Imphal, Dec 20: The last Assembly session of the ninth Manipur Legislative Assembly began today at the new Assembly building for the first time. The new complex was inaugurated by Prime Minister Dr Manmohan Singh earlier this month.
The members paid obituary reference to K Wungnaoshang Keishing and Dr H Borajao who died recently. Chief Minister, O Ibobi Singh, Opposition leader, Radhabinod, Ph Parijat, Minister, Morung Makunga, N Mangi and others remembered the great works of the two departed leaders.O Joy suggested that no other proceedings should be done as obituary references were made.
Chief Minister said Wungnaoshang worked hard for his constituency and many people of his constituency had not even seen the district headquarter. Dr Borajao was a simple and sincere leader.
Chief Minister, O Ibobi singh presented the report of the Business Advisory committee and introduced Manipur Lok Ayukta Bill. Th Debendra, Minister Law and Legislative Affairs presented a report on band and blockades. MPP leaders, O Joy and others moved a private members resolution on bandh and blockade on 9 July 2010 in the House and the House formed a committee.
As per the report tabled in the House “The Manipur Bandh, blockade and economic blockade (Prevention) Bill 2011” was prepared. As it is a money bill recommendations of the Governor is necessary.
As the session was held for the first time in the new complex special security arrangements were taken up. Over 400 police personnel were on duty inside the complex and security personnel formed a ring around the complex.
Officials, media were not allowed to take in vehicles, mobile, cameras for security measures. Over a 1000 security personnel were stationed outside the complex since early morning.
Some members however felt discomfort over the sun rays coming directly to their faces. Sitting arrangements needed some change as some members had to pass next to the seat of the Leader of the House whenever one comes in or goes out.
