IMPHAL, October 28: The BJP Manipur Pradesh has said that it is contesting in the upcoming bye election under the motto `fight corruption for smooth and good Governance in the State` announced, Th Chaoba state BJP president.

The BJP president divulged this during a press conference convened at the party`™s head office officially announcing its two candidates to contest in the upcoming bye election scheduled to be held on November 21.

Chaoba informed that the BJP president has officially approved to allot party tickets to Th Biswajit and Kh Joykishan Singh, who will be contesting in Thangmeiband and Thongju constituencies respectively.

Prior to this, the candidature of the two former MLAs was unanimously approved by the central leaders after national parliamentary board meeting held on October 27 at New Delhi, continued Chaoba.

He further said that if the two candidates emerged victorious in the bye election it would become BJP`™s most significant tool to unearth the deep rooted corrupted politics of the congress.

Reacting to the decision of the Speaker of the Manipur Assembly which resulted in the suspension of three Trinamool congress MLAs and the subsequent bye election, Chaoba opined that the Speaker has scant knowledge of constitutional law and simply dictates the `lawless`™ Manipur Assembly.

Despite the disqualification, the High Court of Manipur overruled his (Speaker`™s) verdict as `wrong`™ when one of the MLA (Wangoi MLA) filed a petition to the court and retained his seat, which clearly indicates the lawlessness in the State, asserted the BJP president.

`We feel ashamed that despite the verdict of the High Court, the deputy Chief Minister continue to blame certain MLAs as immature`, said Chaoba.

Further claiming that the people of Manipur have been kept in the dark when it comes to implementation of national schemes and projects, the BJP Manipur president alleged that the National Food Security Act has already been implemented in the State even though the subsidised rice failed to reach the State for the year 2013-14-15.

The State ministers and MLAs have sold off all the rationed rice under the food security act outside the State till date, alleged Chaoba.

The controversial recruitment of 1000 police constables by the Congress government has been stayed by the High Court following complain of charging Rs 5 lakhs from each candidate which is testimony of the dirty politics played by the present government in the State.

IMPHAL, October 28: Deputy Chief Minister Gaikhangam today inaugurated a State level photo contest cum exhibition and a three-day photography workshop on the theme `Explore Manipur`™ at DIPR premises.

The exhibition and photography workshop is being organised by the department of Information & Public Relations.

The inaugural function was also attended by former Nagaland minister and Nagaland Pradesh Congress Committee president K Therie, deputy director general, Film Division, Ministry of Information and Broadcasting Josie Joseph, parliamentary secretary (IPR) K Meghachandra Singh and principal secretary IPR as dignitaries.

Lauding the efforts to organise such a photo exhibition on the present context, the deputy Chief Minister said `The character of the State is so minutely depicted in such expressive images.`

He said `Photography has become an indispensable aspect of all records and reports. It is a part of the integral evidence both in crime and in journalism. Indeed it has become a mandatory supporting document even for official correspondence.`

Gaikhangam further expressed that such platform will encourage, support and facilitate the required skills to promote the local photographers.

However, on the issue of expanding budgetary support to the DIPR, the deputy Chief Minister was vague and suggested that persistent pressing could yield some response from the government.

Therie in his speech emphasized on the neighbourly relationship between Manipur and Nagaland and said in 1995, the two States had agreed to honour the present political boundaries between the two States and allow the respective administrations to administer within their demarcated political boundaries.

The Nagaland Congress president said `I wish we live together in peace as we are unavoidable neighbours.`™

We need to live together. We need to need to coordinate in our economy, politics, social activities and games and sports, he said.

He appealed to the people to accept Nagaland as another sister State as much as the people of Nagaland.

Isolated incidents should not be considered as a collective position of the State, he added.

Therie also expressed his excitement at the display of the rich culture and topography of Manipur in the exhibition.

He said `Such photographic documentation of the present will definitely add to the valuable records for the later generations.`

Josie Joseph was full of praise for the host department, `The scale of this photo exhibition is enormous and the subjects have indeed showcased the diversity of the State.`

`I have gained much insight to Manipur through this photographs,` he observed.

He also expressed his appreciation for the enthusiastic participation from the local photographs in the exhibition and expressed that such culture of photography can be channelled progressively.

K Meghachandra Singh said, `This is a first attempt in the State to depict the State in such a large scale exhibition with more than 500 photographs.`

`We hope that it will simultaneously entail the works of the potential photographers from this State through these pictorial arts that they create.`

Letkhogin Haokip stated that the DIPR is often reduced to printing the calendar and diaries.

`This is supposedly the biggest ever photo contest cum exhibition in the State. We hope that the State would assist us with proper budget to support such programme on an annual basis,` he implored.

