IMPHAL, November 22: As part of the ongoing Manipur Sangai Festival 2015, Governor V Shanmuganathan today inaugurated the 9th Manipur Polo International organized by Manipur Horse Riding & Polo Association at Mapal Kangjeibung also known as Imphal Pologround.

The inaugural function was attended by Speaker Th Lokeshwar Singh; Deputy Speaker Preshaw Shimray; MP Dr Thokchom Meinya; MLA Y Surchandra Singh and Ambassador of Norway in India, Nils Ragnar Kamsvag as president and guests of honour respectively.

Speaking at the function as chief guest, Shanmuganathan said that it is the first sports function he attended since he took charge as Governor of the State.

He acknowledged that Manipur is well known in the country because of its sports besides art and Culture, so much so that it is also known as the `power house` of sports.

A small State with a small population in comparison with a majority of the States in the country, Manipur has been resplendent, to say the least, in the field of sports, bringing laurels after laurels both at the national and international levels, he added.

Unfortunately, however, Manipuri polo is yet to emerge forcefully on the national scene, the Governor lamented.

He recalled that Manipur has given Polo to the world and it is definitely something to be proud of for everyone in the State.

But it is also a sad fact that the game is suffering from a serious growth deficit. The reasons could be many ranging from lack of sponsorship, high cost to competition posed by modern games, he pointed out.

Maintaining that one of the main objectives for organizing this tournament has always been to save Manipuri pony along with popularizing the game of Polo in its birth place besides promoting tourism, he admitted that the polo pony of Manipur, a recognized breed of India, though small, is sturdy and agile.

The Governor exuded confidence that the Pony Sanctuary at Heingang, Imphal East District and Pony Breeding Farm at Lamphel, Imphal West District being developed by the State Government will certainly make a difference for the better.

He then announced financial assistance of an amount of Rs. 1 lakh from the Governor`s Discretionary Fund to the organizers of the 9th Manipur Polo International, 2015.

During the function, 107 individuals performed Pung Cholom choreographed by Meihoubam Seitaban.

Later, an Assam Rifle band party marched in and staged an impressive show.

Indian team captain S Bimol Singh took the oath taking ceremony.

IMPHAL, Nov 23: Security forces apprehended five militant cadres including two woman cadres during counter insurgency operations conducted in different part of the state over the last 24 hour.

A statement issued by PRO Manipur police, RK Tutusana, said that a combined team of Imphal West district police commandos and women police arrested a woman cadre of KNA (I) from Sekmai bazaar on November 22.

The arrested woman has been identified as one Lamkhochin Khongsai, 35, wife of Khongsai of Leisen Tampak, Churachandpur.

The statement further said the combined team of Imphal West and East district police commandos arrested four cadres of the proscribed UNLF in separate incident yesterday.

It said in the first incident the team arrested the first cadre from while conducting search operation at Thangmeiband Sinam Leikai, identified as Thangjam Surjit, alias Abung, 35, Th Ibopishak Sing of Thangmeiband Sinam Leikai.

It further said following his revelation the team arrested three more active members of the outfit.

They have been identified as one Singamayum Abe alias Bebem, d/o of (L) Safi Singamayum of Nongpok Sekmai Chingkhong at present housing complex Type-II, Haorungbam Yohenba Meitei alias Abung, 26, son of H Sunil Singh of Lamlai Kendra Chalou Mayai Leikai and Dolaipabam Miyadat Hassan, 23, son of Dp Jallaluding of Lilong Haoreibi Makha parking.

IMPHAL, November 28: Chinese Ambassador to India Le Yucheng said co-operation between New Delhi and Beijing cannot cover everything but we are working actively to promote regional co-operation.

If we are talking of co-operation with a small country, maybe links between the two capitals would have been enough, Yucheng said, elaborating further that both India and China are large populous countries with lots of provinces and States.

When we talk of cooperation with large countries like India, State-level as well as city level co-operations are also crucial, he added.

