IMPHAL, October 28: A civilian was found dead at the site of a recent ambush. It may be mentioned that troops of 44AR was ambushed by cadres of the PLA on October 26, the attack occurred at Huining Lamkhai which is located about 10 kilometres from Chassad Police Station.

One JCO of the AR was killed and some were grievously wounded in the insurgent ambush.

It was in the aftermath of the attack that a body was found near the ambush site. The bullet ridden corpse is identified by Police as one Ajit Bahadur Tamang, 65, s/o late Gyan Tamang of Kangpokpi and at present residing at Sampui Village, the village is located in between Chassad and Kamjong.

Sources mentioned that he is a farmer and went to herd his cattle near the mentioned ambush site on the said day. He had four bullet wounds on his person and reports said that the shots were fired probably from close range. Police reports mentioned that he was wearing a camouflage pant and might have strayed into the ambush area. He may have been a victim of mistaken identity from either the Assam Rifles or the insurgents, the reports mentioned.

The body was brought to RIMS for post mortem and handed over to family members today. It may be mentioned that a JCO of the 44 AR, Suraj Tamang, JC number 65809 of F company was killed in the ambush.

Government to provide security escort to goods trucks today

IMPHAL, October 28: Eight days after the Kuki Peoples`™ Liberation Front imposed a 10-day economic blockade along the national highways starting October 20 midnight, the government will be providing security escort to goods truck tomorrow.

The blockade will end on October 31 midnight.

It is learnt that the provision of security escort tomorrow to transporters will be coordinated by the operation section of the Manipur Police Headquarter.

At the same time it is also learnt that the security provision will only be for transporters plying along the National Highway 37 and not for those plying along NH 2 (Imphal-Dimapur).

Sources also informed that the vehicles which will be escorted till Jiribam from Imphal tomorrow will not include any oil tankers or gas bullets.

It may be mentioned that even during normal days when there is no bandh or blockade along the highways, the government provide security escort to goods trucks plying along the NH 37, however, this will be the first time security escorts will be provided during the 10-day long blockade imposed by the KPLF which will end on October 31 midnight.

KANGPOKPI, October 28: The Joint Action Committee against the killing of Khupneilal Neihsiel and Robert Hesei Kipgen has called a 20-day economic blockade from midnight of November 3.

The JAC had earlier imposed a 48-hour total bandh in all hill districts of the State starting October 18 midnight to show discontentment and dissatisfaction over the delay in furnishing the magisterial probe report pertaining to the killings by the government within the stipulated three-month time.

JAC convener Thangminlen Haokip said that the JAC`™s decision to impose the economic blockade came after a joint meeting with various Kuki CSOs today while adding that we are extremely disappointed towards the stubbornness of the State government even after the 48 hr total bandh.

The blockade will be effective in all highways of the state he added.

IMPHAL, October 28: The State government has decided to impose new traffic regulations in the Imphal bazaar area. A cabinet meeting held today has resolved to restrict entry into the main market areas of Imphal area in a bid to lessen the ever increasing congestion.

The new regulations would include the shop owners to relocate their warehouses from the market and to keep their goods at another location far from the market place, they will be given two months time to arrange for the construction or hiring of viable warehousing areas in the nearby vicinity. Another regulations is to disallow parking in the streets of Bir Tikendrajit road, Paona Bazar and Thangal Bazar, however vehicles will be allowed entry for dropping or picking up passengers. An alternate parking will be provided on the pavement built atop the Naga river. This move is done by the Government in the view of lessening the vehicular congestion in the heart of the city. The said time of two months will be given for relocation of the warehouses and to stop the parking in the mentioned streets.

The cabinet also decided to relocate the Keisampat parking area once the Inter State Bus Terminus is operational.

IMPHAL, October 28: Several stolen vehicles including four wheelers were recovered during a raid from a house at Lilong Houreibi Lairakhong today, said OC Imphal Police Station Ak Santikumar Singh.

Speaking to media persons at a press briefing late this evening at his police station, the OC said the raid was conducted by a team of the special anti-vehicle lifters cell at the house of 25-year old Md Ajit Phundreimayum son of Md Zoillabuddin Phundreimayum.

He briefed media persons that with reports of escalation in vehicle lifting incidents in Imphal, the Narcotic Cell alone was unable to check the menace.

On October 22, an emergency meeting chaired by the Imphal West SP was convened during which it was decided to constitue an anti-vehicle lifter cell under officers of the Imphal PS, City PS, Lamphel PS and Singjamei PS.

