IMPHAL, November 5: Returning Officer for the Thongju Constituency bye election SDO Porompat Delina Laishram today declared that four candidates will be in fray for the seat.

However, during the scrutiny of nomination papers of the candidate conducted today at the office of the RO, Congress candidate Bijoy Koijam was unable to produce his matriculation certificate during scrutiny for the November 21 bye-election.

The scrutiny was conducted in the presence of observers.

In his nomination papers, former Congress MLA Bijoy Koijam had filed his educational qualification as HSLC Examination passed in 1978.

During scrutiny, Bijoy’s main opponent BJP candidate Th Bishwajit raised an objection that while filing his nomination papers during the 9th and 10th Assembly Elections in 2007 and 2012 respectively, the Congress candidate had filed his educational qualification as PUC passed with a diploma in Photo Journalism completed in 1978.

After checking the four nomination papers of the Congress candidate, the RO had demanded if the others wanted to raise objections.

Raising his objection, Bishwajit told the RO that in the past elections, the Congress candidate had claimed to have completed PUC and diploma in Photo Journalist in 1978, then how is it possible that the candidate has claimed just HSLCE in 1978 this time.

He observed according to the ECI guidelines, candidates have to provide their highest qualification and provide certificates.

He said the Congress candidate has failed to even provide his certificates.

The RO checked the ECI provided guidelines and mulled further actions to be taken.

She further discussed the issue with the observers and then asked the Congress candidate to provide the name of his school from where he completed his matriculation.

Bijoy Koijam replied he completed his HSLC from Canchipur High School in 1978, following which Bishwajit withdrew his objection.

Later, RO cleared Bijoy’s nomination.

The RO also checked the two nominations papers of Bishwajit, independent candidate Ingo and MDPF candidate G Tonsana Sharma.

She further declared that four candidates are in the fray for the November 21 bye-election.

The deceased has been identified as Lucky Pouthyl, 26 from Kanglatongbi.

Police have registered a case in connection with the incident. The dead body has been handed over to the deceased’s family members after performing post mortem examination at RIMS morgue today.

IMPHAL, November 5: At least nine persons including two plice personnel were injured when a mob tried to storm the Irilbung Police Station in protest against the alleged killing of Md Hajmat alias Babu of Keirao Makting Awang Leikai, who was thrashed to death by a mob over the alleged charges of stealing a calf on November 2 early morning.

According to Md Rajauddin who is the convener of the JAC formed in connection with the alleged killing of Md Hajmat, the incident took place today evening when several supporters of the JAC tried to storm Irilbung Police Station demanding arrest of the main accused in the killing, identified as Md Amu, 40 son of Md Nahapabi.

He said that supporters of the JAC blocked the Imphal-Yairipok Road from 5 am to 5 pm in condemnation of the failure of the police to arrest the main accused despite repeated request made.

The irate JAC supporters marched towards the police station and smashed its sign board.

A check post in front of the police station was also damaged by the mob.

In their bid to control the protestors, police personnel fired tear gas shells and rubber bullets indiscriminately towards the protestors, the JAC convener said.

He also said that additional police force was called in to disperse the protestors who resorted to pelting stones towards the police injuring two personnel.

He claimed that seven supporters of the JAC were arrested by the police while another seven sustained injuries in the police action.

Saying that the seven injured are undergoing treatment at Public Hospital at Hatta, he cautioned that the JAC is all set to launch intense form of agitation if the seven arrested persons are not released at the earliest.

Who says corruption, both in the official as well as in the unofficial worlds, has ended in Manipur. All this despite the most brutal campaigns against it by numerous crusading organizations of which there has never been a shortfall, especially in the past few decades of militancy. Numerous bullets in the legs and sometimes in the heads, have not deterred the phenomenon one bit. The most saleable commodity, government jobs, it is everybody’s knowledge, still carry premium price tags. Likewise, it is an open secret that black money still exchanges hands in the award of government contracts, or else these are had at the point of the gun. Fair play, as defined by a competition of merit, is today an alien concept. A new power order has emerged and this new order has two distinct poles. One the hand are those in the seats of power and their executive instruments. That is, the politicians in power and the bureaucratic machinery. On the other are those who have the power to instil the bone chilling fear of death by summary execution.

A study of the pattern of wealth accumulation (or distribution if you like) will be a pretty accurate testimony of this new order. As a thumb rule, it will be discovered that anybody who has made the quick buck is close to either of the two poles. Chances are most of the opulently rich are sycophants of the executive order, or else brokers for the other pole where brute force defines power. Of course, this is if they are not the corrupt bosses of the officialdom themselves. Very few of the wealthy would have made their fortunes from honest enterprises pursued with patience and perseverance through generations, as most enterprises with firm foundations are generally made of. The rules may have been rewritten a little, but the game remains the same. The organized robbery of public exchequer is still the goal of the wealth making game, and this is unfortunate for many things. The most pronounced of these being the murder of the entrepreneurial spirit itself. Why sweat when you can get what you have to sweat for just by making a Faustian deal and corner a government contract. You can now buy wealth with bribes and kickbacks or else get it by the use of force. In a lawless world all these are permissible. In a soulless world where corruption has been so deeply institutionalized, there is nothing unnatural anymore about it too. What’s so very wrong with a little bribe here and there (or call it percentage cut for official favours to cleverly make it sound a little less objectionable). They have all become a necessary evil of an essentially evil world.

