roads was minimal. However, there is no news of any untoward incidents arise during the course of the bandh till the time of filing this report.

It may be mentioned that the bandh was imposed against the failure of the officials to rectify wrongdoings in the State Public Works Department despite asking them to do so.

The outfit in its statement had demanded resignation of Works and Transport Minister Dr Kh Ratankumar Singh on moral ground.

IMPHAL, June 28: A huge security blanket will be provided to escort 240 loaded oil tankers into the State tomorrow amidst the indefinite economic blockade imposed by the Maun Tombing group of the All Tribal Students`™ Union Manipur.

According to a highly placed source, the special arrangement was taken during a security meeting chaired by the State DGP Shahid Ahmed and convened at the Police headquarter this morning at 10.

During the meeting it was resolved that for the special arrangement the normal security provision of a CRPF group escorting the tankers upto the Manipur border from where another group of the CRPF used to escort the tankers will not be followed.

According to the sources, the 240 loaded tankers escorted by a CRPF team will leave Khatkhati in Assam tomorrow at 1am.

The contingent will be met by another CRPF team, which will be escorting more than 100 empty tankers from Imphal, at Mao Gate tomorrow.

The loaded tankers which will be escorted by two teams of CRPF on entering the Mao Gate will also be supported by additional forces of the SP, Senapati, OC Senapati, OC Gamnom Sapermeina from Taphou Kuki upto Kanglatogbi.

It is also learnt that on top of the CRPF and State police security blanket, Assam Rifles personnel under the 57 Mountain Division and IGAR (S), Assam Rifles will be guarding the highway and will coordinate with both the CRPF and the State forces.

The 240 loaded tankers are carrying Kerosene, diesel, petrol and ATF.

Sources have also informed that the daily need of fuel in the State is 20 KL of ATF, 80 MT of LPG, 100 KL of kerosene, 127 KL of petrol and 241 KL of diesel and the present stock position is seven days of petrol, 12 days of diesel, 20 days of kerosene, two days of LPG and 10 days of ATF.

It is also learnt that the State government`™s special arrangement was following ardent requests from the All Manipur Petroleum Tankers`™ Drivers`™ Union, All Manipur Petroleum Transporters`™ Association, State level Co-ordinator IOC, senior depot manager.

IMPHAL, Jun 28: The Maoist Communist Party, Manipur has claimed that the IED found near the gate of MM Higher Secondary School was planted by the outfit`™s Red Guards.

A statement of the outfit while making the claim said the outfit has been trying to avoid any kind of confrontation for long it has been induced to plant the explosive as a last warning to the school.

It said the outfit will not remain silent incase the school continue to remain indifferent to the outfit.

It said the IED was planted against the school`™s indifference to the confusion regarding a huge number of CBSE students and instead turning itself into a profit making institute.

It also said that the outfit is now clearly aware of the fact that several of its cadres had been arrested due to the school and now the outfit cannot forgive the school.

The outfit has also warned the CBSE Monitoring Cell which is yet to announce any of its findings regarding the issue of CBSE school students who were unable to appear for their exams.

IMPHAL, June 27: The Congress has been in power for more than 13 years but there is no initiative on its part to set a proper State Youth policy, ousted Thangmeiband MLA Khumukcham Joykishan Singh said today.

He was addressing the valedictory function of the State level four-day residential camp on development of Youth, 2015 organised by the Youths Foundation For Fitness And Servce Manipur at the Khuman Lampak Kangshang.

He said organising such camps is highly appreciable and the government needs to learn a lesson from the organisers.

Joykishan also said the campers taking part in the camp should also think of ways to help the society.

He said today several disruptive activities like general strikes, bandh and blockades have become a culture of the State.

The government should be sensitive enough to understand that the bandhs and blockades highly affect the youth, he continued.

Joykishan who has joined the BJP said the present day government in the State never listens to any appeal or demand until a general strike or blockade is imposed.

He continued the present State government is trying to push the youth in the wrong way.

The valedictory function was also attended by YOFFS president H Megachandra Singh as president, ex MLA Thongju Th Bishwajit Singh and president BJYM, Manipur Pradesh O Malesh Singh as guests of honor.

DM College of Arts Department of English associate professor Chungkham Sheelaramani also delivered a speech on the topic `Empowerment of Women in the context of Manipur.`™

The residential camp was inaugurated on June 24 and was participated by 120 campers including both boys and girls from Imphal East, Imphal West, Thoubal, Bishnupur and Tamenglong.