Elaborating further, he said in the first operation, teams of the cell arrested three vehicle lifters and recovered a Maruti Alto car.

During frisking today, a person identified as Thokchom Nilakanta, 30, son of Th Samungou Singh of Mongsangei Mayai Leikai was detained, he said.

During further interrogation, Nilakanta revealed addresses which led to the recovery of the vehicles at Lilong, the OC said.

Following the revelation, a team of the cell rushed to the area in Lilong Houreibi Lairakhong and recovered two Maruti 800 cars, three Honda Activa mopeds and two motor bikes, he said.

However, Md Ajit was absent from his home and is presently absconding, the police OC said.

He further appealed to vehicle owners to be more careful and to use double locks while parking their vehicles especially the two wheelers.

He also said that the anti-vehicle lifter team will continue its surveillance and check the crime of vehicle lifting in the State.

IMPHAL October 28: Three generations of a family met independent war researcher and co-founder of the 2nd World War Imphal Campaign Foundation Yumnam Rajeshwor Singh seeking details of a forefather who never returned after being sent to France as labour corps during the WWI in 1917.

85-year old Sonereng Shinglai of Tangkhul Hundung Khunou Village, accompanied by his sons and grandsons today came and met Rajeshwor in Imphal in the hope of getting some details of his uncle (L) Putangleng Shinglai who was among the 2000 recruits from the State to go to France as Labour Corps during the WWI and never returned.

A visibly emotional Sonereng said he felt the urged to meet the researcher after one of his grandson, `Henry`™ read in the news about the discovery of graves of Manipuris in France.

He said according to his elders, R Ruichumhao, the first Christian convert of the State had come to their village to recruit men for the labour corps and recruited (L) Putangleng Singlai and another villager.

He said village elders had also told him that the other villager came back alone which left Putangleng`™s wife Singlai who is Sonerang`™s mother widowed without a child after only two months of marriage.

As they had been married for only two months and the young Singlai was without a child, the clan decided that it would be best for Putangleng`™s younger brother Sainangkao Shinglai to marry her instead of sending her home, he said.

From the marriage, Singlai bore a daughter and three sons among whom Sonereng is the youngest.

An emotional Sonereng also expressed his desire to visit the grave atleast once and lay floral tribute and offer a prayer for the departed soul.

But this is not within the financial capacity of our poor family he said appealing to the State government to help his family visit the grave as an acknowledgement of the contribution of his uncle (L) Putangleng Shinglai.

Speaking of his meeting with Rajeshwore, Sonereng said `He was kind enough to arrange a picture and the details of Putangleng`™s grave through his contacts in France.`

`We are grateful to him for his voluntary service and hope the government would support such endeavours so that many more families would be able to trace their ancestors.`

Speaking to a group of media persons inside the DIPR complex where the meeting happened, Rajeshwore said he was able to garner some information including a picture of Putangleng`™s grave with his epitaph, location information and visiting information of the St Sever Cemetery in France which has 3082 Commonwealth burials from the First World War.

In the early 1917, the then Political Agent Lt Col HWG Cole and the Raja of Manipur had issued an official order for requisition of 2000 recruits to go to France as Labour Corps, following which 2000 persons assembled in Imphal and formed the Manipur labour Corps, he said.

They were transported to Europe by ship from Bombay and worked in France for about one year and six months as labourers in the battlefields, he said.

As non-combatants, they were deployed for various errands like transporting arms, building temporary camps, running errands, taking messages etc, apart from their assigned work of digging trenches and cleaning the camps among other things, he added.

Many were killed in various theatres of war in Europe. However due to low rank of Labour Corps, the records of their deaths were not properly maintained, he added.

In fact no historians have come forward with the figure of survivals and death from this participation till date, he observed.

`Through my individual attempt I have found 87 graves of Manipuris who were buried in various parts of Europe and Middle East namely France, Italy, Egypt and Yemen. I have their grave reference, name of the cemeteries and the country they are located in.`

`Among them I have gathered some additional information of 20 persons. However it will be difficult to trace all these families on my own.`

`The government should archive these sacrifices and registered their names as part of our History. As for this recent recovery the government can assist in mobilizing mass public campaign to locate the families of these people,` he appealed.

`It is almost a century now and none of their families have ever laid a flower in their graves. I am trying to collect pictures the graves and additional information of those 2000 brave hearts who were sent to Europe to assist the British in the First World War.`

`Following the sacrifice of these 2000 Manipuris, King Churachand was awarded the prestigious KCSI,CBE by the British government.`

`We ought to atleast remember these brave hearts in our History books,` he observed.

