Shillong, Dec 13 NNN : The traditional village council of Hima Nongspung-a village chiefdom located along the disputed plots between Assam and Meghalaya justified its decision to accept the developmental projects offered by Assam. Notwithstanding the hue and cry raised by a section of the council functionaries , the Syiem Chief of Hima Nongspung (Nongspung chiefdom) P R Syiemiong told the newsmen in Shillong on Tuesday, “ allowing the government of Assam to construct a road does not mean that we have ceded our traditional lands”.
Taking on his adversaries who accused him of conniving with the government of Assam, Syiemiong said that the decision to accept the developmental projects is part of the agreement arrived at by the then chief Ministers of the two states . Displaying the papers entered by the chief ministers of Assam and Meghlaya in 1992 and 2011 to allow both states to develop the areas of dispute till an amicable solution is arrived at on the disputed inter state borders, Syiemiong also produced the agreement on 03/12/2011 entered by him with Himata Tallukdar (MLA) and Sidik Ahmed (border minister of the government of Assam) agreed and confirmed that “the government of Assam will not stake any claim or land right over the portion of road that run from Nongspung chiefdom that is from Patgang, Longkhung, Jimrigang and Bakhlapara measuring for 10 kms”.
Mainatining that Road communication is the back bone of the state and people residing in these neglected areas will benefit especially for the transportation of the agriculture product and for the better road communication, the Traditional Chief clearly stated that these are pointers that we will not secede our lands to Assam
“Even after construction of the road the Hima (chiefdom) will exercise all its rights over administration and all other customary functions that the chiefdom exercised,” stated the Chief while citing to the agreement entered.
Hima Nongspung as it is called is one of the 12 areas of difference between Assam and Meghalya . Since 1973, both the states have failed to resolved the boundary dispute .

Imphal, Dec 13: A Delhi based women rights group on Wednesday said the controversial Armed Forces (Special Powers) Act (AFSPA) should not be used as a tool to curb insurgency problem in any part of the country because the Act commits various atrocities, rebuffing it as an anti-democratic, unconstitutional and rampant violation of human rights. The Government of India should review its stand on AFSPA and reconsider the wishes of the people who are raising voice to repeal the Act, said Aruna Roy, president of National federation for Indian Women (NFIW).
Aruna came to Manipur on Wednesday to show solidarity and support to Irom Chanu Sharmila who is on fast over11 years on the demand of withdrawal of AFSPA from Manipur. “We should render utmost support to Sharmila and civil societies, particularly the women NGOs and join the struggle in an all out effort to fight against AFSPA”, Aruna told a press conference here today. She also said AFSPA should not be an option to counter insurgency problem in any part of the country but the problem should be tackled by a more suitable act which does not harm the public and violate their rights.
Asked about the way in which National Rural Employment Generation Scheme (NREGS) is being implemented in the State, Aruna said the people of Manipur are not fully aware of the scheme and needed mass awareness programme on it through putting up of billboards in every corner of the State where their rights are clearly written through which they can understand their rights. “If the people know their rights that they should get from NREGS, the authorities could be prevented from wrong doing in implementing the scheme”, she further asserted.
Anni Raja, general secretary of NFIW who was also present at the press conference said, “It is easily comprehensible that more than 10 years of fasting by Sharmila as well as the nude protest staged by a group of women in front of Kangla here showed atrocities are committed by security forces under the AFSPA.”
AFSPA is a political question and it should be solved only through political means, she said.