The other pitfall is, while wealth definitely would still command envy, it does not inspire the respect it deserves anymore. Making the tragedy more profound is that even those few who have made their wealth honestly get tainted with the same broad brush. So much so that when the social mechanism, groaning under the weight of prolonged and immense abuses finally recoils and hits back violently, despite the brutality involved, there is a catharsis of sort. Hence, when the dark forces of extortion visit the wealthy, there is a good measure of a perverse sense of social retribution that comes along with it. This perhaps explains the lack of any widespread outrage from all sections of the society against this phenomenon. Only the class of people made vulnerable, protest in terrified whispers, all to no avail, much to their frustration and agony. The rest simply watch, if not with glee, than at least with a stoic indifference, as if to say, everybody gets to reap what he sows. If a few honest souls get trampled in the process, who cares? Isn’t this what is collateral damage about. All this is also strangely reminiscent of a familiar argument against the AFSPA. If 50 years of the draconian Act has only increased the intensity of insurgency, decades of violent campaigns against corruption has also only driven it deeper underground and is far from being wiped out. The cyclic pattern of these phenomena is terrifying. Perhaps the revolution everybody exalts has first to be complimented by a revolution of the soul.

KANGPOKPI, November 5: The United Naga Council (UNC) has suspended its ongoing 10 day economic blockade in all highways of the State and ban on the construction of National and International Projects including Trans-Asian Railways this evening from 4 pm.

The UNC has decided to suspend its stirs in the emergency Presidential Council Meeting today at its office this morning at around 10 am with Gaidon Kamei, president UNC on the chair.

The UNC press statement said that the decision to suspend the ongoing stirs came after reviewing the decision of the Presidential Council meeting October 29 and in reciprocal gesture to the positive steps and measures taken up by the Government of India to protect the land, culture, history, identity, time honoured traditional institutions, etc. of the Naga people and tribal.

The meeting also decided that UNC will not hesitate in taking up any form of democratic agitation if the Government fails to respect and honor the assurances and commitment given to the Naga people, it added.

It further agreed that any intimidation to the established position of the Nagas would be collectively faced by the Naga people and will respond in befitting manner.

In the meantime, UNC expresses gratitude to tribal hohos, district apex organizations, frontal organizations and regional organizations, church leaders, social workers and the general public for making the blockade and ban meaningful while urging for the continuous support and co-operation in future.

A press conference was convened today by the Secretary (Tourism), Government of Manipur Nidhi Mani Tripathi, at the Old Secretariat conference room to announce the government effort.

She said that the upcoming tourism festival is for everyone and should be enjoyed with great fervour.

She said she will be liable to any queries from any section of the society having any doubt with regards to transparency in organising the event.

She further continued that suggestions from experts are still awaiting to make the festival more grandeur.

Apart from the regular programmes as in previous year, cultural programmes from Asian cultural theatre, Theatre groups from Japanese, Bangladesh, Assam will adds as a new flavour to the festival scheduled to be held at Beigyachandra Open Air Theatre (BOAT).

Altogether 250 stalls, including international stalls, mostly of indigenous items and foods will be showcased, she said adding that the stalls will be given priority to the participants from the State promoting ‘Make in Manipur’, North Eastern States India and foreign countries.

She said that as an upgrade to the upcoming festival the department will allot stalls for exhibiting paintings and sculptures to expose the talents from the state.

Diversifying the festival the Tourism secretary, further said that the fifth day of the festival falling on the full-moon day also known as ‘Purnima’, the ‘Maharaas’ (aka known as Raj Leela) will be showcased at Govindaji Temple.

Moreover, the tourist will be given the opportunity to tour the neighbouring country of Myanmar on the Golden Myanmar flights which are scheduled to land at Tulihal airport on November 21 and 26.

The Tourism secretary asserted that a Myanmar-Manipur cultural conference will be conducted during the season at Chorus Repertory Theatre at Lamboi Khongnangkhong with participations of scholars from across the world.

Further She divulged that the first secretary Embassy and Minister of Japan, and also High Commissioner of Bangladesh will also be taking part in the upcoming festival.

The conference was also attended by Director Tourism department Shyamlal Poonia and Deputy Director Rachel N Guite.

People, he said should be able to understand the difference between the Congress and the BJP.

Reiterating what he had said at a similar election campaign yesterday, Gaikhangam said the BJP will only distort the State’s boundary, instead of bringing any development.

Although several appeals have been made to the Centre to reveal the details of the framework agreement signed between the Centre and the NSCN (IM), the BJP led government has failed to do so, he said.

The BJP Manipur Pradesh has also never sought the details from the Centre in the interest of the people of Manipur, he said.

Asking the people to understand the difference between the Congress and the BJP, Gaikhangam further asked the people of Thongju to vote for the Congress candidate to bring development.

The bye-election is crucial as it can bring a change to the constituency, he observed.

If the Congress wins the bye-election, it will only mean strengthening the State integrity, whereas the BJP wants to destroy it, Gaikhangam observed.

IMPHAL, November 5: Police conducted a drive at North AOC today morning around 11 am. The area near the traffic island to some sections along the road leading to Minuthong was cordoned off by police personnel.

Later, more than 70 persons including some women were rounded up by police from different houses and makeshift shops. The said area is notorious for housing commercial sex workers and drug addicts frequent it for getting different kinds of narcotics inclusive of heroin powder.

The drive lasted for nearly half an hour and the suspects were hauled to Imphal Police Station and released after proper verification. The team was led by additional SP Th Vikramjit. The drive is taken up as security measures ahead of the upcoming Sangai Festival. The drive included other police officers inclusive of officer in charge of Imphal West district commando, Inspector Potsangbam Sanjoy Chenglei and Inspector Sachi Soibam.