Yucheng was addressing the local media this morning at the Classic Grande.

During Prime Minister Modi’s visit to China in May this year the two countries had established a “local leaders’ forum” which is held annually attended by leaders from both sides, he said continuing that such direct interactions and co-operations are very effective.

The provinces and States in China and India can boost a deeper mutual understanding and co-operation between the two countries, Yucheng added.

Every year there are a lot of exchanges of local leaders of the two countries, he added. This year alone more than 20 Chinese Governors and Mayors have already visited India and more than four or five from India have visited China, he said pointing out that the Chief Minister of Manipur had led a government delegation to China in 2013.

Replying to a query on apprehensions in the region regarding a major diversion of the Brahmaputra River water, which is known as the Tsangpo River in Tibet, in China, and if there is any plan of China to construct a dam on the river, he said we pay a lot of attention to ecological protection on the rivers.

Actually between India and China, we have an effective mechanism for exchange of co-operation with regards to cross-border rivers, he said.

So if there is any question about environmental protection or construction on the rivers it can be properly handled through these bilateral mechanisms for exchange of co-operation, he said evading a direct reply.

Not long ago the Vice President of China visited India. During his visit the two sides extended an agreement for China to provide India with flood seasoned hydrological data of cross-border rivers, he said.

This move of goodwill from the Chinese side can help India better make use of the river resources, he added.

Regarding a query on the issues regarding the McMahon Line and if there are any plans of China to discuss the issue and settle it, Yucheng said “The question is a sensitive and complex issue between India and China.”

In the past we came across some problems but now the leaders of both countries are very visionary, he added.

They have realized that it is important to keep in mind the overall interest of India-China relations and handle the boundary question through diplomatic channels carefully and properly, he said.

We have a number of mechanisms for discussion regarding boundary questions, he told the media adding that at the same time while we are looking for ways to resolve this boundary questions, we are working hard to maintain peace and stability in border areas.

Boundary question is different from country to country. Experiences of resolving boundary equations of other countries may not be apply to resolve the boundary equation of our two countries, he said.

“To resolve the China-India boundary question, we need to proceed from the reality of the boundary between our two countries. But I am confident that the two ancient civilizations, China and India have every wisdom and capability to find out the solution.”

Despite the differences not even a single bullet was fired at the border areas over the past several decades, he added. This shows that we have successfully and effectively manage to bring stability in the border areas, he said.

The Chinese Ambassador to India had also shared his experiences during his four-day stay in Manipur

He shared how he was impressed by the beauty of Loktak Lake, culture and traditions of various communities of the State, the polo game, the people and Manipur as a whole.

Expressing gratitude to the State Government and the Chief Minister of Manipur for inviting him to the Sangai festival, he said “As far as I know I may be the very first Chinese ambassador to India and indeed the first diplomat from the Chinese Embassy in India to ever visit Manipur.”

“Actually before we came here we were quite curious because the North East India is a place that we have never set foot on that is why I spend more time in Manipur than many other places in India.”

Yucheng further expressed his gratitude to the Manipur Labour and Employment minister I Hemochandra for showing him around the State.

He said he had met the Chief Minister yesterday and had a friendly and in-depth discussion on a lot of grounds including Manipur’s economic and social development, cultural commonalities and historical links with China, the bright prospect of our co-operation as well as PCIM economic corridor that runs through Manipur.

He said he was impressed by the folk culture and martial arts performances during the Sangai Festival.

The nontuberculous mycobacteria (NTM) are a grouping of all Mycobacterium species other than Mycobacterium tuberculosis (which causes tuberculosis) and Mycobacterium leprae (which causes leprosy). Also referred to as “mycobacteria other than tuberculosis” (MOTT), atypical mycobacteria, and/or environmental bacteria, NTM are typically environmental organisms residing in soil and natural as well as treated water. They are protected by their waxy lipid-rich cell wall which makes these mycobacteria resistant to common disinfectants and water treatment measures. Although generally of low pathogenicity to humans, some NTM species are associated with opportunistic infections in humans and animals while some have caused sporadic outbreaks.