One of the resource persons for the upcoming photography workshop Anil Risal Singh, president, Federation of Indian Photography said, `I truly appreciate the effort and quality of these photographs.`

`This exhibition portrays the people, tradition, rituals and issues of Manipur through beautiful visuals. I am astonished to see the number of photographs displayed and very delighted to see these pictures.`

Purely from common sense, the lifespan of a lake in a land-locked valley with only very few rivers to act at drainage system to flush it perennially, cannot be that very long, and indeed is known to not be very long. For regardless of whether there is a river system draining water away from a valley, there will always many more other rivers that drain into it bringing down tonnes of silt each year from the surrounding mountain catchments areas. It can quite well be imagined why the battle to save fresh water lakes in small valleys have been almost always a losing battle. The best that have been done is to delay their deaths, but the cause for optimism is, advancements in science have come up with ever better techniques to increase the longevity of these lakes. Perhaps someday, it will become a reality when this delay of lake decay can be for always. But the fact remains that without this sort of intervention of science, valley lakes cannot live forever. This is what Manipur should be cautious about.

Rivers can change their courses, and so when silt deposits raise their bed high enough, the finds another alternative path of least resistance. This phenomenon is not altogether unknown even in Manipur`™s recorded history. In fact, Manipur`™s ancient court chronicles indicate there have been routine artificial dredging of river beds through compulsory contributory labour known as `laloop` under different kings, and even of artificial diversions of river courses. Considering the sizes of the rivers here, these projects could not really have been too awesome or daunting. All the same, although of a totally different dimension, the idea of river linking in the larger context of the vast Indian sub-continent which is in vogue in current times, has never been alien to good administrator kings in the state`™s ancient history. Even now, in spite of what the critics of the river linking project say, we do feel it will be an experiment worth the while in Manipur. Just one case should suffice to illustrate. Diverting the Nambul River from the heart of Imphal city would do miles to the health of the river as well as in flood control within the Imphal municipal area. The water too may acquire more irrigational value in the process. The stretch of the river bed thus dried up can become part of the master plan of an Imphal city sewerage project.

Saving our lakes, most particularly the Loktak, will be a far more difficult proposition. But perhaps this will also have to be linked up with a river management project. Perhaps the solution is in devising a way to have our rivers safely deposit their alluvium loads they bring down from the hills in special reservoirs along their meandering courses before they empty into the Loktak. But it is not only the fate of its lakes that the ecology of Imphal Valley is threatened by. The inescapable fact also is, whatever material is introduced into its soil will remain there forever precisely because there is very few rivers flowing out of the valley and draining it. Take for instance chemical pesticides or chemical fertilizers, or for that matter chemical effluents from factories in the future. Most of the residues from these are simply going to continue to accumulate in the soil. Who knows what effect such residues will have on the soil in a couple of hundred years. Just suppose it begins turning acidic or alkaline, or in the worst case scenario, poisonous. Considering pesticides are poisons in all senses of the term, poision, this is not altogether impossible. Again in the absence of a flushing mechanism, it will take eons before these soil conditions can be neutralized. This will indeed be a nightmarish scenario. Abolishing chemical pesticides or fertilizers can also mean present day disasters and it would indeed be stupid to recommend such a measure unthinkingly. What must however be done is to make sure that to the extent possible, only bio-degradable alternatives are used. Or even if there are no real substitutes to chemical agriculture boosters, their long term consequences must be closely monitored and regulated. While we all celebrate the fecundity of the alluvial soil of the valley and its salubrious climate, the obvious fragility of the valley ecology have seldom been part of any serious reflection in official policy making or the general understanding of the issue? This is most unfortunate, and indeed myopic.

IMPHAL, October 28: The screening test for the post of assistant professor for colleges of Manipur conducted by the Manipur Public Service Commission drew several criticisms from several quarters.

Many lapses have been found in the question booklet in many subjects.

At the same time several candidates were heard complaining of the time given for their preparation considering that the test was supposed to be direct interview of the candidates who are NET qualified or P Hd holders and changed to the screening test just about a week ago.

The History question booklet had atleast one question repeated four times in Question No 138, 139, 144 and 145 which means that a candidate could loss eight marks in case he selected a wrong answer, which is bad especially considering the competitive world where one can lost out on a mere one mark margin.

Officials of the MPSC on being approached said that the candidates will get bonus marks for the repeated questions, which however is very unnatural and unbecoming of for the selection of such a post.

On inquiring with some candidates, it is learnt that certain lapses were also there in other subjects like Zoology.

The Zoology had questions which had all four options correct which means that selecting only one would mean incomplete answer, according to some candidates.