Nothing erases development as suddenly and severely as natural disasters. When earthquakes, floods, droughts and cyclones strike, they wreak destruction not only across borders but across generations – reversing the hard-won progress of many years in poverty reduction, essential services, small businesses and economic opportunity. Disaster resilience in Asia and the Pacific is mission critical for the success of the new Sustainable Development Goals.

Between 2005 and 2014 there were 1,625 natural disasters reported across the region – with more than half a million deaths, 1.4 billion people affected and more than half a trillion dollars in damages. According to the new Asia-Pacific Disaster Report 2015, produced by the Economic and Social Commission for Asia and the Pacific (ESCAP), Asia-Pacific disaster losses by 2030 could total $160 billion every year.  This will take away much needed resources for the implementation of the sustainable development goals which the UN membership adopted in September 2015.

The growing frequency of large and more intense disasters will have the gravest risks for people living in “extreme” and “high” risk areas. Across Asia and the Pacific, the 772 million people who still live under the $1.25 a day poverty line are those most vulnerable to disasters. Close to 1 billion city dwellers, in multi-hazard hotspots, living mostly in concentrated low income areas are predicted to be impacted by disasters by 2030, and degradation of ecosystems, already under stress, will reduce the natural defenses against these hazards.

Accompanying these concerns are the implications of the transboundary nature of disasters in Asia and the Pacific. Most of the active seismic fault lines lie across the region, with the Pacific Ring of Fire which accounts for over 90 percent of the world’s earthquakes, putting at risk Japan, Indonesia, the Philippines and the Pacific small islands. Similarly the Alpine-Himalayan belt that spreads across China, Nepal and adjoining countries make it the second seismically active region in the world. Around 60 to 70 per cent of all tropical cyclones every year occur in three Asia Pacific ocean basins – the Bay of Bengal, South-West Pacific Ocean and Western North Pacific Ocean and South China Sea.  Transboundary floods are predicted to cause the worst disasters on large river basins, including Amu Darya, Amur, Brahmaputra, Indus, and Mekong. Monsoon variability, El Nino and reduced snowfall in some subregions all exacerbate drought conditions, and have impacted 1.6 billion people since 1970s.

Only by working together, in the spirit of regional cooperation and collaboration, can the countries of Asia and the Pacific become disaster resilient.  This is why the very first element of the post-2015 development agenda, agreed in March, was the new Sendai Framework for Disaster Risk Reduction. It sets four priorities: understanding disaster risk, strengthening governance, investing in resilience and enhancing preparedness.

The intensity of disasters and their transboundary implications have prompted ESCAP – the UN regional commission of Asia and the Pacific, with 62 member States – to develop a comprehensive platform and response framework for most types of natural disasters.  A strategic approach to natural disasters has been to acquire expertise and technology and share on-time information to allow early warning of tropical cyclones.  Our region’s spacefaring countries are now sharing their innovative technology applications with those countries that do not yet have these capabilities through the ESCAP intergovernmental platform. Investing in regional cooperation to address gaps in the regional data, knowledge base, institutions, policies and capacities has been identified as critical.  But much more remains to be done.

Meeting this week in Bangkok, Asia Pacific senior policymakers have reflected on how to address these gaps and develop new regional strategies – especially to address transboundary floods and landslides. They have also resolved to work more closely on the ‘often forgotten’ aspects of disasters, such as drought, last-mile early warning systems, and getting the right information to the right people at the right time.

Efforts to strengthen resilience are only effective when they are integrated into wider strategies for sustainable development, and adopted as cross-cutting priorities for governments and the private sector. Every part of an economy suffers from the impacts of disaster, so each sector needs to consider how best to make its activities more disaster resilient.

Greater political commitment to disaster risk reduction, through global agreements and regional deliberations, has however not yet been matched by corresponding action and financing. Many countries still follow a fragmented and crisis management approach to addressing disasters – with a focus on response and less attention paid to adaptation, prevention, mitigation and preparedness. International assistance is also skewed towards emergency relief and rehabilitation.

In Asia and the Pacific, we can no longer afford this approach. Reducing disaster risk requires concerted local and national action, combined with effective regional coordination and cooperation. Existing disaster risks are being exacerbated, and new risks being created by our region’s rapid economic growth, rising populations, burgeoning cities, and the damage these trends inflict on the environment. Climate change has added further layers of risk and uncertainty.

Our most urgent shared task is to translate the global and regional commitments on disaster risk reduction into action across Asia and the Pacific – anchoring disaster risk reduction at the heart of our sustainable development implementation.