EPIDEMIOLOGY

NTM diseases are seen worldwide. The incidence rate among industrialised nations is 1 to 2 cases per 1,00,000 persons. However, surveillance data are limited and NTM infections are non-communicable and therefore, not reportable. Regardless, NTM infections have increased by 8% to 9% per year. Clinical disease is more common among those who are immunocompromised.

HOW ARE NTM ACQUIRED?

NTM are acquired through environmental exposure to water, aerosols, soil and dust – through inhalation, ingestion, and through breaks in the skin due to injuries, surgical procedures, or IV catheters. They are usually not passed from person to person. NTM can cause lung infections, bronchiectasis, lymph node infections, bone infections, abscesses, and skin and soft tissue infections, which may be localised or disseminated throughout the body. Most NTM reproduce slowly, which allows the infection to emerge weeks, months, or even years after the initial exposure.

COMMON SPECIES

Some common NTM species are M. avium, M. kansasii, M. abscessus, M. fortuitum, M. scrofulaceum, M. marinum, M. ulcerans, etc.

NTM DISEASES IN HUMANS

Pulmonary manifestations account for 94% of all NTM cases. However, infections involving the skin, bones and lymph nodes do occur. Disseminated disease may occur and, without treatment, is frequently fatal.

Chronic pulmonary disease is the most common clinical manifestation of NTM. The risk for infection increases in immunosuppressed patients or those with structural lung disease, particularly, chronic obstructive pulmonary disease (COPD) and bronchiectasis.

NTM lung disease is always associated with symptoms such as chronic or recurring cough with sputum production. Constitutional symptoms such as fever, fatigue, malaise, night sweats, and weight loss may occur. Hemoptysis, although uncommon, can occur. Clinically, NTM may be similar to active pulmonary tuberculosis.

There are two main pulmonary manifestations of NTM: fibronodular disease and nodular bronchiectatic lung disease, each with a unique epidemiology and clinical course.

CLINICAL DIAGNOSIS OF NTM DISEASE

The diagnosis of NTM diseases poses challenges to the clinician. As NTM are found everywhere in the environment, they may represent contamination rather than actual isolates. Additionally, NTM may colonise the airways of individuals with structural lung abnormalities. Recovery of these organisms may represent airways colonisation rather than true infection. The diagnosis must be based on a high clinical suspicion that is compatible with symptoms and features found on x-ray.

DIAGNOSTIC TESTS

The goal of testing are to detect NTM infections and to distinguish between mycobacteria species. It is almost impossible to distinguish between TB and NTM infections without testing.

LABORATORY TESTS

AFB smears and cultures: AFB cultures are performed on samples that have been treated to liquefy mucous and reduce contaminating bacteria. From the culture, the detection, differentiation and identification of the mycobacteria are done.

Susceptibility testing: They may be performed to determine which antimicrobial drugs will be most effective in treating the infection.

Molecular tests: Other more rapid methods, such as the molecular detection of the organism’s genetic material (DNA/RNA) may be performed on the primary specimen and also as a means to identify the species of mycobacteria once the bacteria are grown in culture.

RADIOLOGICAL INVESTIGATIONS

X-rays may be ordered to look for changes caused by a mycobacteria infection. NTM infections (and TB infections) can cause a number of characteristic findings on x-rays, including cavities and calcification in organs such as the lungs and kidneys. Chest CT imaging may be ordered and has been found to have greater sensitivity for detecting bronchiectasis and cavities than chest x-ray. Further evaluation can include bronchoscopy.

CHALLENGES

The diagnosis of NTM infections can pose challenges to the clinician because isolation of these organisms is often difficult. In addition, both active diseases and airway colonisation occur in individuals with structural defects, adding further confusion for clinicians. The treatment of NTM infection is as difficult as establishing a correct diagnosis because therapy is often prolonged and difficult to tolerate.