New Delhi , Dec 13 (ANI): The Union Cabinet on Tuesday cleared three important draft legislations, which include the Judicial Accountability Bill, Whistleblowers’ Bill and the Citizens’ Charter Bill, to battle corruption and ensure transparency.
The decision in this regard was taken at a Cabinet meeting chaired by Prime Minister Dr. Manmohan Singh here this evening.
The Cabinet decision on Food Security Bill was, however, postponed today as the allies of the Congress-led United Progressive Alliance (UPA) Government at the Centre wanted more discussions on it.
The discussion on Food Security Bill will now be taken in the next cabinet meeting.
Communist Party of India (Marxist) lawmaker Sitaram Yechury on Tuesday said the Prime Minister should be brought under the ambit of the Lokpal Bill.
Yechury said that his party would raise this issue at an all-party meet to be held on Wednesday.
“The one issue on which it (Ombudsman Bill) was not becoming a law in the last 20 years was on the question of inclusion of the Prime Minister. Now, we have all along maintained that Prime Minister should be included,” said Yechury.
“There was a big argument on the adequate safeguards for certain areas. So, I said that we can discuss but in the name of safeguards you cannot absolve the Prime Minister for this responsibility of being open for questioning on the issues of corruption,” he added.
Yechury further said the Central Bureau of Investigation (CBI) should also be included under the anti-graft legislation.
“With regard to the CBI on issues of corruption; yes on issues of corruption, the CBI should be under the supervision of the Lokpal,” he said.
The government is expected to hold discussions with its alliance partners on the Lokpal Bill today. An all-party meeting will be held on Wednesday to evolve consensus on the issue.
Veteran social activist Anna Hazare had observed a token daylong protest fast at the Jantar Mantar in New Delhi on Sunday to pressurise the government for passing a strong Lokpal Bill in the ongoing Winter Session of Parliament.
Yechury also spoke on the contentious issue of the Mullaperiyar Dam, saying he would appeal to the Prime Minister to hold a meeting with leaders from the neighbouring southern states of Tamil Nadu and Kerala to resolve the ongoing dispute.
“We recognise the need of water for Tamil Nadu is absolutely genuine and required, and we understand also after the recent tremors in the Idukki district, the fear that is there in the people of Kerala, whether the safety of the dam,” said Yechury.
“Now, these two are important issues, the case is before the Supreme Court and we want the Prime Minister to take the initiative, to call all the concerned groups and to ensure there is no outbreak of tensions that can lead to unnecessary complications,” he added.
Kerala and Tamil Nadu are locked in a dispute over the dam located in Idduki District. The dam and the river are located in Kerala, but the dam is controlled and operated by Tamil Nadu. The safety of the dam has been a matter of concern and a point of dispute between the states of Kerala and Tamil Nadu.
While Tamil Nadu, the custodian of the structure, wants to increase the water level in the reservoir, Kerala has been insisting that it be reduced from the current 136 feet to 120 feet.
Kerala apprehends that this past-expiry date dam could crash and cause untold destruction in the state.
Kerala is arguing for the construction of a new dam at Mullaperiyar in place of the existing one, which is being opposed by Tamil Nadu.

According to eyewitnesses, Kiranmala and Naocha left the residence after a brief quarrel but Naocha returned to the house with zipping a gun under his belt and fired two rounds at Thabaton and her husband Bijoy after calling them out at the courtyard. One gunshot hit on the left thigh of Thabaton and the other missed. A case has been registered in connection with the incident at the Lamphel police station and the mother of the accused, R.K. Guwahati, Dec 12 NNN: The anti-talk faction of ULFA headed by Paresh Barua has claimed today that Assam’s cabinet minister Himanta Biswa Sarma was a member of the outlawed outfit one time.
The ULFA in an email statement said Himanta Biswa Sarma who is the health minister in Tarun Gogoi ministry had betrayed the people’s cause by aligning with forces of ‘colonial India’.
Reacting sharply to this allegation, Himanta Biswa Sarma dismissed the ULFA’s allegation by saying that why did the outfit take more than 15 years to ‘expose’ his underground link. Himanta has been in politics for over 15 years now. “I think Paresh Barua (ULFA commander-in-chief) and his boys have lost their mental balance,” he said.
Reacting to the ULFA’s threat to target non-locals if the government did not withdraw counter-insurgency operations by armed forces, Sarma on Sunday ridiculed the outfit’s brand of revolution. “In an age when the press of a button can wipe out three-four countries at a time, they show their strength by planting bombs under rickshaws and railway tracks,” he said.
“His (Sarma’s) flippancy, spinelessness and lack of knowledge were the reasons why he had to leave the Ulfa,” said Ulfa publicity secretary Arunodoi Dohotia in an email statement. “But he and members of his government chose to be subservient to New Delhi unlike West Bengal’s Mamata Banerjee who holds her own despite being with the colonial forces. Her dealing with New Delhi vis-à-vis Bangladesh is an example,” ULFA said.
The allegation of ULFA is purported to be on the basis of two Terrorist And Disruptive Activities (Tada) cases against Sarma in 1991.
The cases pertained to alleged collection of extortion money by Sarma on behalf of the Ulfa. The case diaries went ‘missing’ later on prompting the Gauhati High Court in August 2009 to order the government to furnish details about the cases. Assam chief minister Tarun Gogoi said in Juky last year that he would order a CID probe into the missing Tada case diaries after RTI activist Akhil Gogoi claimed to have recovered the missing case diaries.
